The following message was dropped into the inboxes and letterboxes of all known major international arms manufacturing corporations.

Official Communique from the Imperial Ministry of Armaments

The Armed Forces of the Empire of the Wolf have currently over a hundred million men and women serving in them, yet at this time they are equipped with the now out-of-date AK series of rifles. We in the Empire of the Wolf thus wish to replace this weapon with a more up-do-date weapon, and are opening up the contract to the market.

The replacement weapon will have the following:
- automatic, burst-fire and single shot fire selector
- no less than a thirty round magazine
- easy to maintain in the field
- capability to have scope, bayonet, tac-light and grenade launcher attached

A third of the weapons will be bought directly from the supplier, whilst the remainder will be constructed in the Empire itself after the Empire acquires the domestic production rights. We will not seek to export the weapon.

Prohibited from supplying to nations with whom Russkya has no diplomatic relations, the RMSMC passed the message through the "grapevine" that connected all Russkyan weaponsmiths, including the Kala River Armoury, which was under no such restriction despite being closely affiliated with the RMSMC itself.

K.M. Pushkarev, a small arms designer with a moderately successful pair of assault weapons currently on the market, was quick to draft his tender and send it back up the line to Skgorria's Imperial Ministry of Armaments with the technical specifications of his rifle and carbine attached.

K. M Pushkarev, a senior member of the assault weapons design team at the Tanovgorod Arsenal, met with S.V. Nikolovski at the Kishka & Mishka Cafe, on 17 October, 2007. Nikolovski's Experimental Rifle Project, 2007, had met with huge applause when presented at the Regional Small Arms Expo earlier that year, hosted in Germania. Currently, the "Lapinkoira" and "Laika" weapons are seeing service with the Empire of Kilrany's elite units, and reports back from these formations are highly positive. The same ERP07 design, designations G80 and G81, also see service in the Aequatian Military, where feedback from the troops is also highly positive.

Despite this, the weapon is only in limited use within Russkya itself, with only the Lapinkoira being used in any remotely significant number, primarily by the OMSN hostage rescue teams of the law enforcement apparatus. The reason for this is the Russkyan Military's total unwillingness to adopt a bullpup-configuration assault weapon for any sort of general service use. On one occassion, an ERP07 prototype was used to stock-strike the concrete corner of the range building, which damaged the magazine well and jammed the empty magazine in the weapon. Understandably infuriated by this, Nikolovski returned to his workshop with his apprentice P. I. Kussmalov and redesigned the magazine well and feed system in the ERP07's now highly distinctive fashion, which protects the weapon from just such an occurance. Despite having defeated the principle argument against a combat trial of the weapon, Nikolovski was again rejected by what he described as a "close-minded procurement agency staffed by blind imbeciles."

This conflict between Nikolovski and the Military alienated him from many of the nation's arms designers, including TgoVP, who recently released the VSV-01 series of weapons in use with the Empire of Diggledom. Economically safe thanks to large contracts placed from overseas customers, Nikolovski chose to sequester himself in the Kuzmach-Mikhailov Automatic Weapons Facility in the foothills of the Western Mountains. He would later emerge to meet with Kliment Markovich Pushkarev at the abovementioned cafe at regular intervals and return to "KUZMIKPULFAB." When Nikolovski visited the Tanovgorod Arsenal in December of 2007, he presented the new light machinegun to compete in weapon trials to be hosted by the Army over the course of 2008. This visit coincided with the presentation of Pushkarev's "Special Purpose Carbine," intended to be a more economical alternative to the expensive and finely machined ERP07 concieved by Nikolovski and Kussmalov.

More than well aware that the SKP, no matter how well designed, well built, and affordable, was highly unlikely to be accepted as a general service weapon by the Russkyan Military, Pushkarev approached the MVD, the Militsiya, and as of yet unnamed overseas buyers as potential end-users of the weapon. While not completely shutting out the Russkyan Military, as the weapon would be likely to see service with at least one special operations unit, Pushkarev thus secured sufficient funding and interest to ensure a lengthy production run. To outline his basic intent to Infantry Weapons Journal in an October 2007 article, shortly after his meeting with Nikolovski at the Kishka & Mishka Cafe, he said: "I will provide a design that incorporates many of the features of the ERP07 Lapinkoira without the associated price. Of course this will mean that I have to sacrifice some capability. It will excel as a frontline weapon, and a number of foreign buyers will extend its use beyond the SFR itself."

Spetsialniy Karabin Pushkareva is a bullpup-configuration, striker-fired, gas operated rotating bolt selective-fire assault weapon with three calibre options. The working parts are strengthened to accomodate the high-powered 7.62x39mm and 5.45x39mm ammunition developed by the RMSMC and fielded by the Russkyan Military without degredation of operational life compared to other weapons chambered for the same ammunition. Calibre options are: 7.62x39mm, 5.45x39mm, 9x39mm. It should be noted that while the weapon is produced in each of these three calibres, one cannot simply swap out components to change calibre from say, 5.45x39mm, to 9x39mm.

Much of the weapon is constructed of 2.0mm thick stamped steel. A section of the forestock along the left side, near the aft of the elevated upper rail, is thickened to 3.5mm thickness with a like thickness on the right side for balancing. This thicker area is meant to very securely accomodate a side-rail optic mount should the operator desire to fit one in lieu of optics with Universal rail mountings. Grips, cheekweld, and forestock areas are built of high-impact polymers in a matte finishing. Grips can be fitted with optional rubberized elements to improve operator 'weld' to the weapon under all environmental conditions. The trigger guard is sufficiently wide as to accomodate a operator with heavyweight winter gloves, mandatory for use over the Russkyan winter.

Ammunition feed is provided by a proprietary double-column box magazine with a capacity of thirty cartridges. It is constructed of matte-finish high-impact polymer and is "waffled" for improved grip in adverse weather conditions. It very securely locks into the magazine well with the umbiqutious "Kalashnikov Lever" method. Other feed options include a modified Schillstrom-pattern fifty round quadruple-column magazine. Both the standard and high-capacity magazines feature rounded magazine lips so as to conform to the feed principles developed by Alexey A. Konovalov of the Russian Academy of Missiles and Artillery. This allows for a much more reliable feed as demonstrated by Patent N 2168143 (27/05/2001).

The bolt travel of the SKP is rather short. As a result of this, the weapon's rate of fire is exceedingly high, at 1200 rounds per minute. A limiter has been installed to reduce the weapon's cyclic rate, located above the gas block. This successfully reduces the rate of fire to 900 rounds per minute, which is still high for an assault rifle but controllable in full automatic fire, allowing for much more easily operator-controlled bursts than the higher cyclic figure. The safety, engaged via the fire-selector, locks the trigger sear but allows for the working parts to be cycled via the charging handle to load or unload the weapon. Fire modes are semiautomatic, two round burst, and full automatic. Effectively, the SKP features the same "hypercyclic" two-round burst capability of the Russian AN-94 assault weapon without the internal complexities.

SKP relies on a gas-block located ten centimeters forward from the chamber. This provides the required energy to operate the balanced automatic recoil management system. Fortunately, in order to develop a balanced automatic, the counterweight assembly need only travel the same distance as the bolt group. This allows for the nessecarily space-intensive opposing gas pistons to be installed in the SKP's reciever. The gas block provides the energy to actuate the gas pistons, which are fitted with their own return spring. So as to prevent installation of a larger counterweight, the 'balancing' piston is connected directly to the counterweight, whereas the gas piston operating the bolt group is disconnected - the extra weight of the longer piston reduces the required mass of the counterweight itself.
The primary gas piston, operating the bolt group, is fitted with its own return spring. During firing, the piston moves 30mm to the rear, delivering a very powerful stroke to the bolt carrier assembly. SKP is striker-fired, the striker being recocked on each movement of the bolt group to the rear against the return spring. The striker's spring is located below the bolt group's return spring.

As with the Russian design AEK-971 which pioneered the balanced automatic concept, this principle of operation conforms to the laws of motion as developed by Sir Isaac Newton and effectively cancels out the recoil forces of the cycling bolt group.

The bolt group consists of the bolt carrier, which also interfaces with the dust-cover over the ejection port and the charging handle, the rotating bolt fitted with two locking lugs, and the striker. The striker is released by the trigger sear, operating the fire selector axle. The "safe" position of the fire axle makes no contact with the striker, while the semiautomatic and full automatic positions are conventional in their design. The most notable part of the fire selector axle is the double-toothed ratchet and reset gearing that bypasses the cyclic rate limiter. As the weapon fires, the ratchet moves back one tooth until the burst is complete, whereupon the last tooth has moved, and the selector axle disengages from the striker's trigger-face until the trigger is released. Once the trigger is released the reset gearing moves to reset the ratchet and enables the SKP to be fired again. This capability is disabled if the selector switch is set to semiautomatic or automatic fire modes. Due to the very high RoF caused by the short bolt travel, the two-round burst fires at 1200 rpms while standard automatic fire (reduced by the limiter) is at 900 rounds per minute. This means that the two round burst is effectively "hypercyclic" and both rounds will have left the barrel by the time the recoil force is felt by the operator. This method is also substantially easier to maintain under field conditions by the operator than the AN-94's "hypercyclic" burst capability.

During operation, the bolt carrier interfaces with the dust cover and pulls it back to open the ejection port located on the right side of the reciever. The spent cartridge casing is ejected and as the bolt group moves forward again, the bolt carrier closes the dust cover. The charging handle - also on the right side of the reciever - does not reciprocate during firing, disengaging from the bolt carrier once released to return to its forward position. For reasons of weapon maintenance and stoppage clearing, the bolt is equipped with a hold-open device after the last round in the magazine is fired. The operator, during the reloading process, removes the empty magazine and inserts a fresh one, pulling back on the charging handle to disengage the bolt hold-open, which will cause the bolt group to cycle forwards, whereupon he can continue as normal as the weapon will have made itself ready to fire. The trigger pull (point at which the sear will actuate the striker) is 2.25kg of pressure.

"Pushkarev's Carbine" was intended as a close quarters combat weapon ideal for fighting in built up areas and originally meant as a competitor to the Lapinkoira and Laika ERP07 variations which were in use with various hostage rescue teams such as the Russkyan OMSN units. Popular demand soon resulted in the production of the BVP (Боевая Винтовка Пушкарева), translated to English as "Pushkarev's Combat Rifle." The BVP differs from the SKP in that the integral vertical foregrip has been deleted, the barrel lengthened, the forestock slightly redesigned to allow for the easy fitting of the GP-30 type underbarrel grenade launcher, and the addition of a bayonet lug at the nine o'clock position. This lengthening of the barrel and forward furniture allowed for the top rail (twelve o'clock position) to be lengthened, making iron sights a more effective means of aiming the rifle.

Both the SKP and BVP feature cold hammer forged polygonally-rifled barrels screwed securely into the chamber's mouth. The muzzles are threaded to accomodate RMSMC, TgoVP, M&K, AMI, and KIAM sound suppressors. Normally the threaded muzzle is fitted with a muzzle brake of AK-74 pattern, though an AN-94 similar model is available. Sling swivel points are provided at the front of the forestock and the rear of the stock, on the left side of the furniture. This makes the attachment points suitable for a conventional sling or a two-point tactical sling, the latter of which is highly prized by Russkyan Army units for obvious reasons.

Sighting options are provided by detachable iron sights (SKP) and folding iron sights (BVP). The SKP's sights consist of a hooded front post with Heckler und Koch Drum-type diopter rear sight, fitted to the twelve o'clock rail. The BVP's sights are in the same position, but are permanently attached to the rail's base. The foresight is attached to a folding base and consists of a hooded post, while the rearsight is a AK-type U-notch with a range scale of 0-600 meters, graduated by increments of one hundred meters. When optics are attached to the SKP or BVP, the iron sights can be stowed as required to provide a clear field of view. BVP has seen some use with high quality ammunition and medium/high-magnification optics as a designated marksman's rifle, particularly with one user whose ingenious bipod design (clipping to the GP30 mountings) was bought by Tanovgorod Arsenal and is now available as a weapon accessory along with the varying muzzle brake styles, sound suppressors, magazines, carrying cases, slings, et cetera.

After becoming aware of your recent requirement for infantry rifles, I would advise you to hold off on purchasing a new weapon system until the new AVIR hits the market in the near future.

This rifle is the the result of a joint project between SPMC of Agrandov and DDI of Doomingsland, and will meet or exceed all of your criteria.

Although the exact details have yet to be released, the rifle can fire an ultra-rapid 2 round burst or sustain fully automatic fire. The helical magazine holds 50 rounds in bullpup configuration, and the entire rifle system weighs less than practically any competitor. It is also exceedingly accurate, capable of competing with battle rifles in terms of range.

The AVIR Advanced Personal Weapon System is currently nearing the end of it's development cycle, and will be entering full-scale production very shortly. It has already received the implied or explicit interest of several nations, making it one of the most anticipated products in the market.

It will be made available in three configurations; Standard, Personal Defence Rifle (short) and Infantry Automatic Rifle (long). This will allow the weapon to fulfil a huge range of roles, such as a squad-automatic weapon or special-forces carbine. Available for the AVIR are several specialised attachments, including two types of optical sight, a dual ANPEQ/Flashlight module, a sound suppressor and a special variant of the Doomani LFGM 40mm Grenade Launcher.

The late-stage development of the AVIR is now primarily taking place within the DDI corporation, and so not all resources regarding the weapon are immediately available. However, if you are interested in the AVIR for use in Skgorria's military, then I am certain that more information could be dispatched almost immediately.

Therefore, unit prices have been slashed in half, and there's hundreds of thousands of these useless guns sitting in Dashie warehouses. The BG-5, however, is still in use by many 3rd world countries.

Armsel lent back in his large leather chair and grinned, picking up the file with the various replies from arms companies around the world. Politics come and go, but the arms trade remains he mused, remembering a time shortly after the dissolution of Brzno when he served in the Atopian Worker's Front as a member of Materials Appropriation Committee, responsible for equipping the fledgling Atopian armed forces through any means necessary. That he had survived the years of conflict with Skgorria, the rise of the AUF, the formation of the AUF and its subsequent dissolution was a testament to his skills as an organiser.

Thumbing through the lengthy and boring disclaimer from various intelligence services, he turned to the first of the replies. The Russkyan weapons seemed very impressive, so he kept those in the running.

Next up were the series of AK weapons and AK derivatives being offered by the World Soviet Party. There would be advantages in taking on these weapons, as the Imperial Armed Forces were certainly very familiar with the AK series already.

He then took a look at the AVIR data, and noted that the weapon was being made in collaboration with the Doomani. Whilst the Empire of the Wolf had yet to make any official dealings with the Doomani, the Wolven citizens and government already had a healthy respect for the military superpower. If the Doomani were going to arm their soldiers with this weapon, then that alone was a very strong case for taking on the rifle.

Finally he came to the BG-5, and all seemed well unto a note added by the ZVO pointed out that the Dashie were already scrapping the weapon in favour of a newer weapons system. I'll be damned if I buy over a hundred million rifles, only to find out they are already obsolete he mused, tossing the folder on the desk and taking out his laptop. He had replies to write...

OOC: I have two more designs, by companies/designers other than Pushkarev. One allows for the use of a full power cartridge with a respectable barrel length in a conventional layout that does not have a long overall length. One of these rifles is also a more conventional assault weapon than the SKP or BVP. Would you prefer that I limit myself to one entry or could I include these two?

FN-FAL. What more need be said? The AR-10 would also be an option.

I like .308 (7.62mm) better than .223 (5.56mm), but if someone knows a good approx. 6.5mm (.260-.270 range) battle rifle, that might be even better.

OOC: At the moment yes, but I'm sure we'll be needing all sorts of kit in the future. I'm just reluctant to let go of my Soviet/Russian stuff. It's taken me over a year on NS to let go of the AK-74 :p

"What do you mean the Atopians are unavailible?" Spluttered Armsel down the phone as he hammered his fist onto the desk, sending a pile of painstaking ordered papers flying around the room. "No wait, don't even bother answering. I'll just make the decision on my own and if you don't like it, talk to the Emperor!" Rather than replace the phone on the reciever, he threw the whole device across the room, watching it break in a satisfactory manner upon a charred armour plate that had once belonged to a T-55 that his son had destroyed in combat, and had afterwards given to him. Whilst the armour had been unable to stand up to a 150mm gun, it was very resistant to the office supplies and equipment that Armsel frequently aimed at it. The door to his office opened and his secretary entered, a weary expression on her face.
"Have the requisition forms on my desk as soon as possible please sir, and let me know when the cleaner can come."
Armsel chuckled a little, his mood gone. "Thanks Deidre, I'll do that." With that, she left and he began composing his reply...
