Brown: As ambassador, I assure you that these "anti-riot" personnel are just another wing of the security force. They will be used as a last resort to defend from civilian attack. They are optional, and if you elect not to have them in the embassy, we will not send them. In this case, we will send regular guards, but the only difference is training. Once again, they will not interact with the outside populace when on duty, and doing so is worthy of a court marshal.

This is where the two corporations conduct the diplomatic relations with Anselmus that they have been hired to (by Gesford), as well as all corporate national HQ operations for Anselmus. The large number of people within the JCC (and the requisite arms) means that this building is rather large. The main reason for so many people is that this is a dual corporate national HQ, as well as an embassy.
