It is with great pleasure that the Vuhifellian Federation unveils a Union that shall act as a force of unity, harmony, and brotherhood among the various states of the galaxy. Today, the Interstellar Trade Federation is born.

PREAMBLE:
In order to secure peace, trust, and unity between the various sovereign states of the universe; the Interstellar Trade Federation shall act as a median. A guiding point for nations to find unity and harmony with each other, to bring prosperity to each other, and to deter common threats.

Pillar I - Economics

By entering into this alliance, the ratifying nations agree to;
a) give trading rights to all member nations
b) establish and secure trade routes between member nations
c) abolish tariffs between all member nations on:
i) consumer goods
ii) industrial goods
iii) raw materials
iv) services
d) provide speedy interstellar communications between member nations
e) eliminate demarcated space-mining zones
f) provide for further economic principles upon amendment of this treaty

Amendment I - Existing tariffs may be kept between ITF nations; however, an ITF nation which keeps its tariffs forfeits her rights to free trade with other members of the ITF.

Pillar II - Military

By entering into this alliance, the member nations agree to:

a) provide for the common security of member nations
b) jointly patrol and/or train with ITF military forces
c) come to the aide of any member nation involved in a defensive war, however, such a defensive war must be unprovoked
d) come to the aide of any member nation in an offensive war, should the war be justified by the Security Council of the ITF
e) cease all hostile activity with all member nations
f) surrender technical data on publicly known warships (this article does not cover experimental or classified weaponry)
g) provide for further military principles upon amendment of this treaty

Pillar III - Governance

By entering into this alliance, member nations agree:

a) that a security council shall be established
-that only core members may become members of the security council
b) that a deliberative body shall be made for the ITF, encompassing all member nations
-that this deliberative body shall exclude no member nation
c) that free movement between member nations shall not be hindered among citizens of member nations
d) that the ITF shall have the power to pool member nations' assets together for the common defense of any ITF member nation
e) that translators shall be provided by the ITF to all member nations
f) that ITF member nations shall keep a unified list of wanted criminals throughout their space
g) that police throughout individual member nations shall assist their ITF counterparts in combating crime
h) provide for further governance principles upon the amendment of this treaty

Amendment I - Definition of 'core' members shall be those that have ratified all three pillars of the Interstellar Trade Treaty.

Amendment II - The ITF shall have the power to establish executive offices of the ITF, chaired by a member-nation, to oversea the governance of the ITF

Amendment III - The ITF shall compose a universal database of known diseases and their cures, or lack thereof, and which species & member-nation it afflicts.

Amendment IV - All ITF-applicants must resolve their disputes with current member nations before applying for membership. Any outstanding disputes will result in automatic denial of said application.

Amendment V - The Security Council shall act as the de facto judiciary of the ITF. And all international, interstellar, or intergalactic disputes within the ITF shall be settled peacefully through careful deliberation through the Security Council.

Amendment VI - Member nations shall not engage, condone, or tolerate piracy within their space, and shall pledge to combat piracy within ITF space.

Amendment VII - Member nations agree to recognize each other's sovereignty, and shall not infringe upon the sovereignty of fellow ITF nations.

Ratification

For a nation to gain entry into the ITF, they must ratify Pillar III of the Interstellar Trade Treaty. Ratification of Pillars I and II are optional, however, it is required that a member nations ratify at least one of the previous pillars before ratifying pillar III.

Amendment

The Interstellar Trade Treaty, as this document shall be called, shall only be amended by a 3/5 vote in the General Assembly and unanimous approval in the Security Council. Upon amendment, member states will be forced to follow the amended principles and align their governments as such. Failure to do so in an appropriate period of time shall result in the expulsion of a member nation from the ITF.

We wish to express interest in joining the ITF and look forward to our registration. We acknowledge and ratify with Pillar III (3). However, certain parts of Pillars I (1) and II (2) we have issues with, and these must be resolved before we may consider formal membership.


Pillar I - Economics

By entering into this alliance, the ratifying nations agree to;
a) give trading rights to all member nations
b) establish and secure trade routes between member nations
c) abolish tariffs between all member nations on:
i) consumer goods
ii) industrial goods
iii) raw materials
iv) services
d) provide speedy interstellar communications between member nations
e) eliminate demarcated space-mining zones
f) provide for further economic principles upon amendment of this treaty
We are afraid we cannot comply with section c of Pillar I. Tariffs make up a significant portion of revenue on Xiscapia. Perhaps a editing to "No outstanding Tariffs", and defining such as you see fit.


Pillar II - Military

By entering into this alliance, the member nations agree to:

a) provide for the common security of member nations
b) jointly patrol and train with ITF military forces
c) come to the aide of any member nation involved in a defensive war, whether provoked or not
d) come to the aide of any member nation in an offensive war, should the war be justified within the ITF
e) cease all hostile activity with all member nations
f) surrender technical data on publicly known warships (this article does not cover experimental or classified weaponry)
g) provide for further military principles upon amendment of this treaty
There is the issue of Section C of Pillar II. Should such a defensive war come about, but the defending nation provoked the attackers in a manner that includes but not limited to a declaration of war, breaching national territory and ignoring transmissions to back down, attacking worlds for plunder or slaves, or the kidnapping of the attackers nationals, we would not be able to comply in aiding the defenders, Xiscapian policy seeing the attackers justified.

We hope you will be able to respond in a timely manner to have these issues resolved and we look forward to our hopeful inclusion into the ITF.

The Alversian People's Republic is glad to note that she already fulfills most of these terms and that she would regard coming to the aid of an Ally to be of the utmost importance. However, there are a few problems that the Alversian Senate can see with this treaty before it can be ratified,

While training is not an issue and the People's Army would be delighted to share it's highly trained professional Regiments with the universe, we have had a catastrophic manpower crisis in the APN that we are only just getting over now. Consequently, we will not have the ships to spare for mass patrols along any other borders than our own. And those we have are required to defend an area of Demilitarized Space along our border with the Danaversian Empire.

come to the aide of any member nation in an offensive war, should the war be justified within the ITF

The Alversian People will never, under no circumstances, condone an offensive war. It is completely against the morale fabric of Alversian Society to even consider this part of the treaty. The previous statement is also a problem. If the offending member has provoked the war, Alversia will not throw away her children to cover up these mistakes

Thus the Alversian People's Republic, under the teachings of it's great and noble founder, Trezan Baxtor and following the principles of our people for the last 2,000 years. Alversia will regretfully abstain from ratifying this treaty until a compromise can be arranged.

Pillar I has been amended with respect to the issue of tariffs, raised by the Kitsune Empire of Xiscapia.

Pillar II has been re-worded and revised due to concerns raised by both the Alversian People's Republic and the Kitsune Empire of Xiscapia.

The Vuhifellian Federation clarifies that in order for a war to be "justified" by the ITF, the Security Council must decide wheather or not an offensive war is the result of a defensive war previously waged (e.g. the invasion and occupation of an unprovoked aggressor).

ITF member states may now choose wheather or not to fully employ their forces with the ITF. With regards to the Alversian People's Republic's concerns, the treaty has been amended so that the Alversian military may now become exempt from ITF patrols, but may still participate in ITF training. ITF patrols will still come to the aid of any Alversian vessels should the Republic ratify the treaty.

Following these amendments, the treaty has been accepted by the Alversian Senate and will now be put to a vote with all Senators. If the vote is successful, then all three Pillars will be ratified and the Alversian People's Republic shall enter the ITF.

We hope that our enterence into the ITF will bring success in Xiscapia's endevors due to the benifits of the treaty.

With massive reserves of military vessels left over salvaged from our Civil War we would be happy to, along with offering our trade goods, be willing to relinquish many of said vessels for use in a centralized escort service.

Greetings from the Republic of Earth
Please be aware that this means of communication is highly expensive, in terms of monetary value and energy requirements, both of which we are desperatly short on at this moment. Please understand that we are somewhat limited in terms of wording, as each byte is precious energy which could be used elsewhere.
We wish to make an emergency petition to join this alliance, as well as a request for aid. Our situation is desperate and we have little to offer. Our home world has been devastated by numerous events, and our galaxy is, unfourtunatly, as a result of our own actions, mostly inside of a rather large black hole.
However, without some assistance, it will be impossible for the Republic to comply with, amoung other items, Article I B and D, II B-D. This is not a matter of government refusal, but simply a matter of our own inability.
Furthermore, we express great concern in regards to II - F, although we are willing to ratify the remainder of the article, numerous items amoung our fleet were developed for large-scale destruction, and, if you will forgive our arrogance in the matter, we feel that such public knowledge of these systems could lead to unpleasant consequences.
Therefore, unless article F may be excluded, we will ratify Pillars I and III. However, if article F may be ammended, in our case or in all cases, then we will ratify Article II as well, providing, we feel, a substantial military presence once we are back on our feet, as it were.

The Emporer sat on his throne overlooking the days meetings, Most were dull and remarkably unimportant, why did he care if the lower class had food and adequate health care, they could work, they were just being lazy. Of course, Crimos, The Royal Aquamarinian in charge of the Economy felt diffrently, as did Queen Lucy, the Royal Aquamarinian in charge of the public health system, when she could control her hormonal impulses that is.

One caught his eye in particular, it seemed a trade federation was forming, and looking for members.
Warhaven had a history of being very selective about who it helped, even in the First Existence, however being out in another Galaxy did limit one's trading abilities. Perhaps it was time to orgnise the trading fleets again.

He looked at the conditions for joining. one had to ratify the core rules, at least section 3 and one other, but all thee looked decent.

Well, that seemed easy enough, they'd still have to follow the rules for mining The Great Andromedian Crystaline Asteroid Field though, because it was a national treasure more than it was a resource.

"Population wise this will be almost as important as the GE particularily economically, we are not a member of the GE anymore so that military is out, but we have already established ourselves there, why not do the same here.

We can opt out of the military, and join purely as economic members."

((I have a question...what counts as "public" technology or warships? I want to join, but the Daiamid would never ratify anything that would involve distributing the schematics of anything above frigate class, or any weapons more than your standard railgun; and there's no way in HELL anyone is going to find out how to build aggregated diamond nanorod armor or silicone-impregnated ceramic ablators, let alone the AVATAR hull type. Both member nations of the Dominion are extremely protective of their technologies, rarely even sharing them with each other.))

OOC: I think that would be the first loophole. There is no defining limit as to what qualifies as 'classified'. I know I would willingly put forth much of my technology that anyone could come up with, but my microsingularity cores and breach countermeasures, energy absorbing shield grid, and artificial wormhole generators are what give my nation its edge and would therefore be classified. Any vessel put into the centralized force would lack these if there was a multiracial ITF crew aboard.

For the time being, it would appear to be member nations' discretion, with the hopes that they would generally interested in the welfare of the ITF and would therefore be forthcoming with their general technology. Naturally some of the fancy gadgets that are decidedly your nation's doing could fall under 'classified'. Everything else is fair game. Just my input.

OOC: Multi-species crew(reason just ahead), having to share technology with "Bourgeoisie from Space" and "Xenu Scum"(because all the aliens they've ever met were hostile) and the lack of a proper FTL due to the fact the law of Special Relativity wasn't abolished in Solar Communes space and finally, sheer isolationism, are the limitations for me to join this FT alliance. And I would like to suggest as well that it this share of technology was further explained and clarifying to avoid things like ambiguous interpretations.

"Fellow Kiith-Sas, Alphas," said the Somtaaw Kiith-Sa, nodding to the small party of assembled asrengarde. "Kiith Somtaaw would like to voice our support for ratifying this treaty. Our allies in the Milky Way theatre are too few and too weak to be of any true help," by this time, of course, news of the Milky Way campaign had become common knowledge amongst the various Kiith-Sas and the Asrengarde Hegemony, if not their constituents. "What's more, expanding trade with these powers will aid our people and bring us access to new resources,"

"You mean bring you new resources!" shouted a voice from the western side of the circular Daiamid.

"The Daiamid recognizes Miirpat Gaalsien-Sa, Kiith-Sa of Kiith Gaalsien," said the A.I. voice.

A more aged woman was now standing, clad in the dusky yellow robes common amongst the clergy of Kiith Gaalsien. She shook her notched, bony finger towards her Somtaaw counterpart.
"We all know that the Somtaaw stands to benefit largely from this treaty! The Somtaaw miners will become rich upon the bounties of the aliens, and how does that help us? Hmm? Why should Gaalsien ratify this treaty when it does nothing but help the mining and manufacturing kiith?"

"Perhaps if Gaalsien had something to offer the Trade Federation other than mad dogma and guilt, the Gaalsien would be more willing to ratify the treaty?" Before the speaker could stand, the A.I. had already chimed in.

"The Daiamid recognizes Kim Paktu-Sa, Kiith-Sa of Kiith Paktu."

Kim Paktu, nearly the spitting image of the legendary Majiir Paktu, his ancestor, eminated a commanding presence despite his thin and wispy appearance. His hair seemed to float in the non-existant breeze, giving an aura of destiny about him.

"Let us not forget," said the Paktu Kiith-sa, "that Gaalsien also opposed the Concordia Agreement and, were it not for the Agreement, none of us would be sitting here to debate this topic."

"You would do well to remember that Gaalsien also opposed the enslavement of the asrengarde during the days of the Empire," fired back Miirpat in an obvious bid to win over the five votes carried by the Hegemony's gathered Alphas. "And, had the Empire listened to the wisdom of Sajuuk, none of us would have ever had to sign the Concordia Agreement."

"So the legends say," sniped Kim Paktu-Sa. "Of course, most historians doubt the formation of the Kiithid until well after the formation of the old Empire." Many delegates smiled subtly. Score one for Paktu. "However, we are not here to debate history. We are here to decide whether or not this Interstellar Trade Federation has anything to offer the Feazanthian people. Paktu may not possess the impressive infrastructure of Kiith LiirHra or Nabaal," he said, gesturing to the LiirHra and Nabaali representatives. "Nor does it possess the fighting skill of Soban or Manaan. However, Kiith Paktu believes that even we simple farmers and philosophers can benefit from increased trade with the Milky Way. Let us not forget that with the trade of goods inevitably comes the trade of information. 'Information is always the greatest ally'". This quote gained pleased nods from the Alphas and more than one shocked look from a few Sas, for he had just quoted the logs of the legendary Hegemony warlord, Isha Awak Azshara. Regardless, there was pleased murmuring throughout the Daiamid.

"The time has come to vote," came the voice of the young Praetor - the Sa of Sas - Torroth Halcyon Nabaal. "All Sas and Alphas will vote now whether or not to open the floor to ratification of individual pillars."

As for ratifying nations; you only need to ratify at least two pillars (III is a must) to come into the Alliance. However, ratification of all three gets you a seat on the Security Council.

a) provide for the common security of member nations
b) jointly patrol and/or train with ITF military forces
c) come to the aide of any member nation involved in a defensive war, however, such a defensive war must be unprovoked
d) come to the aide of any member nation in an offensive war, should the war be justified by the Security Council of the ITF
e) cease all hostile activity with all member nations
f) surrender technical data on publicly known warships (this article does not cover experimental or classified weaponry)
g) provide for further military principles upon amendment of this treaty
h) neither hinder nor stop any military activities dictated by a member nation, should that member nation deem fit such actions, upon the grounds that such actions do not violate said charter set forth by the ITF

Pillar III - Governance

By entering into this alliance, member nations agree:

a) that a security council shall be established
-that only core members may become members of the security council
b) that a deliberative body shall be made for the ITF, encompassing all member nations
-that this deliberative body shall exclude no member nation
c) that free movement between member nations shall not be hindered among citizens of member nations
d) that the ITF shall have the power to pool member nations' assets together for the common defense of any ITF member nation
e) that translators shall be provided by the ITF to all member nations
f) that ITF member nations shall keep a unified list of wanted criminals throughout their space
g) that police throughout individual member nations shall assist their ITF counterparts in combating crime
h) provide for further governance principles upon the amendment of this treaty

Halcyon Nabaal smiled ever-so faintly. Ever since the Daiamid had voted to begin ratification, the dissident elements of Gaalsien, Proudstrider, and Glaivstorm seemed to have fallen into begrudging acceptance. There was some squabbling over semantics, and absolute outcry over the mention of technology sharing...but these had been settled. The document gave leeway to so-called "classified" technology. The Daiamid would release the schematics of many older, publicly-known technologies that had fallen into disuse amongst the core military; and thus everything else would be tagged as "classified". Even Gaalsien had finally acquiesced on this point - the Concordia Agreement's stipulations on the sharing of technology had been satisfied. And, the young praetor mused, no private firms would grow wary should their own technologies suddenly show up amongst alien forces.

But there was this issue of "free movement" of citizens. This was unheard of! Surely they did not expect the Dominion to simply open its borders? Not even Dominion citizens were allowed "free movement"! However, as the S'jet-Sa had pointed out, this too was open to interpretation. All Milky Way holdings were controlled by the military. The Slipgate between Coruc-Tel and Concordia was one of the most heavily guarded facilities in all of Feazanthian space. Unless these "citizens" somehow found the coordinates of the Dominion's civilian holdings in the Cetra galaxy and possessed faster-than-light drives capable of reaching them, the Daiamid had no need to worry.

Was it underhanded? Perhaps. Halcyon had never been one for Legalese, and in truth hated the quibbling over semantics that had plagued the Daiamid of late, but even he had to admit that this would work to their advantage. Increased trade would benefit every citizen of the Dominion, even if they didn't know it. The alliances forged through this Federation would strengthen the Dominion's position in the universe. And the technology they stood to gain from this treaty caused even the most conservative members of the Daiamid to salivate.

And thus, with only two ni votes, the Dominion of Feazanthia ratified all three pillars of the Interstellar Trade Federation's treaty.

In a different topic but still relivent to the ITF.

This organization, actually a trade alliance does in no way compete with the Intergalactic Trade Hub. The ITH provides commercial traffic a mode of transportation and that is it.

A player appeared on my MSN and seemed to think we were in competition so I wanted to clarify this. You probably already have some members from the ITH as your own members, I haven't checked how many but I know at least a couple are here too.

The ITH is completely neutral so you can expect no trouble from it unless you try to violate the restrictions I places upon the ships using it. I expect there will be no problems between the two entities in the present or future.
