The Bulgislavian Workers Party fliled into the grand National Assembly hall. They sat before Provoçe who was standing on the stage at the podium.

"Comrade's, Representatives of the working class. We have all voted here and a worthy comrade has been choosen to succeed me when i'm gone. With over 66% of the vote Comrade Alia Prekov has been choosen for this position. May he stair Bulgislavia further into the millenium"
With that the entire hall stood to thier feet and clapped in unison and applaudded the results. Alia then stood rasied his fist in vicotry and walked over to the podium
"Thank you Comrade President Provoçe and thank you Representatives of the working class, Members of the Bulgislavian Workers party. It with great optimism and joy that I accept this position. Though the comrades behind me would of made great leaders you all saw something in me that stood out and I will promise to dedicate my life for the good of the Bulgislavian people. Thank you"
The hall once again began clapping in Unison and Alia stepped back down from the podium and sat back on his chair.

Extract from a Western News Paper on Bulgislavia
Western observers have viewed Bulgislvia with interest. Long expected to collapse in 1991 the Bulgislavian communist system went on to outlive the USSR. Observers have said that one thing that would seriously shake the system would be the death of the long serving leader of over 45 years Yegar Provoçe and some have even said that over 60 years of Stalinism has prevented the isolated populance from any revolutionary thoughts. However President Provoçe has been forced to recognise he is not so powerful enough to escape death forever. On his 78th birthday earlier this month the Bulgislavian State Media announced he celebrated it in perfect health however the Observers have noted Provoçe's public appearances have become fewer and fewer as the years go on. Always one of the most Prolific communist dictators in history Provoçe usually attends over 90 public appearances a year however in the last 2 years he has only averages 50 public appearances. Could Provoçe's death finally bring about the end of the Bulgislavian System or will his newly appointed succesor a young firery stalinist hold the people in line for many more years to come.
From the Bulgian Republic, a former Soviet-bloc nation now staring down an election in which the Communist Party looks set to sweep the rug out from under the feet of market reformists and westernisers in power for the last several years, Lubmila Kronyatensko, widow of the last Chairman of the Communist Party before the velvet revolution that brought-down the Bulgian People's Republic, beats the sitting Prime Minister to the punch, congratulating comrade Alia Prekov on the election win.
It appears that Kronyatensko and her party, the BCP, may be keen to court Bulgislavia's new leadership as they battle '90s golden boy Costel Nechita -leader of the ruling Bulgian Socialist Workers' Party, actually on a westernising market-oriented platform with a nominal populist socialist tag- for Parliament and seek to find a new Communist future for Bulgia.

The Grand Republic Demands Democratic Reform in Bulgislavia
Associated Press- The Senate of the Grand Republic of One World Alliance passed a resolution of a total embargo upon the government of Bulgislavia by a sweeping majority. In response to the embargo, Chancellor Nicolae Augustus said that the Republic would do "whatever is necessary to ensure a free and open democracy is implemented in Bulgislavia."
When asked if the Grand Republic would turn to military action if diplomatic negotiations fail, the Chancellor simply responded "the Senate will decide the fate of Bulgislavia and its manner therein."
The Secretary of Defense could not be reached for comment on the issue as of yet.
The total embargo passed by the Senate effectively halts all and any trade to the nation of Bulgislavia, and threatens to block any other nations who attempt to continue trade with the communist regime.
The usually peaceful Grand Republic of One World Alliance has become increasingly impatient with claims of absolute sovereignty by nondemocratic nations. The Speaker of the Senate released a statement: "The Grand Republic of One World Alliance has an obligation to serve the international community by remaining vigilant and committed to encouraging and implementing democratic reform to otherwise draconian governments."
Chancellor Augustus, who is currently serving his second term in office, has been heavily critized for not pursuing a more aggressive strategy of encouraging the spread of democracy throughout the world. In correlation with the Bulgislavian crisis, Chancellor Nicolae Augustus said, "This Republic will no longer stand idly by and tolerate such undemocratic regimes to continue to oppress their citizens while being allowed to prosper under our international system of governance. Their time is over."

With sitting Prime Minister Constantine Nechita's approval rating running at a hapless 7%, the ruling BSWP is in a poor position from which to chastise opposition leader Lubmila Kronyatensko as the Communist challenger launches her own attack on the Grand Republic of One World Alliance, calling the recently declared embargo against Bulgislavia an astonishing and irresponsible provocation. She also criticises reports in the Grand Republic that have spoken of a Bulgislavian, "crisis", saying that she is aware of no crisis in the People's Republic.
A Bulgia that votes for her in the upcoming election, says Ms.Kronyatensko, will not stand for such devisive actions, and she promises to pursue trade relations with the Bulgislavians in defiance of the One World Alliance's embargo should their government -be it that of Prekov or Provoçe- be open to such relations.
President Grigore Istok, whose position is not up for democratic approval, has remained silent on the issue, but is widely rumoured to be a 'closet Communist' keen to see the back of pro-western Nechita and likely to approve of Kronyatensko's position.
Bulgia's Prime Ministerial election, just days away, could, in the near certain event of a Communist victory, put a rush on the simmering international confrontation just as it may spell the end for market reforms in Bulgia, and some academics (many already leaving the country in anticipation of Nechita's defeat) suggest that Kronyatensko and Istok may even shut-down Parliamentary democracy once the BSWP is effectively crushed in polls.

Provoçe appeared on Bulgislavian tellivisions after the news that Grand Republic of One World Alliance has formed an Embargo against Bulgislavia.
TV was restricted in Bulgislavia to 2 hours a day due to the power crisis and so people watched it whenever they could even if it was boring re-runs of Provoçe's visit to a steel mill or inspecting construction sites.
This time Provoçe's message was Live on TV to beam the message to the Bulgislavian people.
A small room with the Bulgislavian communist emblem was stuck to the wall in the backround. Also Alia Prekov future leader set to succeed Provoçe was standing in the backround along with other leading party members.
Provoçe was standing at a microphone. It opened up with the Bulgislavian national anthem and then faded out to silence where Provoçe began speaking
"Loyal Comrade's I am here to report to you all the Belligerant threats of the nation of Grand Republic of One World Alliance. This nation seeks to see the destruction of our system, our system which we have all worked for, fought for and put our faith in since 1946. How can once country demand such a thing.....It is absolutly incedible to hand another state such an obscene provocation!....." Provoçe paused
the party members behind him began clapping in unison as was the tradition when communist party members gave speeches.
Provoçe continued on
"We, all will stand united in our defence of our system. our father's died to create Bulgislavia. We defended it in 1989 and again in 1991! never will we lose a system which we have sacraficed our lives to build and protect"
The Bulgislavian national anthem was then heard again as the camera's faded out and the screen was covered in the national flag which seconds later a portrait of Provoçe faded over the screen then it switched to a TV program in which it was a Re-run of the Provoçe's State visit to Communist Romania in 1987.

Today Bulgislavia will stand united against the forces working to undermine Bulgislavia's stability. Subversive powers, Foriegners and other undesirable's will not succeed. All patriots of Bulgislavia will not give into this state.
Already the Party has announced that the Local Peoples Militia are to train for an extra 2 hours every day. The state is totally opposed to war we have worked for peace and have not been involved in a war in over 50 years. The last war being the Korean War in which Bulgislavia sent 1,000 volunteers.
Comrade President Provoçe has said since the beginning of his great leadership that he is totally opposed to war and will never participate in it! The Party does not want to see thier people suffer, we want the Bulkan's to remain stable and peaceful. What state would work for War and Destruction of a nation.....

12 days have passed since the Birthday Celebrations of Comrade President Provoçe but the euphoria has continued to live on in some communities around Bulgislavia in which the loyal, dedicated patriots have erected new statues of Provoçe in thier town center and renamed thier main street Provoçe Road. the Town Party officials reported the entire town came out to unveil the statue in which they all chanted
"Long live Provoçe, Provoçe, Provoçe!" and "Comrade President we are with you!"
then a real miracle happened in which towsfolk reported the clouds formed into the shape of Provoçe's face as if he was looking down at them from heaven. The miracle caused a stampede towards the statue in which the Townsfolk began ritualistically cried and kissed the staues feet......
Embargo Decreases Food For The People, Causes resentment towards the outside
Today the party was sad to announce new Food restrictions are to be introduced which will allow people to have no more then 250g each and that Meat, Banana's and Oranges will no longer be seen in our shops. This is all thanks for the evil Embargo designed to make the Bulgislavian people suffer.
In a demonstration permitted by the party 100 patriots chanted pro-government chants in support of the government and Anti Embargo chants. Then certain foriegn flags were burnt in the streets. This is the free thoughts of the people that they generally support our party against this evil embargo. After the 100 people were awarded the "Hero's Medal for Patriotism" and a Statue of the "Peoples Will" will be erecting in Craasi, where the demonstration took place

The Grand Republic of One World Alliance Recalls Ambassador to Bulgislavia
Associated Press: In a daring move, the Chancellor of the Grand Republic ordered all civilian embassy staff to be evacuated from Bulgislavia until further notice. Peacekeeping forces remained behind to secure the embassy.
In a public statement, the administration simply explained: "The current unrest in Bulgislavia, coupled with the newly developing unstable political climate, has warranted a full recall of our embassy personnel, as their immediate safety is our top priority and upmost concern. Diplomatic channels shall remain open towards the communist rogue nation."
Secretary of Defense Sissako Nazir elaborated that "due to the recent departure of all government personnel from the communist regime, we are now open to consider and pursue any and all options that we deem appropriate in handling the situation." When asked if this meant military operations would be conducted, Nazir simply replied, "the Chancellor will prudently analyze all options."
The Secretary of Defense also belittled Bulgislavia for its recent decision to begin more vigorous training of the Local Peoples Militia. "It's simply inexplicable that such a tiny nation would dare to even think of mobilizing its rag-tag team of mercenaries in any hopes of possibly defending itself from such a superpower as the Grand Republic. If Bulgislavia knows what's best for it's people, they will stand down from their elevated military status immediately, less we decide to perceive their recent activity as a threat to our national security." When asked if he thought the government of Bulgislavia would follow suit, Nazir said flatly, "They had better."
Chancellor Nicolae Augustus also slammed Bulgislavia for its recent military activity: "You cannot claim to be an advocate of peace one day, and then prepare your military forces for battle the next day. I challenge Bulgislavia to stand down its military forces, so that we can truly give peace and diplomacy a chance in resolving this crisis. Any further inflammatory actions on their part will only exacerbate the situation, thus escalating this to such a degree that they are not possibly prepared to encounter. The Grand Republic of One World Alliance wishes to see a bloodless democratic revolution in Bulgislavia. However, if President Provoçe continues to pursue a hardline policy of intrasigent hostility towards our people and our Republic, we will have no choice but to defend our national security. I call on President Provoçe to take the initiative within his government to end this embargo against his people. He and only he alone has the power to bring prosperity back to Bulgislavia, by embracing our proposal to institute broad reaching democratic reforms within his nation. Only then will the Republic begin to dissolve the embargo."
The administration continues to skirt the issue of a possible military campaign within Bulgislavia, albeit political analysts have pointed out that usually the last step the Republic takes before engaging in military action is to recall diplomatic personnel. However, before any such action can be implemented, the Chancellor would be required to receive the approval of the Senate, which up until now has been very supportive of his policies. In the interim, One World Alliance Peacekeeping Forces are being kept on an elevated alert, with the Air Force conducting "more than normal" operations within the Republic's airspace.

Last estimates give PM 7% approval rating
With the Bulgian Communist Party predicted to be swept back to power in a landslide victory after a more than a decade of hit-and-miss market reform under Costel Nechita's deceptively named Bulgian Socialist Workers Party, likely future PM Lubmila Kronyatensko already has a developing headache thanks to a growing confrontation involving the One World Alliance and Bulgia's Stalinist neighbour, Bulgislavia.
Kronyatensko is expected to receive a large sympathy vote after the passing of her husband, who as the last Chairman of a ruling BCP before the velvet revolution has by his death also conjured a period of nostalgic reflection on the defunct People's Republic.
"Until the '90s I didn't have to worry. Sometimes we didn't have everything we wanted, but I never feared that I'd be kicked out on the street. Under the new system I lost fifteen years savings in a pyramid scheme, and I got letters from some company telling me that I owed them money and they were going to take my belongings if I couldn't pay! And they say that the Communists want to take away our DVDs! So long as the capitalists don't take my roof, I'll be happy!"
The words of one fifty-eight year old steel-mill worker, made redundant by the start of a shift towards a service-based economy, reflect the hurt and widespread confusion suffered by Bulgians over a certain age, many of whom have struggled to adapt to the cut-throat complexities of Nechita's 'free market'.
Younger voters, meanwhile, remember little of the Communist era, and are thought likely to vote for Kronyatensko largely because of corruption charges against several of Nechita's ministers, and propaganda on still state-owned television channels playing-up One World Alliance's, "aggression against the regional Slavic brotherhood".
A BCP defence spokesperson has recently been quoted in several major newspapers apparently making fun of One World Alliance's claims of superpower, claiming that the Bulgian military, once rebuilt by the Communists, will be far stronger. The spokesperson is alleged to have implied that Bulgian forces would intervene if the Provoçe government were to be threatened.
Prime Minister Nechita, desperate for support, claims that the Communists are out for blood, and warns that a vote for them is a vote for instability and likely war, as well as international isolation.
By tomorrow, early counts are likely to indicate a winner in the most important election in Bulgian history.

Secretary of Defense Balks Bulgia Claims of Military Superiority
Associated Press- Secretary of Defense Sissako Nazir brushed off claims of Bulgia's military superiority. In a press conference, he simply responded:
"One does not have to look much farther than the simple facts. The Grand Republic and Bulgia are very similiar in population size, yet our economy is very strong, and their's is weak. One does not have to be a rocket scientist to put together that their severly weak economy equates to their lack of funding and capabilities for their military, whereas our robust and strong economy has given us the opportunity to equip our military with the latest state of the art equipment, as well as provide our troops with a world class training program. Bulgia's slightly larger population only means that more people are starving in such a weak economic state. If Bulgia honestly thinks it can sustain such a costly war with the Grand Republic, then they are much more naive than we originally anticipated. Let's also not forget that they are in the middle of an election, which will most likely cause great confusion as far as military-government coordination is concerned, whereas the Republic is enjoying the longterm governance of Chancellor Nicolae Augustus. In short, the Grand Republic is in a much better military state of health than Bulgia, or her fledgling ally."
Despite such comments, the administration still maintains a peaceful stance in the Bulgislavia Crisis, and contends that they will continue to exhaust all diplomatic alternatives before even considering any military conflict.

Provoçe had heard of the breaking news from the one world alliance He had held the system together since 1962 thorugh some of the worst economic hardships immaginable. He even managed to hold it together after the collapse of a number of eastern european allies in the early 90's.
This time Alia was the one to address the nation on TV, not Provoçe.
Alia was preparing to speak before the nation live. He was speaking to his aides and other party officials in the small blue studio
"How is comrade Provoçe?" asked Alia to one of the aides
"He is at the hospital, it looks good today's collapse wasnt as bad as last weeks" said the small skinny aide
"What exactly is wrong with him?" asked Alia
"I havnt been told, My guess is that age is catching up to him he is getting more frail by the week.... The doctors think the Comrade President should make a full recovery"
(It started 2 years ago in 2006 when Provoçe collapsed at a private dinner reprotedly his eyes rolled back and he fainted, The collapses have been happening more frequently and the doctors have warned he could suffer a stroke at any minute which is why starting in December 2006 the Institue of Longe Life for Provoçe worked on a health eating scheme and exercises)
(Its also common knowlege to the outside world that his public appearance's have decreased significantly in the last year.... The state has reported however that the Comrade President is in perfect health)

At a party meeting Provoçe has consulted with the economic advisors and has allocated the large gift.
15,000,000 will go to the Creçea construction site which should help speed along the process and finish other contruction sites around the country such as the Apartments in Plethece which was begun in 1995 but was halted due to lack of funds and the Grand Terrevesti International Hotel which was begun in 1986 and stopped in 1991 and remained an unfinished shell up until now which a deadline has been set to finish the structure's
The remaining 5,000,000 is to go into some of Terrevesti's most stagnant industries (industrial production is running at a pathetic 16% and has been since 1988)
Provoçe hopes the money should serve the country well and would also express interests in expanding on relations with Talemetros.

IC: Reichskanzler Friedrcih Glogauer was finishing a lengthy speech. His enthusiastic oratory had held most of his audience, the Bundesrat of the German Empire, in check for most of an hour, but now they were getting restless, even his coalition partners eager to ask some questions. The chamber was unlikely to reject measured that has passed the Reichstag, as the chanellor's plans had, since right now the Partei Konservativ-Liberal was in control of both, but their grip on the Bundesrat, which represented the German states equally, rather than on a populations basis, was weaker, since the PKL heartland was in the north, which consisted almost entirely of Prussia.
"I cannot make an absolute statement about the course of our negotiations with any accuracy now, but I don't predict anything, with the exception of the embargo, not within my powers. All I ask is authority to declare a trade embargo in this particular case. Once a definate agreement is reached, the specifics will be presented for parliamentary approval. Are there any questions?"
There were a few, but not many. The PKL and coalition partners kept quiet. The plan was to get the approval through quickly and then get some concrete results. A few SDP frontbenchers made some carefully rehearsed queries, but the SDP didn't have anything against the proposed plan, only that it was being implemented by rivals. Most trouble came from small parties that questioned everything. The motian passed comfortably.
Official Statement from the Throne of the German Empire and Office of the Chancellor:
The German Empire, regarding events in Bulgislavia, makes clear it's total, non-negotiable opposition to tyranny and especially Stalinist tyranny in any part of the world. We are commencing a full trade embargo immediately and will not end it until the following terms are met:
Bulgislavia is to hold democratic elections within at most six months. All citizens over a certain age (no higher than twenty-five) with the exception of convicts serving their sentences and those not sound of mind are to vote in a secret ballot for members of parliament either using proportional representation or electoral districts based on population size.
These elections will elect a national legislature, and it's approval will be required to pass any act into law.
The judiciary will be made independant.
Freedom of speech, freedom of thought, and freedom of religion will be guaranteed.
We are open to negotiations regarding further concessions on our part. Our demands, however, will stand.
We condemn the use of force, but we will not hesitate to respond with decisive action to any military action by Bulgislavia.

Fordock would like to announce a program of foreign aid to the nation of Bulgia on conditions. The Fordockian Consul has agreed to pass this to help the transition of the peoples of Bulgia from a capitalist immoral system to a just and fair socialistic one. We deeply regret any hardships endured by the Bulgian people. However we must impress these condition first to ensure a proper transition.
A. Fordockian Diplomats be allowed to monitor elections to ensure they are free and just.
B. Fordock be allowed to establish an embassy in Bulgia
C. Bulgia returns to peace-time military readiness.

With Parliament closed during the election, the affairs of government and diplomatic relations have all but ground to a halt. It is difficult to get a position on anything, since officially nobody is sitting in power.
Exit polls suggest that, as predicted, the Bulgian Communist Party has crushed Nechita's reformists, though it appears that some people may have declared that they would vote Communist only to cast a vote for the BSWP or a minor party once in the privacy of the booth, leading to a slightly better showing than Nechita's 7% approval rating suggested.
Kronyatensko, already celebrating a yet unconfirmed victory, has taken several shots at foreign nations. Older Bulgians still appear largely disinterested, fixated on domestic affairs, but the angry youth increasingly blames outside forces for economic hardship and is spoiling for a fight.
OWA's Defence Secretary Nazir is called arrogant and said to be heading for a fall if the Grand Republic tries to fight a war in the Balkans, one of Kronyatensko's aides pointing out in any event that their defence spokesperson said that Buglia's military would be rebuilt by the Communists, not that the one maintained over recent years by the capitalists was well funded.
The German Empire gets an even more direct tongue lashing as the Communist Party leader asks how they dare to tell Bulgislavian people how to run their own country, and levels accusations of neo-colonialism against the Germans.
'Spontaneous' anti western protests alleged by the BSWP to be organised by the Communists have seen thousands on the streets to demonstrate opposition to foreign meddling in the region and to call for Slavic brotherhood.
Kronyatensko says that she has no problem with Fordock sending observers, though voting is over in most districts, to observe on-going counting, and Nechita can find no reason to oppose the move, feeling that he has little to lose in any case. The Communists have said that they will agree to an exchange of ambassadors if they win the election, where as the BSWP has not spoken on the matter, while Nechita does say that he is disinterested in military confrontation and Kronyatensko refuses to make an assurances about the posture of the military if she is elected, saying that national security must not be answerable to foreign governments, a statement that drew cheers from her supporters.
Finally, both leaders have pledged to attend or send representation to a conference aimed at resolving international differences, Kronyatensko even offering to host the event if required.

In a trans-atlantic flight between Republican provinces, Chancellor Nicolae Augustus and Secretary of Defense Sissako Nazir are huddled in a corner of the expansive Unity One (the official plane of the Chancellory of the Republic), their attention transfixed on a topographical map of Bulgislavia.
On the map, six areas of interest were highlighted, as Nazir explains them to Augustus.

Nicolae looked over the plans. "Excellent. How would we maximize our damage but minimize our losses?"
Nazir pulled out another piece of paper. "We have twenty four Predators awaiting mission objectives. Predators are perhaps our greatest military weapon that we have. They're state of the art stealth fighters. They are completely invisible to all forms of radar, and because of their specially designed hulls, they also emit a low sound transmission, so they're practically silent while in flight. We could equip them with quite an impressive payload. They would completely neutralize all targets, and probably then some."
Nicolae looked pleased. "Very good Sissako. How long will it take to get them mobilized?"
"One phone call, and they're airborne in less than two minutes," Nazir said proudly.
An aide interrupted their conversation. "What is it?" Augustus asked, partially annoyed.
"Sir, the president of Bulgislavia is wishing an audience with a diplomatic entourage from us. Their terms are that a representative from Bulgia be present too."
Nazir slammed the documents down on the table and sighed heavily, "goddamn it."
Augustus settled back in his chair. "Very well, send the Undersecretary of State to negotiate with them." He looked over at Nazir. "It'll give us some time to perfect our plans, should the negotiations fail."
"Also, send a reply back to President Alia telling him that we are prepared to send a diplomatic delegation to his nation, but we will not allow Bulgia to be present," the Chancellor said to the aide.
The aide nodded. "And if Alia refuses to meet with us without Bulgia being present?"
The Chancellor said menacingly, "Then we send the Predators."

I thank you for your prompt reply and kind words of co-operation, and it would be very much in the interests of both our states to establish full echange of embassies to consolidate our present and future relations. At some later date, I'd be interested in mutual agreements on trade and extradition as well as the establishment of institutions for the propagation of one-another's culture. For now, however, the Bulgislavian crisis must occupy all of our attention.
To fully co-ordinate our efforts, it would be best were German delegates to be present in the approaching peace conference, perhaps only in the role of observers, but we are willing to be excluded from the conference in order to improve its chances of success. I suggest the following course of action: you wait for the response of Bulgislavia to your rejection of Bulgian participation. If they agree, you go ahead with the conference and, if you deem it prudent, suggest a German observer should take part.
If they reject your demand, we could suggest that, owing to our trade embargo, the German Empire is another interested power and should be represented if Bulgia is represented. Hopefully our combined power can force Alia to back down. The Empire will then stand aside to allow you to finish negotiations. If you reach a satisfactory agreement, inform me and I will request parliament to terminate the embargo.
If they still refuse to back down, we issue a joint statement that the actions of Bulgislavia have jeopardised peace negotiations and the bringing of democracy and prosperity requires force. We issue an immediate ultimatum and prepare our assets for a lightning strike with the objective of overthrowing the Communist tyrant with the minimum possible damage to the country.
For the drawing up of a joint military plan of action, I suggest exchange general staff laisons. We can fly a man with operational authority in with twenty-four hours notice.

Senate Approves Military Blockade of Bulgislavia
Associated Press- In the final moments of the eve of peace concerning the Bulgislavia Crisis, the Senate of the Grand Republic of One World Alliance has given Chancellor Nicolae Augustus the authority to mobilize the Peacekeeping Forces of the Republic to effectively cut off the fledgling communist state from the rest of the world by means of military force.
Although the resolution stops short of allowing the Peacekeeping Forces to penetrate the interior of the Bulgislavian state, it does allow for the military blockade of the nation and for the military to engage any units, be they military or civilian, trying to exit or enter Bulgislavia.
So far, the list of military units that are currently in place to serve as the blockade are:

36 Patrol Boats
200,000 mobilized Peacekeeping Infantry

It is rumored that the Chancellor has ordered the Republic's gargantous stockpile of conventional warheads to be recalibrated to targets within Bulgislavia, although those reports cannot be confirmed. It would take a separate approval from the Senate to do so, as such weapons are not stipulated within the Bulgislavian Military Blockade Operation Resolution.
The Supreme Commander of the One World Force had no comment on the alleged report.
The Senate, which had been previously reluctant to pass such a measure, was impelled to do so by the Chancellor in light of the recent threat stemming from the Black Rock Oil and Natural Gas Corporation.
In a public statement, the Chancellor commented on the recent escalation of the Bulgislavia Crisis:
"The dark cloud of war is looming in the horizon, as Bulgislavia continues to defy international pressure to usher in democratic reforms within its government. It is with great disappointment that I announce to the One World Alliance today that Peacekeeping Forces of the Republic are being stationed around the nation of Bulgislavia in a coordinated attempt to effectively blockade the nation from any subversive aid that will only serve to prolong the suffering of its people. The Grand Republic does not wish war with Bulgislavia, but if President Alia Prekov continues to threaten our national security and push our patience, then we shall have no other alternative than to forcibly remove him from office, and reform the government of Bulgislavia ourselves."
Shortly after the statement was released, the Chancellor also reiterated that Andrea Gowins was still scheduled to appear in Bulgislavia, in what he called Alia Prekov's "last chance of redemption."
Secretary of Defense Sissako Nazir told reporters in a separate interview that the Grand Republic would not back down from its original message to Bulgislavia, that it will reform its draconian government, or else:
"We can do this the easy way, or we can do this the really easy way. Bulgislavia can accept its responsibility to reform its own government, or we will forcefully do it for them." He then added, "I hope for their sake, they choose to reform peacefully. Either way, we will have democratic reform in Bulgislavia."
It appears the Republic's last hope for peace lies with the Undersecretary of State Andrea Gowins. When asked why the Undersecretary of State was going and not the direct Secretary of State, the Chancellor defended his decision.
"It is a precariously dangerous situation, this Bulgislavia Crisis. I have full and total faith that Undersecretary of State Andrea Gowins is completely capable of representing the Grand Republic, as well as convincing President Alia Prekov to allow reform in his country. She is a very talented negotiator."
When asked what would happen if she failed, Chancellor Augustus ambiguously replied, "Then we will enter into aggressive negotiations with Bulgislavia."
The Grand Republic is still awaiting President Alia Prekov's final acceptance of the proposed negotiations by Chancellor Nicolae Augustus. It is not clear whether or not Bulgislavia will agree to the Chancellor's terms, which the Chancellor has indicated is an ultimatum, not a suggestion.

One World Alliance Grants the Black Rock Oil and Natural Gas Corporation Access to Bulgislavia
In an unexpected move of magnanimous benevolence, Chancellor Nicolae Augustus announced that the Republic would allow representatives from the Black Rock Oil and Natural Gas Corporation to enter Bulgislavia to bring limited necessary aid, such as basic food and other essentials.
In a press release to the public, Secretary of State John Negroponte announced the move.
"I have successfully petitioned the Chancellor to allow the Corporation to send in a few essential aid resources into Bulgislavia. This is, of course, just a one time permission of access, but I feel, as does the Chancellor, that the most that we can do to minimize the disasterous affects of such an embargo on the common people of Bulgislavia, the better. Of course, it is with great impetus that I strongly urge President Alia Prekov to accept our negotiation terms, and begin the negotiations immediately, so that all his people can once again regain their basic rights and liberties under the rule of law, as well as the basic resources necessary for sustaining day to day operations. May peace be with us all."
The Peacekeeping Forces of the Republic are being told to allow the Corporation to send in a delegation into Bulgislavia. However, the Supreme Commander of the One World Force has insisted that should the Peacekeeping Forces detect any military supplies are a part of the delegation, they will act promptly and appropriately to make sure such supplies never reach their destination.
Secretary of Defense Sissako Nazir elaborated on the parameter. "Only basic supplies necessary to sustain the common people of Bulgislavia are allowed in. Any sign or hint of military supplies, and the bet is off. We will respond quickly and intercept the military supplies, and destroy them on sight."
The administration is hoping this will foster goodwill towards the people of Bulgislavia, in order to build support for their mission in the Bulgislavia Crisis.

You will find that the Grand Republic is very reasonable to deal with, and we will listen very intently to your petitions and grievances. However, please keep in mind, this planned meeting between our two nations is not a meeting where we make demands, but a forum for both our nations to negotiate a reasonable, peaceful, and mutually appealing resolution to this crisis.

"Provoçe will force the entire country to fight to the death should Bulgislavia face invasion, I have heard he is even considering a scorhed earth policy! Kronyatensko sworn-in as Bulgia's first female head of government
It was no surprise. Failing to win the foreign support that he expected, Costel Nechita's market reform platform won just 11% of the popular vote in the Parliamentary election, and has been swept from power. The BCP meanwhile took 62% of the vote, while spoiled ballots are believed to have come third ahead of a string of hopelessly divided minor parties, meaning that the BCP has nothing to fear from coalition talks entered into by Nechita and lesser factions.
Miss Kronyatensko has been sworn in by President Grigore Istok in record time, reinforcing suspicions that the President is indeed sympathetic to the Communist Party.
In her first official move as Prime Minister, Kronyatensko has dispatched a full diplomatic corps to Bulgislavia and invited the Bulgislavians to establish an embassy in the Bulgian capital of Besk.
The BCP has also invited Bulgislavia to discuss a military and trade alliance, offering to share pertinent intelligence such as gathered by Bulgia's early warning air defence radar grid, which already covers much of little Bulgislavia's sky.
Most obvious to the outside is that the Communists clearly knew that they were headed for victory, and that the military knew it too. Major engineer units have begun heavy work near the Bulgislavian border, apparently sinking a tunnel of considerable proportions.
Concurrently, a convoy of no less than forty civilian articulated lorries carrying vegetables, grain, medical supplies, and similar items is forming on Bulgian roads leading to the Bulgislavian frontier, and Besk has asked the Bulgislavians to join in ceremonial re-opening of border crossings and rejoining of rail-links severed after Bulgia's velvet revolution.

The Bulgislavian Workers Party was in session in a massive meeting. The entire hall was filled with party members. in thier right hands they held small peices of red cloth, and spread out thorughout the Hall some were waving the Red flag of the Bulgislavian Workers Party with the party emblem sitting in the middle between to wreaths of weat.
Sycronized the members holding the red cloth's would lift thier arms above thier head then back down in fast actions and would repeat the process to make the stands turn red with the cloths then when thier arms dropped would reveal the stands filled with people.
Provoçe was standing at the podium looking over the stands at the transition from all red cloth's to just normal members in suits.
Provoçe raised his arms and the hall dropped thier red cloth's and arms and sat silent ready for Provoçe's speech
"Comrades we are not alone, the world knows what is going on here and we have support from abroad. Comrades in Bulgia have swept into power and are giving us support, They propose re-opening old train routs and roads as well as send in humanitarian supplies. All party members in suporot of co-operating with the comrades in Bulgia?" said Provoçe
With that the entire hall raised one arm in support of Bulgia's proposition
"There, that is settled, we will now co-operate fully with our comrades in Bulgia, Also we must decide on thier proposition of agreeing to a trade and military alliance with them... All comrades in suport of this aggreement?"

ooc: please bear in mind the military occupation of the immediate perimeter of Bulgislavia by the OWA Peacekeeping Forces. Any attempt to breach this blockade by sending in diplomatic/economic/military aide will result in the direct interception by OWA forces. If it is military support that is being sent in, it will be destroyed, and all diplomatic delegations will be re-routed to a predesignated place within OWA, where they will then become prisoners. Please see previous posts for further clarification/evidence thereof.
You will also notice the only nation that has an exception to this is Aligar, as it has been given a ONE TIME allowance to send in a diplomatic delegation into Bulgislavia. They are allowed this privilege because they paid handsomely for it. No one else is allowed in without OWA permission.

OWA, please bear in mind that your massive blockade force has to be raised, deployed to the region, and find that Bulgia shares a border with Bulgislavia and that if you want to block that you have to actually enter either Bulgia or Bulgislavia, which will be an act of war and result in millions of Bulgian soldiers over-running your hopelessly outnumbered vanguard as it arrives. Not that you can't attempt to mount a blockade if you want, but it will require a bit more than that one post for much to actually happen, eh?
Shall we work out a bit of geography here, for the sake of trade and blockade even if a war doesn't start?
Bulgislavia and Bulgia are located in the East Balkans region, and Bulgislavia is said to be only about one third the size of Albania or Moldova, so something in the area of 10,000sq.km, which is similar to Lebanon, Cyprus, or Kosovo, having a population limited to some five million. Bulgislavia has said that his nation is wedged in between where Romania and Bulgaria ought to be, with a small coast on the Black Sea, but since Bulgia and Bulgislavia are neighbours I have to figure out where to stick Bulgia. If Buglislavia doesn't mind, I'll just replace Romania with Bulgia (or assume that Romania has moved north!) and silence anyone who says that Romania isn't technically part of the Balkan peninsula, so Bulgislavia borders me, the Black Sea, and Bulgaria until others in the region replace Bulgaria with their nations.
At the moment I'm not going to limit Bulgia's population unless other nations involved do the same or we agree to treat this as a relatively small affair. It'd be no fun if I said Bulgia had 15 million people and then OWA decided it could ignore diplomacy et cetera and sent in 40,000 aircraft! If big nations agree that they don't regard tiny Bulgislavia as all that important and only use a fraction of their capability it might be different, but until then...)

Bulgian-Bulgislavian border
The public had rarely gathered in such numbers since the velvet revolution that toppled PM Kronyatensko's late husband and the Bulgian People's Republic. Today, as the new head of government pushed through a bill renaming the Bulgian Republic a Popular Republic, thousands turned out to witness the ceremonial opening of a restored length of railway track connecting Bulgia with its Stalinist neighbour.
Teenager Bilyana Svetozar told a BBC journalist that she was excited by the development, and hoped that it would eventually lead to her being able to see relatives in Bulgislavia, which her mother fled when Bilyana was an infant, taking her to Bulgia shortly after the velvet revolution. Though the footage aired by Bulgian television cut out at this point, viewers watching the BBC abroad would hear Bilyana go on to explain that her mother hadn't wanted to come to the ceremony, allegedly because she believed that the Communists would hand-over refugees such as she and her daughter to the Bulgislavian secret police. Bilyana, who voted for the BCP, laughs off her mother's concerns, saying that this isn't the Cold War and things will be different.
Actually, the Security Ministry, known under the last Communist government as Securitat, had already drawn-up a list of Bulgislavian exiles and refugees known or suspected to be living in Bulgia...
Meanwhile, Army Engineers had completed the initial ground-breaking on their nearby project and sunk a huge drilling apparatus that was chewing through rock and earth and making for the Bulgislavian border. The upper echelons of the Bulgislavian Workers Party were informed of a plan by the new Popular Republic to establish a tunnel link in addition to conventional road and rail, and requested permission to complete the Bulgislavian half. Besk says that it will pay to create and maintain the tunnel, and will operate security on the Bulgian end, if Bulgislavia will establish at least a checkpoint on its end.
The Bulgian highlands
A Communist Party back in power means an immediate return to large-scale Cold War style military exercises, and the Bulgian Armed Forces are back at it. Tin helmets that had red and gold stars and other typically Communist symbols scratched off them in the 1990s have insignia stuck back on them or at least scribbled on by soldiers, and vehicles are likewise adorned.
Unfortunately, the soldiers continue to wield local AK derivative firearms in 7.62x39mm and 7.62x54mm calibre as they cling to dirty old BTR and BMP armoured vehicles with Hind and Mil helicopters and Flogger fighter and strike jets overhead...

Concerning the refugee's that have fled Bulgislavia as early as the 80's and have reletives in Bulgislavia we would like to establish family visits in a border place within Bulgislavia and possibly allow up to 2,000 Bulgislavian's to leave Bulgislavia each year to emigrate if you nation allows it, If allowed it will the the first time Bulgislavia has a semi-open border of allowing regular citizens to leave the country (the borders were sealed in 1946)

Quick notes on borders: I also control the whole of Elsass-Lothringen (Belfort, Vosges, Meuse, Meurthe-et-Moselle departments on top of Moselle, Haut-Rhin, and Bas-Rhin), Luxembourg (both the country and the province of Belgium), most of Liege province of Belgium, all of Austria (http://upload.wikimedia.org/wikipedia/commons/f/fb/GermanAustriaMap.png) (both the area coloured and inside the red line), Trentino province of Italy, all the rest of the Czech Republic, Estonia, and Latvia as autonomous regions, and interbellum Poland (sans areas in Imperial Germany and the Vilnius province) and Lithuania (with Vilnius) as protectorate states.
I'm also for limiting population. This is giving Bulgislavia his due for excellent RPing, and I also just prefer to stick to a more reasonable figure. Germany just ain't big enough for four billion people! I'm RPing with 110 million (compare to real Germany, 80 million), so I still dwarf poor Bulgislavia, but hey, that's sort of the point. I think OWA and Bulgia would both be around 30 million people on a similar formula.

"Communist landslide in Bulgia. There go the dominoes. What's worse is, our embargo is pretty much 100% compromised. Any sympathetic country in the world can now aide Bulgislavia through Bulgia. And what can we do? I'm sure you all recall the Use of Force policy?"
This directive laid out the exact circumstances in which a government led by the Partei Konservativ-Liberal could invade a communist country directly, as part of its strategy of acting against Communism in all parts of the world to
prevent the Fatherland and his allies ever having to face up to a communist giant to the East once again.
Invading a country which elected communists was right out, unless there was an actual act of war, perhaps, but that didn't rule out armed action completely. In the interests of a stronger position from which to negotiate...
"We can discuss the implications more fully later, ladies and gentlemen. But now we must act."
He picked up the Imperial Chancellor's Official Telephone.
"The Kaiser is relaxing somewhere in Brandenburg. I'm calling him now to authorise a Buenos Aires operation."
The cabinet thought quickly, and one by one, even (reluctantly) the SDP members and the Minister for Austria, a staunch Zentrum man, gave their assent.
Military Airfield, Bergenland, Kingdom of Austria, German Empire
"Everybody prepare for airborne operations! Hustle!"
Kapitan Ernst Krombacher left his platoon-sized command to scramble for their kit-packs. He trusted them to sort themselves out. If they couldn't, they wouldn't be Tiroler Jaegers. He had his own equipment to grab, and more importantly his briefing to read. He scanned it as though it were a hostile position, eyes resting briefly on each line, long enough to comprehend, then moving on. The plan wasn't elaborate or set in stone: there hadn't been time for that. His briefing from the Generalstab in Berlin, Nordi-land, said to "do what you feel is necessary within mission parameters." That meant "We'll let you wing it if you don't screw up, Osti."
Folding the briefing into one cavernous pocket, Ernst rushed to the officers' armoury. He wasn't after weapons, though, but all sorts of other things. He was just in time to catch his platoon as they made for the airstrip. Good. If he had to run to keep up with them literally and figuratively, they could do their job.
He silently glanced over their equipment as they made for the company's fixed-wing gunship, Edelweiss. Ernst had named it himself. He was a good Austrian, staunchly Catholic, conservative, and monarchist, and had the strange Austrian patriotism. This was a bit of a paradox. It pretty much stated as fact that Austria was more important than Germany and that Austrians were really in their own category. It also stated that Austrians were the only really German Germans, that everybody else (except maybe the Bavarians) was a mad Nordi, Vienna was the real capital of Germany, and the Hapsburg Kings of Austria were letting the Hohenzollerns have a quick turn at the Emperorship because they were just that generous.
He was the last aboard, to make sure everybody was in position for take off.
"Take us up, Bruenning."
"I hear you, Kapitan. Taking us up. Good luck, everyone."
The platoon gave their customary whoops and cheers.
"Jetzt wir looooooooos!"
They were Tirolers all, even those not actually from the Tirol. Spiritual Tirolers. But anyway, most of them were from Germany's southern frontier. Most people who underwent the hellish training were doing it to get into the family regiment. But in any elite outfit, you accepted the best you got, from anywhere. Bavis, of course, were nearly Austrian and those from the south were nearly Tirolers. There were also Saxons. Saxony had the second-best light infantry in the Imperial Army and a few made it all the way to the top. There were even a couple of Prussians. Rheinlanders, though or Schleswig-Holsteiners, from the edges of the Big Black One. The thought of a Brandenburger in a Tiroler regiment was enough to make you snigger.
But they were all good men. They could do this. It wasn't even as though the operation was difficult... just very, very risky.
Official Communication to the government of Bulgia.
It is the standard policy of the Reich to evacuate ambassadorial staff from countries undergoing rapid socialist change, owing to unfortunate previous experiences. We are implementing this policy now. An airborne gunship of ours, with several fighter escorts, is crossing Hungarian airspace. We're going to take our people and leave. No aggressive intention. If you open fire, we'll have to consider it an act of war.
Reading between the lines, the meaning was clear. Consider this a demonstration.
Needless to say, the new Communist government of Bulgia regarded Germany's actions as highly provocative and a direct challenge at a sensitive moment. Kronyatensko had only just taken office, negotiations with President Istok were in their early stages, capitalism still dominated most sectors of the national economy, and everyone expected a backlash from capitalist nations, well remembering the slaughter and destruction wrought upon the Yugoslavians for daring to put workers in charge of their own businesses.
The Air Force and the Air Defence Force (SAM and AAA control) are immediately placed on high alert, and MiG-25PD Foxbat-E and MiG-23MLD Flogger-K interceptors scrambled to interdict the inbound Germans, though rules of engagement for their missions to not allow for firing except in self-defence without direct orders from a senior BCP Politruk hastily dispatched to a northern airbase.
The Bulgian ambassador in Germany, not actually a Communist himself, urges an urgent rethink to avoid a serious international crisis. Ambassador Hristo Hlutev conveys Besk's dismay at the, "over-reaction" of the German authorities, but says that despite this the German ambassador is welcome to remain in the Popular Republic. "If the Empire does not wish to continue a civil discourse with Bulgia" says Hlutev, "then its ambassadorial staff may be withdrawn, but to treat the withdrawal as a military operation is alarming, and Bulgia must take this abnormal action as a potential threat."
Hlutev also says that a break in relations now will result in his recall to Bulgia, and warns that if he is ever replaced it will most probably be with a loyal Communist rather than a pro-western reformist supporter of the BSWP such as himself.
Troublingly for the Popular Republic, however, one Bulgian member of the embassy's staff has turned up at a German police station to request political assylum, saying that she does not wish to return to Bulgia if the Popular Republic withdraws its embassy in response to German actions. It is not yet clear how she left the embassy grounds or exactly why she does not wish to return to Bulgia.

Besk is willing to negotiate some sort of economic deal with Talemetros. The BCP wishes to renationalise most of the economy, but can not do so over-night without causing disaster. Many already fear a collapse in the Besk stock exchange as investors warey of Communist Party intentions presumably consider a pull out of the Popular Republic.
The Bulgian automobile industry was once fairly important, producing a small range of simple vehicles for domestic use, but its dated production lines, unclean engine technology, and the primitive safety standards of its public vehicles saw the industry collapse after the velvet revolution, leading to massive unemployment that was a significant factor in the Communists' recent electoral comeback. Gaining modern technologies with which to produce vehicles might help the BCP to deliver on its promise to reduce unemployment: a family car need only get better mileage than a Soviet tank and have the barest concept of a crumple-zone to out-perform the Cold War era vehicles puttering about the nation's roads today, so Bulgia might be a good place to produce and sell budget vehicles that lack the luxury demanded by western consumers.
If, over time, the government can recover control of the automobile plants saved by Talemetros investment, a deal may indeed be possible.
Perhaps the biggest potential source of interest for investment in Bulgia, though, is its chief unexploited natural resource. Tar sands.
Bulgia contains potentially billions of barrels of oil trapped in tar sands, but the Communist authorities never developed the infrastructure necessary to refine the natural product to a useable condition, and Nechita's reformist government assumed that oil in this form was too expensive to bother owing to low global prices during much of his tenure. Kronyatensko's new BCP is seriously interested in exploiting trapped oil wealth to reinvigorate heavy industry at home and allow Bulgia to survive without the many capitalist nations that are suddenly hostile to its government.

Bulgia has criticized this as heavy handed and the SDP has also spoken out against what it calls a clear attempt to overturn the will of the Bulgian people. Foreign Minister Jacob Schintzel has agreed to address these claims for Goettingen News."
The feed cut to the foreign minister, confident behind a shining desk. If you thought about it, his actual desk probably had things on it, but this furniture was for style, not utility.
"I can confirm that the Empire has seen fit to send the a company of Tiroler Jaegers into Bulgia. We are taking only as much action as we feel is necessary, but we have had very bad experiences in the past. An Imperial embassy was once burned after the seizure of power by Finnish communists in the 40s. People, innocent diplomats, were killed in the fire. We can't gamble with the lives of our citizens.
"We can all agree... I hope, that human life is sacred. We are acting to guarantee human life. And what harm will we do in doing so? In that light, it is difficult to interpret the actions of the Bulgian Air Force in intercepting our craft as anything more than an attempt to escalate the crisis.
"Given the present fragile state of affairs in the Balkans, we are of course enthusiastic in maintaining full diplomatic dialogue with Bulgia, but this cannot come at the expence of our citizen's safety.
"We have recently transmitted a proposal to the Bulgian government. Our soldiers are going to land and make sure the embassy is secure. If the Bulgians want them to leave, they must guarantee our citizens safety with their own military forces. We are also going to ask any member of the embassy staff not willing to sign an agreement that they are in potential danger to come home. They will be re-assigned and replaced.
"For now, all I can say for certain is that the Bulgians should back down and let our plane through if they truly want diplomacy to continue."

"And that's all the Foreign Minister had to say. On the same story, the government has recently announced its decision to grant temporary assylum to a Bulgian embassy staff member who has left their embassy grounds and wishes to stay in the Reich if Bulgia severs diplomatic ties. Her status as a political refugee is to be confirmed or denied if she is willing to explain why she is unwilling to return home, although the chancellor has stated in an interview that "wanting to stay clear of communist countries is understandable" and has suggested the possibility of special work visa grants to all Bulgians in Germany not possessing a criminal record if they don't want to return to communist authority."
(OOC: I haven't really worked out Bulgian geography in detail since only just deciding to stick it on top of Romania, but I imagine that the embassy would at least be close to the capital, Besk, which I think that I will tentatively place at or around RL Sibiu, and that of course there'll be an airport somewhere just outside the city.)
The BCP reacts as if offended further by Germany's latest words, and even the President, Grigore Istok, has scoffed at the reference to 1940s Finland, saying that events of sixty years ago in another country can hardly colour diplomacy today. The German Empire, he says, is living in the past, and the officially non-aligned President comes relatively close to using terms normally the preserve of the Communist Party in implying that the Reich is a reactionary establishment politically backwards of Bulgia's new Popular Republic.
The President also adds, "If Germans are going to bring up the 1940s..." before trailing off without going into detail on Bulgia's unhappy wartime experience, in which thousands of Bulgians died fighting first along side Germans, and then against them when they declined requests to leave Bulgian soil.
Besk insists that Germany acted rashly by putting soldiers and combat aircraft in the air without first contacting Bulgian authorities, BCP spokespeople claiming that Bulgia would always have been willing to accommodate German concerns if only the proper channels had been engaged before leaping to arms. Kronyatensko appears to feel comfortable in her country's position on the matter and now not compelled to bend over backwards to make life easier for the Germans.
The Prime Minister says that, under the present climate, German combat jets will always be interdicted when they reach the fringes of Bulgian airspace, and that in this particular case the transport aircraft will not be allowed to land. Bulgia has reason to be suspicious of the whole mission, and insists that Germany approach Besk properly to organise any beefing up of security at the embassy.
In the interim, says Kronyatensko, a detachment of the Milicja will be posted outside the German embassy, which she tells the Reich is to satisfy their security concerns until Germany can properly organise a realignment of its own measures, and which she tells Bulgia and the world is to remind the public not to react too hastily... like the Germans.
To the south, Bulgian engineers are taking readings before attempting to push the Bulgia-Bulgislavia tunnel under the mighty Danube. Kronyatensko has used several names -Friendship Tunnel, Reconciliation Tunnel, Tunnel of Slavic Brotherhood, and other equally bombastic terms- to describe the project.

as for the Tar sands we can use these supplies quite well, we harvest it by cold flow and surface mining, we are willing to pay 50 $ on each barrel produced, as well as pay for 1 military base in the country (500,000,000 Argus's), we would be happy to help development of the heavy industry, but we must stress the importance of light industry so i offer an idead: our heavy industry products for your light industry products, that will aloow a greater budget for later years, and allow for the creation of a welfare state, no doubt popular with your people

All my history since 1918 has been written by moi, and has zilch relation to real Germany or to anyone who RPs any other German scenario (Third Reich victory or whatever). I'm sorta pretending you didn't say anything. If I've totally misunderstood, I'll come back and fluid time some stuff in.

There was a chorus of affirmatives, in the officer's differant styles. Sali and Anton were Ostis and seldom bothered with a "sir". "Mein Kapitan" was right out, and Ernst liked it just fine that way. Micheal was a Rheinlander, and thus theoritically a Prussian, but if anything he was the least formal of all. That was just Mike. The only one to bother with "sir" was Jakob. A Livonian German from Riga, he had served in a regiment inheriting most of it's traditions from the East Prussians who had liberated Estonia and Latvia in 1917 and 1944. He didn't actually click his heels, but maybe that was just owing to the company.

I am afraid that your rhetoric continues to leave us mystified. You are apparently advocating a policy of negligence while human lives are at stake. The only possible explanation as far as I can see is that you are determined to maintain some justification to your reservations about German security polciies aimed only at saving lives.
As a gesture of good will, all combat aircraft escorting our detachment are peeling off. Our transport, however, will continue to Besk. I think this is only reasonable, since you have brought up troops to surround our embassy, and unless it is an act of war this can only be compliance with term one of our proposal. Or soldiers being aloud to conduct a thorough secuirty check-up is term two, and if you interfere with them while they do not act against your country the agreement is of course forfeit. Term three is the safe return home of any German embassy staff who wish it. As all other terms have been put into actions so rapidly, this is effective immediately.
Once we have fulfilled the agreement and Germany is confidant of her citizen's safety, civilsed bilateral negotiations can begin at a time and place of your choosing in neutral Hungary. I have filed a memorandum with the Hungarian government and they agree to host this conference.

You've all signed agreements obliging you to stay here hell or high water. But you, Dietrich, want to go home. You're frightened and confused and you want to go back to Germany. This won't be counted against your record. You may be rewarded. But we want you to lodge a request to go home, right now. Just see what they say."

Around the German embassy in Besk, Milicja troops armed with TT-33-derived pistols rechambered for 9x19mm ammunition with reduced propellant load, Yugoslavian slide-action 12 gauge shotguns loaded with rubber bullets, and revolving grenade launchers loaded with smoke and tear-gas cannisters had set-up plastic barriers near the gates and had a couple of modified Hungarian FUG scout cars equipped with water cannon and tear-gas dispersal mortars ran infrequent circuits of the perimeter.
The continued approach of the German aircraft triggered a further response, however, and regular Army units were scrambled to the city's airport aboard several trucks and wheeled APCs. In the end, Bulgian Air Force jets did not engage the Germans, but several remained on patrol against further threats while a single MiG-23MLD interceptor flew along side the transport aircraft as soon as it entered Bulgian airspace, 23mm gunpack and R-60M Aphid-B short-range missiles armed. The Flogger's pilot, visible from the transport during to the nail-biting nearness of his flight-path, signals that he intends to escort the transport in to Besk International. It is even possible to see the stern and apparently displeased look on his face as his eye protection is raised.
From this distance the Germans may also note a few details about the Bulgian MiG, which appears to have undergone some domestic modification. Certainly the MiG-23s were acquired by the defunct People's Republic, probably in the late 1980s, in the MLD export form that incorporated some enhancements over the early-mark Flogger, such as look-down-shoot-down radar, but lacked the full upgrades of MiG-23s in Soviet service upgraded to fuller MLD standard. It is evident, however, that modest Bulgian aerospace industry managed to develop its own equivalents to the remaining Soviet-standard MLD upgrades, and the wings' leading edges clearly display saw-tooth modification to generate vortexes and increase agility. At close-quarters at least, a Bulgian Flogger may be a more serious opponent than first expected, depending of course on the state of pilot training.
Ultimately, the Germans will be allowed to land, but will find themselves met by 140 Army soldiers deployed to contain any hostility, and several 14.5mm KPV-mounting APCs waiting to escort them to the embassy several kilometres away.
Dietrich Koch will find only minor bureaucratic hurdles to his request to leave the country, which someone familiar to Eastern Europe's former Soviet bloc states will likely recognise well enough. He may or may not notice a Security Ministry tail placed on him, and will certainly find himself one of those travellers 'randomly' searched if he attempts to board a flight at this time, but is unlikely to suffer more than some inconvenience and a perhaps tiresome delay if he gives no further cause for suspicion.

Provoçe Square in central Terevesti was packed shoulder to shoulder with citizens dressed in red clothing and holding up Portraits of Provoçe and party and national flags and other banners and slogans which said
"All power to Provoçe, All power to Bulgislavia" and "Bulgislavia marches foward together!"
The square have oder 100,000 people assembled on it although up to 200,000 could fit on it. Provoçe and top officials were on a balcony near the top of the Hall of the Party, the government building. Provoçe was waving down to the thousands of people below who were near the front were clapping in unison while chanting
"Provoçe serves the people, The people serve Provoçe! Provoçe serves the people, The people serve Provoçe!"
Provoçe Then began speaking which made the square silent
"This parade is to honor our nations achievment and to come out to show support for our Party and system. We fought for our liberation from rightwing forces in the 40's and since then we have fought for this system. We have survived and been through so much... We must continue to serve the Party who will guide us to stability and peace, we all want peace here, We must remain nuetral and not get involved in anything outside Bulgislavia. ANything happening in our land does not concern the foriegners!"
With that the mass crowd began screaming and chanting pro government and pro communist chants, clapping in unison and thrusting foward the communist revolutionary salute of the clenched fist
Provoçe continued speaking about the achievments in all fields since 1946 and outlines new economic plans and gave promises of higher living standards and expressed optimism in the next 5 year plan due to begin in May which will go from 2008 - 2012. Provoçe then went on about patriotism, party values and loyalty to thier nation
then when the speech was finished the crowd was shifted back and the Avenue that ran along the front of the Hall of the Party facing out towards the square was filled with Marching soldiers, Floats of a demon like figure getting tramppled on by the typical worker and a group of young pioneers waving bouquets of red flowers while singing some simple communist Bulgislavian song on Party Morals.
Provoçe and the leadership continued to watch from the balcony giving friendly waves and with that the parade ended

Provoçe sat in a grand marble hall deep within the Hall of the Party. It was usually a hall where foriegn guests were invited for grand fiests but now it was being used to hold a grand fiest for Local and City party leaders to lift thier moral and confirm them the party has complete control.
The party leader of all the major cities, the director's of the Local Militia's and the Director of the Young Pioneers and other party run organisations were mingling in the grand marble hall... all the problems of the world and of current situations were NOT discussed but it was largely on everyones mind. Instead they talked about how their districts saw 7% growth and productivity (Largely distorted figures far from the truth)
After pleasant conversations of such topics they helped themselves to magnificent and decorative plates of lavish food stuffs imported from abroad.
The Banquet was interupted by the band playing in the backround which began on the Bulgislavian National Anthem and then a column of Young Children in their young pioneers uniform of red scarfs around thier necks, white tops and black trousers marched in with lavish gifts of Plates with Provoçe's face printed on them, A portrait painted by a Bulgislavian artist, a Rug and many other gifts were carried in by the children. They were put on a large table sitting below a Portrait of Provoçe and then they lined up before Provoçe himself put thier clenched right fists up to thier head's in salute of Provoçe recited together
"Long life to Provoçe! Long life to the Workers State!"
and then they gave a bow and filed out of the room, the Hall applauded and Provoçe smiled accepted boquets of flowers from some of the children.
The celebration continued for the rest of the night and Provoçe retired for the night feeling secure and uplifted, his moral had been boosted by the Daily events. HOWEVER Alia was even more dissillusioned with Provoçe then ever before

Glogauer slurped unceremoniously from a cup of coffee. He needed it: the action had been non-stop for the last couple of hours, and it wasn't over yet. Those Tirolers were still out there, and God only knew what was happening to them. But he needed to assemble the cabinet again, in preperation for the conference which would hopefully take place in Szeged, Southern Hungary within the coming week.
Things were getting so hectic that the Kaiser had abandoned his holiday in rural Brandenburg and had just arrived back in Berlin to review and approve the flurry of emergency measures being passed, a practical formality but a vital element of the German constitution.
As he dragged himself into the meeting room, an aide handed him the first draft of instructions for a German delegate to this conference. He flicked through them. The Bulgians were complying with his security agreement so far, so the terms would need to be softened considerably, but the principal of mostly concrete demands and up-in-the-air concessions could stand.
Over the international airport, outskirts of Besk
"This is German Imperial Airforce transport Edleweiss, number 781, requesting flight path for landing."
Krombacher turned to his company.

Ford 300s and Classics et cetera look to ordinary Bulgians a lot more like the sensible, down-to-earth workers' car ought to, though it might not be a bad idea to replace Ford badges with something else, perhaps Bulgian flags or the CPB's coat of arms. Capitalist brands are decidedly out of fashion!
Firms from Talemetros are invited to invest their advanced capital in the tar sands, to be paid-back through resulting revenue and eventually have their stakes taken-over by the Bulgian state. Besk agrees to peg the price for Talemetros at $50 per barrel regardless of any future increases on the market price for a period of five years with possibility for renegotiation after that date.
There is some delay over the light/heavy industry issue, the BCP still ironing out its long-term plans and the nature of its economic relationship with capitalist and Communist states.
Near Besk
The Germans are guided in more or less as normal except for the fact that, as they may see, Besk Airport's two runways are empty save for massing Army units, other air traffic having been redirected or put on a holding pattern, much to the annoyance of several hundred travellers.
The Flogger-K continues to loiter over the scene, and is joined in the air by an Mi-8 helicopter with two rocket-pods slung under its stub wings.
On the ground a Major in the Army will introduce himself as Jordanov and invite the Germans to join a convoy of four wheeled armoured vehicles heading for the embassy, while several dozen infantry wait with their trucks at the landing site, and snipers keep vigil as commercial aircraft are allowed to restart use of the second runway provided that no threats are detected in the German party.

We are very supportive of the idea of recieving your engineers to help us meet our electrical demands. The Comrade President Provoçe has announced a goal to meet out power demands by the year 2015 but in all honestly we are a long way off that target. We hope the construction of new hydro electric damns can help us along and reach our goals. Our engineers will be very happy to learn from more skilled technicians and engineers and learn new techniques. Once again we thank you for having an interest in friendly relations.
