Embassy Exchange Program

The Unitary Technocracy of Etoile Arcture invites foreign nations to establish high commissions and full embassies for the purposes of formalising diplomatic relations, strengthening existing ties or to provide consular services to their citizens visiting Etoile Acture and Visa services for Etoilian citizens visiting foreign nations. All embassies and ambassadorial residencies are considered sovereign national territory.

Description

Newly completed, the Diplomatic Parc is part of the larger Lake Concordia Island Complex, a large development located within the heart of New Corinth, capital city of Etoile Arcture. The complex has already been home to the numerous Directorates (government departments) of the Unitary Technocracy for the last decade. Security has been a paramount consideration and the siting on a island limits access to several defendable bridges, while below the lake are located hardened bunkers and a underground railway for rapid evacuations in event of an emergency. Movement throughout the island is by means of an automated electric light railway, while road and rail communication links exist to New Corinth, and a direct air service (by passenger tiltrotor) operates between the island and New Corinth International Airport.

All embassies are assigned their own block, a 5,000 square metre plot, as grounds to locate an embassy and ambassadorial residence. Up to one hundred blocks are available in total within the Diplomatic Parc, of which over half have already been built. The typical embassy building consists of two basement levels including a underground car park, four main floors and a recessed top storey. Buildings may be configured with their own atrium or water feature and may contain courtyards and gardens. Diplomatic staff are entirely free to alternatively rent or purchase properties in New Corinth, and are otherwise encouraged to sample the rich cultural life the city has to offer.

Restrictions

All embassies and ambassadorial residences are considered by the Etoilian government to be the sovereign foreign territory of that nation. But foreign diplomatic personnel are not exempt from local laws when outside their own sovereign territory.

Security personnel assigned to diplomatic missions must apply and receive special carry permits for personal defence weapons. Only small arms limited to tazers, hand guns, submachine guns, assault rifles and shotguns are licensed for legitimate self-protection. Heavier armament such as crew served weapons are not permitted to be brought on to Etoilian territory. Violations of these rules and of local laws may lead to expulsion.

Diplomatic missions are free to bring their own transport, restricted to limousines, sedans and SUVs. Embassies are expected to contain at the bare minimum: a Ambassador’s Office, Consular Section, Visa Section, Trade Mission, Political Officer, Public Affairs Department, and Management Section including staff.

Our nation is a mass-producer of aircraft and all aircraft components from bulk alloys to jet engines, while key imports include food, beer, clothing, vehicles, materials, and light machinery.

The Diplomatic Directorate is pleased to announce that Vault 10 and Ruccola are the latest nations to establish embassies at the Diplomatic Parc in Lake Concordia.

The Diplomatic Directorate does not foresee any issues concerning the import or purchase of sports coupes for the use of Vault 10 embassy staff. Legislation passed during the 1990s mandates all private and public road transport in Etoile Arcture to be hybrid-electric drive (HED), all-electric or alternatively fueled. Most road users have subsequently opted for the first option, including the government that has a fleet of Acuras and Hondas converted to HED by Sequioa Automotive Systems, and take-up of alternative fueled vehicles is presently very low largely due to cost.

At present there are therefore only two hydrogen refueling points in the whole of New Corinth (including one at New Corinth International Airport), and very few located throughout the nation. The Diplomatic Directorate would consider constructing a hydrogen refueling point within the Diplomatic Parc to support Vault 10 vehicles. Alternatively, you may elect to purchase HED vehicles in Etoile Arcture.

We're pleased that our nations both share careful attitude to the environment.
Our reason for the inquiry was that the production of fossil fuel powered civilian vehicles ceased long ago, shifting to nuclear/hydrogen cycle, so we would have some inconvenience adapting back.

As long as electric recharging stations are sufficiently available, we would prefer to mostly use our all-electric vehicles, as particularly long travel would be rarely required. When needed, we'll use locally procured vehicles compatible with available fuels.

A transition to a hydrogen economy has been under consideration for over a decade, but the technical and logistical hurdles have proven great. Nonetheless, impressive though not entirely dramatic reductions in carbon emissions have been achieved through mandating HED and alternative fuels for transport and marine propulsion, low fuel burn aviation, low-energy consumption technology, and the phase out of all fossil fuel power plants in favour of all-nuclear power generation. The Science Directorate has been impressed at Vault 10s success in creating a sustainable hydrogen economy, and this may be one of many areas of common interest to our nations that may lead to inter-governmental cooperation and collaboration.

Block 47 on the Diplomatic Parc has been assigned to your nation, and I look forward to receiving Ambassador Luncroft and his staff in the coming days. Per the special request to operate helicopters from your embassy grounds, I have personally seen to it that permission has been granted for a large helipad to be built and for two unarmed civilian helicopters to be based at New Corinth International Airport. Your embassy will be free to lease helicopters or bring its own for these purposes. The request to have ten unarmed diplomatic vehicles has also been granted, and I can inform you that Block 47 has sufficient underground parking to accomodate all vehicles.
