The small town of brown stone, on an island composed of the same, would be the host of something that a settlement of its stature would not dream of: The founding of an Imperium.

While the Silver Imperium had, in fact been founded a while before, its legal fineries, financial codes, and governmental constitution had yet to be defined. As such, it had been decided that the High Council* of the Imperium would assemble here to do it.

Made up of two Cabinets, high-ranking officials from both Dominions, the High Council would become the delibarative parliament of the Imperium as whole, representing both empires that had conceived it. This first assembly would decidehow to organise the Silver government, fill the Silver Treasury (if one was to be created), decide on how foriegn policy would be crafted, and supply the Imperium with the neccessary trappings of any sovereign polity: a capital, a currency, and, of course, an identity.

In the main chamber of Ithasa Hall, a large public building home to Altoarboura's Board of Freeholders, the Kiravian cabineteers were milling around, discussing both politics and the latest podball tournament as they waited for their Pictish bretheren.

All turned round as the cedar doors swept forward on their oiled hinges, and a column of Picts strode inside.

'Twas the beginning of a new age for the Silver Imperium. Its thrity billion subjects would not be disappointed.

Their journey had been long, tiresome. The demands of Gaius' position soon exacted their effects on the Consul who scarcely had a minute to himself in over a month now. Their travels had been no-exception, and every moment of the journey had been invested in constant video communication with ministers back home. There was the ever-looming threat of the NOP, the ensuring of the survival of the Antlantican Union in it's infancy, the rumblings amongst the Imperial press over what exactly was going on within the borders of the United Republic. The Picts had soon become weary of the constant threats to New Pictavia, tired of the ever looming war present at every interval from a multitude of foes. Gaius listened carefully to his Parliament, and his people, and did his duty in choreographing the international dance of politik away from the rash bloodshed of conflict. Gaius, the warlord who consistently led his people towards the beacon of victory was now an architect of peace, and an architect's work is never ending. He must design pillars to support his people from within, and build walls to protect them from outwith. But most importantly, an architect of peace must design bridges, great bridges extending as far as the eye can see and yet more, to usher Pictavia into her new age of prosperity and most importantly; peace.

Two lines of Picts strode confidently into the modest chamber, with those who followed behind falling to encircle the meet from around the walls. The Pictish Guardsmen were here not out of fear of attack, but out of tradition and honour. They bore no arms save for their sheathed gunblades, and donned the black and silver ceremonial armour of which citizens were accustomed to seeing. Gaius and his councillors wore no such armour as they would commonly bare on such an international meet, as the Kiravians were a long established brethren of the Picts, and most of all, long established friends. Friendship was oft neglected between peoples, and was to be held dear amongst Picts and Kiravians alike. Friendship outlasted policy, outlives war and outweighs the pen and paper of the diplomat in bind.

Consul Kadesh moved ahead of his ministers, and adjusted his Clan's plaid upon his Ghillie shirt. His sleeves were rolled up, baggy, and comfortably casual. He was here not as a show of strength nor pride, but of the previously mentioned friendship which has been blessed upon both nations. Gaius approached Irasur Seawind, and outstretched his hand, while a faint smile betrayed his usually stern expression.

Emperor Seawind grasped the Consul's hand, smiled, and said, "Rædhor áu Kiravia", Welcome to the Kiravian Empire

The Kiravian cabinet members bowed and saluted, greeting their Pictish bretheren. This day had been long awaited, and it had come.

Praetor Candlea, wearing traditional emerald-green robes, motioned for all to sit. An ampitheatric ring of desks encircled a podium and counter in the room's centre. The circle represented brotherhood, equality, and unity, what the Silver Imperium hoped to acheive on this day.

Emperor Seawind was the last Kiravian to take his seat. He took a chair on the inner ring, beside Prime Minister Evergreen and Secriatist Whitefjord.

After the initial exchange of handshakes and bows, the Picts were all seated around the generous desks. Gaius nodded in acceptance of the Emperor's greeting took his correct seat in the room;

"This meet has been long overdue. I trust you are well, Emperor Seawind? We may begin our part when you are ready"

"Certainly, well first I must give way to my Councillor of Commerce"

An older gentlemen to Gaius' left with greying hair, sharing the same clothing as every other Pictish practiser of politik in the room was then stood and spoke his part;

"New Pictavia currently uses the Pictish Atla, and we believe it to be in our best interests to continue to promote the use of the AU Atla amongst allied Europa Atlantican nations, as such I would have reservations in approaching the first item of our agenda: An Imperial-Wide currency. Perhaps if the Kiravian Empire announced it's support of the alliance, and was adopted as an ally through New Pictavia's avid membership she too could share the Atla?"

Murmurs and nods from the Pictish delegation sounded throughout the chamber...

Thalas Cedarbarke, Secriatist of Commerce for the Kiravian Empire, stood and commented, "We do have intentions of endorsing the AU, and many in the Secriat believe that partial adoption of the Atla would improve trade with New Pictavia, Anselmus, and other AU members. As the Saar and the Atla are nearly equal in value at this time, it would be easy to make the transition soon."

OOC: Excuse me being inexcusably slow. Since I am very unpredictable in participation at the moment, I believe this would be the best IC move. I was gunna discuss it with you on IRC first but ya disappeared :p

The Councillor promptly sat down, and Gaius stood. He had intended to speak this peace at the very beginning, but preferred to settle in his new surroundings before doing so.

"Emperor, cabineteers, I have a somewhat backwards proposal. I believe unification, while a grand and noble exploit, was perhaps overzealous in proposal by the Pictish leadership of which I played a crucial role. Despite our previous declaration of unification, I believe it be important to establish a pact of iron between our two most honourable states, to gradually align our peoples yet more and pave the path to future peace and unification in more but name."

The Consul was somewhat nervous, he had absolutely no intentions of insulting his Kiravian brethren yet the fear of doing so played out in his imagination. He took an outwardly calm sip of water, and looked around the chamber, searching for reaction. Satisfied, he parted his lips once more to continue:

"In all practicality our peoples are far from unified at the moment, and I believe a perquisite to such a momentous event should be established for many a year, allowing us each to benefit from comradeship over that of a mere alliance and akin to that of a unified state. A pact of trust and mutual prosperity to safeguard our peoples and establish all the agendas for today such as currency, policy and so on would inarguably be the most natural step forward. Let our peoples taste our comradeship before and if we become one nation"

IC:

The Kiravians began to whisper nervously. What was the Pict doing? Several cabineteers were just about to stand up and unleash a barrage of questions and arguments, when, seeing the logic in the Consul's statement, Emperor Seawind interdictd. "Aye, Sèr Kadesh. It wouls seem that there is a great degree of unification to be acheived within the Imperium's people. A daunting task, considering the complete lack of unity within every Kiravian neighbourhood, let alone our Empire."

Hestor Whitefjord, an avid Unificationist, looked as if he were about to whack Seawind with his copy of Té Caoliphilosophiav kër Optimix Kiravia(A volume of considerable thickness). "Ehm...I suggest we take a short recess before we reassemble," he stammered.

Praetor Candlea piped, "Seconded."

As they dispersed, the KE officials were deep in conversation.

"Does he mean we've got to culturally unify? Nonsense! Disunity is Kirav's middle name! Next-door neighbours don't speak the same languge." said the Secriatist of Cetacean Affairs.

"Calm down, Cyrenus," said the Secriatist of Science,"We can't deny that there are still vast seperations betwixt the KE and Pictavia that need to be reconciled before full unification is commenced. Also, these are turbulant times. Turmoils threaten to ravage Europa Atlantica. The Mancei have their eyes on out plantation colonies in the Taro Sea. We need to see to it that we can unify under peacful terms."

A group of otters frolicked in the frothy waters nearby. PM Evergreen said to The Secriatist of the environment, "There are still ties between us and the Pictish. No two nations on this Earth would band together in the face of war so that those otters could live safely and peacfully. Just as they held fast with us and the Echoese when the Cetacean race was in jeopardy. It may not be today, but someday, the Imperium will be ressurected."

I merely mean by Gaius' last proposal that a pact of stature higher than that of a mere alliance would simply allow us to act more independently and according to our own unique situations for the time being, while still retaining most of the obvious elements we came here to decide regarding unification. Firstly though it represents a more natural way forward towards a unified Imperium should it occur.

Confusion ravaged the expressions of several Pictish councillors when the interval was called. The newcomers began to frantically whisper amongst themselves, barely audible to the Kiravians,

"A brake? But we literally just got here"
"Surely a pact would be the next logical step towards unification, no?"
"Brother, I hope we did not come here in vain..."

One by one, the Picts left the chamber and went out into the Altoarbourean sunshine.

"Most importantly I would be delighted to see Kirav join the Union Atla alongside New Pictavia, Benelux and Calizorinstan in order to cement our economic prowess and commercial compatibility"

The Consul smiled subtly as he saw his Councillor do what he did best, and retook his seat. With a little bit of luck, all would go well today.

The Kiravians murmered in agreement to the Consul's suggestion.

Secriatists Whitefjord, Redwood, and Deermont, along with Prator Candlea, rose. Whitefjord spoke their opinion: "We believe that to be the best course of action at this time as well, sir." And then, they sat.

Thalas Cedarbarke, the Commerce Secriatist, respinded to his Pictish counterpart. "It would be quite beneficial to our trade sector to join the AU, and, as you said, would increase Kiro-Pictish economic compatibility. Yet I do have a concern. This is something akin to Canada joining the European Union. How would other AU members feel about a non-Atlantican nation joining their alliance?"

"Directly speaking, the Kiravian Empire would not be able to join the Atlantican Union, yet supporters of the organization are included within the efforts and government of the alliance, and are in fact members in spirit."

"Both Kirav and Akimonad have 'special' interests in Europa Atlantica, thus it is only right that the Empire we allowed the same degree of involvement in the alliance as the Akimonadi are"

"Importantly however, I believe it would be wise to solidify the economic aspects a pact of brotherhood between our nations would entail. Since our economies are similar, although based upon different models and principals. Both, however, deliver a balance and compromise between the economy and the environment, and since we share the same earth I do not predict any drastic difference between the strengths of each of our economies. What I mean to say is that I believe frequent, fair and free trade would be greatly benificial to both nations as it has proven to be between us in the past. We should continue to pursue this prerogative, and further our economic bonds with the Kiravian endorsement of the AU and possible adoption of the Union Atla"

"Hear, Hear!" shouted some Kiravian MC's (Members of Cabinet)

Emperor Seawind took not of his comrades, and replied, "And that we shall. We have already endorsed the AU, and have amended the Commonwealth Charter so that all of our sub-constituants to the Imperium endorse it as well. I shall have Sèr Cedarbarke contact the Monetary Commission in order to gain information on partial adoption of the Union Atla. Free trade shall of course continue, which opens Pictish merchants to the diverse markets and rescources of the Kiravian colonies." The Emperor signalled to the Commerce Secriat, who left the room to wire the Monetary Commission.
