The City of the Blessed would like to make an offer that you can't refuse. We are willing to lease all parking meters in the city to outside companies, persons, or nations. The minimum number of parking meters you can lease is 1,000. We have 1,000,000 in the city. We shall lease them for $1,000 a year, per unit. You may set what ever price you wish on your meters, at an hourly rate, I.E. you can't charge per day, or week or anything like that; and will be responsible for maintenance. On average, at the current rate of .10 Nokka per hour, the city makes $876,000,000 a year from the parking meters. This is an investment that you can't pass up. We shall await for response from your people.

Upon review of the potential profit and the cost of leasing the parking meters, as well as the maintenance costs, we have determined that the current cost is unacceptable. Instead, we propose that every ten cents of every dollar earned by this method will be given to the Beatus to represent a more fair rate for the parking meters.

That would not help, as we are trying to make more money, not less, we are sorry, but this deal is unacceptable, as we could make more of a profit running them ourselves at the current rate.

Your offer is acceptable. The total comes to $1,000,000,000 a year. We hope you are satisfied with your units. Once payment has been received you shall be responsible for all units for the one year period. If you fail to fufill your payment for the next year before the previous agreement is ended, we cannot ensure the same deal as you now have, so don't procrastinate when renewing your contract.
