St. Myhre, Delesa

Prime Minster Lester Geddie was sitting in his office after a hard day’s debate in the House of Commons. He was stretching his arms, when Minister of Foreign Affairs, Mr. Chase Surreal entered through the large oak doors.

“Christ you look awful. What happened in there?” Chased asked as he walked over to the whiskey cabinet.

“Liberal pukes trying to pick a god damn fight with me over that whole Novajev incident. You know not being entirely friendly with the local nations in the region?”

“Ah yes, I was wondering when the leader of the opposition would bring that up. God the press must think it’s Christmas. Where’s Gordy?” Gordy being Mr. Gordan Brigman, Minister of Defence.

“Still answering questions for the press hounds.”

Chase, with two glasses came and sat down in front of Lester’s desk, handing him a glass. “What if I told you I could help turn this around?”

“I would let you sleep with my wife.” They laughed.

“Well I got word earlier that a smaller nation would love to establish relations with us. Seems we made an impression somewhere. We could use this as a chance to boost our international image to the people before you announce those elections.”

“Well hell, get them over here. The more friends we got, the better we will be off as a nation!”

Foreign Minister Ivan Rucinsky had been reading the newspaper at his desk; flipping the pages silently before he heard the sound of footsteps at his door. Two young women dressed in suits walked towards Ivan's desk calmly; standing in front of him. He put the paper down and rose from his seat; immediately knowing that one of them was Empress Anastasia II; the reigning monarch of Ixania. The other was her close confidante, Adelaide von der Schulenberg; who had returned from Kelnoriem after the failure she had with marrying one of that nation's princes.

"I called you here, Your Majesty, in order to tell you about the letter we recieved from the Commonwealth of Delesa. They want to establish diplomatic relations with us."

The Empress smiled as she brushed her hair with one hand; her eyes glancing at a picture in the newspaper briefly. "I am glad to hear that, Mr. Rucinsky. I always look forward to making new friends. You will be going to meet them, right? I will be accompanying you...and so will Adelaide."

Ivan glanced at Adelaide briefly; a bit puzzled as to why she would be accompanying. "She is interested in meeting Prince Leo of Delesa; a single prince as we all know. She is interested in finding a man to settle down with; at least that is what she has told me."

Ivan nodded his head and smiled. "I am sure Leo will take a liking to Adelaide; though it is possible he'll go after you, Your Majesty. After all, you are single and quite a beautiful woman yourself."

Anastasia smiled at Ivan and focused her eyes on him. "I am not interested in marriage....at least not right now. When the time comes, I will select the man who will be my husband."

------------------

Ivan Rucinsky sent a quick reply to the Delesans; within which he said that he would attend the meeting with the Empress of Ixania and one of her friends. Vladimir, the Empress' personal assistant, was on vacation with his wife and children so he was unable to accompany his liege. All three of them packed what they wanted to bring with them to Delesa and then got aboard the Foreign Minister's private jet.

After a day or so, the plane gently landed on the runway; its occupants preparing to walk out of the plane to be greeted by the Delesans. Adelaide was anxious to meet Leo; thinking that this could be a far more successful courtship than the one with that prince from Kelnoriem. As for Anastasia, she was hoping to meet the Delesan monarchs while Ivan wanted to have a successful meeting; hoping that the Delesans would accept his proposal.

They walked out of the plane together in silence; the Empress leading the group followed by Ivan and Adelaide. In time, they would see the motorcade that was probably waiting for them.

Once the Commonwealth Government received the reply, preparations were made at once. President Mitchell Garrard of Cesibia, Governors Edith Fowler of Terra Delesa, and Edward Burdock of New Sussex arrived at the private airstrip near the King’s Castle over looking St. Myhre and the harbor. Preparations were also made for the group to stay over a night or how every long they decided to stay, at the King George’s castle of course.

When the plane came down at the St. Myhre International Airport, an entire section was shut down for the special occasion. A company of the Old Guard Highlanders was assembled as a ceremonial guard. They looked much like the British Highlanders, but instead wore black coats instead of red, and their kilts were black with red strips. The officers worn dark red sashes, and they all worn the traditional black bear skin caps. Prince Leo was dressed in the same attire, as it was his regiment that he served with. He stood near the end as all were the other officers, noticeable by their gold knots on the shoulder and gold rings around the sleeve.

Prime Minister Lester Geddie stood on the small platform with both countries’ flags on poles, beside him Minister Chase Surreal. King Leo and Queen Alexandra were not present, as they remained at the castle for the arrival, as well as the Colonial government leaders. A dark red carpet was laid out from were the plane was to stop and the passengers get off, to the podium where the PM stood, with members of the guard on either side at attention. Beside the podium was a large motorcade of black Land Rovers, police SUVs, and motorbikes, and a limousine with the Neo-Ixania and Delesa flag on opposite sides on the hood. Agents from the MSS (Majesty’s Secret Service) stood in many places, hand together in front of them, wearing black suit and sunglasses, earpieces snug in their eyes. Press and civilians were contained in a roped off area to the side of the podium. The Neo-Ixania anthem was playing softly in the background.

The moment the group got out and down from the plane, Mr. Surreal walked over briskly to greet them. He bowed, unsure if that was what one was supposed to do in from of her highness. “Allow me to be the first to welcome you to the United Commonwealth. I am Minster Chase Surreal, if you would follow me, I’ll take you to the PM. We must do a small public relations thing and announce our relationship to our people.” He gestured an arm along the carpet to the podium. Once the group stepped up onto the platform, PM Geddie bowed, and offered a hand, “Prime Minister Lester Geddie of the United Commonwealth of Delesa. Glad you could make it.” He shook everyone’s hand and gave the women a kiss on the cheek.

He stood near the end as all were the other officers, noticeable by their gold knots on the shoulder and gold rings around the sleeve.

As Anastasia and Ivan silently studied the Old Guard Highlanders; with Anastasia being reminded of the Imperial Guard as she looked at them, Adelaide had focused her eyes on Prince Leo; whose presence immediately caught her attention. "He looks quite handsome; I wonder what he thinks of me..."

Anastasia and the others spent some time speaking to Edith, Mitchell and Edward; introducing themselves and talking briefly about their political lives. Adelaide, who never really had much of a political career, felt a bit out of place so she simply continued to focus herself on Prince Leo; hoping he'd want to talk to her. She did think that he may have an attraction to her friend, the single Empress of Ixania, but Adelaide did not mind that; she knew what men thought of her friend.

Prime Minister Lester Geddie stood on the small platform with both countries’ flags on poles, beside him Minister Chase Surreal. King Leo and Queen Alexandra were not present, as they remained at the castle for the arrival, as well as the Colonial government leaders. Press and civilians were contained in a roped off area to the side of the podium. The Neo-Ixania anthem was playing softly in the background.

The entirety of the Delesan spectacle; though it was not new to the Empress nor her Foreign Minister, was quite nice to look at and watch; it had everything that a nation's leader could ask for in a greeting. The Empress kept her eye on the Prime Minister and Minister Chase; guessing that they were two of the most important people she would meet in Delesa. Ivan was focused on the colonial leaders; whose presence reminded him of his nation's colonies; including the small colony of Ixanian Belkaros which was surrounded by a nation bound by the shackles of war.

The moment the group got out and down from the plane, Mr. Surreal walked over briskly to greet them. He bowed, unsure if that was what one was supposed to do in from of her highness. “Allow me to be the first to welcome you to the United Commonwealth. Glad you could make it.” He shook everyone’s hand and gave the women a kiss on the cheek.

Being kissed on the cheek by a foreign leader was relatively new to Empress Anastasia; who did not mind it at all as she gave a firm handshake to Lester with a smile on her face; showing him the pearl white teeth that she had. Adelaide gave a curtsey to the Prime Minister of Delesa while Ivan gave a firm handshake of his own; as he usually did whenever he met foreign leaders.

"It is nice to meet both of you here in Delesa. Our flight was quite nice and we were able to see the landscape of Delesa from our position in the sky. I must say that it is a pleasure to be here." Empress Anastasia said with a smile before Ivan and Adelaide stepped forward; taking positions at each side of their liege.

"I concur with the Empress; it is nice to meet both of you here. I hope that we can establish a strong and fruitful diplomatic relationship between our nations." Ivan Rucinsky said with a smile of his own before Adelaide walked forward with a smile.

"Yes; it is truly a pleasurable honor to be meeting you, Mr. Geddie. I do not have much of a political life but I am a close friend of the Empress and she did not mind me accompanying her to Delesa."

Prime Minister Lester Geddie was pleased with the small spectacle put on by his country. After a small talk of politics, he waved to the cameras and urged the party of people towards the motorcade, the Commonwealth diplomats into the Land Rovers and the Neo-Ixanian into the limo.

Prince Leo had remained at attention the entire time with his unit. Finally when the diplomatic party was being ushered away, the First Lieutenant Leo dismissed his platoon, the other officers doing the same thing, they piled into large military transport trucks, Leo got into a G-Wagon and filed in with the motorcade, going through the streets of St. Myhre, twisting and turning, finally they made it to the highway and quickly arrived at the King’s castle, were more member of the Old Guard but not the Highlanders stood guard. They opened the doors of the limousine and Land Rovers and escorted the party into the courtyard in the back, were King Edward III and Queen Alexandra were waiting, the King dressing the white uniform of a naval officer.

He bowed to the Empress, then took her hand and kissed it. “Welcome to my humble nation of Delesa. I am King Charles the third, and this is my wife, Queen Alexandra. And that,” pointing to the back of the group, “is my son, Prince Leo the sixth, heir to the Delesian throne. And he opened his arms upwards, almost to the sky, but referring to the people around him, all dressed wonderfully “And these men and women are the Dukes and Duchesses of Delesa, each from separate provinces in our country. There is tea on the way, or what ever else your heart desires over there on the table. If what you want isn’t there ask for the chefs and they will make it for you.”

Queen Alexandra nodded her head to the new arrivals, acknowledging their existence. She was quieter, and more tradition in the sense she wasn’t keen on getting to know foreign leaders.

Queen Alexandra nodded her head to the new arrivals, acknowledging their existence. She was quieter, and more tradition in the sense she wasn’t keen on getting to know foreign leaders.

Despite the fact that her mind was mostly focused on Prince Leo, Adelaide was still observant enough to see the King and Queen of Delesa in the distance. She was prepared to greet them with respect; as she had always done when she met Anastasia's parents since the days of her childhood. She swiftly raised her hand; pointing at them in the presence of the Empress and the Foreign Minister; who immediately began walking towards them calmly and silently.

The Empress did not mind Charles kissing her hand; she simply gave him a smile and adknowledged him. "It is a pleasure to meet both you and your family, sir. Yes; I am Empress Anastasia the Second of Neo-Ixania and these two are my friends; Foreign Minister Ivan Rucinsky and Adelaide von der Schulenberg."

Ivan bowed while Adelaide curtseyed; they were all silent as they attentively listened to the King speak. They did notice that the Queen was silent but they did not mind it. After several minutes, Adelaide walked up to Prince Leo and greeted him with a smile. "Prince Leo, it is nice to meet you. I am Adelaide von der Schulenberg; a close friend of the Empress."

As Adelaide spoke to Prince Leo, Ivan was busy talking with the Prime Minister of Delesa while Anastasia spoke to Charles. "My reign has not been as long as yours, sir, but it has been filled with prosperity and the establishment of friendships. I live alone in my palace (I have no husband nor children); my mother and younger siblings live together in a mansion."

"Mr. Geddie, I must say that Neo-Ixania is interested in exchanging embassies, establishing trade and creating a student exchange program.." Ivan spoke in a professional tone of voice; he was calm and collected as he usually was when he was ever attending a meeting with foreign leaders. "What does Delesa seek from Ixania?"

Ministry of Defence
Georgetown, United Kingdom

"I concur, Radovan–and wholeheartedly might I add–and that is why both Gavin and I think it best one of the defence ministers accompany him and the Prime Minister. And given that ground operations are about to intensify, it is imperative that either the Prime Minister or myself remain here in the capital in case of an emergency developing."

Sir Quentin Sterling was the Secretary of State for Defence, the civilian head of the MoD and so charged with leading the Oceanian Army and Royal Air Force. The person on the other end of the line, Radovan Noskovic, was the First Sea Lord, the civilian head of the Royal Navy, which in the UK merited its own cabinet level position.

"And I understand that, Quentin, I do, but you're failing to take into account the sheer dominance we enjoy over the damn mercenaries. But at sea, the Me'ei keep sending in more ships and numerically we are outmatched."

"Did the Delesians not just transfer three submarines to Admiral Hamilton's command?"

"Yeah…" Noskovic trailed off, not certain where Sterling was attempting to steer their conversation.

"Then it is probably best that someone from the Admiralty accompany the Prime Minister to reassure the Delesian naval command that their submarines are in the most capable of hands. Hamilton's hands are capable, are they not?" Sterling could not see the hole Noskovic had burned into the wall opposite his desk at the Admiralty.

"Da, da," Noskovic finally replied in his native Russian. "I'll call the Prime Minster and inform him myself."

"Splendid."

Asbury Palace
Georgetown, United Kingdom

"Why me?"

Rodney Ingrahm looked across the dark wood table, polished and adorned with a thin, white lace piece held in place by a heavy vase circled with motifs recalling the native cultures of the archipelago the British had conquered in the 18th century. He stared into the face of a boy. True, he had been born just over two decades prior and dressed in the slick, clean, and modern fashion of Oceanian young men with brown hair neatly gelled and combed, and he wore slender-cut three-piece suit with the Oceanian flag the only superfluous decoration upon his lapel. Yet the brash abruptness of the question left Ingrahm with an unsettled feeling in his gut. The young man across from him was, technically speaking, the most important person in the United Kingdom. The problem was, however, that he acted it far too often.

"Your Majesty," Ingrahm replied after a long pause, "the latest military briefing on Novajev included a description of the missile attack launched by the Delesians." He waited another moment until the dim recognition of a strange name registered upon the man's face. "Since then we have been presented, shall we say, increased difficulties in the theatre. We are no longer facing just a mercenary army, but a legitimate regional power. I have been in contact with my Delesian counterpart in St. Myhre, who quietly invited us for a tri-lateral meeting with the Neo-Ixanians. You, as head of state, will represent the United Kingdom in the formal aspects of the meeting while myself, the Foreign Secretary, and the First Sea Lord discuss military operations with the leaders of the Delesian government."

Finally, the eyes of King George lit up. Ingrahm allowed himself a polite smile at the success after minutes of failed explanations. He let the king savour the moment before continuing. "Of course, there will be another head of state present in St. Myhre and the event will serve as an opportunity to expand Oceanian trade and diplomatic relationships. Furthermore, Your Majesty, the Colonial Secretary would appreciate a royal visit to Axcliffe." Ingrahm referred to the Oceanian colony just off the coast of Delesa. The colony consisted of two islands, and essentially served as the Oceanian means with which to defend the United Kingdom's long-standing ally, hosting an army regiment and a naval squadron. "Axcliffe, however, will come after the visit to Delesa."

"I understand," George responded calmly before lifting a glass of whiskey to his lips. "What do we know of these Ixanians, Rodney?" George leaned back into his seat before throwing back the whisky.

"Not a great deal, Your Majesty. The RIS is preparing an intelligence brief as we speak. They shall have it to us before wheels up, which is in three hours."

"Three hours, that is awful soon."

"Indeed, Your Majesty, but, the situation in Novajev is rather grave and requires our immediate attention."

St. Myhre, Delesa

The United Kingdom maintained a large diplomatic presence in Delesa, owing both to the historical relationship and the volume of traffic in trade and tourists between the two countries. However, given the rather short notice of the visit the chartered flight landed at the Delesian international airport without the usual pomp and circumstance. Both Oceanian and Delesian news outlets were represented in the cordoned off press area and a small Delesian honour guard war present.

Royal Marines armed with bayonet-tipped rifles stood at attention outside the large convoy of black, armoured SUVs that sat idling at the far end of a red carpet. Flanking the carpet was a small Delesian honour guard and in the distance a band that played God Save the King. The flags of both countries rolled in the small breeze. Altogether, however, the affair was far, far quieter than that which had greeted the Ixanians.

As George made his way down the steps to the carpet he smiled and waved to the small crowd of Oceanian expatriates and Delesians who wished a glimpse of the Oceanian monarch. Behind him, but not by far, Rodney Ingrahm took careful note of the Delesian liaison waiting at the convoy, with whom instructions had surely been left.

The whole group reached the convoy with George and Ingrahm riding in one of the middle SUVs, inside an older man with thinning brown hair and grey eyes. "Your Majesty," he spoke deferentially. George nodded, but said nothing before looking over at Ingrahm.

"Your Majesty, this is William Hastings, your Royal Governor of Axcliffe." Ingrahm said.

"Ah, Mr. Hastings, how pleasant to meet you. How are you today?"

"Very well, Your Majesty, and yourself?"

"Very well."

Led by Delesian police and military escorts, the Oceanian convoy made its way through the streets of St. Myhre in silence. Occasionally, Hastings or Ingrahm pointed out particular points of interest they knew in the city–with Hastings being far more familiar. George remained silent, smiling at the occasional Oceanian flag along the route. They slowed as they neared the gates to the Delesian castle, and rolled through into the courtyard where the convoy came to a stop.

Prince Leo smiled, “Yes, so I found out in a briefing, so nice to finally meet you. I presume you already know who how I am.” Leo hadn’t really expected to really take part in the discussions today, but was glad that it wouldn’t be all politics. He was twenty-one and the world was still his for the taking. He was yet to even fight on the frontlines.

King George III had graying brown hair; his skin was beginning to wrinkle and freckles appearing everywhere. He smiled politely as he listened to the Empress. “Yes well I have been in the business too long you ask me. Really takes a chunk out of you. You age something awful in a position like ours.” He was confused at the last thing she had said and questioned her for an answer, “How come your mother is not Empress?”

Prime Minister Lester Geddie placed his right hand on the minister’s shoulder and standing tall he said, “What we want… is you to become a colony of the United Commonwealth.” He laughed, “No, no, just yanking your leg. But all that sounds good, we’ll get that embassy issue settled as soon as possible. On the subject of trade, Delesa West Trading Co. does that for us. We also have a Crown Corporation, D4 Industries. They supply the Commonwealth Armed Forces with military hardware. If you need anything, we’d be happy to help, we even have surplus we could give you if needed.” A corporal from the Old Guard approached the Prime Minister and whispered in his ear. Lester smiled. “You’ll have to excuse me Ivan, Mr. Surreal here will answer any questions in my place.” He turned and followed the corporal.

He came around the house to the front drive were the new motorcade had arrived. Lester threw open his arms, “Rodney! My good friend, glad you could make it. How was the flight? And Governor Hastings! So good to see you as well here.” He then recognized the other man and instantly bowed. “Your Majesty, a pleasure to have you here. King George the third will be glad to see you.” Lester Geddie led the men around back to where the party was. He walked up to King George III and Empress Anastasia. “Madam, my I introduce his majesty, King George of the United Kingdom of Oceania.”

"Yes; you are the son of King George III and his heir, I believe. It is a pleasure and an honor to meet you. I am the daughter of landowners and I own an estate in Ixania; as my inheritance. I'm not much into politics; I do not really have a political life and to be honest, I was anxious to meet you."

"Well, I am only nineteen but I expect to reign for many years hopefully. As for my mother, she is not the Empress but rather the Empress Mother; I was the heir to my father's throne as the eldest child and thus named the Empress. My mother was, during my father's reign, the Empress Consort but she was usually known as the Empress regardless."

Lester smiled. “You’ll have to excuse me Ivan, Mr. Surreal here will answer any questions in my place.” He turned and followed the corporal.

Ivan chuckled a bit at the Prime Minister's joke; immediately knowing that it was probably a joke. He listened attentively to Lester speaking and was glad to hear what he said; especially the offer of military assistance as it was always nice to know Ixania could rely on friends when needed. "I would be glad to accept the surplus military hardware and establish trade between us; an embassy exchange would be great. I look forward to establishing relations with Delesa; it is always nice to have friends."

He came around the house to the front drive were the new motorcade had arrived. Lester threw open his arms, “Rodney! My good friend, glad you could make it. How was the flight? And Governor Hastings! “Well I guess that makes two of us, I’m not much of a politics person either and well I don’t think I will really have to worry about it too, because this is a constitutional monarchy, so the royal family doesn’t really have any power so to say in politics.” He chuckled as he looked for some sandwiches, as he was forced to eat IMPs (Individual Meal Packets) in the army.

King Edward smiled politely, “Interesting system you have, can’t say it makes sense to me, but it doesn’t have to does it?” He laughed, “You how do you like it so far? Lots of pressure at your age?”

Minster Chase nodded, “Well all that can be arranged. We’ll figure out the details soon enough. And not only is it nice to have friends, but you need them in today’s world, with lunatics being granted power these days.”
