Preamble

The people of Nilpnt do claim, as one unified voice, that the fetters of bourgeois will be removed and that justice, freedom and equality shall be the common law of the land. It is declared that the old political philosophies shall have no bearing or institution within Nilpnt, so that true freedom may be achievable.

We, the unified the workers of Nilpnt, establish the social rule and law and here by authenticate this constitution for the Workers Replubic of Nilpnt.

Chapter 1: the political structure.

Article 1: The Workers Replubic of Nilpnt is of the people, and expresses the will and desire of the workers of the Nation.
1A: If seen fit by the people, they may choose to impeach any represenitive in either level of goverment.
1B: All laws, constitutional admendments, and any other matter deemed important are subject to referendum.
1C: While State level goverment is non-democratic, the workers goverment is fully democratic, and headed by the workers house.

Article 2: The Goverment structure of Nilpnt will be assembled into two different levels, the Workers and State, each holding specific points of power.
2A: All political parties are outlawed in favor of independant campaign.

Article 3: The people will be represented by the Workers goverment, which holds the workers house in the Hall of workers, and consists of 603 seats.
3A: All Memebers of the workers goverment are fully elected by the people.

Article 4: The workers goverment is tasked with the general maintenance and upkeep of the nation, to protect the laws and rights of the people, all other lower political bodies are subjects to the Workers Goverment.
4A: The workers goverment is tasked with appointing the cheif leaders in the community.

Article 5: The workers goverment has the right to refuse to pass any document it doesn't find in the interest of the people.
5A: all bills must be passed before the workers house, before they advance to the State house.
5B: if not passed by the state it goes before the people, and a popular vote is taken, if it is above 60% it is advanced and put into process.

Article 6: It is the duty of the workers goverment to ensure domestic tranquility and social equality, by enstalling institutions in which society as a whole may advance and prosper.
6A: The workers goverment, in times of peril, may establish marshal law until time seen fit to remove it.
6B: The workers goverment holds the right to establish para-military defence organizations, and abolish Police organizations in time of Martial law.
6C: The workers goverment holds the right to declare war, if internal problems were by cause of a foriegn power.

Article 7: The State goverment is headed by the life position of State Dictator, appointed by the 173 seats of the State house, and is the commander and cheif of the national armed forces, they are also to approve any major economic related matters.

Article 8: The state goverment works for the intrests of the nation abroad, and is appointed with all foriegn matters.
8A: All positions are appointed by the state dictator, all posisitions are for life, or until resignation.

Article 9: It is the duty of the state goverment to provide protection for all Nilpntze intrests, both domestic and foriegn, and shall have the right to run the military in any way seen fit.

Article 10: It is the duty of the State goverment to ensure that economic equality and fairness are acheived, this is acheived by the establishment of workers union.
10A: All workers unions are elected by the elected presidents of national corporations, in their respected zones.
10B: They have the right to overturn any decisions made by the employer of any buisness, and can abolish the independance of any corporation, and institute new heads.
10BA: All workers must be offered the chance to quit over being fired.
10C: it is the duty of the workers union to account for all money spent by a certain corporation, and to check the legality of their spendings.
10D: The Workers Unions from each zone shall meet from time to time to give a full report on the economy.

Article 11: The State has its own constitution and legleslation, other smaller zones of control have their own charters and legleslation.


Chapter 2: Economic structure
Article 12: All buisness that employs less than 30 people may be privatly owned, all others within the nation is Socially owned, but privatly operated.
12A: All buisness's established must be passed by the Workers Union.

Article 13: All internationsl trade must be authorized by the state goverment.
13A: International private buisness is allowed.
13B: For a Private buisness to buy materials from another nation, they must be approved by a workers union and have the currency switched, this will take no longer than 2 weeks.

Article 14: There may be free flowing international trade agreements within Nilpnt.

Article 15: The economy will follow strict planning, but the option to change the plan is availible.

Article 15.5: Both military and police budgets fall under national security and may be used as one, for purchases relating to the security of Nilpnt.

Article 16: All tax is to be collected by the state goverment and used according to the goverment plans.
16A: The income tax rate on buisness is 100%, after paying for labor and materials.
16B: There is no tax upon Nilpntze made products.
16C: All products not made in Nilpnt are subject to Tax(6%), which is collected by the State goverment.

Article 17: In order to maintain security within Nilpnt, there shall be two money systems, the Peoples Lucian, which is only Valid for purchases within Nilpnt, and holds no value on the world market and the Stste Lucian used by the goverment for international purchases
17A: The state shall maintain its own currency, private from public use, to use in world affairs it shall be backed in gold.
17B: The people shall maintain their own currency, for national use only, to use as a basic currency for the people of Nilpnt.

Article 18: The use of a central banking system will monitor the amount of wealth currently used with in the nation, and shall have the right to maintain it at a certain amount.

Article 19: The wealth of Nilpnt may be shipped from Nilpnt in time of war or other internal danger to ensure the future of Nilpnt.

Chapter 3: Rights and liberties

Article 20: All citizens have the right to speak, think, worship, assemble, vote, express, communicate (Secretly), and to work freely.
20A: No one may be charged with the same crime more than once.
20B: No crime is punishable if it was not criminal when commited.
20C: Each indvidual, regardless of position, may be heard by the local and/or state institutions.
20D: Everyone may be legally represented in legal and administrative proceedings, either by self or other legitimate representation.
20E: It shall be the concern of the authorities to secure the means of subsistence of the population and to achieve the distribution of wealth.
20F: resident in Nilpnt who are unable to provide for themselves shall have a right, to be regulated by workers hall, to aid from the authorities.
20G: All citizens have the right to pursue higher education if they so choose, grades 1-13th are compulsory education.
20H: All citizens have the right to bear arms, and to purchase these arms whenever they feel so.

Article 21: The Basic right to privacy and home will be respected, and that no one shall be permitted inside, unless with warrant or probable cause that has been validated by line of sight or sound.
21B: In time of war, soilders may be quartered within any home, with or without consent from the owner.

Article 22: Land may be privatly owned.
22A: The state has the right to seize any land it deems as a necessity, but must repay double compensation, under penelty of law.
22B: All natural resources are property of the goverment, not of the indivudial.

Article 23: All healthcare is to be free of charge to those unable to afford it.
23B: All Major Surgeries cost to those deemed rich.
23C: All major OTC medicine is to be free of charge, and only availible with prescription by doctor.

Article 24: All people are equal, regardless of race, sex, creed, nationality, origion, political view, worship, or any other form of dicrimination.

Article 25: Every one has the righ to travel freely and use technology freely.
25A: International Copy right laws are not effective in Nilpnt.

Article 26: Everyone has the right to life.
26A: Capital punishment may be instituted by the State law as punishment for especially grave crimes against life, with the accused having the right to have his case considered in a law court by jury.

Article 27: It is forbidden to gather, store, use and disseminate information on the private life of any person without his/her consent.
27A: The bodies of state authority and the bodies of local self-government and the officials thereof provide to each citizen access to any documents and materials directly affecting his/her rights and liberties unless otherwise stipulated under the law.

Article 28: All citizens have the right to petition any political body.

Article 29: Everyone is guaranteed social security in old age, in case of disease, invalidity, loss of breadwinner,to bring up children and in other cases established by law.
29A: State pensions and social benefits are established by laws.
29B: Voluntary social insurance, development of additional forms of social security and charity are encouraged.

Article 30: State protection for human rights and liberties in Nilpnt is guaranteed.
30A: Everyone has the right to defend his or her rights and liberties by any means not prohibited by the law.
30B: Everyone is guaranteed protection of his or her rights and liberties in a court of law.
30C: The decisions and actions (or inaction) of state organs, organs of local self-government, public associations and officials may be appealed against in a court of law.
30D: In conformity with the international treaties of the Nilpnt, everyone has the right to turn to interstate organizations concerned with the protection of human rights and liberties when all the means of legal protection available within the state have been exhausted.

Article 31: All people charged with crime are innocent until proven guilty in court of law.

Article 32: All said freedoms are unrestrictable and there fore un-changable.

Article 33: The legal age of adulthood within Nilpnt is 17.
33A: Upon reaching adult hood they have the right to vote, buy naturally intoxicating substances, and to Drive.
33B: upon reaching adult-hood all fit males are to conscripted into the armed forces.

We, the unified the workers of Nilpnt, establish the social rule and law and here by authenticate this constitution for the Workers Replubic of Nilpnt, under no circumstances of internal affairs is this constitution ever voided of nulled.

Well...first off, should that not be "ever be considered null and void"?

Secondly, isn't that counter to principle that this is and shall remain the will of governed? If, at some point, the People of the Worker's Republic of Nilpnt, decided to rewrite their consitution, does not that effectively bar them from doing so?

Also...how do you pronounce your nation's name? The lack of vowels in the tail end is throwing me.
