Redwall was a bustling and prosperous city in the Grand Ducky of Phanar; serving as the headquarters of the government and the home of the Grand Ducal Family; named for the famous red colored walls in the area. Today, it was filled with the sounds of cheering crowds of citizens and the multitude of reporters' questions as a Grand Ducal motorcade rose through the streets; the occupant looking out the window to see flags being waved. Grand Duke Constantine and his wife, Grand Duchess Sophia sat in their limosuine together; glad to see the supportive citizens cheering for them. Security officers; riding in motorcycles and police cruisers, followed the Grand Duke's limosuine, preparing to defend him and his wife if needed. In another limosuine, the Grand Duke's seven daughters (his only son was unable to attend) were having a blast; spending their time gossiping and watching a movie on the high-definition television that was built into the limosuine. When the motorcade arrived at the Grand Ducal Palace, Grand Duke Constantine smiled as he waved to the people; holding his wife's hand while she guided the children to the platform. Taking the podium, Grand Duke Constantine's voice silenced the multitudes of cheering citizens and began to speak in a solemn tone.

"People of Phanar, today is the dawn of a new era in our nation's history. We have begun plans to broaden our horizons; establishing diplomatic relations with the other nations of the world. Our goal is to make friendships not enemies and we will not become involved in the wars of the world. Our diplomats are ready to be sent to the world's nations as ambassadors; representives of our beloved nation while our economists prepare to discuss free trade. I, Grand Duke Constantine, declare that our nation is open to diplomatic relations! Let the world see what we have to offer!"

Sitting on the chairs near the podium were the members of the democratically elected government; Prime Minister Pierre Langille was dressed in his favorite black suit with his hair combed back while his ministers sat around him. Pierre was the leader of a populist party that believed in the power of the people and believed that the previous government severely failed in terms of government funding. After the Grand Duke finished speaking, Pierre Bolkonsky took the podium and began speaking to the people who voted him into power.

"Citizens of the Grand Duchy, we shall proceed with our plans immediately. Our first plan is to bring more funding to defense, education and healthcare; these three sectors are the priorities of the government. We need a strong military to adequately defend our nation, a strong education system to bring knowledge to our children and a strong healthcare system to bring the healing powers of medicine to all. Our economy is strong and we must keep it that way. My first act as Prime Minister is to declare that the government will proceed with establishing diplomatic relations with the world; allowing us to learn more about the world and its multitude of nations. I hope that in the future we can look upon today with fondness; that we will see our nation prosper!"

Pierre waved to the people before taking his seat; shaking the hand of the Grand Duke firmly with a smile on his face. His ministers applauded in unison before the citizens began to disperse. Pierre and his ministers entered their limosuines while the Grand Duke led his family into the Palace. It took several minutes for the secretary of the Foreign Minister to send a message to the world's nations.

"The Grand Duchy of Phanar has declared that it is open to diplomatic relations with the many nations of our world. We have opened a part of our city for embassies and are willing to establish trade agreements. Please do not hesitate to contact us if you are interested in diplomatic relations with us and we look forward to creating friendships with you."

OOC: Phanar is based on the nations of Lichtenstein and Luxembourg; it is a constitutional monarchy opening itself up to the world. Yes; this is a puppet of Neo-Ixania but I hope that it will become more known on the forums (The NS World). An embassy thread and factbook will be made in the future.

However, at this time we are neither accepting nor establishing full embassies, though we prepared to establish a small consulate in your nation if you so desire.

In addition we are prepared to dispatch a delegation to discuss establishing formal relations between our nations. This delegation will also include Commerce Ministry personnel who will discuss the possibilities for trade and investment between our nations. Finally, if you so desire, a small contingent of Tolvanic military and intelligence officers can accompany the delegation to discuss forming ties between our military and intelligence services, including the possiblity of training and joint exercises.

We here in north suffer from extremely cold climates that often make the growing of crops almost impossible. We are read to open trade talks with your nation over the trade of durable crops and plants that will survive our harsh climate, we are willing to hold talks and provide goods in return, having far to travel we are extremely adept at automobile manufacturing aswell as traditional items and charms to bring good luck.
