Nuclear warheads have went off in the City of Towka, 4 million Dead, Many lost, Some unknown enemy has attack us. We will be look for who did this!

RE: Condolences.
Dear Sir/Madam,
The Empire of New Chalcedon condemns this miserable attack. While the Empire has a reserve of nuclear weapons, we have no intention of using them unless cirucmstances are dire...and certainly not in an unporovoked attack. We extend our most sincere condolences to the Armed Republic of Toxca.
We advise restraint if and when Toxca believes that it has found the perpetrator - on a matter such as this, the guilt must be proven beyond a reasonable doubt, especially when there are 4 million dead bodies to tighten the noose around hte necks of anyone caught indulging in such butchery.
