Dear Friends,
As a courtesy this memorandum is to inform all interested parties of a 3rd stage Samson Mat-15 Ballistic Missile Defense System conducted in a organized excercise with our Navy, Air Force, and Space Admistrative Ageny.
The test has the purpose of demonstrating to our researchers our countries to avert disaster in the face of terrorist attack or threat by a Rogue nation. This will be the most advanced progress the legislature has approved for in the ast recent years.
This test is not to be construed as a hostile action on our part, moreover, any concerns may be directed towards Secretary of Defense Bryan Denning or myself. The purpose of the test also has a scientific component to research the ability to avert disaster that may fall from space, whether it be a piece of space debris or a metor or astroid.
Again this has been a courtesy to all, we hope all nations will appreciate our solidarity and committment to ensuring the safety of our people and great nation.

After discussing the matter in length, I have been informed by our military commanders and research analysts that such a presentation would not be prudent, nor in the best interest of our national security.
As you are all aware, national security in any government is of the upmost importance, and General Tweed has indicated to allow such a presentation of our new system to be viewed directly by foriegn represenatives would subject our government to liability.
However, as a solution for the requests, the General has agreed to release a "Brief Noble" of all the relevant devlopment issues and functionality and purpose of our new system. Furthermore, we would invite any nation in organizaing a summit where all nations could discuss in which ways we can effectively update our national security.
Finally, we welcome all consultation from other nations as that displays the genuine care that all have to this planet and their own governments. Rest assured Marcuda will take the upmost care in the test.
