The Holy Republic of the Southern Hexagon has been ruled by the Hexagonal Church High Council since the land’s initial settlement. The High Council has generally ruled wisely in a very conservative manner. Other religions are tolerated but they are closely monitored to maintain order and avoid outbreaks of unapproved thought, as is right and proper.
The High Council is a representative body elected by the citizenry. However, all council members are constitutionally required to be members of the Hexagonal Church. Women and non-church-members have had the right to vote for several decades. This relaxation of voting rights was a harbinger of further reforms. However, these reforms have come slowly.
For many years the High Council has been divided about the need for some liberalization and reform in order to spur economic development. After the last election, the reformers have gained the upper hand and intend to implement a series of economic reforms. The Council intends to significantly expand the University of Southern Hexagon and hire top notch professors and researchers from overseas regardless of their religion. These personnel will be attracted with premium salaries, generous research grants, and subsidized housing. Research and development companies as well as banking will receive subsidies and land grants from the Council’s ample holdings to spur development and immigration of top business and scientific talent.
The Holy Republic has universal military service for both men and women. Men serve a longer active duty period and reserve period. All reservists are required to maintain a service weapon at their home. The Holy Republic is renowned for its military police and military intelligence units. These often are in demand for training, peacekeeping, and specialized missions. The Holy Republic has no Navy, but its coast guard is well regarded with many small craft (patrol boats, minesweepers/layers, etc.) and three modern ocean-going frigates. The air force is limited to several multi-engine patrol craft for maritime surveillance and a squadron of jet trainers that are lightly armed.

Our intent is to make a battalion sized training facility available for this mission. The facility has barracks, dining facilities, classrooms, outdoor sports facilities, motor pool, and a variety of indoor and outdoor ranges. Dear Brigadier General Mark. S. Houseman, the State Department has turned you over to us now that the plan has entered the military phase of the discussion. We thank you for accepting our generous offer, and this is what we are willing to provide. Depending on your need, we are willing to send up to ten (10) officers from each branch of our military for the training mission. These officers will train your forces and evaluate your needs. Once these needs have been discovered, we would be willing to sell you the military equipment to from your first naval squadron, air force wing, army brigade, or Marine Corps brigade equipped by our equipment. Our officers have already been selected and will depart on C-17 transport aircraft upon getting the location of your base. Our aircraft will then depart and begin evaluating your forces so we may send more officers and equipment. Furthermore, High Command has approved a one year mission, but if our venture is successful the time can easily be increased.

Our only airfield capable of handling a C-5 Galaxy is the Hexagon City International Airport. Our Attache will provide the detailed logistics info, but your personnel will be formally received at the airport and then sent by chartered bus to the training facility approximately 80 miles south. Our staff is preparing extensive and detailed brieifings on our capabilities and known gaps. No doubt your staff will help us identify gaps that we are not even aware of.
We will then rotate the appropriate units and personnel through your training per the TBD schedule.

C-17, in the air over Southern Hexagon
Captain Jordon yawned loudly as the pilots announced they would be landing in around ten minutes. It had been a long flight indeed, over seventeen hours. They had landed at multiple airports along the way and even had one in-flight refueling before they got here. Jordon was excited for the mission, but he was tired from the long flight. He had been in the Army for ten years now, graduating from North Point military institution. He was a tank specialist, having been trained as a Panther II gunner, but he had more recently been serving on Leopard armored vehicles. Hopefully, they would be able to sell these to the Southern Hexagonal government.
The plane landed nine minutes later on the bumpy dirt runway, but came to a smooth stop at the end. The men on board would debark in full combat gear, even the naval and air force personal. They all had DR-83 rifles which they would train the Southern Hexagonal military with. After debarking, they began to unload the cargo bay which included crates of rifles, machine guns, missile launchers, and other goodies, as well ammunition, food, clothing, and various items such as bug spray and tobacco products. The troops then lined up in platoon sized formation and prepared to be greeted by the Hexagonal troops.

Captain William Sloane-Kirkpatrick IV stood on the runway at the head of his Military Police Company (Armored Car). He always enjoyed the bright sunlight that blessed his land. Today a light breeze kept the flags fluttering and the occassional fly from lingering.
He was part of the first battalion to receive training by a foreign nation. Sure, the Holy Republic often used contractors from foreign lands to teach tactics and doctrine, logistics, and the like, but this was the first time a foreign nation was formally providing training. He was proud that his nation had never had a foreign army on its soil. This was different, of course, but still. He knew that his life would be much different. He had learned the ins and out of the armored car many years ago as an enlisted man. He had even fired the turret machinegun in anger once when a rowdy crowd failed to disperse quickly enough after some now little remembered protest against the Holy Council.
Now there was talk that his company would be transitioning from armored cars to modern main battle tanks. His mind raced with all of the changes that will be needed, increased manuever and firing ranges, vastly more complicated maintenance and logistics procedures, and above all new tactics and doctrine.
He stood ready, literally and figuratively, for changes.

Training Base
As the men stood at attention, they saluted and were greeted by the commanders of the Southern Hexagon camp. Colonel Myers of the air force would be in overall command of the forty advisers here at the camp. He planned for training exercises to begin tomorrow. Each group of advisers would go to their respective units and observe a training operation conducted by that branch. The advisers would then judge this training exercise and begin a training routine focusing on the weaknesses. Over the next several days, additional C-17 aircraft would arrive from TPF bringing examples of the Panther II tank, VAE armored car, Leopard modular fighting vehicle, and other military equipment for evaluation by Southern Hexagonal forces. The air force would also be flying in a number of aircraft for evaluation. The navy's main job was to focus on training the small coastal contingent, but selling of ships was not completely out of the agenda. In particular, the navy was very interested in selling one or two quiet diesel-silent attack submarines which would be useful in attacking any enemy shipping. Additionally they were looking at selling up to several hundred missiles for coastal defense. However, more specifics could be decided when the training missions began the next day.

It would take years to finalize and tons of cruxes. Fortunately, the TPFers were covering most of it.
He liked his TPF counterpart. For an Air Force type he seemed like a good enough fellow, but the constant stream of goat and sheep jokes was a bit off-putting. It didn't offend him, it was just odd, perhaps some cultural thing that he would have to get used to. Indeed, he found himself using such jokes in conversations after several days.

Major Handsen looked over the platoon he was training, they were eager to learn and were well displicened which was always a bonus. Today he was training these soldiers to be proficient with two types of weapons systems, the DR-83M (http://forums2.jolt.co.uk/showpost.php?p=10318644&postcount=1) tactical rifle, and the large Corona (http://forums2.jolt.co.uk/showpost.php?p=13301167&postcount=279) Anti Tank Guided Missile. The Corona was a very deadly ATGM, capable of destroying even the most well protected main battle tanks and armored fighting vehicles. If these weapons proved to be satisfactory, TPF was planning on supplying three thousands Corona missile CLU's and several thousand extra warheads. Around six hundred thousand DR-83M's would also be sold and given away.
Unlike a graceful bird, the C-17 aircraft jolted to a stop at the end of the runway. It was the first of several to be arriving carrying two Leopard (http://z4.invisionfree.com/NSDraftroom/index.php?showtopic=1415) modular armored fighting vehicles for use in the training of Hexagonal forces. Overall, Jordon had been rather bored for the last week, but he had been training with the infantry groups which was a nice refresher. Despite this he was excited to begin. In the next few hours, a total of twenty Leopards would arrive of different variants. Later, VAE armored cars and Panther II main battle tanks would be arriving.
Colonel Myers asked Houseman for a meeting with Souther Hexgaon's top military officials to inquire about further weapons purchases. Now a week into operations, the four branches had all come up with recommendations for weapons procurement. The trainees would have a day off to relax for their hard work while the negotiations began.

Greetings, enclosed is a full report by a commission of Prussian officers on the equipment and strength that the Southern Hexagon forces should be equipped with.
Firstly, we would like to commend your officers and enlisted personal on their professionalism and behavior during the time our officers spent there training them. They report very few negative incidents and we are proud to continue to work with these fine men.
We will start of with the navy of Southern Hexagon. Since at this time your nation only needs a coastal defense force, we have come up with a small but very effective navy. Our officers have recommended that Southern Hexagon purchase twenty (20) Sjkord (skjold) class corvette's which will be able to properly defend your nation against drug smugglers, pirates, and even enemy fleets if used properly. Additionally, we would recommend that your nation purchase four (4) frigates for further defense. These frigates can be purchased from Royal Shipyards (http://forums.jolt.co.uk/showthread.php?t=484448) or Beaufort Shipyards (http://forums.jolt.co.uk/showthread.php?t=543501). Finally, we would recommend your nation purchase two (2) diesel-silent attack submarines of the U-214 (http://en.wikipedia.org/wiki/U-214) variant. Our shipyards would be willing to construct these vessels for you. Later, we would recommend purchasing amphibious assualt carriers and destroyers for increased defense and power projection.
Your airforce should also be buffed up accordingly. We would recommend the purchase of six (6) Cardinal (http://forums.jolt.co.uk/showpost.php?p=12508735&postcount=1) Air Superiority and strike aircraft for the defense of your nation. We would also suggest purchasing three E-3 Sentry AWACS aircraft for coordination of these aircraft. In addition, your air force should purchase up to four C-17 and C-5 aircraft for rapid mobility capability for peacekeeping or security operations. Along with this we suggest additional tanker aircraft and two squadrons of Blackadder (http://forums.jolt.co.uk/showthread.php?t=548087) squadrons for the maritime recon and strike roles.
For your army, we would recommend that your standing force consist of three mechanized brigades for peacekeeping operations and overseas deployment, equipped with our Leopard AFV's or Ironheart AFV's from Lyran Arms (http://forums.jolt.co.uk/showthread.php?t=541320), as well as Fox vehicle and various logistical vehicles such as six ton trucks and high mobility 8x8 transports. TPF has a strong history with Lyran Arms and they come highly recommended. We would also suggest purchasing enough LY4A1 main battle tanks to form a armored battalion. Southern Hexagon can use this as a template and prototype for further armored formations. At this time we also suggest that you equip ten (10) infantry divisions with five on active duty and five in reserve, with the necessary motorized transports and towed artillery motors. We also suggest that Southern Hexagon buy up to fifty (50) Blackhawk helicopters and twenty (20) Osprey and Chinook helicopters for rapid deployment. These can once again be built in your nation or TPF.
Finally, TPF wishes to establish a small military base in your nation to offer continued support to Southern Hexagon. This will include an airfield and hangers that can store up to seven squadrons, and will feature a runway that can handle the C-5. Your officers and enlisted soldiers may continue to train here. As a final note, our Congress has approved five billion crxues annually in military aide, with that to be increased to ten billion up your nation reaching ten million people.

The High Council appreciates the confidence that you have placed in our ability to expand so quikly. The High Council want to be sure that we establish the necessary infrastructure, industry, and population to support such upgrades over a 10 year period. Much change will be required.
To further support the rearmament goals, the High Council proposes that the Holy Reich establish several bases in Southern Hexagon: A moderate sized naval base at the Hexagon City port, and an air and army base at the existing training facility.

The Holy Reich finds this proposal to be most acceptable. The establishment of a naval base in your region is of great interest, and we will likely station several squadrons there with at least one Carrier Battle Group, as well as several hundred Marines. We recommend hiring local business's to construct the naval ports in conjunction with Naval Engineers. The current base will be expanded by our own engineers. This base will house around three thousand soldiers and four squadrons of aircraft. We also suggest signing a lease of these bases for thirty years, along with a security agreement so the Reich may help to protect the sovereignty of your nation.

Prairie Flowers is a small peaceable state, a democracy that is a monarchy sans king. The country is ruled by the Regent, who is also the head of the Armed Forces and Speaker of the House of Commons.
We maintain the same sort of military standards, (universal conscription). Our Army is kept at home, and has a large number of military bands that play in all our parks. Our Navy is coal fired, and consists of a number of destroyers, cruisers and three battleships, all equivalent to world war one weapons, and is primarily for show and carting ambassadors about. In addition there are numerous fleet auxiliaries as one would expect.
We do have a small air force.
We would be pleased to send you an endorsement and maintain a diplomatic dialogue with you provided we will not be inundated by missionaries form your state faith. Prairie Flowers does not have a state church and practices strict separation of church and state.
