The Epsilon Halo flag was fluttering high above the Aleph Halo Regional Capitol. It was a beautiful day.

Then, ski-masked men, wielding M16's and FAL's, stormed the compound. Strangely, no one was killed, only guards were tasered and then dragged out into the street. Every official was evicted.

Then the flag was struck. it was lowered, tossed outside, and a new flag was raised in its place. The men left,

"...a breakaway state has taken four of the Outer Halo Islands, Aleph, Beth, He, and Waw. At this moment, there are no casualties reported. The new state has been called the Democratic States of Outer Halo. A leader of the so-called nation is to be determined."

"The Outer Halo has been historically conservative libertarian, and now it has seceded in protest to the government's liberal standpoint. As of this moment, North Point has recognized it as a rebel breakaway state, in which the military is sent to reclaim the territory. As of now, there are 5 million people in this new nation."

"There has been uprisings and riots in Alpha Halo Island, yearning to join the conservative state. Military Police has been dispatched in the island to quell the riots."

The Anderman Empire supports the actions of all those seeking independence from liberal and weak states. If any action is taken against our new libertarian companions, we will respond with overwhelming force. Our military is currently preparing to depart our territorial waters to take up position off the coast of these four islands. Nearly an entire division of marines will be mobilized by the time of their arrival, and any continued hostility will result in total mobilization of Andermani military assets. Resistance will most certainly be futile.

The message was transmitted to both the "legitemate" government and the secessionist states. While the government made its decision, the fleet readied for departure, the Battleships and Carriers at its core loading supplies and ammunition, as well as fuel and key parts. Cruisers and destroyers sat to the side, already loaded, while below the waves a submarine force sat silent and ready to accompany their surface bretheren once more to war.

On a small island near by a base commander General Gray was in shock, this far out into the ocean to here so much military chatter comes down near his island. Instead of sending them back, we'll simply change the MOS for 6 million of them, with the other 9 million providing logistical support for them. Thus, we field an additional 6 million soldiers, bringing my total commitment to an estimated 30 million fighting men.

The Commonwealth of Zoingo is quite alarmed by the current secessionalist thinking that has curtailed the populace in the area of Outer Halo. Zoingo does respect the right of a nation to withhold its territories and providences. But, differential pollices on such an extremist scale should be looked upon very carefully. If a section of a country is to leave on its own thinking that it can support itself, then it should be given a chance to fall flat on its face. But, the situation at hand seems to be quite a bit different, for there is armed rebellion against such government. And that if the people think that a government is wrong, they have the right to abolish it.

With that being said, we will neither engage on the side of the government or the rebels, but we will not turn a blind eye on such acts.

And tanks. The T55 can't stand up to the weakest tank Epsilon's got.

Their dreams of a capitalist, right-wing, utopia was underway. Those damned factory strikers would be put down, letting the factories produce goods, and ultimately, MONEY. The atheists would also be eradicated, either sent back to the godless Epsilon or just killed. Soon.

But there were problems. Epsilon's got an allied military of about 38 million men and it knows the seas. They have less than 10 million, and the warships from Islands' War IV vintage were manned by newbie crews. but that should resolve itself. And the uprising in Alpha was put down, the rioters deported here. Oh well. More men for us.

Massive battleships and carriers cruised at the forefront of the incoming Andermani Fleet. Safely within the formations, transport ships laden with soldiers and their arms brought an entire division of elite Anderman Marines to the shores of this new island nation.

Jets, launched from Andermani air stations, were now nearing the Outer Halo coast, and would need to find decent places to land. Actual landing strips were unnecessary for the Vtol attack craft, but they did need at the least somewhere to service their equipment. Seabees would build temporary strips and flight support buildings, but they needed to get ahold of someone on the ground.

"Outer Halo, all stations this net, this is Anderman Tenth Air Combat Actual seeking clearance to land. Please direct to any airstrip or suitable landing area. Support is en route. If this continues further support will be on the way."

Forgive for acting quickly in suggesting the referendum, but we are certain it will suceed, given that the Outer Halo government would hardly be sustainable if it didn't have the support of a majority of its people. Perhaps you could come to an arrangement with them on money transfers through a company controlled bya rebel patriot if you want to avoid suspicion? We could act as an intermiediary for negotiations and cash transfers.

If we are succesful in our goal of setting up an Andermani-German temporary authority in the islands to establish their independance, perhaps you could send in medical assistance or peacekeeping forces?

Our country has a question to ask your nation? Scott Tree has grown up with the acceptance of both liberal and conservative point of view. To north point have you always provided a forum in the government for them and did the regions that senesced have representatives in congress when conflicts begin? If you win will you continue to let them be conservative and openly believe a point of view or force them to learn your ways?

To outer Halo will you let democracy to be democracy and let people believe as they want to believe or force a one sided country?

Our nation has found trusting the conservatives with the dept of commerce, defense, agriculture, treasury, veteran affairs, homeland security, Energy. Final Ultimatum to the Epsilon Halo Government

Re-stating and clarifying our previous terms, we offer you the following:

1) Within twenty-four hours, you will declare Ouer Halo off limits to your forces and evacuate them. Police, including armed police are permitted to remain, however if they take any action to supress independantist movements which are not attempting to commit crimes, they must also be removed.

2)With a week, you will begin organising the referendum. All citizens of outher Halo above the age of reason will take part, within reason (the maximum age of reason we will accept is twenty, the minimum sixteen), with the exception of mental patients and convicts awaiting execution or serving life sentences will vote. "Foreign nationals", including Epsilon Halo citizens who are not resident in Outer Halo, are not to vote. Voting will be voluntary.

3)You will allow Outer Halo residents elsewhere to return home in time for the referendum.

4)You will not restrict access to the voting mechanism to foreign observers.

5)You have twenty-four hours to agree to compliance in principle and open negotiations on specifications. We will not accept any negotiations unless you accept the principle that the people of Outer Halo must choose their own destiny.

6)Failure to comply will result in an immediate German occupation of Outer Halo and the arrest of all armed employees of the Epsilon Halo government.

7)Should you refrain from attempting a counter-attack, we will not set foot on the non-disputed territories. If you are so foolish as to make such an attempt, you will be at war with the German Empire, the Kingdom of Poland, and the Kingdom of Lithuania immediately.

Having received the message through the local Temple of Yahsiris radio, the Obsidian Serpent Clan boards the plane from the Epsilion Halo nation.

The chosen War Cheif of the Clan sits in the spacious bay of the plane, amazed by the socery he sees and hears: thunder like rumbling and disembodied voices like he heard in the Temple of Yahsiris. However, despite his amazement, he returns to sharpening his katana, bowie knife and tomahawk he received after honorable service in the Copper Warrior Society.

The other picked warriors nervously sharpen their knives, never having left Obsidian Serpent Clan terriotry or having travelled away from their tribe, Gator Tribe, in the warm southern reaches of the former state of Florida.
