Uncertainty In The South Pacific

On a group of small islands in the South Pacific Ocean located almost one hundred miles from the Samoan Islands, several groups have begun to claim themselves the rightful leaders of the islands.

The chain of islands known to the local inhabitants as Wasab, Juni, and Fau are all locate with twenty miles of each other to the north are the smaller islands of Juni to the west and Fau to the east. The two islands cover an area roughly six miles long and two miles wide with Juni being slightly larger. The strait of Juni separates the two islands and is only half a mile wide.

Both Juni and Fau have similar geography and industry, each having a large extinct volcano dominating the island and most of the population resides along the shore line. The economy of the two islands is based largely on fishing with a small base of manufacturing and farming on Juni. The population of Juni is estimated to be around 25,000 and the population estimate for Fau is around 6,000.

Wasab is nearly ten miles across the island alone and is located roughly ten miles south-east of Fau. The landscape is a little less harsh than on the northern isles, the hills have softened over time and this has opened the island to more farming and industrial development. The island of Wasab is largely dependent on the food industry. The largest industry on the island is the canning of goods grown on the farms and the canning and processing of sea food. The island is more urbanized than the others with a large port city on the north-west corner of the island and another on the south-west corner. The two cities are known as Wonfu and Jii respectively. There is another large centrally located city known as Unaad that is the hub of many of the industries. The population of the island of Wasab is estimate to be around 750,000.

The current state of the islands has led to many armed up risings on the island of Fau among the few farmers. A similar situation has arisen on Juni which has led to the seizure of many of the fishing docks affecting the supply of food to the island.

Small skirmishes have broken out across Wasab many of the clashes coming between the farmers and hired soldiers bought by the corporations. Many former soldiers have joined both sides as mercenaries while a small group have banded together and sought power for themselves. At this point there are still many other groups vying for power on the islands though none seem to have gained an upper hand at this time.

As the struggles of the groups continued on over the following days the power of many of these factions began to solidify as they either banded together with other small groups or grew in power by destroying or absorbing others.

On the island of Juni the dominant faction has come to call itself the United Peoples Party, it is a coalition of many of the farming and fishing groups that started siezing docks and the small port on the south of the island. The UPP also has absorbed one of the workers unions on the island. The UPP has captured the capital city of N'fi located on the eastern side of the island as well as the airport just to the south. Most of the island is under their control or influence though some opposition to the ideas remains in the western half of the island. For the most part the UPP has achieved its control through a more diplomatic style pushing for land and industry reform, though some blood has been shed by their hands.

On Fau however the situation seems worlds apart. Many former soldiers now known as the Liberation Army have fled to this island in hope of securing a base of operations to branch out to the other islands. The UPP has a slight influence on Fau though they have been contained to the west. Fau also still has many smaller factions most of which have been running terrorist style raids on UPP and LA controlled cities and ports. The constant interruption of supplies has left many on the small island close to starvation. The violent counter-actions by the LA has also led to many deaths. Of the estimate 6000 residents of the island the death toll is thought to be somewhere around 400 to 700.

Wasab is the largest flashpoint in the struggle with the presence of the LA and UPP as well as the Wasab Workers Party and the People's Militia. The WWP despite the image it tries to portray is nothing more than the corporations and their hired thugs fighting to protect their holdings and is possible expand them. The PM is comprised mainly of ex-military that have sought to unify the islands rather than the LA's views of fighting for their own gain.

The diplomatic maneuvers seen on Juni and to a slight extent on Tau are no where to be found on Wasab. All talks seem to have dissolved rather early on and now the remaining factions have dug into the areas they have control over and are prepared for a long conflict. The UPP has control over the city of Wonfu and its surrounding area. For the most part they are in a defensive set and using the port of Wonfu to send food back to Juni. The UPP has also been using the cities television and radio stations to ask for support from the locals and any other nations, though the low frequency of the stations barely reaches the other islands.

Unaad and the smaller port city in the north-east, Lata and much of the country side between the two cities is under the command of the WWP. The territory also includes the island chains only real airport. Unaad being the largest city on the islands, and considered by most the capital is home to a higher frequency television and radio station which the WWP have been using much in the same way the UPP have been using the weaker broadcast signal out of Wonfu.

The PM has been split into two halves by the advance of the WWP. The holdings of the PM include Jii in the south-west and much of the territory in the south-east. The PM has been reduced to guerrilla fighting in many places with most of their forces allocated to protect and hold Jii. A similar situation is the fate of the LA though they have failed to capture and control anything significant on Wasab and are living in camps in the north central part of the island.

Of the three-quarters of a million inhabitants on the island the estimate loss of life at this time is 50,000 with possibly 3 times that number injured. Though how many of those dead and wounded were civilians at this time cannot be told though it is thought that somewhere around 300,000 people are facing starvation at this time.

In the central north Pacific, ocean currents carried the news of the unrest in the Wasabi Archipelago from the shores of Wasab to the halls of power in Georgetown, capital of the United Kingdom of Oceania. Lieutenant Graham Davis, however, was not amongst those privy to any such discussions. Rather, he commanded a patrol ship based in Louisbourg and had been dispatched to the Wasabi Archipelago to determine what exactly was underway.

Essentially, Davis understood that his task was to figure out upon whose side the United Kingdom would intervene. An imperial power based in the Pacific, Georgetown grew nervous whenever unrest plagued a Pacific island state–fearing that it should eventually reach the Home Islands. And so aboard in the spare cabins were twelve Royal Marines. Hardly a serious threat, but enough that he could show the sincerity of the UK.

For several hours they had been listening to radio broadcasts out of Wasab, with pleas for assistance from the outside world. With preliminary reports indicating that the Wasab Workers Party controlled the airport and the economic points of interest, it was with that faction that the Foreign Office decided to throw its lot. For now.

On the flight deck, a medium-sized helicopter began to turn its rotor blades, one pair spinning atop the other, while twelve Royal Marines equipped in combat gear, rifles and all, milled about the hatchway, enjoying their final cigarettes and cups of proper Oceanian tea. Davis swung his head through the hatch and found the marine officer, a thin man, practically a boy obviously muscled only because of his training.

"Lieutenant Hawke, are your men ready?"

"Yes, sir. Just waiting for a ride."

Davis offered the young marine a wry smile. "We are attempting to send a radio message to the WWP, but we have no guarantee that they will be listening–or even if they are capable of listening. If it devolves into a shooting contest, the best I can offer is some limited naval gunfire of coastal targets."

Francis Hawke nodded, his smile setting into a grimly stoic expression of professionalism. "I understand, sir." He picked up his rifle and pack and whistled over the increasing roar of the rotors and led his team, specially picked from the entirety of his platoon back ashore, aboard the Sea Falcon. Within minutes, the helicopter was airborne and headed towards Unaad along with a simple radio message directed towards any WWP receivers that might be listening.

To WWP commanders, His Majesty's Government of the United Kingdom of Oceania is responding to your request for support. An advance ground team is en route to provide immediate support and establish connections between WWP forces and eventual Oceanian reinforcements.

Over the Pacific

The Sea Falcon flew at a cruising altitude for the majority of its flight, dropping to sea level only after coming within the territorial limit hoping to avoid being spotted by any air radar system possibly in operation. Hawke opened a map upon his knee and took note of the local geography, especially near the airport. Holding the airport for the WWP would be critical.

After more days of fighting there still seems to be no end in sight as the factions dig deeper into their positions and are preparing to fight no matter the cost their only goal seems to be total control as diplomatic processes begin to breakdown across all the islands. Even on Juni where it had been peaceful early on has now become rocked with small explosions on a consistent basis from terrorist actions. The mostly passive majority of the UPP has been swept away and now only holds the city of N'fi. A surge of Liberation Army forces crossing from Fau have crossed mercilessly across the island and aside from the occasional challenge from the UPP or another faction trying to establish a hold on the island the LA have been quite successful here, though in the process have left hundreds dead.

On Fau the UPP faction has been rounded up and their leaders on the island executed in public by the LA, though due to the increasing power of groups on Wasab the People's Militia has tried to make one last stand by removing their forces and heading to Fau. For the most part the LA has consolidated it's power well on Fau and has only given up a small town on the south point of Fau to the PM.

Between Juni and Fau which before this conflict were estimate to have a population of 25,000 and 6,000 it is thought that some 5,000 on Juni are either dead or severely wounded with the number of dead on Fau somewhere around 2,000. Another 5,000 have left Juni as refugees.

On Wasab the main conflict is all but over, the monetary resources of the WWP have helped it survive by buying the support of the people and ex-military. With all of Wasab's major cities under its control the only other faction with any territory, the PM packed up and left leaving on the the LA on the island launching futile guerrilla raids.

Now as the WWP tries to establish itself as the governing body of this island and the others they have been broadcasting almost endlessly trying to gain support beyond their borders. The man who appears to be the leader of the WWP is a European man by the name of Adolfo Rioz. In the latest broadcast Mr. Rioz is seen seated behind a desk in front of two large windows, though the background out the windows looks rather peaceful and tropical despite the feuding in the country.

During the broadcast Mr. Rioz is calling for the support of other nations to help quell the 'ethnic and terrorist' violence in 'his country'. Though he makes many references to 'his' country during the video he also states that the government the WWP is looking to set up would be democratic including a parliament and a form of a judicial body as well as a president, yet it would be beneficial to business. Though there is no current plan and the WWP seem to just be jumbling together ideas of current governments.

As the dust seems to be settling on Wasab the island that once was home to nearly one million people is thought to have lost around 175,000 to deaths from the fighting and starvation. It is thought that another 100,000 have tried to flee the country, though at this time it is impossible to tell what their actual fate was.

On the island of Wasab the news of the support of Oceania was met with great joy by leadership and members of the WPP. Inside the small compound that was currently the headquarters of WPP a meeting was being held between Mr. Rioz and his associates.

"Mr. Rioz, this is surely going to be the death nail for the insurgency on this island and with the support of the Kingdom of Oceania we can surely take the other two islands with little trouble." The first to speak up was a rather thin man of average height and he appeared quite young.

"This must be handled carefully though," Rioz started, "We don't want to become a pawn to them, though we do need their help."

"Of course, though their forces will be here soon we should organize a party to greet them and assist them in anyway and we can fully secure this island." The new person speaking up was a rather portly older gentleman, not dressed for business but war, as he stood out from the other two.

"Then make it happen General Yves." Rioz said.

Yves saluted and left the room.

As the helicopter entered the area of Unaad there were several vehicles there awaiting them. A pair of open-top jeeps with light machine guns mounted on the rear and a 2.5 ton truck were parked in the open terrain just south of the city. The jeeps were manned with 3 soldiers each and a perimeter was established by 10 soldiers. Though no one seemed to have a uniform they were all armed with AK-47's with the exception of one of the soldiers nearest the truck was armed with a light machine gun.

There was another man who stood out from the crowd leaning up against the truck and continually checking his watch. He appeared to be native of the islands and was dressed in street clothes as he kept looking around the area glancing through binoculars from time to time.

Thirty-seven nautical miles northeast of Wasab

Normally a rebellion in a nation as small as those in question would have been of no concern to the Commonwealth, but this was the South Pacific and the Commonwealth had no desire for a civil so near it's own territory.

As a result the Prime Minister had dispatched Force W, which included not only a full Carrier Battle Group but a Battle class amphibous assault ship (and its embarked Marine battalion), to monitor the situation.

No formal decision regarding who the Commonwealth, if anyone, the Commonwealth would support had been made, but the Government was currently leaning toawrds the WWP.

For now though the ship's would simply watch and make the Commonwealth's interest in the area known.

The Sea Falcon made a steep turn, following some road unknown to the Oceanians keeping a close eye out the open sides of the helicopter for any sign of handheld surface-to-air missiles. Within a minute, the open terrain south of Untaad came into view of the pilots handling the Sea Falcon with Hawke and his men taking careful note of the specks rapidly enlarging into armed utility vehicles.

It took another minute for the helicopter to circle around the landing site, the crew and the marines performing a visual check. Then it slowly descended, the rotor wash flowing over those closest to the rippling grass. The helicopter hovered a brief moment before finally touching down upon solid earth, a first since its deployment aboard the patrol ship.

Hawke glanced out both doors of the helicopter and led his team out onto the island of Wasab. Unlike the soldiers standing guard and those attending the jeeps, the Oceanians came fully prepared in combat uniforms with their packs and weapons. Hawke carried an L75, the Oceanian service rifle, and took a look at the soldiers with whom he would be working closely.

Some of the men shielded themselves, cowering down as the helicopter landed. The man that had been leaning against the truck pushed himself away from it as he watched the soldiers exit their transport and slowly approached them with a smile, "Welcome to the island of Wasab." he boasted loudly, "We're glad to see you here." The man spoke with a slight English accent though he appeared as if he were native or even Spanish.

"Hello, I am Sergeant Diaz." He introduced himself as he got closer, "And we are here to assist you in your mission - whatever that may be."

Unaad, Wasab

Back in the city the news of new ships spotted out at sea had made it back to Adolfo Rioz who was seeming less and less pleased to see other flags flying in the area. "And you don't know who they are?" he asked the smaller of the two men that formed his advisory staff.

"No sir, we have yet to be able to identify their allegiance though they don't seem to be providing aid to any of the other factions."

"That is hardly a plus, until they are supplying us there is a possibility that they will supply the enemy." Rioz paused as he considered his options, "Mr Yves continue to aid the Oceanian forces here, give them anything they need, but do not commit any more of our soldiers to them, it is easier to hide receipts than it is bodies, just in case this leaks and it turns out whoever our new friends out there don't like the Oceanians."

General Yves nodded silently and saluted before exiting the room. The other gentleman seemed confused by this but didn't appear to want to question it, "And what about our other friends?"

"Well for that Ian, I want you to continue to broadcast the message calling for help, perhaps they will come around in time, though in case they don't increase the funding of our soldiers on the other islands. "

Juni and Fau

As the fighting continued on the small islands it seemed the power of the Liberation Army was starting to wane, though only slightly. The United People's Party still managed to hold the island capital of N'fi. Though there was a new comer on the island, the well funded WWP had established itself through force and bribery on the south-eastern side of the island collecting the islands airport now putting them in control of both airports on the island chain. The majority of the land was still controlled by the LA though the WWP was making slight progress against them as they had now allied themselves with the UPP who was also making progress expanding beyond N'fi with the money and arms supplied by the WWP.

On Fau the situation was slightly different as the WWP had begun funding the People's Militia before they tried to establish a foothold. Now a coalition of the PM and WWP held the southern tip of the island. However on Fau most of the fighting had stopped and there was some evidence to the rumor that the LA faction on the island was going to enter into negotiations with the WWP.

The will of the other factions seemed to be wavering as the WWP grew in power and began forming alliances, and the added rumors that other countries were siding with the WWP made the idea of joining them rather than being destroyed seem all that more alluring. There was also the promise that Mr. Rioz had been talking of a democratic system that perhaps these groups could become more powerful through peaceful means.

Rear Admiral Andrew Sarnow stood over the map board on the Kite's Flag Bridge and conferred with his officer's. The map's had several notations denoted known cities as well as military deployments and the locations of current fighting. A small yellow dot off the coast of the islands denoted the Oceanian patrol ship. Most of the officer's on Sarnow's Flag Staff has year of experience and multiple tours at sea under their belts, which only served to heighten the alienation felt by the only civillian aboard the entire Battle Group. The man who introducded himself as Timothy Chan, which Sarnow was sure was an assumed name anyway, was officially a representative from the Foreign Office sent to observe the situaiton, but everyone knew that he really worked for the NDI, but appearences had to be maintained.

"Chan" was the first to speak.
"Admiral, when we will be ready to make contact?"

"At your leisure Mr. Chan."

"Very well, we will proceed as scheduled."

As the fighting continued on the northern isles the rebuilding process had begun as people began to return to their work and homes. Though with the vast amount of destruction and fighting the island saw many were finding the transition back to their lives difficult. The total lost was now expected around 200,000 the majority of the lives lost coming from the below average health care that was provided during the conflict. Another 100,000 left or are in the process of leaving the islands with more expected in the following weeks.

As of current the estimated population of the islands has plummeted to 400,000 with the majority living in the eastern part of the island that was controlled early on by the WWP.

Even though the fighting continues on the other islands the WWP remains optimistic and has begun drafting a constitution along with it's allies on the other islands.

"Greetings brave soldiers of the Wasabi Workers Party, I am Timothy Chan, personal envoy of Prime minister Hutchins of the Commonwealth of Tolvan. I have been dispatched to these waters to provide you with whatever aid you require, within reason, to complete the consolidation of your control over these islands. Additionally, I offer you the protection of the Tolvanic Navy against any attempts by foreign powers to attempt to invade your nation. Finally, the forces dispatched with me possess a considerable capability to upgrade your infrastructure and provide basic humanitarian aid to your citizens.

I am prepared to meet with you in person aboard the Tolvanic carrier Kite to discuss how the Commonwealth may assist your nation in its long road to stability and prosperity. Do you accept our offer of friendship?"

The broadcast message from the Tolvan carrier was received and played back to Mr. Rioz who saw the message as a great relief. A message was quickly sent back to the vessel from Mr. Rioz himself.

"The WWP thanks you, and I Adolfo Rioz personally thank you for your pledged support. We however do not require any force and could not possibly ask of you to risk your soldiers in our conflict. I believe your presence in the area will do much to destroy the will of our foes and will help bring a quicker end to this bloodshed. If you would like to bring your ships to port in either Lata or B'nata I would be more than glad to send representatives to meet with you. However, if you feel it would not be safe coming to port here at this time I understand.

We do again thank you for the support in this matter and I am currently assembling a team to meet with you in either situation."

In an open radio broadcast to all frequencies earlier today the current head of the WWP announced the progress of the party.

"Greetings to all who may receive this message. As you may know we have been in a struggle to establish a government on this island after the fall of the last heir in the suppressive system left behind after our former colonizers left these islands. It is with great joy that I tell you the Wasab Workers Party along with our allies of the United People's Party and the People's Militia have ended much of the fighting and brought about establishing democratic rule to the nation.

Though this could not be done without further support from the United Kingdom of Oceania and the Commonwealth of Tolvan who we are expecting to enter into further negotiations with.

Currently we are negotiating with the Liberation Army/Party to bring peaceful ends to this and incorporate them in the government as well. The Unification Papers(constitution) is nearly complete and we expect to have elections very soon. Thank you all for your support and we would like to open our borders to any other nations that may be interested in expanding their business interests to the islands."

Thirty-four nautical miles northeast of Wasab

The CH-55 transport helo had departed the Kite just ten minutes ago and was already approaching the airspace over Unaad. Aboard the chopper was Mr. Chan, an Army Civil Affairs Officer, and a full platoon of fifteen SBS (Special Boat Service) operators. Chan had changed for the flight, rather than the khakis and dress shirts he'd favored earlier in the mission, he no wore cargo pants, a thick shirt, and a load bearing vest. The vest was mostly empty but served to conceal his body armour. Finally, he carried an M9 pistol in the type of thigh holster popular with special ops forces all over the world.

As the chopper made its final approach the pilot activated his mic and spoke.

"Unaad Control, this is Tolvanic Naval Helo call-sign Golf Four requested clearance and instructions to land and deliver representatives. Over."

The pilot sighed, now everyone with a half ass radio set up knew Tolvanic personnel were inbound, the WWP forces lacked the necessary gear to establish an encrpyted channel, for now anyway. Of course pilot could take some comfort in knowing that three F/A-39s were orbiting above the city ready to drop a world of hurt on anyone foolish enough to fire on a Tolvanic military aircraft, but the thought that the people who could kill him would die shortly after they did it didn't make him feel much better. He opreferred to kill them first.

"Golf Four," a rather uncertain voice came over the radio, "This is Ian Johnson, I apologize but we don't exactly have an air traffic system currently" Ian paused to snicker a moment before continuing, "Again we're sorry but there isn't exactly a lot of air travel around here currently... right, anyway there is a small heliport just south of the palace in the city. We have it secured and are awaiting your arrival."

The full representation of the WWP and their allied factions were present at the heliport awaiting the Tolvan representatives arrival. Mr. Rioz was waiting in the center of the walk way dressed quite formally in a full suit with General Yves to his left. On his right were two more gentlemen wearing formal military dress, one of which was a tall thin man of European descent the other was short and of average build and was of south-east Asian heritage.

The area of the heliport was surrounded with armed guards, the two towers to the south were manned with machine guns as were the walls of the palace to the north. The surrounding walk ways were lined with soldiers, a full division of around 80 soldiers was deployed on the ground alone, along with another platoon lining the walls and towers in the immediate area.

The big helo came in for landing that was somewhere between a normal one and a "hot and hard" one. As soon as the wheels touched the ground the rear cargo ramp was dropped and four SBS operators had fanned out and were sweeping the area, careful to keep their fingers out of the trigger guards of their rifles.

Once they were sure the area was clear the rest of the Tolvanic representives diembarked the chopper.

Chan headed towards the knot of well dressed men standing near the LZ and extended his hand.

"I'm Timothy Chan and I'm here to help."

Rioz grinned slightly as he watched the helo landing and the soldiers exit to 'secure' the area, he laughed slightly stepping forward and took the hand of Timothy Chan shaking it vigorously. He spoke with a slight Spanish accent, "Ah yes Mr. Chan it is so good to finally meet with you. I am Adolfo Rioz and these gentlemen here are my associates from the army and the other parties on the island." Rioz didn't bother introducing the others but they remained silent as he turned extending an arm toward the palace. "Please let us get down to business.

Rioz turned and began to walk back toward the palace being followed by the others and a group of soldiers as he walked into the main corridor and down to the far end of the hall entering a large conference room.

Chan and Major Parks, the Civil Affairs officer, followed the man known as Rioz into the building. Four of the SBS operators followed them while the rest stayed behind with the helo.

Rioz and General Yves as well as the other two gentlemen sat down on the far end of the table. Shortly there after another well dressed man entered the room and sat down near them. Two of the Wasabi soldiers stood near the door inside the room and two on the outside.

"Please sit, let us talk." Mr Rioz spoke, "Oh, of course I haven't introduced my associates yet." Rioz laughed slightly as he pointed at the slightly overweight man in the military dress, "This is General Yves." He then pointed to the taller man on the right of Yves, "This is the leader of the United People's Party, Alejandro Dago, and next to him is the leader of the People's Militia Tajiri Matsu"

Hawke looked squarely at Diaz and then again at the waiting soldiers before offering a reply. "My mission is to establish a forward beachhead from which Oceanians can operate to assist your army in," Hawke paused for a moment, trying to find a precise word, "consolidating your recent progress in unifying these islands."

"Once that beachhead is accomplished," Hawke continued, "Foreign Office official and all those bureaucrats can also safely fly into Untaad and grant your government the recognition it needs. Not to mention the agreements to allow for Oceanian investment in Wasab. To all that I know only what I just said," Hawke elaborated, "as that is the message I was to deliver to the commanding officer on the ground before radioing back to my ship upon whether or not this initial contact went well."

Hawke freed one of his hands from gripping his rifle to point towards the city of Untaad, and what he presumed to be the airport. "If this is to happen, Sergeant Diaz, we will need a secure site to land and organise our forces. If you grant us use of Untaad's airport and an area for us to establish ourselves, the United Kingdom could likely land the advance elements of an airborne division within twenty-four to forty-eight hours."

"We stay alert, Ensign, and that is all we do." Davis laid his hand upon the young ensign's shoulder. The presence of the Tolvan carrier group had come not as any real surprise–the two Pacific maritime powers, despite no relations, seemed to agree on stability in the region. However, without official contacts–and without even informal contacts–neither Davis nor the Admiralty had any real understanding of the Tolvan intentions. Consequently, Davis had been ordered to remain in theatre and out of the way of the Tolvan carrier group.

HMNB Devonport, United Kingdom

Admiral Sir Richard Grant replaced his cup upon its china saucer, now full of a strong blend of black Sarnian teas into which he poured cream and two lumps of sugar. "A carrier group, Geoffrey?"

"Yes, Admiral," the admiral staff intelligence officer replied. "We have yet to identify the ships present; however, we have reason to believe that it consists of one fleet carrier and one light carrier. And if I were them, given the situation, sir, I would posit that the light carrier is transporting naval infantry."

"Amphibious invasion?"

"I do not believe so, sir. At least not at the moment. Again, there has been no attempt to eliminate Wasabi strong points or known defence assets." The brown-haired commander laid flat another satellite photo upon Grant's desk before continuing. "And that, I believe, is significant, because we have preliminary data indicating that the WWP, with whom we are in contact, has successfully captured the second of the island's two airports."

Grant shook nodded, studying the second photograph, and then returning again to the first. "The Prime Minister wants a response, Commander."

Robert Davis was Grant's operations officer, who stepped forward as the intelligence officer took a step away from Grant's desk. "Admiral, we do have several possibilities ranging from a simple expeditionary unit, battalion sized, up to a corps-sized landing of Royal Marines. At the moment, however, there are uncertainties about the capacity of the Wasabi to sustain any significant deployments as well as doubts about the status of the major infrastructure on the islands."

"That, Admiral, is where we can help" a man distinctively dressed added to the conversation, from the back of the room. His uniform that of neither the Royal Navy nor the Royal Marines but rather the Oceanian Army. Hierarchically distinct, the army and air forces fell under the Ministry of Defence and the Admiralty its own cabinet-level position. Hence the presence of a liaison officer.

"The Oceanian Army has at its disposal, a ready brigade from one of our airborne divisions. Within forty-eight hours, the leading battalion can be in theatre securing an airhead without needing port facilities or depending upon transiting across an opposed sea lane."

Davis scoffed, "as if they could not shoot down your bloody airplanes?"

"The RAF would be providing escort, Commander," the soldier responded, emphasising the fact he technically outranked the man. "I would also imagine your vaunted fleets could provide some degree of protection." The soldier turned his attention back to Grant before continuing. "Regardless, Admiral, your ready units are still a three days' sail from the Wasabi islands if they leave immediately and the Army can be in place in two. Perhaps one."

Pacific Ocean

While the Foreign Office awaited word from Hawke's shore party, a small Royal Navy surface group altered its course to take it near Wasabi waters. Small with only two ships, a frigate and a cruiser, it began to make its way towards the islands at a cruise speed with her active search systems at a medium power setting. They were no match for a full carrier force, but were still intent on showing the Tolvan carrier group that they were not running away.

"Excellent, Major Parks will contact Admiral Sarnow and Colonel Stark and make the necessary prepaerations to begin delivering the humanitarian supplies. It's pretty typical stuff food, potable water, medical supplies, tents, mosquito nets, toys for the children. With your permission we are also prepared to deploy engineers and medics to begin rebuilding efforts. They will naturally be armed and likely accompanied by MPs.

As far as the next order of business, I am authorised to inform you of the interest Lassiter Agricultural Indutries has in establishing several fruit and coffee plantations in Wassabi."

Diaz nodded considering the plan laid out to him, "Very well, there are quite a few suitable locations a few of which fulfill two of those obligations." Diaz paused once again looking around. "In fact most of them are secure though I am sure you'll want to get your men in those areas to confirm that."

"I am authorized to approve usage of the Airport on this island as well as the airport on the island of Juni to the north. The city of Lata to the east," Diaz pauses and points across the rolling plain away from Unaad. "It is the closest city to the airport and also has access to the sea. Or if you prefer we can use the heliport attached to the palace in Unaad and you can establish a beach head to the north at the city of B'nata."

Diaz pauses as one of the soldiers approaches him and says something to him in a mix of Spanish and French. Diaz nods and turns back to Hawke.

"Well this may be of some interest to you, the representatives from Tolvan are here and currently in meetings with Mr. Rioz in Unaad."

In Unaad, Wasab

Rioz nods slightly, "Good, we appreciate your aid and you may deploy your engineers. There is no problem with that, and we respect the right to defend your citizens, though we do request the right to detain anyone in the event of murder or any such event. This is just of course as a precaution I don't suspect we'll have a problem.

As far as the establishment of plantations we are not sure one the ability of growing fruits and coffee on the islands as it has never been attempted on a larger scale. However, we have around 33% undeveloped land suitable for farming the majority of which also lies on the northern isles. I would be willing to negotiate the sell of around half of that land to the Lassiter group."

Rioz nodded slowly as the other gentlemen mainly General Yves sat up and payed close attention at the mention of a military presence. Rioz sat silent for a few moments as Yves leaned in to whisper something to him. Rioz nodded and leaned forward. "Well we expected their would be some mention of this before the talks were finished, though in truth we expected to have this talk with the representatives of Oceania, though unfortunately for them we didn't quite have the heliport here prepared and secure so they had to land further out in the flats."

Rioz paused as he collected his thoughts, "However, irregardless of the nation we are speaking with we do not feel comfortable allowing any nation to establish a base on our soil. Though due to the situation and the fact that you were one of the nations that came to our aid we can make an exception."

"To the north there is a small island, mostly flat and uninhabited, with the exception of a small city on the southern tip. Tele Island is just off the coast of Juni and we can allow you to establish any form of base you see fit on the middle third of the island. This is of course if you feel you can peacefully coexist with the Oceanians as we fully expect them to make the same request at which point they would be allowed the northern third."

"The Commonwealth has had no past dealings with Oceania but I don't forsee any problems in sharing the island.

In any case our facility will be quite small. Most likely we will base a squadron of eight patrol boats, a few fighters and helicopters, and small ground force to provide security. The primary purpose will be to assist in patrolling Wasabian waters and airspace until your own forces can be formed, an undertaking we are willing to assist in, as well as allowing us a foward base for further relief and infastructure projects and possibly as base for joint exercises between our militaries."

Forty nautical miles northeast of Wasabi

Admiral Sarnow surveyed the plot board in middle of the Flag Bridge as he sipped his coffee and listened to the Battle Group S-2 (Intel Officer) detail the Oceanian presence in the area.

"As you can see the patrol boat we've been tracking since we've arrived has not deviated from its course much at all in the last 48 hours. They appear to be keeping their distance."

"Wouldn't you?" the Battle Group Escort Commander asked. "If I was that patrol boat skipper I'd shit myself if I saw a full CBG bearing down on my AO (Area of Operations).

Sarnow spoke up next. "What about the other Oceanian ships, Clancy?"

The S-2 adjusted the electronic plot to display two more yellow blips, but these were considerably larger.

"Sir, the attack sub Narwhal picked up two vessels, likely classed as a cruiser and a smaller surface ship, likely a destroyer or frigate, headed towards the island from an area known to be patrolled by Oceanian ships. They were unable to hold contact for long without speeding up and risking detection so our plot is pretty sketchy at the moment. Of course at the rough speed and heading we were given we should have them on AWACS pretty soon."

Sarnow turned to his S-1 (Operations Officer) next. "Any recommendations Terry?"

"Sir," Captain Terry Stiles began, "I'd recommend detaching the Ardent to patrol the other side of Archipelago and see what she can find out about the Oceanians. After all, that's cruisers do best as you know sir." This last statement was given with a grin as every officer here knew Sarnow had spent much of his career as a cruiser captain, which made his command of a Carrier Group somewhat strange, but Sarnow was among the Commonwealth's finest officers and tactician bordering on brilliant.

Sarnow mulled this for a moment before answering. "I am inclined to agree Terry, inform Captain Finch to detach at nightfall and take up a position nearer to the likely Oceanian patrol areas and begin patrolling. Tell him to keep his eyes and ears open and avoid getting too close and most of all stay out of trouble. There's not a damn thing on these islands worth the life of single Tolvanic sailor or Marine."

Though we are not sure if he is headed here currently. There has been a bit of a delay contacting their man."

Juni and Fau

The two islands were almost restored to peace and order as the Liberation Army seemed to be on its last leg. The leadership of the organization was already negotiating a peaceful resolution with the leadership of the other three groups. Despite this though there were still a handful of attacks being lead from the north of both isles against the southern territory.

Both sides on the conflict were cautious of the naval activity of the other nations though as they we not sure of their purpose as much of the communications between the islands had not yet been reestablished.

Approaching Town of Sulu, Fau Island

The CH-55 and its escorting AH-12 had traveled the thirty nautical miles between the battle group and Fau in less ten minutes.

Seated in the Mule's crew compartment was a full Marine rifle squad, two medics, and a five man CA/PSYOP (Civil Affairs/Psychological Warfare) team. In addition the helo carried several crates full of field rations and tents for distribution to the locals.

The area had no real air traffic control system so helo came to a low hover less than a meter over a small field outside of town. Two Marines jumped out and quickly surveyed the ground for mines or other traps and once the area was clear the pilot sat the chopped down and the men in back quickly dismounted and established a perimeter.

One of the CA soldiers lifted a loudspeaker and pointed it toawrds a knot of locals.

"Does anyone here speak English?"

Moments later another man asked a similar question in both Spanish and Mandarin.

The small township seemed to stop what it was doing completely as soon as someone noticed the incoming helicopter. There was already a crowd gathered by the time the craft had touched down on the ground. There was a smattering of conversation going on most of which seemed to be in French though there was some degree of chatter in Spanish.

One man in the crowd that was speaking French stepped up toward the soldier with the loud speaker nodding slightly as he paused and then began to speak in a slightly broken accent, "Yes, I know english."

The crowd still seemed a bit confused as they had yet to receive any real message from anyone that confirmed the message of these soldiers. In fact they were quite doubtful as they still saw some of the violence of the conflict as the small firefights still occurring were on the two northern isles.

Rumors of the up coming election were growing greater and greater by the day as people still we not sure of how the new government was going to be structured and if they were even going to be allowed to vote. For the time being the leadership of the coalition groups had enacted a sort of oligarchy and instituted marshal law as they continued to rebuild and bring the country back to its feet.

Hawke let his eyes follow Diaz's across the plain towards the city of Lata. A Royal Marine, his preference would be for naval reinforcements–but he also knew that the United Kingdom was not invading the island and that the bulk of any force deployed to the island would come from the Oceanian Army. But he smiled to himself, knowing that most of their supplies would still be escorted by the Royal Navy and the port facilities guarded by Hawke's marines.

"I should think Lata should do, Sergeant." The Royal Marine turned around to find Diaz in a brief conversation with another soldier. He waited politely, throwing a quick glance around the Wasabi soldiers and then his own men, all keeping an eye on their hosts, fingers not far from their triggers. Once Diaz informed Hawke of the Tolvan, however, those fingers eased away and Hawke internalised a sigh.

"To be honest, Sergeant, I have never interacted with these Tolvan. But, I am certain once we have a secure site the Foreign Office will be sending our own representative." He quickly changed tack, not wishing to delve into politics. In truth, Hawke hated them, far too messy with the battle lines too poorly marked. "So if we are agreed, I can report back to my superiors. However, I would like to ask, Sergeant, soldier to soldier, how goes your operations against these rebels of yours? What kind of resistance can we expect?"

The crowd remained rather distant still though the first man to speak up and a few others stepped forward to assist the soldiers with the supplies.

Rioz nodded slightly receiving the message from the Tolvan carrier, "Very well then inform them I will be on my way. Rioz left the room and the capital building leaving to board a small commercial helicopter with two of his guards and the aircraft left heading for the carrier moments later.

Diaz grinned as steered away from any interaction or mention of the Tolvan representatives. "Very well, Lata it is. I prefer it there anyway, the further I am away from Unaad the better I sleep." Diaz had a bit of a laugh at his own comments clearly not enjoying the idea of politics or the current actions going in in the city. Diaz laughed once more at the follow up question.

"Resistance? Well if you came looking for a fight you landed on the wrong island. Matter of a fact you came to the wrong islands altogether I'm afraid. The fighting is all but over, money goes a long way, people have found dying not to be profitable." Diaz frowned slightly, his anger at the will of his opponents showing through. "However, if you came to do some work and enjoy the beaches you found the right place."

Wasaban News Network

Along all broadcasts and papers and publications in a release of what is currently being referred to as the Wasaban News Network the first two Articles of the constitution of the islands known to the locals and officials as 'The Unification Papers' was released to the public, though for the most part it was only distributed to the main island of Wasab and in some parts of southern Fau and western Juni.

Article I
The Executive Branch

Section 1 - a. The executive branch shall be comprised of the office of the President and the office of Prime Minister

Section 2 - a. The presidency shall be the highest office in the land and reside over all matters.

b. The President shall have the right to veto all rulings by the Parliament and Senate as well as the lower court.

c. The President shall be elected by the people by a majority vote.

d. The term of the President shall be for six years and there will be a term limit of 3 terms.

e. The President must be born of the isles and no younger than 45 years.

Section 3 - a. The Prime Minister shall have the right to veto both legislative bodies.

b. The Prime Minister shall be selected by the majority party of Parliament and confirmed by the President.

c. The term of the Prime Minister shall be for as long as the party that made the selection remains the majority party and is limited to one term.

Article II
The Legislative Branch

Section 1 - a. The Legislature of the Islands shall be made up of a house of Parliament and a Senate.

Section 2 - a. Both houses shall have the right to overturn the lower court by a vote of 2/3s

b. Both houses shall have to pass identical bills in order to propose them as laws. Bills then must be approved by the President to become law.

c. After a bill is passed and approved by the President, if it is not vetoed by the President, the High Court or Prime Minister, it may only be vetoed by a vote of 4/5s in both houses.

d. The President may be removed from office by a vote of 4/5s among both the houses.

Section 3 - a. Senators shall be elected by the people to a term of 10 years and no Senator shall serve no more than 10 terms.

b. Senators must have been born of the Isles and are no younger than 30 years old.

c. Each Provence shall have 10 Senators to represent their citizens.


Section 4 - a. Seats in Parliament shall be voted on by the people.

b. Each party shall receive a percentage of seats based on the percentage of votes they receive in the election.

c. The majority party shall select from its own party or coalition parties a Prime Minister.

d. The term of each member of Parliament shall be 4 years and without limit.

e. A vote of 3/5s by Parliament is need to remove any member from their position, including the Prime Minister.

f. There shall be 10 members of Parliament for every 5,000 citizens in a Provence. No Provence shall have less than 10 representatives in Parliament.

Sarnow checked his plot board before giving orders.

"Tell Flight Control to dispatch a couple of cap birds to make contact and escort the helo in. Also, tell them to put two more birds up in a holding pattern in case some tries something funny."

"Aye, sir."

Twenty-six nautical miles east of TCS Kite

The two F-28C Black Eagle fighters, call signs Whickey Four and Whiskey Five, broke off their patrol pattern and headed off on the vector they'd received from the AWACs controller.

TCS Kite, Flightdeck

Once the order was given to launch more birds for the CAP the flgiht crew hurried to move another F-28 onto Cat One and to get a second fighter prepped to move to Cat Two. In less than three minutes both planes would be airborne and heading to the vacated patrol pattern formerly occupied by Whiskey Four and Whiskey Five.

The helicopter came to a hover with the Kite just visible in the distance as the jets were scrambled to meet it. The pilot of the craft seemed a bit nervous as his hands shook and his hover deviated slightly from left to right. Rioz grabbed the handset for the radio and cleared his throat, "Hello there, this is Mr. Rioz of Wasabi, sorry about coming in unannounced but we figured you would be expecting us." he chuckled slightly sounding a little unassured as he looked at the aircraft that in a normal situation probably would have already shot the helicopter down that was this close to the carrier. He put down the handset and sighed looking out the window.
