"Our present military satellite network is as good as obsolete. The technology we are using is outdated and prone to failure. Whilst our systems are still operational today, who can say for tomorrow?" The woman was young, smartly dressed, and spoke with an air of authority the Deputy Minister of Defence found appealing, "We've had three satellites fall out of orbit so far this month, over a dozen so far this year. Our overall capacity falls with each piece of debris and whilst right now that is only damaging the amount of redundancy the systems have, we project that within three years the functionality of one of more networks will be impacted by the failures."
"So we launch more satellites then, to replace those we lose."
"We have been unable to do so since the revolution, comrade. Our last mission into space was almost a decade ago, under the old regime. Besides, even if we could launch, we have only four outdated satellites in our stores. My recommendation is that we approach the international community with a request for a replacement."
General Topolov drummed the top of his desk with his fingers. "Do it," his voice was firm, almost overbearing, "Let the world know our needs, I leave it in your capable hands."

The Republic of Kalmurstan is looking to replace its ageing military satellite network and as part of this process is issuing a Request for Proposal to the international community. Our requirements for the system are as follows:
High resolution photography
Communications eavesdropping
Secure military communications
Detection of missile launches
Secure navigational data
Preferably, these should be spread across multiple platforms with built-in redundancy. In addition, we would require launch capacity to place the resulting equipment into orbit to be provided by the successful contractor.
(OOC: I'm after something with some form of role-play here. I don't just want to be directed to a storefront and told "Buy this, tuppence a bag". Let's see if we can't role-play something at least vaguely resembling an arms contract, ta.)
