In regards to his majesty, Emperor Maximus Fiorria of Thrashia, has shown interest in your widespread plea for aid in foreign investment. As such I am authorized to offer you the following:

The Empire of Thrashia will agree to invest at present some $1,200,000,000,000 in your nations industry and infrastructure; with a further annual investment of $500,000,000,000 every three years thereafter.

In return the Empire would like to make an alliance with the Republic of Hirosakia and regard it as a protectorate by which the Empire of Thrashia would agree to safeguard and protect the integrity and sovereignty of the Republic of Hirosakia.
