Capital City; Khotan
A sprawling modern city of several million, Khotan is the declared capital of the Peoples Republic of Sulaymaan. Located among the cities rocky, hill-laden, desert terrain are the grand assembly chambers of the Imperium and Curiate Assemblies.

On the cities outskirts the lavish palace grounds of the Khal and Puba over-look the capital from a small plateau, noted for its beautiful structures and gardens as well as the difficulty of access. Surrounded on all four sides by sheer 30 meter (100ft) cliffs and tall 5 meter (16ft) perimeter walls, the only traditional accesses to the palace grounds is a single man-made spiral (similar to corner turrets on parking garages) roadway, or use of the grounds private two runway airfield.

Located on a large natural fresh-water lake, Khotan boasts a large military naval facility on much of its shoreline; with only a small portion of coast dedicated to economical and recreational needs. The naval warships stationed at this facility, which is complete with its own drydocks, gain access to the worlds major oceans by a natural strait/canal connecting to the lake as well as two man-made fortified military canals.

Khotan is almost completely dependent on the many airports, railways, and highways to supply and nourish it. However, the city sits on a layer of bedrock relatively close to the surface allowing for the construction of the many skyscrapers that dominate the cities skyline.

The population of the Sulaymaan Republic is composed of a wide variety of ethnicities, though the societies upper-class and command structure tends to be dominated by caucasians.

Religion:
The Peoples Republic of Sulaymaan has no national religion.
The citizens of the Republic, however, are free to practice the religion of their choice without persecution. Violent sectarian movements, or any acts of religion which cause any form of unwilling physical harm to its followers or the followers of other religions, are quickly eradicated with the full might of the Republics armed forces and police.

The two most prevalent religions in the Peoples Republic of Sulaymaan are hinduism and animism, however it is not uncommon to see grandiose cathedrals, mosques, and synagogue's side-by-side on many city streets.

Language:
The Peoples Republic of Sulaymaan maintains stricts language laws, and all citizens or potential citizens must be able to read, write and speak English and Latin. Inability to do so is punishable by 5 years in prision and forced reeducation.
These language laws do not prevent citizens and students from studying further languages, however, and many middleschools have strong language programs based around dozens of different languages.

Items of Note:
Police, fire and medical services are provided in whole by the Armed Forces of the Sulaymaan Republic for the entire country.
The Republic has free basic public healthcare, however, does not provide for cosmetic procedures.
The Republic does not have a welfare or strong unemployment/homeless programs, instead it encourages those who cannot find employment or homes to join the military.
The laws of the Republic are considered to be far more strict than other countries, and focus on major offenses rather than misdemeanors. Additionally, the Republic is considered to exercise extremely strict punishments for both major offenses and misdemeanors.
The Republic exercises capital punishment. Common methods are firing squad, and gas chambers.
States of the Republic bear no formal name, and boundries are created simply to ease government legislation.

Khal of the Sulaymaan Republic
The Khal of the Peoples Republic of Sulaymaan is the absolute authority on all matters military or political. The Khal is self-appointed and serves for life, and exercises control of all lower governmental and military functions. In the event of the Khals death, the Puba assumes the position and appoints a new Puba.

Puba of the Sulaymaan Republic
The Puba of the Peoples Republic of Sulaymaan is the second highest authority in the Republic on all matters military or political. The Puba is appointed by the Khal and serves in the Khals graces, though it is generally assumed a position held for life. The Puba exercises control of all lower governmental and military functions and reports only to the Khal.

The Imperium Assembly
The Imperium Assembly of the Peoples Republic of Sulaymaan is composed of all military personnel above the rank of O-11 (Major General). This Assembly is directly responsible for the creation and enforcement of the laws of the Republic. The Imperium Assembly is directly overseen by the Puba and Khal of the Republic, and holds a position higher than the Curiate Assembly. However, laws and rulings made by the Imperium Assembly can be contested by the Curiate Assembly. Ultimately however, contested laws and rulings are reviewed by the Khal and Puba; whom traditionaly side with the Imperium Assembly. The Imperium Assembly is considered the Republic's "Supreme Court" and oversees the functions of all lower courts.
Praetors
Directly below the Imperium Assembly, Praetors (O-8 Commissar to O-12 Lieutenant General) are the military commanders and coordinators of one state of the Republic. Praetors are appointed by the Imperium Assembly and serve along magistrates. In times of war, Praetors are responsible for organizing the defense of their state alongside their peace-time duties. In peace, Praetors over-see the police, fire, and medical systems of their state.

The Curiate Assembly
The Curiate Assembly of the Peoples Republic of Sulaymaan is composed of all the Republics magistrates. This Assembly serves a blanket function, covering all duties not defined for the Imperium Assembly. The Curiate Assembly is considered below the Imperium Assembly and is overseen by the Imperium Assembly, Puba, and Khal. Commonly, one or more members of the Imperium Assembly will sit Curiate Assembly functions; however this is not required for the Curiate to assemble. The Curiate Assembly consists of the only elected positions in the Peoples Republic of Sulaymaan, and elections are held in private from a persons home using a special government-provided polling device.
Magistrate
The highest elected position, Magistrates represent one state of the Republic and are elected by popular vote within the state they represent. Magistrates exercise heavily restricted federal and legislative control of their state, and hold a seat on the Curiate Assembly. Magistrates serve a four year term, and must be 35 years of age or older with a college degree. Favorable service records in the Armed Forces of the Republic are also required. It is not uncommon for those retired from the Armed Forces of the Republic and Imperium Assembly, to quickly gain Magistrate seats.

Quaestor
Directly below Magistrates, quaestors represent wards (one fourth of a state) and are elected by popular vote within the ward they represent. Quaestors exercise similar responsibilities as a Magistrate; however operate on a smaller scale. Quaestors serve a two year term, and must be 25 years of age or older with a college degree. Favorable service records in the Armed Forces of the Republic are also required.

Consul
Directly below Quaestors, Consul's represent individual cities within a ward to their Quaestor. Consuls exercise similar responsibilities to a mayor or governor in other forms of government. Consuls serve a two year term, and must be 25 years of age or older with a college degree. Favorable service records in the Armed Forces of the Republic are also required.

Section C; The History of the Peoples Republic of Sulaymaan

The Agrandov Conflict (http://forums.jolt.co.uk/showthread.php?t=552129) (Februrary 12th 2000 - March 20th 2000)
An unsettled diplomatic dispute, the Agrandov Conflict was The Peoples Republic of Sulaymaan's first military action against an established foreign power. Also standing as the first incident in which The Republic was forced to defend itself against a potential invading force.

With actual combat only lasting less than an hour, The Peoples Republic of Sulaymaan defenders were successful in repelling the technologically superior Agrandov force. The engagement served to fuel public support for The Republic's growing military, bolstering the populaces nationalism, and ending several heated political debates that Sulaymaan's military was growing disproportionately to its size and need.

Sulaymaan casualties were light, and a war memorial to those fallen was erected in Khotan in a park near the Imperium Assembly chambers. The memorial itself is bronze and concrete depicting the likeness of a fighter pilot, naval crewmen, and soldier working together to lunge a lightning bolt into a large aircraft carrier like ship bearing the Agrandov flag. The face of the fighter pilot, his mask half undone, is made to resemble a 2nd Lt. Gubonz. The first casualty of the conflict.

The naval crewmen is done in the likeness of a Sgt. Pickwall, a naval spotter aboard the SSM Rejnow whom was killed by an Agrandov cruise missile and is considered the first combat casualty of the 1st Fleet in history. His binoculars hanging at the ready from his neck. The soldier was done in the likeness of a Spc. Martell, complete with ear-muffs, who was reported to be the maintenance lead of a shore defense battery and was killed by an Agrandov cruise missile. His battery was credited with the complete destruction of six Agrandov vessels.

The monument bears the conflicts title, dates, and a list of all brave Sulaymaan citizens and military personnel who perished in the conflict. The number of names on the base of the monument totals 4,997.

The Peoples Republic of Sulaymaan never made an official investigation or announcement regarding enemy casualties. It has become 'common knowledge' that a newspaper article claiming "...The Central State of Agrandov blindly threw away the lives of nearly ten thousand of their finest against the honed spears of Sulaymaan..." is the most accurate count. Though no official statement has ever been made, many officers of the Imperium Assembly have alluded to supporting this count. Most citizens boast of a number between eight and fifteen thousand.

An enemy Cunae class light carrier, sunk in the conflict, was exhumed several months after the engagement alongside several other Agrandov vessels. Following a complete military investigation of the vessels' remains, the mangled ship was preserved and put on display at the National Maritime Museum in Oapshaghay along with a Falcis class frigate. All other exhumed vessels were recycled for materials and technology.

Agrandov corpses discovered in the vessels' remains were prepared and casketed, then returned to Agrandov through neutral proxy, on the urging of the Curiate Assembly. Some debate still circulates among liberal circles, to this day, that the vessels' should have been left unmolested where they sank.

Sulaymaan casualties, civilian and military, were buried in an honorary heroes cemetery in Zaysan.

History:
The son of revolutionary Leon Riothamus, Alastair is an enlistee of both the AECR and OCR of the Armed Forces of the Republic.

Alastair attended Wotan University, where he received a masters in social sciences and later obtained a Doctorate of Social Science. In the Armed Forces of the Republic, he obtained the rank of Lieutenant Colonel and served the majority of his career as the over-seer of several military training facilities. During the 'Revolution of the Sons of Sulaymaan', Alastair's father appointed him Puba, and tasked him with hunting the former Puba; Chandragupta Maurya. A successful mission, Alastair was also tasked - and preformed without hesitation - the public execution of Former Puba Maurya for his crimes against the state.

Eventually succumbing to wounds received during a palace raid in the 'Revolution of the Sons of Sulaymaan', the death of Leon Riothamus passed the position of Khal to Alastair. Graciously accepting his new position as Khal, Alastair Riothamus himself appointed a long time childhood friend and noted military commander, Brigadier General Victor Danial Ward, as his Puba. With this appointment, Alastair also formed a bonding contract with the Ward family that the Wards shall always apoint the heir of the Riothamus name as Puba while they serve as Khal; where all following Riothamus Khals shall appoint the same of the heir of the Ward name.

History:
Born to a family of revolutionaries, Victor Danial Ward served almost his entire life in the Armed Forces of the Republic. An enlistee in the AECR, Victor fought his way up the ranks tooth-and-nail to eventually reach Brigadier General. A special forces soldier, promotion was particularly difficult for Victor since most of his missions "didn't happen", meaning he had no choice but to double-time his activities.

Appointed Puba within four months of receiving his new General rank, by long-time childhood friend Alastair Riothamus, Ward was quick to accept the Khal's proposal on alternating rule between the Riothamus and Ward family. With his new found rank of Puba, Victor has found it hard to stifle his high-tempoed way of life and is now attending Wotan University for several majors; ontop of his duties as Khal.

History:
A military-for-life soldier, Zack Matsuda was an enlistee in the AECR. Working on a Praetors personal staff, he found it relatively easy to gain promotions and eventually worked himself up to the rank of Commissar. The second-ranking officer on the Praetors staff, when the Praetor was promoted and moved onto higher duties, Zack was quickly moved to fill the void.

Serving as a Praetor effectively and faithfully, Zack climbed up the ranks through diligence and hard work, eventually landing himself in the General-staff. Working from there, Zack Matsuda found himself eventually obtaining the honorable rank of Fleet Admiral of the Republic and sitting in the highest seat of the Imperium Assemley. From here, Zack Matsuda handles any foreign affairs not requiring the Khal or Puba's attention.

Wotan
The sister city of The Republic's capital Khotan, Wotan is a metropolitan super-center. Built on a solid layer of bedrock in the desert terrain that forms the center of The Republic, the Wotan skyline is dominated by skyscrapers and other tall buildings and structures.

At the heart of the city, is the Wotan University building. Both the most prestegious educational facility in the Peoples Republic of Sulaymaan and the tallest building in the country, Wotan University has been attended by nearly every member of the Sulaymaan elite. Sharing a similar look and design to the Burj Dubai skyscraper, the Wotan University building measures at 830 meters with 174 floors (including ground and basement levels) and has facilities for the pursuit of almost every known major and technical degree. There is no parking in the university building itself, or on the university grounds. Parking is provided by three large (six story, 11,000 vehicle) government operated parking garages on the North, South West, and South East corners of the university grounds. These garages provide parking indescriminitly for both the university and surrounding buisnesses at a rate of 2 an hour or 12 a day.

The university grounds, at the base of the university building, are most noteable for their large painstakingly recreated boreal, temperate and tropical forest sectors. Divided into three equal sections by walkways and grass landscaping, each section covers 800 acres of land in a circular plot (making each section shaped like a slice of pie) surrounding the university building. This makes Wotan University noteably beautiful from both ground level and from the air. All the grounds of the university are accessable to the public, with access to the three forest sectors gained by the many hiking trails availible.

Located on the eastern coast of Lake Khash, Wotan's shores are completely dedicated to economical and recreational pursuits. Thanks to this, Wotan is home to almost every Sulaymaan based corporations headquarters. The most prominent of these is the Rybirsk tower, which is the second tallest building in the country (104 stories, 400 meters, construction similar to the Sears tower), and headquarters to over two dozen buisnesses.

Argnola
A sprawling metropolis located on the banks of Lake Hail, Argnola is one of the few powerful Sulaymaan cities not found in the desert. Instead Argnola finds itself hemmed in on all sides by a lush laurel forest.
Argnola has the unique honor of being the headquarters for the nations defense contractor, Blazhek Design Industries (BDI), which sits just outside the cities main metrapolitan area and whose grounds contain a mixture of amenities from a 500 acre suger glider preserve to a double-olympic sized swimming pool for employees and their families. However the natural beauty surrounding Argnola and the BDI headquarters is matched meter-to-meter by the massive military and industrial complexes that stretch along the shore of Lake Hail.
Running almost a full circle around the lakes rim this mixture of military base, naval yard, and assorted other industrial buildings is the true center of attention in the city. Employing nearly 90% of the cities population, this ring of industry not only drives Argnola but the economy of the Republic.
Constantly alive, the ring of steel and the blast of ships horns permiate through the city day and night as work goes around the clock to manufacture and ship almost every product with a "Made in The Peoples Republic of Sulaymaan" tag.
