A Message to Neo-Ixania (Attention Neo-Ixania)

IN CHARACTER:
After the Imperial Gala that the Neo-Ixanian government had hosted, the Foreign Minister had decided to further the cause of building relations with the nation that had been so gracious as to invite him over. He called a conference with his relevant personnel and began to hold a series of meetings regarding the future state of relations with Neo-Ixania. He began to assemble his staff in mid-January, and he later held a meeting on February 2. After the conclusion of the meeting, he then decided to make a statement to the King and Queen at the daily Cabinet meetings that took place in the capital.
Mr. Carter requested that Mr. Sullivan, the newly appointed Ambassador to Neo-Ixania , would be permitted to attend the meeting. His request was duly granted, as there was a common belief that Mr. Sullivan's presence at the meeting would bring to light any reasons for a new formation of relations. On that day, Mr. Sullivan decided to present what he had observed, and soon he had written a ten page report on the matter to be presented at the meeting. He had much confidence in the work that he was about to carry out.
Once the meeting had been opened, the various Ministers made their reports of what needed to be addressed. While the meeting had become a lengthy affair due to the necessary material presented by the Defense Minister in regard to the amount and nature of the materials sent to the Free Republic of Lamoni as a part of the recent treaty, the meeting was nonetheless brought to a conclusion within a few hours. During the period of time in which Mr. Carter spoke, he shared his opinions about what was to be done in order to further a relationship with the Neo-Ixanian government.
Mr. Carter was the first to speak.
"As you may all now be well aware, the government of Neo-Ixania has hosted a diplomatic event. As the Empress of the country had wished to point out, she has a desire to meet with foreign governments and to build relations with the peoples of the world. The Neo-Ixanian government has the potential to provide the Monavian Empire with a rich source of friendship and international standing. As out foreign standing has begun to weaken in the past decade or so, I believe that this may be an opportunity to reverse the effects of a declining level of influence.
"I have met with Mr. Robert Farrington and with the Ambassadoe to Neo-Ixania, Mr. Herbert Sullivan. They have both voiced support for a union of friendship with our global neighbors, and as the times have shown, simply sitting by and watching world events alone will not improve or further our ability to build a positive world image. We must show our ability to be a friendly force in the world to our neighbors. My staff have held meetings on the issue, and they offer their concurrence.
"I therefore wish for Mr. Sullivan to present his case to Your Majesties, and to give you the information and opportunities to decide for yourselves what you wish to have done."
Mr. Carter had now finished, and motioned for Mr. Sullivan to present his needed information. Once he had assumed his seat again, Mr. Sullivan rose up and read from the rostrum at the end of the chamber. He took his report out from a large folder, which was kept inside his black attache case, and began to read off his findings and accounts of the events that had transpired at the Gala.
Among the highlights of the Gala were the meeting with the Empress of Neo-Ixania, and the meeting with the Emperor of Achae-Ottonia. He presented what he knew about the officials in Neo-Ixania, and also provided details about how the possibility of a treaty with Neo-Ixania could be achieved. He told the Cabinet and the King and Queen all that they needed to know about Neo-Ixania.
Once the portion of the meeting that was reserved for reports was concluded, the series of motions and decisions that the monarchs had to make was laid out for later in the day. The meeting was adjourned shortly afterwards.
The next day, Mr. Carter received a message from the palace secretary. It simply read:
To the Right Honorable Mr. Frank Carter, Minister of Foreign Affairs,
His Majesty the King and his wife, Her Majesty the Queen, have wished to inform you that they have considered the idea of hosting a visit for Neo-Ixanian officials to visit Monavia. They wish for you to send a letter inquiring about the matter to the Neo-Ixanian government. If you have nay quiestions, you may send me a letter back.

OOC: Ivan Rucinsky is at the Global Leadership Summit; but I think he can also visit Monavia.
Ivan Rucinsky looked at the picture of his wife and children that was on his desk as he read the reports that his secretary put on his desk earlier in the day. After his visit to Meadonia had been finished, he had to return to a life of managing diplomacy with other nations, reading reports, and creating friendships; though he did want to be with his family. During the day, he was on the phone with his wife when his secretary walked into the room with a letter from Monavia. He excused himself from the conversation with his wife and read the letter. "This is an invitation to Monavia." Ivan said calmly to himself as he studied the letter for several minutes. When he finished, he told his secretary that he would be going to Monavia. That night, he sat with his wife and children at the dinner table. "I will be visiting Monavia tomorrow."
His wife, a luscious brunette in her thirties looked both saddened and angered by this news from her husband. "You said you were going to spend time with us, Ivan." Ivan sighed and rubbed the back of his neck for a few seconds; he became filled with empathy. "I am sorry, Valeriya, but I have to do my duty. I promise that we will spend time together when I return."
Valeriya sighed but understood that her husband needed to serve his government. "I understand, Ivan. I hope you have a good time in Monavis; please be careful." IVan reassured his wife with a smile before he continued to eat his dinner.
The next day, he said goodbye to his family and walked onto a plane that was waiting for him at the airport. He took his seat and looked out the window to see his wife and children waving at him. As the plane began to fly into the air, he gradually became unable to see them.

On that day, the Transportation Department sent some travel information regarding the way that could be traveled to Monavian territory. The fact of the matter was that any trip by plane would take much time, and having friendly territory to land in for refueling was crucial to a safe journey to the country. Mr. Rucinsky was releived to see the sight of an approaching airfield.
A radio transmission was later sent via relay stations to the airfield. It was sent by the Foreign Affairs Ministry to the airfield to be transmitted to Mr. Rucinsky. He was immediately informed of the message, and was given an earpiece to listen into.
"This message is for Ivan Rucinsky. If he is present, I would wish him to know that the airport in Chalcedon is the current destination of the airplane carrying him to Monavia. He will be awaited in the capital by a delegation and the royal entourage when the plane arrives. Until then, I wish him good luck and a safe journey."
The radio message was finished, and Mr. Rucinsky put down the earpiece. He went back to his plane to prepare himself for dinner that night.

Ivan thought about his family as he ate dinner that night; he was thinking about purchasing a gift for his wife while he visited Monavia and he was thinking about the meeting; picturing it in his mind. His plan was to seek free trade, an education program and less restrictions on tourists. He looked in his briefcase to make sure he had brought everything he needed with him. In his pocket, he had a wallet filled with money and pictures of his family. He went to sleep that night with thoughts of the meeting in his mind.
The next day, Ivan awoke to the news that the plane would be landing at the airport in Chalcedon in the afternoon. He ate a decent breakfast and prepared for his meeting; picturing it in his mind. When the plane landed, he walked out of the plane with his briefcase and began waiting to be greeted by the Monavians; he thought about his chances of meeting the King and Queen of Monavia; if he did meet them, he would be polite and respectful.

The plane landed in Chalcedon the next day at aroung ten o'clock in the morning. It taxied towards the terminal where the passengers would disembark into the airport building. When Mr. Rucinsky left the plane, he was greeted by the Foreign Minister, Mr. Frank Carter at the exit. He graciously bowed and then offered to introduce him to the King and Queen.
"Mr. Ivan Rucinsky, I presume?" he asked.

Ivan shook hands with the Chancellor before he began walking towards the King and Queen of Monavia. He bowed respectfully to the monarchs and smiled at them. "It is a pleasure to meet you, King Charles and Queen Elizabeth. I hope that our nations can become friends in this world."

Mr. Carter now advanced forward to stand closer to Mr. Rucinsky. He shook hands with him and escorted him down the hallway of the concourse to a room about a hundred feet down the hall. He turned towards a room full of seats, which was part of another airport gate for boarding planes. He stopped, and bade Mr. Rucinsky to wait for a moment. He then returned seconds later with Chancellor Hanover and the King and Queen.
The King, Queen, and Chancellor all wore morning dress, and stopped to greet Mr. Rucinsky. Four members of the Royal Guard stood as sentries at either end of the room. Chancellor Hanover now bade Mr. Rucinsky good day.
"Mr. Carter, I presume this is Mr. Rucinsky. I am most pleased to meet him. I am Chancellor Richard Hanover."

"Hello Mr. Rucinsky, it is a pleasure to meet you." said King Charles. He was grateful to have such reliable friends in the international community. He then sat down in one of the terminal seats. Queen Elizabeth spoke to Mr. Rucinsky next.
"I believe that you are Mr. Rucinsky, the Foreign Minister of Neo-Ixania. I bid you good day, and trust that you are well. Have you had a good flight to the country?" the Queen asked.

Ivan took his seat and looked at the Queen with a smile on his face. "Yes, I am Ivan Rucinsky, the Foreign Minister of Neo-Ixania. I am well, Your Majesty, and hope that you have had a good day. My flight was good and it is nice to be here...though my wife hoped I would be staying in Neo-Ixania this week. I am interested in having a tour of Monavia or, at least, the capital city if possible."

The Queen now got up and began to proceed to the end of the room. The King also got up and followed he, and then the whole party proceeded to exit the building, and travel towards the motorcade, which would take them to the palace.

Ivan followed the Queen and the others towards the motorcade; he was glad to have met the Monavian monarchs and that a tour of the city could be arranged. Taking his seat in the limosuine, he looked out the window and waited for the chauffer to begin driving to the palace; thinking about the meeting and who would be in the limosuine with him.

The limosine left for the palace at about noon. The passengers were seated in a cool and well stocked cabin. All was well for the time being. After about thirty minutes, the limosine arrived at the palace and the passengers filed out, and entered into the grounds. Besided the lavish fountains and flower beds that stood in front of the palace, there was a gand display of architectural innovation spread out before Mr. Rucinsky.
The royal palace was a truly remarkable sight to behold. It was built in the neoclassical sgtyle, with Baroque and federalist accents to its design. It was well over 350 feet wide at the entrance, the center fifty feet was taken by a portico with six columns. They were each sculpted of the finest white marble.
The impressive ediface was considered to be the pinnicle of engineering at the time when it was built, but it had been eclipsed by new construction projects in both scale and cost. As Mr. Rucinsky was most observant, the monarchs expected him to comment of the state of the palace. They now began to walk toward the front steps, which were flanked by four massive stone columns, each having a square shape, and standing twenty feet high. Upon each one was set a bronze brazier, filled with oil, which functioned as a decorative torch, and provided light and heat to people standing outside in the cold winter weather.
The party now ascended the steps to the front entrance.

Walking up the steps to the front entrance, Ivan had a smile on his face as he looked at the stone columns; truly the Monavian monarchs had a way with building palaces but he knew it was all to be expected from royalty; extravagance, wonder and splendour was posessed by royalty in any monarchist nation. Entering the palace, Ivan smiled at the King and Queen; complimenting their choice in a home. "I must say that this is a sight to behold; but yet I am not that enthusiastic. I thank you for taking the time to meet with me; it is a pleasure to meet the monarchs of the world and their consorts."

The Monavian King and Queen were flattered by the kind words of Mr. Rucinsky. They now proceeded to unlock the front doors, and walked past the two guards that stood on either side of the doors. Once the monarchs had entered, they ushered in mr. Rucinsky and his staff, so that they may enter the building. The two guards shut the doors behind the group.
The party had now advanced towards the center of the entrance hall, which was furnished in solid marble throughout. In the center of the hall was a circualr fountain, made of white marble, and surmounted by an ornate statue, which was wrought and cast from pure gold. The statue, which depicted an angel blowing a trumpet, was one of the older fixtures in the palace, having been made in the seventeenth century.
As the party reached the fountain, Queen Elizabeth suddenly turned to face Mr. Rucinsky. "I humbly welcome you to our home." she said warmly.

"We may begin our meeting in just a few minutes, and we will be able to assist you in being able to have a successful time with us," said the Queen. "I will show you to the diplomatic reeception room, which is on the ground floor. It is this way," she continued, as she showed his to a room that was a few doors down the hall from the main entrance hall.
They arrived in the room that the Queen had mentioned, and then they settled down in there to begin their discussion.
