Aboard Aircraft Call-Sign "Golf Oscar Three"
100 nautical miles from Phanarian Airspace
The thirty-five personnel that would establish the Tolvanic consulate in Phanar sat in the spacious passenger compartment of the charted CommonwealthAirways 777 and read over various documents detailing Phanar's history, politics, military, economy, culture, geography, and climate. The plane was overly large for the current contingent, but ordinary diplomatic jets lacked the space to carry the full staff and its equipment.
The cargo holds of the big airliner were loaded with computers, communication gear, office supplies, luggage, and furniture for the consulate as well as three armoured TMW Landmaster SUVs.
As the aircraft drew closer to Phanarian airspace the pilot thumbed his mic and began speaking.
"Phanar Control, this is Tolvanic Government Flight Golf Oscar Three requested vector and instructions to land."
The air warden sat in the control tower; relaxing after a hard day's work of regulating airplanes to various parts of the airport. He smiled when he heard the voice of the Tolvanic pilot; it took him a few minutes until he began speaking into the intercom. "This is Phanar Control; we will send you the necessary coordinates in a few seconds. Please be patient."
He could see a Phanarian government motorcade forming and thought about the delegation as he waited for more planes to land. When the plane of the Tolvanic delegation landed; several limosuines and vehicles were waiting for them. It was not uncommon for foreign dignitaries to recieve such treatment. The chauffers were standing outside while security guards were patrolling the area; all of them and others were waiting to get their first glimpses of the members of the Tolvanic delegation.
As soon the aircraft came to a stop and the movable stairs were emplaced the cabin door was opened and two men in dark suits and galsses stepped out and quickly descended the ram and began scanning the area. The men were members of the Diplomatic Security Service and both had served in the military, one in the SAS, the other in the Marines. Once they were certain the area was secure one of the men spoke into the cuff of his jacket and the rest of the delegation began its descent, minus the support personnel who were making there way to the holds to prepare the unloaded process.
Once on the tarmac Ambassador Samuel Koshi looked around for whoever was in charge of the proceedings.
Samuel was told that he would be escorted to the headquarters of the Foreign Ministry; where he would meet the Foreign Minister, who had recently made deals with the nomadic people of Kvarst. Samuel was given his own limosuine while the other members of the delegation would be given their own. The chauffers drove the limosuines into the city of Redwall; citizens could be seen committing themselves to their daily routines. Samuel could see the citizens looking at the motorcade curiously; occassionally whispering to their friends. The Foreign Ministry headquarters could be seen in the distance; it was an imposing structure that was located in the government district of Redwall. Samuel Koshi was escorted inside; he could see two young women talking as they walked past him. It was like a maze in the building; with all the offices dedicated to various nations visible to Samuel. He could even see an office dedicated to the person in charge of relations with Tolvan. As he was escorted through the maze of offices and desks, he found himself at the office of Siegfried von Kreuzberg; the Foreign Minister of the Grand Duchy. Opening the door, his escort introduced Samuel to Siegfried; who was reading the newspaper. "Welcome to Phanar, Mr. Koshi. I must say that it is a pleasure to meet you. Please, take your seat."
With a smile on his face, Siegfried put the newspaper on the desk. "I think we should discuss the establishment of the Tolvanic consulate first."
Ambassador Koshi extended his hand to the Minister and began to speak.
"Mr. Kreuzberg, first allow me to say that you have a lovely city here.
Now regarding our consulate, we shouldn't require more than an acre with accomodations for no more than fifty or sixty people total. Of course we are prepared to pay market rates for the property and the consulate will certainly bring twenty or so jobs to the area in which it is located."
"You are most welcome, Mr. Koshi. Redwall has often been called a lovely city; perhaps the loveliest. As for your consulate, I am sure we can find you a suitable area; there is a vacant lot, for example, in one of the nearby districts."
Siegfried pulled out a map of Redwall and showed it to Samuel; pointing to the location of the vacant lot. "You mentioned that the Consulate could generate twenty or so jobs? What kind of people do you need? Secretaries? Aides? I am sure you could find yourself some efficient workers."
"You are most welcome, Mr. Koshi. Redwall has often been called a lovely city; perhaps the loveliest. As for your consulate, I am sure we can find you a suitable area; there is a vacant lot, for example, in one of the nearby districts."

"We've brought most of the necessary support staff, but the consulate will require maintenance and cleaning personnel, clerks, and some local security to assist our own staff."
"How many people do you think you will need in total? I am sure that you will be able to find the necessary amount of workers to work at your consulate."
"I believe that you can find all the workers you will need in Redwall; there are more than enough people for you to choose from and I am sure they can learn the Tolvanic language if they need to."
"Of course the number of personnel needed will depend on the size eventual size of the consulate, but we anticipate needing at least ten maintenance and custodial personnel, five or six clerical workers, and ten to twelve security guards to supplement our own men. Of course we are prepared to pay the prevailing wage for positions of this type."

"My people will of course want to conduct some background checks of prospective employees, but we will gladly allow your law enforcement personnel assist in these investigations.
Also, the official language of the Commonwealth is English."
"I understand; you would not want to hire possible criminals. Our law enforcement personnel can assist you in the background checks; but I am sure that there will be no problems for either of us. As for the English language, I believe that we can find you workers who are fluent in English. If you want, I can take you to the site of your consulate; so you can see if it is acceptable to you."
"I'm afraid I'm a career diplomat, I don't know much about construction. However, I will be more than happy to send my Chief of Staff and Security Director to survey the site as they are more knowledgeable on those types of matters."
"I understand; we will welcome the Chief of Staff and Security Director with open arms. If you want, I can take you to the site where your consulate will be built; so that you can see where you will be working."
"Of course we will gladly visit the site at your conveinence.
Also, my military and intelligence attaches requested that I ask about arranging a meeting with your own military and intelligence personnel so they can tal kabout whatever it is such men talk about."
Koshi smiled at that, unlike most Tolvanic civil servants he had not served in the military beyond the required two year stint as a reservist in the Air Defence Command and he had little understanding of military affairs outside of what he remembered about repairing and firing a AA-9 flak gun.
"We can visit now; follow me."
Siegfried led Samuel back to the limosuine; the chauffer began driving through the streets to the site of the consulate. "It would be alright for me to arrange a meeting between our nation's military and intelligence personnel. We just need to notify Phanar's personnel so they can prepare for the meeting."
When the limosuine arrived at the site, Siegfried showed Samuel the site with a smile on his face. "This is where your consulate will be built; in a presentable and respectable part of Redwall."
Koshi surveyed the site for a few moments before speaking.
"The site certainly appears acceptable, we can't formally commit to the site until my chief of staff and security chief approve though."
"I am sure that they will approve; when do you think that they will be able to see the site?"
"They should be available to visit the site sometime tomorrow I would say."
"That is good to hear. Mr. Koshi, we have a hotel room for you to stay at until the consulate is built."

Siegfried nodded his head before ordering the chauffer to take himself and Samuel back to the Tolvanic delegation. When they arrived, they could see the delegation was settled in. "They all look quite content, Mr. Koshi. Be assured that they will not be harassed. Also, you and the members of your delegation are free to visit restaurants, etc in the city of Redwall."

"It is no problem for me. Do you require anything, Mr. Koshi?"
"Not at this time sir. I will have my staff arrange further meetings in the future."

Colonel Robert Wallace picked up the phone and dialed the number he'd been given for the Phanar Defece Ministry.
"Yes, this Colonel Wallace with the Tolvanic Consulate. I'd like to set up a meeting between myself and the Minister at his conveinence."

"You are more than welcome to meet the Defense Minister, Zoe Flagman, this week if you would like. The meeting will be held in her office at the headquarters of the Defense Ministry of Phanar."
