The Imperator looked with concern at the sheaf of papers stacked before him. All on the situation in Proto-Laurasia. The new protectorate of Faxanavia had been decimated by the war, ripped apart by the ferocious counter-attack launched by Faxanavia after the Proto-Laurasians had foolishly declared war. Now, he needed to rebuild it. Certainly, Faxanavia was working on it- trillions of dollars were being moved, poured into the Proto-Laurasian economy, aid packages for those without homes, and helping to rebuild destroyed buildings. But, they needed more. Suddenly, an idea struck him. Sitting down at his typewriter, he began to click out a message to the world.

The Orwellian Meritocracy of Faxanavia greets the world in this open letter to all. Due to recent events, the Orwellian Meritocracy has come into control of a small nation known as Proto-Laurasia as its protectorate. This country has been ravaged by the war they attempted to wage upon us, and lies in ruins. It is because of this that we have decided to open this new protectorate up to foreign investment. We wish to invigorate the economy, to begin rebuilding it, and to make it greater. We now open it to the world. Any companies interested in investing in Proto-Laurasia should respond ASAP to this open letter. All requests will be reviewed and summarily denied or accepted. Thankyou for your time.

With the word of the opening of Proto-Laurasia, eager Errikan companies rushed to get into the new, fresh markets, and equally eager Errikans moved in the thousands to take similar advantage of the situation. The companies built roads and buildings, opened stores and banks, and variously employed locals and sold necessary goods and services for notably low prices. The contractors settlers took up some of these jobs, particularly those that required certain skills, worked to train locals in marketable skills, and helped the region to heal and redevelop.

The DIW is expanding its construction base and is in need of new facilities. Our proposal is to build a new shipyard in Proto- Laurasia. This facility would feature eight 200m long covered drydocks, for use in building and repairing the Delkorian Navy's submarine fleet. The facility also would include a manufacturing plant, storage warehouses, helicopter landing pad, and nuclear fuel storage building.
This shipyard would be a major benefit to Proto-Laurasia. It will generate thousands of new, skilled jobs and boost the local economy. An added benefit would be naval protection provided by the Delkorian Navy. Submarines would make routine stops for supplies and maintance, and assuming you allow it, their crews would take the maintance time to visit your cities, injecting more income into your economy. Our military personel are well-manored and would respect your country and its people, and not cause any trouble.
