Following recent foreign affairs efforts, The Peoples Republic of Sulaymaan has opened a new embassy park within the capital city of Khotan; currently open to all nations seeking positive diplomatic relations with the Peoples Republic of Sulaymaan.

'Embassy Square' is a new, state of the art, facility paid for and operated by the Peoples Republic of Sulaymaan. A completely enclosed complex (surrounded by a 12m perimeter wall), Embassy Square measures 539,160m2! Thats nearly 41 acres!
Features include;
A shopping complex; a two story building designed specifically so diplomats and their families can visit their favorite restaurants and shops from their home country!
An activity center; complete with movie theater (showing the current top movies from around the globe), sports and fitness centers, an olympic pool, and so much more the activity center on Embassy Square ensures diplomats and their families have plenty of fun activities to pass the time.
On site emergency cews; based out of the complexes security compound, diplomats in Embassy Square have access to some of the Sulaymaan's finest firefighters, police, and medical staff! The security complex even has its own dedicated fast-reaction unit, so diplomats in the Republic can operate worry-free of terrorist activity!
On site, private, airport; serviced by some of the Sulaymaan Republic's finest mechanics and ground crew, the private airport on Embassy Square operates only for foreign diplomats and dignitaries. Complete with its own underground fuel reserve, 24 full-service hangars that can accommodate most political aircraft, two full-length runways for accepting large passenger aircraft, and a state-of-the-art air traffic control center.
On site utilities; with the utility center powering, providing clean water, and free basic maintenance for all of Embassy Square, foreign diplomats will never have to question where the water from their tap is coming from.

Individual lots measure 40m (130ft) x 20m (66ft), have their own 2.5m perimeter wall, electronic steel gate, 1 story security turret at gate, and are by default empty.
The Republic will provide on request, free of charge, construction services for the lot.
Included in this free package is; (An example lot is provided for inspection at 25a Ward Road.)
1x Standard 6m x 6m helicopter landing pad
1x Two story, 12 room, building
1x Attached 20 person barracks
1x Asphalt pad (ideal for use as a parking lot, drill field, or provisional landing pad for larger helicopters)
1x 40 person underground air-raid shelter, located under main structure

The Republic will also provide on request, customized construction services for the lot for a fee of 75,000-175,000 depending on the complexity of the request.
Nations may provide their own materials and crew to construct structures for their customized lot, and use Sulaymaan equipment at no charge (pending availability; paid/standard construction takes priority).
Restrictions on customized lots;
Structures may not exceed 3 stories.
No fixed weapons emplacements higher than 2m, or of greater caliber than 7.62mm.
Construction materials are subject to search by Sulaymaan customs.
Construction crew brought in-country may not leave the embassy complex.
Nation submits to regular safety and content inspections by Sulaymaan customs officials.

Nations may also request dual-lots, which measure 40 m (130ft) x 40m (132ft), for a one time fee of 200,000. Providing two adjacent lots are available.
Double lots with the standard facilities are provided with the exact same facilities, in the exact same locations, as single lots. The Republic will not provide customized construction services for double lots, but will allow the use of its equipment free of charge. On request, the Republic will demolish the dividing wall between the two lots free of charge.

An example double-lot, with customized construction, is provided for inspection at 27a Ward Road.
This lot features an expanded barracks, with reception center, at control of a ground-level helipad and with security posts at both gates. The lots reception center connects to the ground floor of the main structure, which features some basic home and office amenities. The second floor has additional home amenities, as well as living quarters. The building also has a partial third floor, connecting to a turret, which features living quarters fit for a national leader. The example lot also has a private in-ground swimming pool, and separate employee and visitor parking lots.

Nations and/or diplomats may rent a hangar at the Embassy Square's private airport at the price of 2,000 a year, or 200 a month.

The Peoples Republic of Sulaymaan recommends no more than 40 people occupy one lot, however, nations may barracks as many personnel as they see fit. So long as it does not propose any serious safety or health risk.

The Peoples Republic of Sulaymaan will provide free public education for Ambassadors children and spouses, and will provide Ambassadors, their staff, and family, with citizen discounts to any of the nations fine colleges and universities.

Laws and Regulations for Diplomats
Lots occupied by a nation are to be recognized as that nations sovereign soil; however, the Peoples Republic of Sulaymaan holds the right to remove a nation from a lot without reason or compensation.
Diplomats, their families, and staff, are all expected to abide by the laws of the Peoples Republic of Sulaymaan while outside their lots grounds.
Military aircraft, helicopters, and vehicles are not allowed.
Private vehicles, aircraft, and helicopters are allowed.
The Republic respectfully requests you do not occupy a hangar for more than 1 week (unless renting a hangar), as we have limited space. Diplomats aircraft are welcome to hangar at the many public airports in the region, subject to willingness to pay the airports hangar fees.
Infantry deployed and operated anti-aircraft and anti-tank weapons are allowed, however, the Republic would like to remind nations seeking a place at Embassy Square that their security is our priority and the fast-reaction team is well equipped for any emergency.

Although I would like to offer you my personal congratulations on your fledgeling embassy program, it has been the unanimous decision of the Imperial Senate to declare The Peoples Republic of Sulaymaan a new Extended Province of Agrandov. For the purpose of your annexation, we advise humility and co-operation to make this transition of government as smooth as possible. Please understand that this is not an act of aggression, and that it is more of an enforced union of our great nations in order to bring prosperity to your people.

The Ministry of Peace has been selected to process your annexation, as significant resistance is not expected. Co-operating with the Ministry of Peace will result in extremely favourable terms for your land, people and your leaders, as you will be an honourable province of the Glorious Empire. Failure to comply, however, will result in your reference number being passed on to the Ministry of War. Aside from regrettable and avoidable damage to your infrastructure and people, this would end with a restrictive and uncompromising surrender agreement.

We urge you to consider your options carefully before deciding, but know full well that the Central State is extending two hands to you. In one lies the infinite benevolence of the Empire, and the true prosperity of peace and stability. In the other is a brief and bloody war, that will see the flag of the Majestic Empire rise over the burning earth of Sulaymaan.

Attention; The Central State of Agrandov; Ministry of Peace

The Peoples Republic of Sulaymaan wishes to notify those persons whom it may concern in the 'Ministry of Peace', of The Central State of Agrandov, that we must regretfully decline your offer of unity and annexation. The Foreign Affairs Bureau of the Imperium Assembly, would like to assure The Central State of Agrandov that their communique was processed through the appropriate channels. The issues was presented before the Curiate Assembly, Imperium Assembly, and Puba of the Republic Victor Ward.

It is the general consensus of these governing bodies, in that, annexation by The Central State of Agrandov would be at conflict with both The Peoples Republic of Sulaymaan's national interests and ideals. The Curiate Assembly, the voice of the people in The Peoples Republic of Sulaymaan, has also concluded that annexation by The Central State of Agrandov would receive severe negative public opinion, and would not be supported by the majority of Sulaymaan citizens. The Assembly also asserts that the current government body of The Republic, as well as the social mentality of its people, would be incompatible with that of The Central State of Agrandov. The Imperium Assembly concurs.

The Peoples Republic of Sulaymaan assures The Central State of Agrandov, that they are still welcome to a plot in 'Embassy Square'. The Foreign Affairs Bureau would also like to notify The Central State of Agrandov that the Puba of the Republic has seen fit to approve a one-time waiver to the customized construction fees for The Central State of Agrandov; should they see fit to assume peaceful diplomatic relations within the next year.

Please understand the immense benefits of capitulation with the Central State, and know that with your peaceful acceptance of your new leaders your nation will receive the loving embrace of the Empire. We are quite certain that the obvious consequences of taking alternative action can go unmentioned.

The Glorious Empire operates a maintenance-friendly and extremely effective economic system, focussed around private enterprise and competition bringing the prices down for the government and people. This approach in Sulaymaan would bring the exceptional dividends of capitalism without compromising government authority. It is through this policy of economic liberalism that the Central State maintains such a high standard of living for its citizens.

The main focus of the government is dual; to keep the people out of politics and politics out of people. The People of Agrandov are truly free, as they are not tied down by the fickle responsibility of democracy. Instead, organised and dedicated statesmen can shift their focus away from gaining votes, with their policies rather than their expensive campaigning winning the people over. Competition also exists socially within Agrandov, as each city and state seeks to outdo its rivals.

By quickly and co-operatively coming to terms with the huge benefits of Imperial rule, the transformation of Sulaymaan from a backwards, socialist state to a powerful dominion of the benevolent Empire can be made without the loss of life or property.

We are afraid that our negotiations have come to an end, as from this point on there is but one ultimatum: peacefully accept Imperial rule, or have it enforced at the expense of your people. Alkra City

A bureaucratic drone within the Ministry of War folded his copy of the Rising Herald at the sound of his computer beeping. The utilitarian grey pop-up informed him of a new message, which he made his way to through the formal grey interface. Reaching his inbox, the man squinted at the screen to decipher the uncomfortably small print. It was a message from the Ministry of Peace, containing a little information on the People's Republic of Sulaymaan and it's transgression of Imperial requests.

Dutifully flagging it for immediate review by his superiors, the unimaginative drone resumed his reading of the paper. A small article three pages in, by small-time columnist Gregory Walker, was discussing the recent large-scale rearmament of the Empire with the purchase of 20 orbital weapons systems, 400,000 ultra-modern Nakíl 1A3HA main battle tanks as well as several indigenous designs such as the AVIR and ADEC small arms. The relevance didn't even occur to him as he flipped towards the sports section, and was interrupted by another beep.

100 nautical miles from Agrandov
Gholgoth Waters

It had been six hours since the rejection of Imperial operation was received, and the fast-response divisions had been dispatched. Four of these Divisions, each with 10,000 combat, command and logistics personnel, were being sent with the entirety of the IV Fleet, although only one Battle Fleet's worth of the naval contingent would be involved in the event of an invasion. The rest would be on extended naval patrols and responsible for supply-line security, breaking up into Task Groups for their purposes.

Dubbed the Imperial Sulaymaan Colonial Corps, under the command of Lieutenant General Dyer, the 25,000 combat personnel were from the Central State Marine Corps, with the 15,000 command and logistics being redirected from the Army. The entire force would be making its way straight to Sulaymaan, to wait in international waters until the diplomatic mission had finished. The Ministry of Peace, and the Sulaymaan Republic's response, would determine whether the Marines would land as friends or foes.

In the air, the VII Air Command had been put on immediate standby to assist with operations, although a large number of naval aircraft were present on the 12 Cubile heavy- and 36 Cunae light-carriers. Aside from air power, missiles could also play a prominent role in bombardment if the government of Sulaymaan chose that unfortunate path.

Sorry for the delays. Work, family, and preparing for a trip out of country from the 22nd to the 30th.

Undisclosed Location

The room was dark. Darker than any room with the sheer number of wall-displays present had any right to be. Though the rooms nine walls all had full-size displays bearing massive amounts of information it seemed as though the very light they cast shriveled and died, leaving the center of the room cast in a foreboding darkness.

With a scratch and a hiss, a small flame briefly lit the center of the room. An ovular table, the occupants all cast their glance to the source of light. The man, obviously in his early sixties, was lighting a cigar. As he shook out the match, the cigar tips red glow seemed to dance ominously in the thick darkness.

"Suggestions?"

The voice came from the opposite end of the table. It was a young mans voice, though it had with it an authority far beyond its years.

"From the intelligence we've gathered, we are by far numerically superior to this... pitiful... force."

The second voice came from the cigar-mans right, it was clearly female. Though her voice was butch.

"We can't count on the fact that this is the only force, and with no offense to The Republic, their flotilla is years ahead of ours."

The first voice.

"Technology means nothing compared to the raw experience and training of our men. The rebellion did far more than purge Sulaymaan of undesirables, it reminded our soldiers what fighting is!"

The second.

"And experience means nothing, when your enemy can strike from orbit. To the tactician, its a weapon. To the soldier and uneducated, it is the very wrath of god. How can we maintain morale against such superstitions when the government itself refuses to claim or refute god? Our anti-aircraft batteries and CIWS can engage traditional missiles, but tell me true, do we have anything that can engage at a pure ninety degree azimuth?"

A third voice. Though screaming cautions, the voice was deep to an almost unbelievable point.

"Silence."

The cigar bounced as its owner spoke. His single word a suggestion, not a command. The other voices replied with a silence of their own, though the air itself was ladened with their indignant curiosity.

"Your propose to just let them walk over us? Lower the Sulaymaan flag and bend our tail between our legs? Didn't your father give his life for the revolution?"

With a warm hum, lights along the rooms ceiling began to flicker to life. Slowly, the true details of the room came to focus. Though the walls certainly were nothing more than massive monitors, work stations ringed the utilitarian metal table at the center. Their screens coming to life.

To the rooms right, a pair of ladders raised from the floor and disappeared amongst the concrete of the ceiling. There, a spartan crew of military officers climbed their way down; seemingly oblivious to the meeting taking place at the rooms center.

It became obvious the construct was a command bunker of some sorts, and the cold artificial air betrayed it to be underground. Other than that, nothing more could be said for its location or purpose.

At the table itself, six persons sat. The cigar-man himself sat unprofessionally on the tables left, next to him a women sat prim-and-proper in her military dress uniform. Chest laden with medals.
Across from them, two more uniformed men sat. One small, the other was massive to inhuman proportions. Thick of chest, thick of neck, and with massive muscular arms the man was clearly the source of the abnormally deep voice. His posture and physique alluded to him being the head of a special forces training command. All four bore the collar insignia of a Fleet Admiral of the Republic.

Sat at opposite heads of the table, their chairs ever-so-slightly raised, were the unmistakable forms of the Khal and Puba.

"Let Admiral Matsuda explain himself before contending his decision, Agata."

The Khals voice was firm, though soft in a manner belying a history of being unquestioned.

Casting a spiteful glance at the cigar-smoking man beside her, the female Fleet Admiral nodded her consent and crossed her arms. In response, Admiral Matsuda removed his cigar to an ash-tray infront of himself and gave the young women a warm smile.

"These brutes of Agrandov, who hail themselves as our saviors, have made simple demands. Their clear enough for anyone.

'Join us - or be destroyed.'

"What they have not done, however, is provide a deadline. Merely, they have stated that their actions are weighed completely by our response. Obviously, if we were to simply interdict with a brazen 'no' of our own, their impending assault would be justified in the eyes of the international community.

"If we were to pre-emptively strike, the world would view us as the aggressors and may draw allies to the enemies side.

"Everyone in this room knows, capitulation to their demands is forthright unacceptable. What choice does this leave us then? To fight this nation of billions with our conglomerate of millions? To shed the blood of thousands of our soldiers in a campaign the world over would frown upon? Hardly.

"In silence, we place the weight of the world on Agrandov. Should their patience wear thin, and they strike, the world will have seen them going against their own word. They may defend themselves with shouts and arguments our silence was capitulation or insolence... but our defense is simple in its truth. Who among the world can truly say the appropriate amount of time a country needs to come to such a history changing agreement?

"And what should transpire if they grow tired of our silence, and place a deadline? They have now painted themselves to the world as impatient, militaristic, and perhaps even war-mongering. What does The Republic have to offer them, that they do not already have within their own borders, other than conflict?

"The world has its own unique understanding of sovereignty, and the interest given in Embassy Square itself has proven many of the worlds nation recognize our very right to exist. So, through silence, we place Agrandov in a precarious position. Any course they choose, potentially wins allies to us and enemies upon themselves."

The other three Admirals grudgingly muttered their agreements, and the Puba himself nodded. Though the Khal sat motionless, observing all five of the other occupants.

"Needless to say however, if the Sulaymaan wishes to remain that which we are, war is inevitable. Our troop numbers give us the capability to bleed the enemy, in our defense and occupation if not in our victory, and we may truly be able to measure just how much blood those of Agrandov are willing to drink.

"My fellow Fleet Admirals, we all have command of our respective stations and forces. With the Khal and Pubas graces, I recommend you all move your forces for the defense, but with an ever heavy eye to caution. Large troop movements can be seen as an act of war, but a reassignment here and there over however much time our silence buys us, is harmless."

Taking his cigar back up, Admiral Matsuda gave it a thoughtful puff and looked over the other occupants of the table. Though they all waited for the Khal or Puba to speak, Matsuda could already tell the others were contemplating just how to move their pieces.

"Make it so."

Simple words, but the Khal had spoken. Standing and quickly presenting their honors to the Khal and Puba, the Fleet Admiral staff made for the chambers exit. All of them had preparations to make, and a war to prepare for.

Ministry of War
Alkra City

The sharp sparkling of a broken glass interrupted the rich red carped, and there were raised voices as two low-ranking aides were ejected from the Ministry of War. The head of this ministry, Mr Simon Ronnal, had never been the most balanced of people, with the global situation exacerbating this daily. Few would call for his resignation however, due to his close friendship with the Emperor. He was also exceedingly good at his job, through the application methodical creativity, with a healthy dose of natural paranoia which was often weighed down by the alcohol. It would take an extraordinary situation in which his job would be secure, and Ronnal smiled, as he knew this. 'Exceptional Situation' meant war. Although the invasion of Sulaymaan was part of larger things, it was more the manifestation of regional and personal politics.

Mr Ronnal was already annoyed, as the days of silence from Sulaymaan had forced him to postpone and re-arrange. He had also been forced to endure a visit from the Ministry of Agriculture, delivered by the hands of a tall, wry man called Mr Juan for whom he shared a passionate hatred. To really seal his day, however, two idiots from the Central Ministry had been in to collect a financing report; coming straight to him instead of a capable underling. Mr Ronnal hated the Central Ministry and it's superiority complex, and had both men removed from his building with remarkable calm. He checked his watch, and swore loud enough to make his elderly secretary outside flinch. It wasn't even midday.

International Waters

"Had a call from Ronnie, Sir!" came quite a cheerful call to the Captain of the fleet; who had been the highest ranking officer available for the fast reaction force. 'Ronnie' of course was the nickname across most branches for their friend back in the Ministry of War, who was indeed a friend for almost single handedly turning the military of Agrandov into something respectable.

"Is he still on the line?" asked the Captain.
"'Fraid not, Sir, didn't sound too happy neither."
"Do we have new orders?" asked the Captain expectantly, as the invasion force had been sitting around for over a day now.
"Yeah, he said that the main force has already been sent, 'bout 12 hours to get 'ere. Orders are to begin bombardment, and be ready to land as soon as the Army boys arrive."
"Very good."

The Captain did not need telling twice, as he was in a hurry to get this over with. Another Captain on board another Cubile class carrier had been designated Fleet Bombardier, whose sole duty it was to orchestrate the ordnance onto defensive positions below. Named Cpt. Stone, it was a common consensus that he enjoyed his work a little too much, as he had been walking with a spring in his step since the orders came in. Zealous to the point of being generous with his munitions, Cpt. Stone was freshly demoted from the position of Rear Admiral as Command had decided that the last hospital he targeted was one too many.

The fleet hummed and beeped into life, moving cautiously across the invisible line of Sulaymaan waters. Protective tarpaulins were cast aside, revealing vast arrays of missiles, as elevators on the Carriers jogged up and down to bring the flight deck to capacity. A few planes were already in the air, armed with anti-shipping munitions and expecting resistance, as the deck of every ship became a hive of activity. Marines were briefed once more on potential landing points, although for next day or so they would be waiting for reinforcements. Mr Ronnal had failed to specify just how much force would be reserved, although there was a mutual understanding between all involved that the number would range from considerable to excessive.
