[Open Letter]

To all who wish to take note,

By the Grace of God that Father, the population of Our Empire, New Chalcedon, has reached 1 billion citizens as per the latest census.

To commemorate this milestone in the history of Our nation, We hereby announce the holding of a spectacular series of Imperial Games, to be held at the great Hippodrome of Constantinopolis Secundus.

Each nation is invited to send a party of representatives, with the sole exception of the Ryou Black Islands, due to past insults as yet not apologised for.

The games will be as follows:

16/03/08:
- Opening: The ceremony marking the official assumption of the title Power for the Empire of New Chalcedon will be held at the start of the day. Grand fireworks displays and orchestral music will accompany the Imperial Handsel, which is the distribution of gifts from His Majesty to the masses.
- Chariot racing (White, Blue, Green and Red teams - betting is encouraged, rioting by the fans of the losers is discouraged). The prize for the first race is a golden chalice from the hand of Her Imperial Majesty, Basilissa Eirena Doukaina.
- Wrestling: In the finest traditions of Ancient Greece, the forebears of Our Glorious Empire, contests of wrestling will be held in the traditional fashion.
- Noon break: Patriarch Alexandros XI of the Imperial Orthodox Church will hold Mass at the Cathedral of Saint Sophia, including a special performance of the Te Deum hymn by the Patriarch's Choir. The Mangana Palace will be the setting of a great feast for all the dignitaries immediately thereafter, to be hel in informal fashion throughout the gardens of the Palace.
- Military Parade (Army): The generals of the Empire's 31 themata(provinces) will parade at the head of their personal guards, each in turn swearing fealty to the Crown.
- Entertainments: Many groups of performers throughout the Hippodrome will entertain the masses, which are expected to fill the 4-million-seat structure to capacity.
- The Retirement: Emperor Constantine XV will deliver a short speech, in which he will note the considerable achievements of the Empire. Following this speech, he will retire, and dinner will be served in the Great Presence Chamber of the Mangana Palace. Should those present fill the 10,000 seats beyond capacity, plans will be made to seat only ambassadors (and those of equivalent rank) within the Chamber itself.

17/03/08:
- Opening: The Imperial Orchestra will perform several of the famous works of European composers, including Wagner, Bach and Beethoven.
- Displays: The Imperial Alliance of Guilds will stage showings of their wares throughout the Hippodrome, from fine cloth to dyes to goldworks to art, and many more goods, showing the economic diversity of the Empire.
- Chariot Racing: Once again, the four Imperial Chariot Teams, those that survived the first race, will race., supplemented so that each team has the legal three chariots entered. The prize of the second race is a golden laurel from the hand of His Imperial Majesty.
- Noon recess: The noon meal for the second day of the Games will be served in the Straits of Byzas, aboard the Imperial flagship HMNCS Constantine the Great.
- Regatta: The Imperial Home Fleet will stage a regatta for the inspection of Their Imperial Majesties. Salutes will be fired to any Heads of State attending.
- Mock Battle: The Imperial Home Fleet will divide into four groups (Red, White, Blue and Green), and engage in a mock battle using paint-filled ammunition. The Grand Admiral of the Fleet will supervise and adjudicate the battle from the Imperial War Room.
- Evening plans: After dinner, the New Chalcedon Opera Company will perform Puccini's famous work, Tosca, in the Great Opera House.

18/03/08:
- Opening: The Imperial Air Force of New Chalcedon (NCIAF) will open with another fireworks display.
- Aerobatics Display: The NCIAF will perform a rigourous aerobatics display, with many stunts made possible only by the combination of the NCAIF's veteran pilots and the cutting-edge equipment, represented by the NCIAF's stock fighter, the EuroFighter Typhoon.
- Chariot Races: The third and final round of the chariot races will be held in the latter part of the morning, and the winner will be awarded one boon of their choice by the Emperor.
- Noon Recess: Several specially-constructed aircraft will take Their Imperial Majesties, and guests, into the air for the ultimate lunch-with-a-view, served in the finest Imperial traditions.
- Final Games: The Imperial Olympic Team will hold demonstrations of shot-putting, discus and javelin-throwing, and racing throughout the afternoon.
- Final Address: After making a final speech, the Emperor's limousine will proceed in a circut of the Hippodrome, accompanied by another Handsel for the citizens of New Chalcedon.
- Final Dinner: The final dinner of the Games will be held in the Bucoleon Palace, at which each delegation will receive a commemorative medallion of the event.
