OOC: This alliance is for members of Europa Atlantica, the region, which still has land available. This is also the first draft of the charter, written by myself and based upon Dutchy's excellent work. Please feel free to comment, although I'd like to ask the NOP not to post too much. Comments from nations outwith EA and nations who wish to become spectators are also welcome. Thanks!

Background:
In its past, the graceful and peaceful region of Europa Atlantica has housed a variety of culturally and politically diverse states co inhabiting the region in equality, the need for greater factions unheard of. By February, 2008, Europa Atlantica's east is held in the firm grasp of the New Oslo Pact. Gradually, the NOP progresses west under its Red leadership binding its states into effectively one military superpower. It soon becomes apparent that the previous equilibrium of the region is lost, and a peaceful alternative to the NOP is sought by many concerned states. It is in this time that the remaining Sovereign Nations of Europa Atlantica from the core to the far west of the region band together in a momentous declaration of unity in the face of adversity. Thus, the Atlantican Union was formed.
Preamble:
"In order to better preserve the sovereignty of each unified state of Europa Atlantica, in order to stand against those to our east who wish to oppress our potential, in order to ensure the prosperity of Europa Atlantca's many allied states, we hereby adhere to the charter of The Atlantican Union of Sovereign Nations.
Article One
"Terms of Admittance to the Atlantican Union of Sovereign Nations"
❖All prospective signatories must inhabit the region officially recognized as Europa Atlantica.
❖All prospective signatories must be completely independent of the New Oslo Pact, although ex-NOP states are permitted to apply for membership.
❖All applicants must adhere to the Charter of the Atlantican Union.
❖All applicants must be in a state of relative stability in order to best preserve the goals of the union.
❖All applicants must recognize each member-state as an equal sovereign nation co-inhabiting Europa Atlantica in peace.
❖Each member state will be required to house an office of the Atlantican Union for diplomatic and administrative purposes in their political capital, which is to funded by said nation.
Article Two
"Council of the Union"
Verse One
In the spirit of further maintaining the sovereignty and equality of all member states, "The Council of the Union" is hereby free from pre-determined domination by founding nations, recognizing each state's vote as equal among others.
Verse Two
All Europa Atlantican applicants may be automatically admitted to the union should their admittance not be contested by any member state. Should their application to the council be contested, the following procedures for engaging in vote should be initiated.
Verse Three
The "Council of the Union" will retain power over all of the AU's major decisions, through a democratic vote over a 24 hour period. Motions which are successful will require a vote of no less than 2/3's to pass.
Verse Four
The sovereign provinces of member states of the Union will not be granted an independent vote unless said state co-inhabits Europa Atlantica. Should said protectorate or colony be extra-Atlantican then their vote shall be represented by the ruling state.
Article Three
"An Alliance of Iron"
Verse One
All member states are to refrain from inter-AU aggression. Any inter-AU disputes must be settled through diplomatic discourse and, failing that, through a meeting of council. Should any state resort to violence or overly-aggressive economic, domestic or political tactics in order to undermine their AU brother(s), the remainder of the AU is charged with the immediate re-administration of the offending state.
Verse Two
All nations are encouraged to commit their armed forces to continued and precise communication with other AU forces in the spirit of strategic clarity and victory. No member states shall be required to house any foreign military personnel on domestic soil, nor are they required to commit soldiers to any sort of rapid reaction force. Said force may be organized as an expeditionary force however command is ultimately reserved to the original nations.
Verse Three
All AU Nations reserve the right for first strike tactics against enemy states, providing opposition to said tactic is not voiced by another member state. Should said member state oppose said tactic, the "Council of the Union" is charged with vote to determine the course of action to be taken by the instigator of the conflict. Similarly, should the "Council of the Union" vote in favour of the action, the following will apply: Any approved first-strike tactic is to be supported by all member nations regardless of the circumstances. The unjust invasion of any third party is fully accepted politically (not necessarily militarily) providing the third party nation does not respect inter-Atlantican sovereignty.
Verse Four
Any attack on an AU nation is to be considered a declaration of war against every single AU nation. All AU nations are expected to follow their fellow members into battle to defend any AU member to their fullest extent. Exception is to be granted at the will of the defending Union state, who may decide whether or not said aid is required.
Verse Five
The entirety of the Atlantican Union must fully support the expansion of the alliance within Europa Atlantica. Each member state must be committed to the pacification of all states hostile to the AU, with the ultimate goal of becoming a significant power bloc within Europa Atlantica, in the interest of providing her member states with the highest degree of stability, cooperation and peace.
Verse Six
Any action of unprovoked deployment of weapons of mass destruction, genocide, or any other form of mass targeting of civilians without prior Council approval will subjugate the offending state to vote by the council over their continued status as a member.
Verse Seven
Because of the variety of laws and customs throughout the AU, any citizen of a Union nation who breaches either domestic or international law must be subjugated to the nation in question's judicial system. All member states must actively participate in the identification and arrest of all Terrorists or enemies of the state where upon they will be transported back to the source of their offence. When concerning an Atlantican-wide breach of law then the ultimate command of the situation should be delegated by a council of Atlantican representatives.
Verse Eight
Each member state is required to cooperate fully with all other Atlantican Union members in the arena of international intelligence. Any agency that discovers information of relevance and/or importance to any other Imperial member must make said information known to the Council as a whole immediately.
Article Four
"Of Commerce and Prosperity"
Verse One
In the spirit of encouraging inter-Atlantican commerce, no member-state is to hold a greater trade tariff against another member state than extra-Atlantican Union exportation tariffs. In accordance of said spirit, no Union member is to hold a tariff on importation of more than 5% towards other member states.
Verse Two
Concerning the greatest exports of Europa Atlantica, in order to safeguard Atlantican interests both individually and collectively, unnecessary fluctuation's in key industrial exportations must be avoided to ensure the stabilization of prices, thus providing each member-state with the highest profit attainable. Key industries in question prone to instability or inter-AU economic aggression must be coordinated by a relevant sub-committee of the Union including all members of the industry concerned.
Verse Three
Via any form of synthetic or natural disaster, all member states are expected to significantly aid any other member nation whom is in a state of economic crisis. Said crisis include but are not limited to: Natural disaster, war, reparations of conflict, economic depression, drought, famine and internal destabilization. Monetary and military aid are expected, however more direct methods such as labour, relief workers, food, or medical supplies is also encouraged.
Verse Four
Recognition of the rights of any AU citizen in possession of an AU to move freely within the Union is highly encouraged. In the event that such an agreement between states is unattainable, an advanced Visa program is compulsory where upon all Atlantican Union visas will be addressed and granted at an accelerated pace from that of others. All inter-Imperial Visas must be granted at a significantly accelerated rate over that of a non-Commonwealth member. The Union understands, however, that the completely free movement of goods within the Union is impractical when concerning the variety of customs, cultures and laws that inhabit the region.
Verse Five
No member state is to be permitted to enact an embargo of trade against another without approval granted by the Council with vote.
