Modular Force Projection Ship Contract

The Glorious Republican Ministry of Defense is calling on foreign and domestic weapons contractors for this project made by the NAVSURFSPECWEPCOM or Naval Surface Special Weapons Command for the MFPS Project. This project will be consolidated under the authority of the Ministry of Defense's Advanced Research Projects Agency or MoDARPA.

The terms of the contract are as follows:

The MoDARPA is looking for a new ship as enumerated by NAVSURFSPECWEPCOM that will be designated as an MFPS project vessel and given the hull number XMPFS-0X.

The ship must displace at least 900 tons and be longer than 50m, but is able to operate in a littoral capacity. The ship can be no larger than a destroyer. It can be of any configuration, conventional, tumblehome, SWATH, catamaran, etc. The ship must operate in excess of 35 knots, and utilize thrust vectoring for high maneuverability. Nuclear propulsion will cost the manufacturer 75 million LFP of the contract's payout. The ship must incorporate stealth features which can include angled surfaces to reduce RADAR cross-section or RADAR absorbing paints or any technology that reduces RADAR cross-sections.

The ship's most important feature is its modular capabilities. As explained in the Ministry of Defense's latest Naval Defense Recommendations to the Triumvirate Council and the Glorious Republican Navy, Naval forces of Leafanistan must become more flexible and cheaper to operate in asymmetric and conventional warfare as Leafanistan becomes an increasingly large nation. The ship must use a modular system, as explained in an MoDARPA Research Paper called "interchangeable mission modules". These shipping crate like modules lock into module mounts on the ship and can change the mission of the ship.

The ship's modules and therefore its missions must include but are not limited to, surface warfare against a weak navy comprising ships no larger than a battlecruiser, surface warfare against a strong navy comprising mostly conventional ships with some degree of stealth, mine warfare/clearing, humanitarian missions (hospital ships), antiaircraft warfare against low flying aircraft, antiaircraft warfare against high flying aircraft, missile defense, coastal defense against an amphibious assault, anti-submersible operations, amphibious assault (which includes but is not limited to, launching craft no smaller than a RIB and helicopters), transport and logistical missions, missile launch platform or arsenal ship configuration, UAV launching and recovery, USV launching and recovery, special forces interdiction, and maritime patrol.

These modules must be manufactured in Leafanistan when the contract is formally completed and Leafanistani and Foreign contractors be allowed to build new modules for the ship. These modules shall not require the ship to be dry-docked for their installation and must take no longer than 2 days to install.

Modules meeting all the requirements specified do not have to presented with the rest of the ship immediately, but amphibious assault, surface warfare, logistical, patrol and humanitarian modules must be presented to MoDARPA at time of submission.

While not a requirement, Admiral Victor Johnson has expressed interest in a submersible variant and MoDARPA will award an extra 20 million LFP to a ship that fits this designation. Modules do not have to presented to MoDARPA for such a ship and a possible new project is being considered for this contract.

The agency or agent that wins the contract will be immediately awarded 700 million LFP for their work, the 2nd place winner will be awarded 300 million LFP for their work, and the 3rd place winner will be awarded 100 million LFP for their work.

Contractors who do not win the competition may be awarded defense contracts for other MoDARPA projects.

After this contract has been completed all 3 finalists must submit a working prototype with all modules built for testing. After the completion of sea trials for these ships MoDARPA will issue a new contract to the winning corporation which may include design specifications from the other finalist's ships.

The ultimate winner will be awarded a contract, and since this ship is aiming to replace nearly every single littoral combat ship, corvette, frigate and some larger boats in the current Navy of Leafanistan, it will be an extremely large contract and finalist corporations may be contracted to help build the new ship along with the ultimate winner.

Leafanistan is tired of buying 4 different types of frigates, mine warfare ships, amphibious assault ships, etc. and wishes to buy one common platform it can 'swap' out for various mission fittings.

Of course this means replacing thousands of ships in our inventory, something that will be attractive to any company.

OOC: Thank you for Godmoding past my entire naval defense systems around my bases to surface next to my ships and open yourself up to the entire shore defense battery as it is the standing policy to immediately destroy any enemy submersibles near naval bases as they could be holding triggers for planted explosives on ships. If you want we can even RP the massive diplomatic fallout.

It also was not a stealth sub but a regular Type 039 class submarine which finally incorporated all the features Western and Russian subs have had for years. You could have surfaced near one of my carrier fleets so as not to Godmod.

However, we are a nation of peace and we are willing to negotiate. Therefore we hereby levee the standard fee for importing then exporting a billion dollar submarine, the tariffs total 12 million LFP at the moment.

Additionally each condemning entity, including private entities have settled for a 1 million LFP fee each for blatant violation of our seas which totals to 1.54 billion LFP which we demand immediately or we will recall our diplomatic staff.

The South Lizasaurian Chancellor walked onto the podium. The SLBC was recording him for the world news.

Chancellor: *clears throat* Ten years ago to the day in the midst of war with the cult known as Grace Academy we were threatened militarily by the armed forces of Leafanistan where two South Lizasaurian destroyers were sunk. Though war was declared our military was too busy with the cultist threat and LEafanistan didn't send any troops to engage us whatsoever. So I guess one could brand this war a "cold war" This military experiment that took place in Leafanistani waters has shown Leafanistan that their missiles shall not harm our cities and our land. This action was not an act of war but rather an act of brinkmanship, hopefully after witnessing the success of our experiment foreign aggression towards any South Lizasaurianic peoples will be dettered. Initial estimates suggest VLS cells compatible with BGM-109, LY4045, LY589 and LY4031 missile systems, for a mixture of surface to surface and surface to air capability.

Further initial investigations focus on a radar-targetted rapid firing 5-inch main gun, and a single helipad, rear mounted.

We urge you to disregard the inane and biased slander of our nation from Leafanistan. Firstly we rarely intimidate our allies, our allies are like our brothers for alliances are taken REALLY seriously and sincerely in our culture whether it be corporate, political or military. Secondly we do not bully smaller nations, nor are we imperialist as our Leafanistani rivals would have you think. OOC: You forget, I'm not asking for a multirole ship that fulfills all the requirements for amphibious assault, mine warfare, surface warfare, etc. I'm asking for one common hull and superstructure and an easy system to switch out what weapons are available. Each ship will be specialized to its role, however if these roles change, 2 days in dry dock will change that.

Why should I operate and maintain dozens of different frigate, cutter, and corvettes for various purposes from multiple manufacturers each needing their own maintainance kits? With the Modular Force Projection Ship I can just have one kit and keep around one set of spare parts (just a lot of them) and if different manufacturers make different modules for the ship, its a hell of a lot easier than taking care of a whole damn ship.

This also means upgrading the ship's weapons systems will be easy. All I have to do is swap out the weapons.

Besides this is only a design study, just like any real military I want to let NS have a shot at an idea the US Navy is trying out. The winners will be compensated but if none of the designs are gratifying then the idea will die here. Have you tried giving serious thought to this idea?

Design:
The requirements for this class came from the very general requirements of a possible conflict between two allies. It also was made to better the profits of the Irondeck Coproration and its stocks in the World Stock Exchange

Armor Suite:
The Hermin class cruiser armor suite provides better protection than the Irondeck class battleship with thicker side armor and all magazines well away from the sides. The designers noted the increasing size, range and explosive power of torpedoes as torpedo designs improved. So as a result from the tests the Hermin is fitted with a 4 layer system of thin plating air space, thin plate, oil space, thin plate, air space, followed with an armored layer 9.5' inboard. This allowes the explosion to disipate in the air space and deform the liquid loaded back plate. THe deck is thick enough to set off a armor piercing shell and using a thiner armor deck below to catch the bursting shell splinter.

Engineering:
The Hermin employs direct drive electric geared turbines for power. Geared turbines, Triple expansion steam engines, and turbo-electric drive are all found to give better range for fuel expended. This makes it more fuel effiecent then the Irondeck and Seastabber.

OOC: This in no way fulfills the contract for a modular ship. Redesign it so it fulfills the requirements I specified.

Also who uses a Triple Expansion Steam Engine? Is this the gorram' 19th Century? We have oiler ships, logistical ships, to keep our fleets afloat. Admiral Nimitz mastered this during the Second World War. We can use Steam turbines which are far easier to maintain and provide higher speed. That 30 knots better be a flank speed which is bad considering that I have a few frigates in my inventory that make a flank speed of 50 knots or greater.
