Chapter 1 - Power in the Wrong Hands...

Senate Square

Atop the platform, 6 men and 2 women stood upright, waiting. Around them, massed media watched avidly along with thousands of citizens, kept in check by 120 black-uniformed soldiers of the flaming guard. Behind the platform in front of the entrance to the senate building, the setting sun illuminated a screen with numbers counting down to zero. 5, 4, 3, 2, 1….

The screen cut out, before displaying two charts of results. The man and women on the end of the stage leapt up and yelled, while an aide burst a bottle of champagne. The other candidates gave their applause underneath a sea of cheers and whistles from the crowd. The presidential and Consular elections had just concluded, with the two favorites wining: Fi’lo Disoi as the new president of Alfegos, and Mari'ol Wec'ante as the new consul of the senate.


2100 hours
The President’s Office

Fi’lo Di’soi sat in the luxurious leather chair of his predecessor, and looked at Mari’ol. She was a pretty woman, only 27 years old, yet with a remarkable political career. It was rumoured that many a minister had been seduced by her in her climb to power. She sipped from a blue glass flute of champagne as they watched the televisual commentary on the new president’s computer.

“You know as well as I do that we want to have power. We were lucky enough to have the democratic system in our favour. But now we are here, the highest of the high, what do we do? Do we want a lasting legacy, or a brief mention in the history books?” the president spoke.

“You know what I want. What we want. Complete control. And you know what we need for that.”

“Luckily, the system of laws in Alfegos comes into our favour. There is a little known law that allows us to permanently dissolve the people’s senate, leaving only me and you in charge, as well as a few advisors and the military heads. But we need a good reason.”

“The arrangement that our government has with the AUM is not currently known by the public. However, with a few words in edgeways and a rigged investigation, we can use them as a tool to our advantage, and then we will have true control.”

“Correct in that. We will discuss this further in the Star Chamber meeting, but for now we will celebrate. To us!”

“And we bring you the astonishing news that the senate of Alfegos has been disbanded until further notice and many former ministers are being held in custody after the ISS announced that the entire senate had links of some form with the notorious AUM. We go over to our correspondent at Senate Hall. Mi’soi, what do you have for us?”

“Well, this is the scene of an earlier press announcement (*cuts to earlier clip*) where the head of the ISS, along with the president, announced the reform of the government, due to senatorial corruption. While most are in prison, the foreign minister and the internal security minister are not included in those charged with corruption of varying degrees.
The new government proposed by the president is a more decisive form of government, where he and the advisors will make decisions for the country, until this situation can be resolved. In addition, the president wishes to remind all that there will be no job cuts or negative effects to the economy. Back to you in the studio.”

“Thankyou. Later, we will be discussing the effects of this ruling with a former head judge, but now to the rest of the headlines.”

The two new leaders sat with a representative of the AUM and the Minister for Secrets, a furious argument in progress.

“You had no right to do that! Remember the deal we had with your predecessor? We are to be allowed to do what we want outside the country in exchange for doing jobs for you and not operating in this country.”

“Yes, but recently we have noticed you have not followed that. The murder of a minister, that theft of nuclear weaponry, the raids that showed that you had safehouses dealing weapons, drugs and that across Alfegos, the plantations in the forests… we consider the deal over with.”

“Sod that!”

The man stood up, and fumbled in his belt for the pistol he normally carried, before he realised it had been left with the soldiers outside. The new president stood up.

“I am sorry mate, truly. But if that is what is going to happen…”

He smiled at the two others in the room as a section of black-uniformed Black Guard soldiers entered the room, their AF-07 rifles cocked and the safety’s off. One of the men smashed the butt of his rifle into the man’s stomach, causing him to double over as another hit him in the kidneys. He was dragged out of the room, while the president kept smiling.

“People of Alfegos, I wish to announce to you a new age of Alfegos. I will breach the code of my predecessors, by telling the people that the government had a deal with the AUM guaranteeing their perpetuation in Alfegos, which is why this has had to happen. We have purged the government in the only way possible: by cutting out the diseased parts. From now on, we have declared that, for the benefit of the people, the Consul and I will be the Protectors of Alfegos for life. We will have no more bickering from old men. We will have decisions to benefit you immediately.

Democracy is only the best form of government on paper. In reality, an autocratic government is the only way that Alfegos will become the superpower of Nova that it rightly deserves.

“This is ANN News, reporting from Polinapolis, where one of the protestors speaking out against the government was last seen at 2 o’clock this morning. According to police, it appears that this was carried out by highly organised criminals, and have implicated the AUM in this affair. Yet the surprisingly short time the police took to arrive here has been called in question by some.
At 4 O’clock this morning, residents heard a loud crack from a rifle, that has now been confirmed to have been using a Damirean round. Police have estimated that the gunman was atop a block of apartments over there, where no traces have been found yet of the gunman save for a half-burned letter headed with an official Damirean government header, and details in code that has yet to be broken.

The government will be issuing a statement later today to Damirez to co-operate with the investigation and to explain their action against legitimate protests.”

"As we are all aware, our government has run into a problem. That is why are all meeting here. To solve it.
As you know, we have three major stumbling blocks that we have hit..”

The two Protectors of Alfegos were sitting at the massive table in the star chamber, the holographic projector showing a constantly updating map of Alfegos. To their sides sat various ministers, who had been kept on after the senate reform. And facing them were 4 very wealthy businessmen, and the 4 heads of the armed forces.

“Our first problem that we find, as have all our predecessors, is the legacy of the First Civil War: the life expectancy is 10 years lower than the rest of Nova, and emigration has hit an all time high. We are unable to decontaminate the nation, so we rely on our health service. Since that was privatised by a former regime, to multiple Damirean companies, we have had an increase in patient waiting times and even had patients turned away from A&E departments due to being full.
The second, another legacy, is that of Milkavich. A megapolis of 102 million people, crammed into a ridiculously small area. A stain on the otherwise perfect apparel of Alfegos, we have tried all we can to solve it on our own, only to be let down in the extreme by what we used to call our allies: the international community.
Finally, the nation is in a period of economic stagnation: the change from Primary and Secondary industries to High Secondary and Tertiary has not worked. Many such jobs have been taken by Damirez in its period of being let into our nation, and give the sense of our nation being exploited by a foreign power. We rely on Damirez for our imports, and our exports. We have become too reliant, to the point that we are helpless infants suckling on the sick milk that is that of them.

What I have proposed to my advisors, and now to you, is that we take Damirez and feast on the spoils. Once there was a time that Alfegos was a superpower, its citizens dining on the sumptuous exports of its empire. Those days, due to the Liberalistic idiocy of Presidents, are over. With the financial support of our nation’s mighty industries, and the military support of my armies, we will take the oppressor and become a nation respected and feared by the rest of Nova.

The businessmen nodded, totally won over by the speech of the Protector. The military heads nodded in return.

“Then it begins. First, we will purge our nation of the filth that are Damireans and other foreigners, before we strike their nation with the weapons our predecessors were too cowardly to use. Only when we have fought ourselves have we dared used them. We will then walk in amongst the dead cities and take what was theirs for ourselves.”

”News fro around the world, live!”

A reporter appeared on the screened, obviously tired, but with a professional smile on her face.

”Earlier today, the elections in Alfegos finally came to an end and, after not such a tight race, the two favorites, Fi’lo Disoi for president, and Mari'ol Wec'ante for senate consul, obtained victory over their opponents…”

The programs were watched by many Damirans, many of them having vested interests in the nation of Alfegos, and some even family, the province of Polinas being heavily populated by Damiran citizens and home to a few military bases of the Principality. Despite the recent unrest faced by Alfegos, the investors held a confident air and continued to pour money into the reconstruction process and expansion of their already substantial holdings.

Although not all of Alfegos enjoyed the prosperity of Polinas, it was hoped that in time the Damiran Megacorporations will manage to expand themselves in the southern provinces of the country.

But above all the substantial gains that the wise investments made so far made for various Damiran investors, the thing that made the Damirans proud was the fact that the once poor north was now hailed as the richest area of Alfegos and that the Alfegan citizens in the area enjoyed all the benefits of freedom, many of them developing their own businesses with cheap credits offered by the Damiran banks. It was to such a standard that they aimed to bring the rest of the country at and already heavy investments in the rest of the country were starting to pay off.

”If we keep this up, there’s not going to be a fourth communist uprising, they’ll be too rich to care about ropes,” was a common joke at one of the universities that studied the recent Alfegan situation as a study case about the benefits of economic growth and foreign investment.

In one of the hidden rooms of the Principality, a few of the high level officials of the country did not share the optimism that prevailed throughout the populace. They were responsible with the wellbeing of the country and as such were used to see things beyond appearances and at this moment, many of them were troubled by what was happening in Alfegos.

”They’re both ambitious, not a bad thing in a politician, but we all know what happened when we last dealt with young ambitious politicians,” an old man spoke to his companions.

”Yes, we know,” another replied, barely hiding his frustration at the mention. It wasn’t bad enough that the man that caused one of the greatest diplomatic disturbances in the past decade because of love worked as a subordinate of him, but the old man HAD to bring the subject up at every meeting. ”Though, we’re not dealing with young, naïve and misdirected empresses now,” he added.
”Which is exactly what has me worried,” another voice interfered, ”They know what they want and as we have it so far, they know how to get it, just one look at their files will tell you that.”

”Certainly not the cleanest politicians we know, but then again there’s nothing new here,” the second voice spoke again, ”I just find the way they were elected and the obvious connections between the two as odd…”

”Indeed, it is fairly odd, but it’s not for us to judge, the Alfegans cast their vote and there was nothing in the campaign to say foul play to us, but,” the old voice stopped, tension building, ”We’ll keep our eyes open.”

The same hidden room, the same men, an increasingly state of worry, the predictions made not a week ago proving to be true.

”…power,”

”Why am I not surprised by what is happening?” this voice they all recognized, Liviu Librescu, by now a legend in Damiran politics, a shrewd diplomat and a cunning politician. ”It reminds me of Lab Class in high school, where mixing chemicals and teens usually resulted in a bang!”

Librescu was not the only unhappy about the whole affair. Alfegos was turning into a dictatorship and fast at it. This was not something that the country approved of, not something that bode well for the relations between the two nations, the deep commitment that Damirez had to democracy well known in the region.

”This is going to blow up the regional stability, again!” Librescu continued. It was as if Nova was cursed to be constantly plagued by one crisis or another and he was starting to get tired of it. ”What do you suggest gentlemen?”

”We’re obviously going to be the ones solving this one too,” someone grumbled, drawing the attention of the room on him, ”Might as well start preparing for all that’s coming,” he continued, this time louder, ”Hate to bring it to you, but I’m willing to bet that we’re going to be up to the neck in what’s going to happen next!”

”Perhaps…” the old man voiced his own thoughts, ”So far they have removed possible internal opposition, but that might change.”

The Principality was familiar with the criminal activity in Alfegos, the corruption that allowed the nefarious drug industry to thrive representing an obstacle for the development of the country. As it stood, numerous cover actions had to be taken to prevent the expansion of the criminal activity in the North of the country, actions that so far were quite successful.


24th February

For the past week the Principality started to take measure to safeguard its interests and citizens. It was clear by now that the self instated protectors of Alfegos were hostile to Damirez, mostly as a way to further their own interests and to satisfy their own deluded thirst for power, and as such from the very first signs actions were taken.


If there was one thing the Principality knew about deluded dictators was just that, the fact that they were deluded and the government was not one to take chances. As a result a silent evacuation of Damiran citizens had started in the south of the country and the northern bases were brought up to full alert, even though measures were taken to hide the increased state of awareness from the Alfegan officials who were to perceive what was happening as just a common occurrence.

But even as it stood, many refused to leave or were unable to, doctors in the already overcrowded hospitals owned by Damiran Companies refusing to abandon their patients and Alfegan counterparts already swamped by cases, wives or husbands that could not abandon their spouses or remove their children from all they knew. The number of Damirans in the south was significantly lower than those in the north, but even after the evacuation there were still to be a substantial number of them left in that area of the country.

At a school in the Northern area of a country a child with a Alfegan-Damiran parentage had other things to bother about, far from the worries of the adult world.

”I did it!” he yelled, drawing the attention of his classmates. ”Look guys, I can make Damiran official documents too!”

Earlier that day, news reports had flooded the network about supposedly Damiran paid terrorists shooting against protestors in Alfegos, evidence of the Principality’s involvement represented by some ‘official’ documents and by rounds available in almost the entire nation of Alfegos.

It didn’t take long for the internet to provide voiced tutorials of how to make your very own “Damiran Official documents; The Alfegan version!” a bit of work and even children were able to do it.

However, no matter how amusing, for that was what the poor attempts of framing The Principality were regarded as, the news were, it produced worry amongst the Damirans. For years now the various companies waged an uphill battle to improve conditions in Alfegos, the expansion of various companies, especially due to the damaged infrastructure in vast areas of Milkavich.

Nevertheless the Corporations continued to expand, some of them even offering free healthcare and schooling for the poorer citizens of Alfegos. Naturally, this was a hit to their profits, but in the long run it was expected that the investment was to pay off for both the Companies and the Alfegans.

”We’ll make them all rich!” the words of the student were spoken by a company representative, ”And get even richer ourselves!”

And now, all the plans for prosperity, all the good the Damirans had done was threatened by ambition, blind ambition that took not notice of the damage Alfegans did to their own country but only of those trying to mend the damage.

But the eyes of the Principality were not blind…

"So, plan 1957. Right..."

"Sir?"

"Contact Section 52 and tell them to start infiltrating Alfegos with those spies of theirs. Then I want one our our satelites pulled out of its standard orbit so it is monitering Alfegos. Then contact all the major defence companies and tell them to instigate plan 1957."

"Anything else, minister?"

"Move us to DEFCON 4. But otherwise, I believe that's all."

"Yes, sir."

"But the Black Guard were never intended for such things. The occasional political, maybe, but genocide?"
"Very well. You have been officially removed from this position of power you were in, and will now be terminated."

There was a crack and a loud hissing noise. The former Major-General of the Black Guard collapsed forward, a burnt patch from the TASERNET fired by a guard showing that he was now dead.

"Dispose of him, and bring in the next candidate. I will brief him alone."

"We bring breaking news that the Protectors have ordered all Damirean companies to leave the country, on the grounds of "Corruption" and "An Economic Invasion" that has left the country "A Slave to Damirez", and that they withdraw all assets from Alfegos immediately.

The Protector declined to be questioned by the media, except to give the statement that:

"Too long have we had to suckle from the cancerous breast of a foreign nation, who have infiltrated the entire nation and brought with them companies that have failed to solve the problems of our life expectancy crisis or deliver to us quality goods that we expected from an ally.
We will break our hold from them, and become great again by ourselves!"

After this, mass protests started across Alfegos, demanding the same as the president outside all Damirean superstores and the houses of prominent Damireans. The Black Guard have been seen to help the police in ensuring that these protests do not get out of hand.

The government propaganda machine, in collaboration with the popular rubbish of the tabloid newspapers, had begun to churn out anti-Damirean propaganda to appease the populace as to what would happen soon.

On the 25th of February, the titles read such things as "Damirean Products Result in Child Deaths", and "Damirean Cowards Flee Country". For the emigration of Damirean citizens had not gone unnoticed by the government, who had set up an operation of enormous and disgusting scale, to carry out the will of an all-too-powerful Dictator. The 29th of February was when the operation was to start: to "Ease Negotiations"

A democratic protester, of Damirean ancestry, tore down a poster stuck to the wall. It had only just been put up, and showed the slogan "Boycott Damirean Products - Save Our Industry!", next to a picture of an Alfegan worker making weaponry in a factory.

As he tore it up and stamped on it, he heard a quiet cough, and collapsed with a bullet in his leg. 4 uniformed Black Guardsmen ran over and dragged up off the floor, into the back of an APC. The doors closed as it raced off towards the Forest Road, and the new "Holding Camps".

"This is ANN 24, bringing you the breaking news that the government has announced plans to bring all Damirean nationals and those of Damirean ancestry into custody, over the dispute on economy that has wracked our streets with riots.
All Damirean citizens are told to hand themselves in peacefully to the authorities, or face arrest.
They are to be sent to holding centres in the Grand Fegos at Station Fego 6 and Fego 8, to be held until this matter can be resolved.

In addition, all Damirean companies have been forced to close until further notice, and all assets have been seized by the government."

Although we continue to support your effort to rebuild your country totally, I am forced to express my displeasure at the alarming civil and political rights abuses against Damirean nationals. I must urge in the strongest terms that you respect your nation's constitution and release all foriegn nationals. Further abuses could detrimentally affect the relationship between our two countries.

In total, Alfegos kept 2/3 of its aerofleet in the nation, with only about 1/12 of it active at any time. The rest were kept in the quiet shrines cut out of the mountains around Milkavich province or in New Alfegos in the Crescent mountains.

Inside one of these hangers, the Auxiliary Marshall was busy writing a communique to the Prevanian manufacturers of the majority of the smaller airships here, with only the Consul-class airships being made in Alfegos or modified from old Prevanian models. He was anxious about the faults he had heard about, and did not wish for them to infringe upon two entire elements of the Aerofleet: the Aerofrigates that acted as a majority of the nation's AA system, and the Aeropatrolcraft that acted as the fleet's eyes.
Above him, the hanger stretched out, with four levels of 8 Aeropatrolcraft in this section alone


RE: Systems Defects

We are disturbed as to the defect that you have highlighted, and wish to enquire whether this is a major flaw that could affect battle-readiness of the airships purchased from Prevania.
We will give you a window of 2 days to carry out the repairs to Alfegan airships, with a larger window for the airships held in New Alfegos. We expect you to arrive and carry out the work with the highest level of urgency.

We will be sending over a team of 100 technitions to fix the bug. Luckily, this should not take too long as it is not a physical problem - it is merely a problem with the programming. Specifically:
-The firewalls need upgrading
-There is an error in the steering systems that reduces the redundancy
-It has been found that optical fibre 1386 is too long and subject to much interferance from the RADAR and so needs a booster installed to increase signal clarity.

"It looks as if the Alfegos Aerofleet has taken our bait. We just need to wait for the reply to the comminique and we're in business."

The Minister of Peace sipped slowly at his drink.

"Oh, hang on! Before you go, tell me, are the troops ready?"

"Certainly, Minister. The 15 technitions we borrowed from Prevanian Aerospace are unhappy, but they'll play along. PiC has provided us with the nessisary virus and the cut-off equipment. The 85 Air Marines going in with them disguised as supplementary technitions are getting on well."

"Hmm... This window of opportinity to carry out the mission is small. We need as much time as possible. I sugest you send them off in a jet immediatly; we'll just have to assume the Alfegans will let them in."

"Yes, Minister"

That will be brilliant! Tell your men to land at Station Solace 1, where they will be escorted to where the majority of Prevanian-manufactured airships are kept in storage.
We expect you to be prompt, and will remind you that weaponry searches are in palce as a result of increased alert levels.

The main hanger in which the aerofrigates and aerodestroyers with the faults that had been pointed out by the Prevanians was a truly impenetrable fortress: the airship storage hangers were deep in the mountainside, with at least 800m of rock between them and the outside world. Surrounding the area were traps, minefields and hidden AA turrets, able to take out any intruder either missile or aircraft-based with an almost ceaseless barrage of missiles, controlled from bunkers cut deep into the bedrock of the area.
Here were also stationed the 1st Regiment of the Aeromarines, much further down in the mined rainforest, one of the three elite regiments criticised by external powers including Prevania as an imitation Prevania's awe-inspiring aeromarines, who were pretty much the only force that Prevania used in land battles.

Any army attempting to take these hangers would have to rely on suicidal rushes of tens of thousands of soldiers, or treachery. The latter would soon be going into play.

There has been a slight change of plans: you will not steal any airships.
Instead, you will use a demo pack smuggled into the facility by one of our agents to blow up the hydrogen storage tanks after having immobalised the airships. You will also be issued with cyanide tablets disguised as buttons upon your arrival.

Greatly concerning in this regard is also the fact that several military officials, known for their relative objectivity and professionalism have started vanishing, replaced with puppets of the new regime.

”Madness doesn’t always equal genius,”

”I wonder if they realize the stupidity of what they’re doing,” one of the Damiran investors mentioned off handedly to a friend of his. ”True, we’ll be losing money, but the country will be left in shambles if we withdraw our investments.”

”Not that easy to do, especially in the North, I don’t feel too happy about abandoning Polinas…”

And only moments afterwards the president of Alfegos held his most infamous speech yet. The insults he spewed reached those in Alfegos that found themselves unemployed or who had nothing better to do than waste their time in front of the TV set. The mob instinct manifested yet again and only hours afterwards crowds began protesting violently against Damirez, with a few small groups gathering in Polinas, the vast majority of the population looking at them as they would at aliens.

”Poor quality allegations! Is he lacking a few?!” Octavian Belisarius exclaimed as he watched the presidential speech. Damiran Companies considered poor quality a sin and for someone to accuse the quality of his products… ”This won’t do at all, especially when many Alfegan domestic products lack in that department!” it was not amusing to see the hard work of his companies belittled by a fool, not amusing at all, ”And where the heck are they going to get uncontaminated food from if they’re protesting against Damirans!?”

27th February

”…mobilization in process, expect the worst. Various suspicious activities noticed all throughout Alfegos, evacuation process taking up speed!”

Somewhere in the northern parts of Alfegos various ex military personnel was gathering. They had served with the Damiran Army but chose to remain in Alfegos or were native Alfegans that gained Damiran citizenship. They saw the signs and realized that something had to be done. In those moments, before the fall of darkness upon Alfegos, the Democratic Freedom Army appeared.

28th February

In Damirez the mobilization efforts were increased tenfold. Whilst diplomacy did its best at preventing a conflict, many were now advocating a first strike, already several battle groups had been assembled in the harbours and more were in international waters awaiting orders.

On the streets of Polinapolis, several riots started, strange cars vanishing under the anger of the crowds, many wounded citizens of Damiran descent appearing at hospitals.

There was one thought on Librescu’s mind in that moment, one dark thought ’We do not negotiate with terrorists!’ for he saw what was to happen.

Subject: Rising international tensions

The government of Etoile Arcture has noted a recent deterioration in relations between the People's Republic of Alfegos and the Principality of Damirez. We call upon all sides to work together in the interests of the common good to rebuild consensus and finding the best way to move forward to achieve security and long-term prosperity for all Alfegosian citizens and foreign nationals.

Recent public statements made by President Disoi have proven counter-productive to this aim, and in our opinion have contributed to rising tensions between Alfegosians and foreign citizens and workers in your nation. The government of Etoile Arcture is especially concerned for the ongoing safety and security of Damiren citizens in Polinas and elsewhere in Alfegos. We also deplore intimidation by Alfegosian security forces in Milkavich directed towards the civilian contractors and peacekeepers of the Etoile Arcture government.

We would therefore urgently seek discussions with high-level officials in Alfegos on how best to achieve security for our operations and Damiren interests, and further negotiations on what assistance of an economic kind that the Etoilian government may be able to provide.
