The Ambassadors black Audi slid to a stop outside the restaurant, a glamorous affair in the center of Tzargrad. City of Kings indeed, it was a huge affair similar to cities worldwide, but nothing like the Ambassador had seem in Agroprom. He was tempted to cruise around for longer in the midst of the glitz and light, but the meal was of greater importance.

A man stepped out of the passenger side door and walked round the hold the rear door open for the Ambassador. The car itself would be driven around the city all night until the Ambassador required collection, for the history of Agroprom was filled with deceit, a history which could follow its diplomats all the way to foreign countries.

Mr Artimov got out of the car and made his way inside, followed by his assistant. The plan was for the aide to sit at the bar which the big men did the talking. As he made his way inside the Audi pulled away. Now all they were waiting for were the delegates from Neo-Ixania and Zoingo.

The restaurant that the delegates wouuld have their meeting in was filled to the brim in men dressed in suits, beautiful women dressed in formal dresses and the occassional waiter. The meeting room; pardoned off by stern, emotionless and muscular security guards, was furnished with glasses of wine and a meal fit for the wealthy; since this was an expensive restaurant. There were three chairs; each with a label for the delegates. Some people were talking about the Hotel Massacre that recently occured; there were newspaper accounts of it being a "Hell on Earth", a pessimistic pun on the old saying. Ivan Rucinsky, the Foreign Minister walked into the Meeting Room with a smile on his face; dressed in an expensive suit and holding a briefcase. He had recently been in Monavia and decided to attend the meeting with the delegates from Zoingo and Agroprom in Tzargrad; which was truly a metropolis. He extended his hand and gave Artimov a firm handshake. "It is nice to meet you, Mr. Artimov. I am Ivan Rucinsky; the Foreign Minister of Neo-Ixania."

Ambassador Singfield departed from his taxi to enter the building, arriving to see that he was the last one to the "party". Truley, if the plane hadn't slowed down over Ixanian airspace due to "sonic boom issues" by going at Mach 2, he would have arrived first. So he delt with the sight delay of the issue and went into the meeting room after going past the guard, as with most, carrying a briefcase with him.

Ivan smiled as he extended his hand to Ambassador Singfield; giving him a firm handshake. "You must be the Zoingan ambassador. I am Ivan Rucinsky; the Foreign Minister of Neo-Ixania. We can begin the meeting now; since all three of us are here."

Confronted with the smart looking Mr Rucinsky, Artimov instantly knew Neo-Ixania meant business. The restaurant itself was a classy affair - filled with businessmen, an evident sign of Neo-Ixanias economic growth. So too was the suit Mr Rucinsky was wearing - a well trimmed affair, almost a symbol of international opinion of NI.

"It's nice to see you too, Mr Rucinsky. I look forward to doing business with you. I am also glad to see Mr Singfield here - its great to be meeting delegates from other nations!"

Taking his seat at the table, Ivan Rucinsky smiled at Mr. Artimov and invited him and the Zoingan Ambassador to take their seats at the table. "I look forward to doing business with you, Mr. Artimov; it is good to meet delegates from other nations and establish friendships."

After a few minutes, Ivan began to talk. "As you eat your food; you may contribute proposals in our meeting. I believe that we should exchange embassies and establish trade agreements. If either of you consent, we can create a student exchange program; designed to allow students in our nations to learn from one another."

After shaking the man's hand, Robert took a seat at the table.

"We do have several exchange programs in progress with other nations, so I don't see why having another one would be a problem. I also would suggest lowering tarrifs between our nations to a rate below 40% for a smoother good's flow and allowance for better forign competition in all of our nation's markets."

"I think that it could be possible to arrange the lowering of tariffs between our nations to below 40%; though we should see what Mr. Artimov thinks about it before we decide. We can also lessen restrictions on tourists traveling between our nations."

Agroprom tends to avoid foreign trade, as we prefer to manufacture everything needed in nation. However, if it benefits the nation, special arrangements could be made.

As for trade, we should actively encourage business between our nations and help our economies prosper. Mr. Bobrinsky, our Economic Minister, can be consulted if you wish. However, he is not in Tzargrad but visiting his wife's relatives at the moment."

Ivan took a sip of his wine, nodding his head in silent approval at Artimov's compliment before the door was briefly opened by a waiter who was bringing food inside; allowing the conversations about the upcoming Ixanian Games or the latest gossip about celebrities to be overheard. Ivan sighed and began eating his food; inviting the others to do the same. "I hope you both enjoy your food. We prepared the food especially for tonight. Usually, right now, I would be having dinner with my wife and children but this is alright with me. Now, does Zoingo or Agroprom have any diplomatic wishes? What do they want from Neo-Ixania?"

"Ahh yes....we have come across similar nations with such mercantilism policies. Our society is heavily agrarian, but over 1/2 of the national income comes from trade, in which almost everyone, to the simplest commoner, participates in. I guess a little history wouldn't hurt." Robert explained.

"The land in our region is fairly flat with high mountains to the east, the low flat lands were best suited to types of grains, vegtables, and many spices like mint or coca in the southern most regions. The Industrial Revolution in our country started very slowly, and most industries were small. However, our nation had a well developed shipyards, and with all these luxury crops, the trade system started for us...now for us, it has become quite addictive, so you see where im coming from here."

I am sure, however, we could come to some kind of agreement. For example, we are a very industrious nation, and could possibly trade manufactured products etc. for goods you have to offer? Regardless to say, a trade network needs to be set up.

Diplomatically, my friend, we are quite content as things are. I jut hope we can remain friendly for a time long enough to allow trust to develop between our nations, you understand?"

"Ah well, that is how politics are run now-a-days. We do have some valuable agricultural resources, and we do have some products that our colonies could offer, such as rubber, iron, or gemstones. And im shure that trust will eventually flow between our two nations, even though we share different policies."

"We have many goods and natural resources such as silk, diamonds and soda. We have thriving Furniture Restoration, Soda Sales and Beef-Based Agriculture industries and our economy thrives daily. Does Zoingo or Agroprom want any specific goods? Does either nation need any specific goods?"

"I think it would be possible to construct trade ports in our nations; which would be used only for our ships to go back and forth with all sorts of goods and resources. We can include a trade port provision in our treaty; it will mandate the construction of several trade ports in our nations."

"I do not believe that we have any projects that could be shared internationally; except for the projects that are meant to be only for Neo-Ixania. How would your RMBK-3000 Nuclear Reactor be able to be shared between us?"

He turned around at his table.

"Waiter! Excuse me, but could I have more of the bread? Thankyou."

One of the waiters smiled and walked out of the room; as he opened the door the delegates could hear the sounds of people talking and enjoying themselves. After several minutes he returned with a basket of freshly made bread. "Here you go, sir; the chef made enough bread to last for a significant amount of time."

And as for special projects, we are working on nuclear fusion, for right now, the project hasn't gone past the test stage, as combining simple hydrogen has burned up a research facitity. Not to be alarmed, but no one was injured." Robert replied.

As for ‘shared projects’, these allow engineers and scientists to work together to greater their combined knowledge. For example, if we offered a contract to Neo-Ixanian and Zoingan for engineers to help build the power plant, not only would you be making an income, but also gaining experience, expertise and knowledge, allowing you to build an advanced reactor in your country.

A good example would be a team of Agroprom engineers watching and assisting with the Zoingan fusion project. It would be a great pleasure to our nation to assist with this scientific venture, don’t you think?”

"Indeed, we will need more researchers to fund the project, If we are to keep the hair on our heads," Robert laughed. He then pulled out a small hard bar of chocolate from his briefcase.

"How wonderful our chocolate is when contains coco beets and coca plants jucies together." he commented when he took a bit. "Always pack 3 or 4 for a quick burst of energy, or a substitue for dissert."
