President Andrews had partied into the night. He had just been elected the 145th President of Orbath. He replaced a President whom had served two terms and in his mind, had done many great things for the nation but in the end, threatened to bring it down. Andrews truly believed that if he hadn't been elected, the nation would have become an economic wasteland and a haven for crime. This was because of the Cripistan conflict. Originally, the mission was to prevent the Cripistanis from invading nearby Kurr. The mission rapidly changed when the nation took up arms and revolted against the government, quickly separating the nation into different territories either controlled by rebels, warlords or in total anarchy. When Orbath's mission plan rapidly changed, its forces were not equipped to fighting asymmetric warfare. At first it worked out, the missions carried out were of the same type that would be carried out against a regular military. Eventually though, as Orbath spread into the nation, soldiers found themselves locked in guerrilla combat with rebels both in the jungles and on the streets. Not only were the soldiers not prepared, they were outnumbered. The good thing was that resistance still proved to be very weak and reinforcements began to arrive.
Not long after things looked good, two rival rebel groups, the CRU and the CC began fierce fighting inland. Unable to stand idly by, especially after the destruction of an entire village by the CRU, Orbath stepped in. Once again though, forces were stretched and not properly trained, which lead to many casualties. As it stands today, units have halted along a riverbank in the CRU and are holding positions. Units in the south have established a port and a supply route nearly leading to southern CRU territory. However, despite all this, fighting continues between rival states. The simple fact is, over 75% of civilians are now opposed to the mission, 65% percent of soldiers are opposed and it is simply not economically feasible to continue this fight. Already there has been some rationing in Orbath and industries are simply not able to continue to provide, both for Orbathians and Cripistanis.
While two Presidential candidates planned to remain in Cripistan, Andrews goal was to remove soldiers as fast as possible, without causing a major power vacuum. This is why, only weeks after being elected, he sent this telegram;

I hereby announce that the nation of Orbath can no longer take part in this conflict. It has become to big a burden and threatens to bury our fair nation. We wish to invite all of you to a diplomatic conference. We understand transportation is limited and security is an issue, therefore, any representative requiring transport so reply. In addition, for security reasons, this conference will take place aboard the ONS Overstrike, positioned off of the northern coast of Cripistan. I look forward to meeting with you all.

The standard medium range transport for important Errikan staff—particularly commonly on diplomatic missions—was a seemingly simple, seemingly ordinary helicopter. Powerful, relatively fuel efficient and relatively quiet, not to mention simple to manufacture given the availability of facilities, it was actually another feature that was highly valued. But that will be examined later.
It was these helicopters that now dove from the cloudbank towards the Orbathan ship, the ONS Overstrike, sending in a request to land.
The helicopter was granted clearance and as it landed, the usual honor guard, a platoon, marched onto the flight deck. Dressed in ceremonial naval dress, their golden buttons gleaming in the sunlight. It would be them who would escort the diplomat into the bowels of the ship for the discussion.

The small Errikan diplomatic mission exited the helicopter, walking onto the deck of the ship. They were led by Joshua Patton, the very same diplomat who had co-led the previous mission meeting with the Orbathians. The delegation was impressed by the formality of the honor guard, and followed them.
Patton and his cohorts were lead through a winding twisting maze of steel to a more friendly room. Wood panels covered the unforgiving steel walls and upon them, hung paintings of Admirals of old, and famous ships. In the middle of the smallish room was a large cherry stained table surrounded by fancy, high backed, office style chairs.
Sitting at one end of the table was not the General from before, but a man in a high class, dark expensive suit.

“Hello,” the diplomat said civilly, extending a gloved hand to the general, “I am Joshua Patton, the head Errikan civil official for this mission.”
The man rose, shaking Patton's hand.
''I'm Rick Federov, diplomatic representative for Orbath, Please be seated.''
The lighting in the room increased slightly. Patton would likely be able to see the scarred face of Rick. He looked as though he belonged in a gang not in a meeting such as the one he was in.
''Do you mind if I smoke? Can I get you a drink?''
Without waiting for an answer he pulled a bottle of whisky from what seemed like out of nowhere. He set it on the table and waited for an answer.
''I'm certain you know why we have asked you to be here. Unfortuantly, it is to late for a transition, this battle group is the last of the Orbathian forces within the region. We are still interested in assisting with the transition though it is unlikely that any forces will be deployed.''

Patton took his seat, briefly studying Federov; his face was certainly worth noting, the peculiar scarring probably being a good story, albeit one for another time. He noted more than that, however, taking into account his form, how he held himself, and other such, more subtle signs of the kind of person he was dealing with.
“Of course not, feel free,” he said, certainly not being one to object to smoking. Patton himself was a fan of good cigars, a taste far from uncommon amongst Errikan men, “And whiskey will be fine, thank you.”
After receiving his drink, Patton leaned forward, taking the glass in his hands.
“We understand, of course, that no further use of force or extension of occupation on your part will . . . be forthcoming. It would be unreasonable of us to expect for you to delay your withdrawal, given your domestic circumstances. And we are not unreasonable.
“However, the Empire does wish to avoid a collapse, a fall of all of the progress that has been made. We do understand that avoiding any fallout whatsoever from the withdrawal is impossible, but we wish to limit the destruction and chaos, establish a smooth transition. Thus we were hoping to maintain your connections, to leverage your prior influence to establish a new equilibrium—a new order on the island, which would continue the progress.”
Federov grinned slightly, lighting a large cigar and offering one to Patton.

“Thank you,” he said, gladly taking the cigar, before answering, “Perhaps you could provide us with your contacts, introduce us; we can make it clear that we are not allowing a destructive power vacuum, that they can gain more by cooperating than through selfish power grabs and squabbling. Also, we also request that you allow us to move in as you withdraw further, effectively taking up the position you are leaving without delay.”

“We have a well developed system, a well developed bureaucracy (one of our few such national bureaucracies) to handle these matters, so we should be most capable of handling them in a relatively timely matter. If you think there should be any sort of priority, though, to ease the process, then we are most open to recommendations. In the past, we have done the best with their military leaders, though the military leaders had disproportionate sway over the local population due to the nature of their migration.”

“It truly can be sobering, dealing with such people groups,” Patton said, taking a drink of the whiskey, “Our past Imperial experiences have taught us those lessons well. One needs to understand the political culture of the people; unfortunately, sometimes all they respect is force. We have to compensate for that while still endeavoring to instill western values of rule of law and democratic institutions, so as to provide liberty and stability. That is certainly a major task.
