The Nahuatl Altepetl Aztec National League wishes to extend out its hand to the world and establish diplomatic relations with the other nations of the international community. The ANL is a well-established, fully-developed nation that has maintained a relatively peaceful and benevolent presence in the world. As of recent, many of the nations we have had diplomatic relationships have faded into disestablishment. Recognizing that such relationships are vital to the well-being of a people, we feel that it is necessary to seek out new diplomatic ties with the modern community.

-- Geography --
The ANL occupies a range extending from the South-Western United States, Mexico and all of Central America. The capital, Tenochitilán, is located in Mexico. Furthermore, our territorial waters extends out 12 miles from the baseline of our coasts.
-- Politics --
The ANL political structure is largely based on a presidential/congressional system in which the executive branch is separate from the legislature. Both the president and members of the legislature are elected in partisan elections. The ANL government has taken a libertarian stance on most social issues, while establishing a near-omnipresent role in the economic system. The ANL has long been recognized as meeting and exceeding the generally accepted international principles of human and political rights.
-- Economics --
The economy of the ANL is focused on self-sufficiency and protection of local industry and firms. This has largely been done through government monopolies on vital industries and through tariff systems. The ANL is generally not open to allowing foreign firms in, though such situations are decided on a case-by-case process. Despite this, the nation has developed trade relations with several nations for areas of the economy in which readily available resources can not suffice. Furthermore, nations that have diplomatic relations with the ANL are given discounted fares when using the Panama Canal – 75% of the normal fee for nations with diplomatic relations, 50% for nations with full trading rights and 25% for allies.
-- Foreign Policy --
The Aztec foreign policy has mostly been neutral in most conflicts, although the ANL has developed several key alliances. The nation has never once started a war with another nation, although it has come to the defense of their allies in various civil and international conflicts. The ANL has also long had the policy of pan-Latin Americanism and has made several attempts to achieve that goal, ranging from co-existing with other near-by states to expansionism into unorganized territories. It should be noted that the ANL has developed territorial policies of its airspace and waters and will intercept unidentified vehicles, though not be hostile to them unless they present a clear threat.
-- Culture --
The culture of the nation has maintained much of its traditional aspects, though it has strong Western European streaks in it. Despite this, foreign visitors and officials coming from states with strong Western European, Middle Eastern, African, Eurasian and Asia thought should review cultural advisories of their nation and the ones provided by ours (our advisories are available upon request.) The ANL government has taken up the task of preserving the best of both worlds. Cultural and societal norms which are not vital to the economic or physical well-being of the populace are generally enforced by the populace themselves.

Finally, any nation that wants to establish an embassy within our nation must abide by our rules. Although an embassy or consulate can be established in any city, we recommend that the main embassy be located within our nation’s capital while consulates are located in major port cities. All foreign visitors and officials are to abide by all domestic Aztec laws. Anyone who is not diplomatically immune will be requested to be extradited and those who are diplomatically immune will be declared a persona non grata. The states that choose to have an embassy in our nation must abide by the following rules:
Embassy Exchanges
Rule 1: Under no condition may a foreign military base be established within Aztec territory.
Rule 2: The Foreign Ministry of the ANL may accept or reject a trade proposal or embassy exchange for any reason. Only the Tlatocayotl Tlactli with a 2/3ds vote may vote to override the Foreign Ministry’s decision.
Rule 3: The ANL shall only declare an official with diplomatic immunity a persona non grata if that person has violated a within their own nation or if they have violated a domestic law of the ANL, or if hostilities or the potential for hostilities exists between the official’s nation and the ANL. Similarly a foreign visitor will only be deported or detained if they have broken a law within their own nation or have violated a law within the ANL, or if hostilities between that visitor’s nation and the ANL. If a visitor or an official who has been stripped of diplomatic immunity that has violated a law and is back in their nation of origin, the ANL may request extradition. No foreign person in the ANL will be detained or deported without the notice of their country’s embassy and/or consulate, nor shall they go without their choice of legal representation.
Rule 4: Once a foreign embassy is constructed and operational, it is considered to be extra-judicial to Aztec law and no domestic military or police officer may enter the building without the explicit permission of the Ambassador or other authorized official. Should an embassy be derelict for a period of six months (31 RL) without explanation or contact with the embassy holder’s nation, the embassy shall become property of the ANL and may be used for any purpose.
Rule 5: All embassy personnel have the option to be escorted while out in the public by the ISPA. If he or she does not wish to have the protection of ISPA guards, the ANL is freed from any liability should anything happen to the personnel member. All nations holding an embassy within the ANL are fully responsible for the security of the premises of the embassy.
Rule 6: The embassy is able to have a maximum of three satellite dishes and/or ten cable communication links with the national government of their respective country. These equipment may have encryption equipment. However, all communications equipment may be inspected by the Aztec government or its respective intelligence agencies prior it its installation.
Rule 7: Although not every embassy will have the facilities or space available for all amenities, an embassy may have up to two civilian helicopters, ten civilian grade road vehicles, and unarmed two military transport vehicles. Vehicles that are given diplomatic immunity are not required to follow all but the basic road laws.
Rule 8: All nations that have an embassy in the ANL are guaranteed from aggressive attack from the ANL herself. However, should the ANL be attacked by a nation holding an embassy, the ANL has the right to capture the embassy and either detain the personnel or deport them back to their country.
Rule 9: All nations holding embassies within the ANL have the right to have at most, 100 security guards and a maximum of 10 Intelligence agents within the embassy. All staff members at an embassy must be registered with the Aztlán Intelligence Agency. All explosive, chemical, biological, nuclear, energy-based and most conventional military grade weaponry (with the limited exception of no more than 50 assault riffles) may not be kept on the premises of an embassy.
Rule 10: Should the ANL wish to close an embassy, the ANL will notify both the nation’s ambassador and the nation’s government of its intent. Starting one day after receiving the notice, the personnel of the embassy have 120 hours (5 days) to leave. Once the 120 hours are up, the embassy becomes property of the Aztec National League. If a nation holding an embassy in the ANL requests to close down the embassy, the Aztec government must be notified within 72 hours of the scheduled closure date. Failure to do so will possibly result in diplomatic and trade sanctions.

Nations considered "Friendly/Open Diplomatic relations" are considered to be trustworthy and non-hostile, but do not have complete trade access (75% of trade rights) or is not militarily allied with the ANL, nor does the ANL does not guarantee that it will defend that nation.
Nations considered "Hostile" are considered to be a threat to the security of Aztlán and/or her allies. This may be in part due to terrorism, vocal and active opposition, crimes against humanity, crimes against the state or war. They have no trading rights with the ANL, and are denied access through the Panama Canal.
