It is a great pleasure and a great honour to write to you today, I hope this letter finds you in good standing and your nation in good fortune. I am Rising Tiger, Supreme Honoured Parceltongue of the Tribal Chiefdom of Vetaka, Supreme Commanding Admiral in Chief of the Vetakan Defence Forces and Second to the Throne of the Chieftain of the White Phoenix Tribe. But to you my English name is Daniel Gary Pearce . I write to you today to formally and warmly invite you to join leaders from around the world in the Vetakan Capital of New Theeb to discuss the issue of Human Dignity and in particulary Slavery around the World.

As the invitation confirms this proposed summit will be the Third of such events to be held within New Theeb the second of which was a resounding success and concluded with the formation of the Theeb Accords and the Strando Protocal which addressed key Human Rights standards and also set the precedent for fighting Slavery via peaceful and diplomatic means.

It is my hope that with you and your nation at this conference together we may find a peaceful solution and make progress towards addressing Human Dignity and the Universal International Abolishment of Slavery. No matter whether you are a staunch supporter of Human Rights and Anti Slavery or you are strong well founded supporter of Human Rights Abuse and Slavery I still warmly invite you to New Theeb to participate in this event. Such supporters of Slavery shall not be judged or obliged to make any sort of Anti Slavery Sentiment the world wishes to understand and I like all leaders wish to avoid war it is with working with all nations from across the spectrum and across the world that such things as the initial Theeb Accords where founded. Nations and Organizations throughout history have always understandably sort to better themselves through trade and the acquisition of wealth and as such they have turned to the Trade of Human Beings in order to achieve such acquisition. The Theeb Accords and most notably the Strando Protocol understand this and seek not to preach or convert but to understand. With aid via the Strando Protocol a nation can better itself through other means and thus abolish their individual Slave Trading policies.

Security of the Summit and all Delegates is of paramount importance to the Vetakan Government as such a well planned, well tested and capable Security Operation is proposed Led by a Joint Security Operation of a number of different Agencies. Primarily security will be provided by the Vetakan Defence Force which includes the Vetakan Police Department and Emergency Services. In total the Vetakan Security commitment alone will number a total of 750,000 Personnel including the 1st Vetakan Defence Force Battlegroup, VDF Strategic Assualt Group and 750 Naval Combatants. Further to this security forces from the nation of Mes Des Ennuis will also be involved. Also as part of the Vetakan Governments commitment to the Neutrality and Fairness of the Summit, forces from the Ennusisian Military will be providing security to locations where delegates will live and sleep during the Conference.

Due to accomdation, general space issues and security issues within the Vetakan Capital it is unfortunate that all potential delagations are limited to no more that 10 personal these being 1 Chief Delagate, 4 aides and support staff and no more than 5 security personal whom shall be restricted to 9mm Pistols of which most be declared and registered on arrival at New Theeb. All Personal must register and identify themselves with the Vetakan Department of Foreign Affairs and must ensure they retain Idenfitication upon their person at all times in order for Diplomatic Immunity to be granted. I must make it clear Vetaka shall be operating a zero tolerance policy on all bad behaviour and foul play by any delegation if such behaviour is encounted it will be dealt with swiftly, sternly and fairly. It should also be noted that under Vetakan Diplomatic Law, Diplomatic Immunity can be revoked at any time however it can only be revoked by the Tribal Council, Parceltongues or the Supreme Operational Commander of the Vetakan Defence Force.


The Summit itself will be around 2 days in length and will not follow a strict timetable however the Summit will follow this proposed Intinery:

Here delagates will have a chance to taste cruisene from around the world, they will also have the opportunity to meet the hosts and other delagtes. It should be noted that Vetakan Catering will have the capacity to produce most international and national dishes. However should we be unable to cater for all needs we only need a recipe and it can be produced.

Welcome Presentation and Induction from Honoured Parceltongue Daniel Pearce and Madame Christine Lind Friedrich, Stewardess of the Revolution for the Revolutionary Commonwealth of Wagdog and its' Dominions: .

Here the hosts will make a presentation introducing the Theeb Accords and the Strando Protocal to all nations be they signatories or not. The hosts will present key facts and figures regarding the Accords and how they have helped in the solving the problem over the past 15 years. They will also outline what they hope the Third Theeb Conference will achieve.

“Slavery through the eyes of a Slave”

A presentation by Dr Bridget Smith on Slvaery through the eyes of a freed Slave. Dr Smith has had first hand experience as a Slave. She managed to escape from the Stratorian Slave Camps 16 years ago and stowaway aboard a Vetakan Cargo Ship. Since her arrival in Vetaka she has passionately fought Slavery particularly in her native Strator. She has also provided aid, support and advice to the Vetakan Government and Military. Dr Smith currently heads the Theeb Accords and Strando Protocal Division of the Vetakan Foreign Affairs and has recently turned down appointment of Head of Foreign Affairs in order to maintain he work against Slavery. Dr Smith is patron of the Vetakan Anti Slavery Charity “Free Minds” and is also a Part Time Professor of International Relations at the University of New Theeb

“Party at the Palace”

A Gala Ball complete with Ball Gowns, Tuxedo and Tribal Robes. Featuring live music from Vetakan and International Musicians from around the world. Tribal Chieftain Quicksilver hosts a magical formal ball for the delegates offering them the chance to unwind and meet eachother. With a Venue like the Palace of Peace we are sure this will not be an event to be missed.

Breakfast and a Proposal

The hosts will serve breakfast to all delegates and propose an amended Theeb Accords and Strando Protocal. From here the proposed timetable ends and all delegates will have a chance to discuss the proposal and propose amendments to it.

Third Spanish States has suffered much due to the dregs of mankind who engage in such businesses. Slavers took refuge in our littoral forests to conduct their despicable business by using them as a middle point for the offloading of slaves from the America's Third World to Europe. The 17th Libertardores was created to eliminate the dregs of mankind who conduct such operations, fight against slavery in lawless no man's lands and free all slaves that are held in our territory. We have managed to free about 50,000 victims of these oppressors and to eliminate about 5,000 slavers in the last year, but they have become more elusive and hard to detect in the latest months. As long as there is one slaver breathing and one slave yet to be freed in our nation of Freedom and True Democracy we shall continue our struggle. All citizens fight against the abomination of Slavery which insist to remain, even in our 21st century. I have personally led fifteen missions against slaver hidden camps and my squad has freed a hundred of slaves who now were granted full civilian rights in Third Spanish States as refugees, or sent back to their countries if they preferred it. I personally believe slavery is a crime against humanity as or perhaps even more abominable than genocide, and I will be honest, I hold no remorse regarding the slavers I killed during my missions.

I would be honored to participate in this conference against slavery and to represent Third Spanish States, as it seems our previous requests to sign the Accords were not answered yet due to the reason we lack prisons, but we have a death penalty against heinous crimes for which any attempts of rehabilitation would be wasteful. I will trust in your security and in my own combat experience, although I request you authorization to bring a 5.7mm FN P90 PDW and a 5.7mm FN Five-seveN pistol and two or three 5.7mm magazines with me, as my nation is in the opposite spectrum of gun control and I prefer to have a sense of personal safety.

If it is my opinion you desire on this matter, I freely give it to all who will hear it. I see that you are willing to have an intellegent conversation on this rather controversial matter, unlike so many others whom I have dealt with, and as a result am truly intrigued. I shall attend the Theeb Accords and bring with me all of the knowledge of this subject contained within the Imperium as well as the official stance of the Imperium. You shall have my opinion and that of the Doomani people. I trust that you and the other attendees of the conference are already aware of this opinion, and although I am certain I shall be met with hostility by some, I have faith that others will see reason and logic.

Also sent with the message was a secondary communique by Maximus' head of security, Prefect Titus Artorius Dives. The message expressed concern over the Imperator's safety within a nation renowned for its positions that tended to be the polar opposite of the Imperium's, citing that his circumstances at the conference were far different from those of the other delegates, and making a firm demand that Maximus' guard detail be double the allotted size as well as being allowed to carry automatic weapons. He stated that he was no so much concerned about a large force attacking, which was what the Vetakan government was apparently more worried about as evidenced by their mass deployment of soldiers, so much as a lone crazed assassin attempting to do harm to the emperor, which was the far more likely scenario. He stated that it was imperative that Caesar's bodyguard be allowed what he had requested, and suggested that lack of cooperation in this matter could jepardize Doomani cooperation within the conference.

Servant Corps (http://forums.jolt.co.uk/showthread.php?t=521964) has originally signed the first Theebs Accord, and haven't signed the Second Theeb Accord (we were unaware due to a recent civil war within SilentScope), but will be willing to attend this new "Theebs Accord" session, hopefully to stand against slavery and promote legal methods of labor. We may have some ideas for amendments, especially to help highlight the many ethical and moral methods that one may be able to use in place of slavery, such as promoting a manner by which a person may be able to exchange physical labor in return for a reduction in debt, in what is known as 'debt bondage'.

We also do hope to one day be added to the Strando Protocol as well. As our corporation has grown in stature, we believe that we will be best suited to help new nations get rid of this scourge of slavery and enter into a brand new era, by providing aid and other forms of assistance.

We believe that a man without a gun is a victim of oppression waiting to happen, that an armed society is a free society, we have the historical evidences of how totalitarian states have disarmed their people to oppress then later and if we were a disarmed population, eventually one of the scums who attempt to force coup d'etats against our legitimate, truly democratic social order would succeed and destroy everything we sought so hard to build.

ANALYZING the fact that my nation represents a extreme political position that many could see as hostile and opposite to their own beliefs rather than a centrist, "easy-going" political alignment.

REMINDING you that some of the attending representatives shall have armed security personell with them, whereas the only defense I shall have will be my own abilities, personal defense weapons and previous combat experience.

CONSIDERING that the message implicitly claims that I supposedly lack enough trust, psychological stability and integrity to be entrusted with such unalienable right, I

Dear Mr Pearce,

The Sovereign Kingdom will, naturally, be attending this conference, being the successor nation to one of the original signatories. We share some of the concerns that have since been raised in relation to some more controversial aspects of the treaties - those areas which seem to encroach into the realm of employment law.

In addition to the Prime Minister and myself, the Rt Hon. Baroness Rolands GCB and Rt Hon. Lord Short KCB will form part of the official Bruxellan delegation - the aforementioned being the former President and Secretary of State for Foreign Affairs of the Federation of Aunesia respectively.
