Emperor Heinrich II took a good look at the pictures of a foreign nation's forests on a postcard. They were in color. How the bugger did they do that? He had seen planes go so fast they made an earsplitting, crashing boom when they took off. The aircraft of the IAF was depressingly slow and propeller-bound. And how did people make rifles that fired as fast as machine guns without the barrels melting and smoke coming out of the ends from over-heating? Or cars that didn't fall apart when you gave them a good push through a particularly deep mudhole? Or generate so damn much electricity without having the smoke billowing from the powerplants? He paced, wondering. Then the though hit him. Clobbered him. Repeatedly until, delirious, he ordered his top aides and advisors, and all of Parliament assembled, to give the order/request: He would invite scientists from all over the world to help bring the Empire into the modern age, the 21st century, as some other nations called it. Yes, that's what they would do. Then maybe delegates from their neighbors would stop sneering at them and calling them backwards hicks. And maybe, since the Tallan Empire had been so happy to point out their deficiencies, they would return the favor once they modernized...

It is against policy to send incomplete units to you nation, so we will send 9,600 infantry of Legio XXXIV Tiberica and Legio LXII Kallevica, and Legio Falangius XLVII Trajanica (5,000 men, 210 HAAV-4 Tanks) in place of cavalry, as the cavalry are no longer a part of the Imperial Army. They will be under the command of Lt. General Triarius Spurius. The House of Commons and Chamber of Nobles have both approved the funding for a 7 month deployment period. However, I have concerns that our security forces may not understand how to use the equipment you would ship to us, so, if possible, could someone be sent to instruct us on their proper use, or, if that is not possible, instruction manuals be shipped with the equipment. I'm not sure that Lychanthropan imports could be completely free of tariff or tax (by our laws, all foreign imports must have some tariff or tax on them. However, I can secure substantially lowered duties on imports compared to other nations. Please consider this offer: I can't really do any better than that.

I will not hide it from you: the idea of foreign submarines swimming through Achae-Ottonian waters makes me uncomfortable, especially if they are what I have heard of called "boomers" (those are missile submarines, correct?).While I trust your government not to use those against us, what concerns me is if a government less friendly to us took over and decided to use those against us. I wish to have assurances from the Delkorian Navy beforehand that missions will not be conducted in Achae-Ottonian waters for any purpose other than refueling and maintainance. Should these assurances be provided beforehand, the construction of the shipyard is approved. I do have a question though: will our ships be able to also use the shipyard when it is not being used by one of your vessels?
Apart from these concerns, this project has my full backing, and, providing the submarine crews agree to abide by our laws during their stay in our cities (I trust them to maintain their good manners though, so hopefully this won't be a problem), they will be free to have runs ashore in our towns.
Some of the better cities for construction include: Cordenburg, Oslaburg, and Jotlund in the Ottonian half, and Gyzantium, Farlassus, and Iviedio in the Achaean half of the Empire.

These terms are agreeable. As a part of the regular functioning of the railroad, there will be regular checks of the cars along certain station points by military police, as is conducted normally on other trains. However, the terms are approved by our authorities, and you may begin undertaking the project when you are ready.
