Yekaterinburg (Volodagrad), The CSN

The motorcade of black SUV's finally pulled to a stop after parading around the city for two hours. Tanya Victoria, the new Chairman of the state, had been talking to the people of Yekaterinburg and welcoming them to the new capital of the CSN in which a change of the cities name with respect to the first chairman had been made. Volodagrad, as it was now known, was already much larger and more prosperous than Kirov. The city was untouched by military hands and was hardly effected by the wars that left Kirov a pile of dirt. The city was beautiful, with the added effect of a light snow, and as the vehicles pulled up toward the capital building it shone bright in the dark of the early night.

Tanya had been awaiting this for sometime. Days ago she had offered a hand of diplomacy to the state of Infinacy and she was now getting her responce. The state accepted the offer to open talks and was now on its way of sending a delegate to the CSN. The new federal palace would have alot of work to be done before the arrival of the Infinacy delegate, however due to the special occasion of this being the day the city was declared the capital the talks would be done mainly outside the palace in the city where Tanya wanted to show the delegate that the state was not all left dust after the wars. Hopfully the Infinacy delegate would enjoy the culture of the nerotikan people, something she herself loved about her fellow citizens.

At the city airport the crowds, which were sparse to begin with, we seperated apart and the port was relativly closed down for the arrival of the delegate. Armed guardsmen lined the exit to an area that was left open for the Infinacy plane, the guards stood at attention in an almost strait lined up formation opening a pathway from where the plane would let off the delegate to where the man would enter one of the four federal SUV's and from there he would procede toward the palace where Miss Victoria hoped they would not stay.

President Dragoslav had been the Germanian-assigned Governor of Belgrade, or Beograd, during the days of the Reich. Even before that, he had always held considerably power and influence. A background heavily intertwined with various Armed Forces, he'd learned the rough way the game of negotiation. However, there wasn't much in sight for negotiations with the dynamically interesting Nerotikans. Having been intrigued by Russian history as of late, the President felt that it would be more or less a vacation from the norm. Smiling on that notion, he finished with settling in his jet and awaited for his journey to begin.

Some time later, Volodagrad International Airport

He could see the motorcade awaiting his arrival, and only began to imagine how many Nerotikans were waiting eagerly for his jet to arrive. Transfixed on the introduction he would make, he barely noticed a thing as the plane began to skid to a stop. As soon as the plane finished it's taxi to it's POD, Dragoslav stood and gave a sly remark over the spectacle that awaited outside -

"I can't tell which is more intimidating.. the Snow, or these Nerotikans." He smiled, and emerged from the jet. Giving the typical wave, he was hurried into one of the SUVs, where who knew what could be sitting inside.

Tanya was standing outside the palace surrounded by her three personal guards. The courtyard in front of her sat barron, it was a wide expance of a brick median which was in the middle of the long road that went from the palace gates up, around and to the doors. In the far distance the gates were being opened wide by the two gaurds that protected the enterance and a little futher the lights of one of the federal SUV's shone brightly.

The chairman smiled and stood strait awaiting the Infinacy president, of whome she had been informed would be coming. It was a surprise that the president himself of such a new nation would come to meet in place of a delegate, and yet this information gave her respect for this country that had risen from the ashes of the forth reich.

As the vehicles pulled up to the doors she began to step forward and opened the Infinacy's president's door herself, immidiatly welcoming him to Volodagrad and the capital of the CSN.

"Good evening and welcome to Nerotika. I hope the plane ride over didn't discourage you from our nation. The view from up there is not flattering at all, its much more interesting on the ground. Would you care to take a tour of this city? I myself have yet to see the entire downtown."

It was almost obvious she was neurvous at this encounter, speaking without a single breath she inhaled noticably deep once finished talking.

'Young blood..' he thought.

She was noticeably nervous, to the point of fouling up her movement. Upon hearing her question, he was quick to respond a bit sarcastically -

"Well, I've just finished quite a drive from your airport, perhaps it would be better to give me a tour of the grounds? I've heard quite a lot about this place.. besides, you wouldn't starve a fellow leader of such an experience, no?" He gave her reassuring smile, and figured he'd lay the diplomacy on her lightly for today.

"Yes...I suppose that would be nice. Although these bright lights and the way the building looks makes me feel more like royalty then a leader of the people." She began walking after waving the president to follow her and felt she needed to explain what she ment.

"See, im not much of a glamour person. After seeing the problems the CSN would face especially after going into a pointless war I had protested at first, small time stuff but my crowds grew and well...here I am." She smiled and gave a Taa-Daa kinda tone to the last words.

"You, however, come from a different respect. The forth reich was a powerful nation and even in its crumbled state you managed to unit the balkins before they fell to pieces. You've seen a small trace of whats occured here in my state, when we fell long ago we fell hard."

"I would not call it a small trace. Of course, your history mentions many a rise and fall. In fact, your country reminds me of the powerful Phoenix. It falls often, but able to resurrect from the ashes. This gives the Council State a sort of immortality, being that your people will always be among this world no matter how many times the country may dissipate." He gave her a heavy look, and sighed.

"Though, who am I kidding? We are all just among the ashes we call a 'Peaceful World'. It is self evident that our species can not maintain the status quo that is mutual existence. Rather, it must maintain this equisital state of War and Annihilation. We are our own black plague, our own disease. It is up to those who are able to maintain the status quo, or to die in attempting so." He had stopped looking at his female counterpart, and had been eying civilization which lay beyond these grounds. Letting out another heaving sigh, he let a glitter shine in his eye and the words which followed took a steep change in attitude.

"Enough of my philosophical meandering. We are here today to speak of our two nations' relations, and damn me if I ruin this perfect opportunity." He smiled, and continued "So, the basics are covered I assume.. our two countries agree to recognize the other.. So, what else shall we cover, Miss Victoria?" He continued his gazing over the grounds.

"Well, for one we can start with trade. Most of our industries are still controled by the state, we found that controlling the industry which supplies to the people was a better use of our resources rather then allowing them to fall to individual people who would most likely use the products for their own good. The Kirovian state counil which runs Rotik Industries has recently opened the door for exporting goods to other nations, natural gas and many metals are produced by Rotik industries along with a very large coal reserve that we right now have no use for. Our nuclear powerplants seem to run just fine as of now and when the time comes to switch powers we'll do gradually so really we don't need as much coal as we have produced."[i]

She took a long breath, then continued.

[i]"Of cource trading means simply that, trading. What would you offer us if you accept these resources?"
