Zamper has invited all leaders of the world to come to Zamper and see its glorious capital city. If your leader is busy, you may send a foreign minister or Secretary of State. The ball starts tonight at 8 PM and President Morris Helton will be at the door of the ball greeting your leaders.

The chopper slowly landed. The air was flung about the great metal hulk like water to a ship. The clothes on the washing lines of nearby gardens/back yards were thrown away like dolls out of a pram (much to the annoyance of the neighbours). The black official helicopter would have looked pretty dignified and official were it not for the fact the pilot was shouting "YEEHAW!" at embarrassing intervals. The bodyguards cracked their fingers, and the pilot soon got the message - and started on the smalltalk. "So, you're on a confidential diplomatic mission? How interesting... Do tell me about it!"
The bodyguards looked sternly at the pilot, and the minister just waved him away - he had no time for this, he had to collect his thoughts. Big events were afoot, and he needed a clear head. He thought a bottle of whiskey would do it - then he tried a second (and a third) before finally collapsing and having to drink seven coffees to look even remotely intelligible.
The minister (called Graal Lans, though that's fairly insignificant in the grand scheme of things) was quite a nervous person whose eyes watered at peculiar moments. This had it's upsides and it's downsides. The upside was that they could water had really significant moments and the emotion really told people that he meant what he said. On the downside, they watered almost constantly, and made him look like a prat. Today he was particularly nervous about his mission, and the fact he had two Imperial Special Agents flanking him. But he didn't want to think about that...
Imperial intelligence had sent him a memo on the Imperial wire - this 'ball' was just another dangerous diplomatic mission The Party had sent him on. It was always him who got the 'slightly dangerous' assignments - partly because he had an annoying knack of getting out of them alive, but mostly because the other ministers had better things to do - like iron their hankies or have their ears syringed. Occasionally he got elated by this - they really needed him! But he was mostly depressed about the situation, and wondered which unlucky idiot would replace him when he did eventually snuff it. Probably Jenkins.
The helicopter landed (in an awkward position which was just about on the helipad but not on it enough to look professional), and Graal exited the chopper (with his two bodyguards behind). He smiled, his eyes watered, and the introducing party was bowled over by how much this event meant to him.
Defense Minister Donald Bolan was on board a Lamonian government Boeing 747 for the trip to Zamper. While he was flying there, he was reviewing what the Lamonian Intelligence Agency (LIA) knew about the country. There was very little, with there being little to no contact between these two nations until now. Still, it was better to be safe (and prepared), than sorry.
Several hours later, his aircraft approached Zamperian airspace. Their flight plan had been filed ahead of time, so there shouldn't be any problems.

The much-called-upon Interim Foreign Minister gently guided the controls of the Komödie und Tragödie down through the orbital paths into the atmosphere. The squarish diplomatic singleship's plasma trail rolled out behind it, then terminated, as the ship oriented itself for re-entry ablator burnoff.
A timer started clicking as soon as the first vestiges of atmosphere had been detected. It stopped when re-entry was completed: seven minutes and thirty-five seconds later.
Extending eight metal claws from its underside and unlocking ventral thrusters, the now-spiderlike converted freighter touched down gently on an unused stretch of road.

The helicopter clearly showing the crown of the Royal Family of Retired Majors landed near to the terminal building.
The welcoming party waited over an hour before the door to the helicopter opened and Crown Prince Julian resplendent in ceremonial robes and plumed helmet appeared to raptuous applause (from his retinue).
He climbed down the steps and was met by the welcoming party. He smiled, turned and clicked his fingers at one of his guards. He pointed at one of the female reporters, and at two female passengers. The guard nodded discretely, and the Crown Prince climbed into the back of his limosine, while the guard spoke to the indicated ladies.

Five black limos came speeding down the highway leading to the building in which the ball was to be held. There was nothing special about the two limos in the front of the motorcade, or the two in the back, but the limo in the middle was noticeably unique. This was the limo in which Vladimir Jordonivich, his most trusted bodyguards, and his favourite mistress were riding in. It had been custom built, with machine guns built into the front and back of the limo. Naturally it was bulletproof, and the Tolstonian emblem was emblazoned onto the roof and hood of the long limousine. Unknown to many was the fact that in different areas, missile projectors had been concealed, making this vehicle an effective military weapon, to some degree, which was exactly the way the Tolstonian dictator liked it. The five limos approached the grand steps to the entrance of the ball. The first two limos pulled ahead of the steps, and the bodyguards, entourage members, and Jordonivich's personal harem, began exiting these two limos. The central limo stopped, and the driver opened the door. Vladimir Jordonivich steped out, dressed in his elegant General's uniform, which he only saved for special events. He walked up the steps, followed by his bodyguards and entourage, as others were exiting from the back two limos. He shook the hand of the President, and engaged in small talk for a few minutes.

Graal Lans was one of the first people to enter the dance hall. He knew there was a large dinner ceremony planned first, but he always liked the chance to take in the surroundings - as he knew he'd be too drunk later to remember the following morning.
The great, solid, dark oak floor growled at every footstep, and the great chandeliers above hung from the ceiling as stars would in the night sky. The walls were clad with the finest oak and the upholstery was simply stunning. He marvelled at the sheer size of the great west window, which bathed the whole hall in a warm blanket of moonlight. He could see he would enjoy tonight. Even if it could be his last.
His bodyguards finally caught up with him, and scalded Graal for having disappeared. They knew he could be difficult to protect, but this was bordering on stupidity. They all stood watching the orchestra set up. This was the Zamber state orchestra, renowned throughout the world (and indeed, through several star systems) as the artists of the most soothing and perfect sound - while it could fill the heart with joy, it could at a single moment fill the very soul with sorrow, then relief at the return of joy from its arduous trip.
One of his bodyguards suddenly looked very worried. The two bodyguards started whispering urgently to each other with fear in their eyes. They'd clearly heard something through the Imperial wire. Graal would normally have found this particularly rude, but he was too busy trying to remember things. Then, one of the bodyguards whispered a sentence in his ear which turned his heart to ice.
"There's an unidentified device somewhere in the vicinity, sir"
Graal started shaking uncontrollably. How could this happen? This was so unfair - he was here to establish diplomatic relations, and someone was throwing one hell of a spanner into the works. "What do we do?" he asked.
"Leave right now. There's nothing we can do. We've been ordered to get you out. No evacuations" one bodyguard whispered harshly. Graal just couldn't take this information in. How could this happen? He was stuck in this rut.
But then, something much more horrific and unexpected happened. The orchestra turned towards them and muttered away in a tongue Graal didn't understand. It dawned on him. This wasn't the Zamber State Orchestra!
All instruments were pointed at them. A chill ran down Graal's spine. It was the last thing he ever felt.
The silent bullets flew into Graal and his bodyguards and out the other side. They were all dead before they hit the ground.
Down below, in amongst the blanket of darkness, the timer ticked...

The Imperial Airways IAI-600 slid across the tarmac but a couple of minutes after the Lamonian aeroplane, the massive Questarian flag and roundel on its fuselage showing, with pride, the aircraft's nationality for all on the ground to see. Inside, Prince Henry fixed his formal wear, topped up his hip flask and restocked his cigar case. Quickly he arrived at location, and leaving the extremely expensive taxi he brushed himself off casually and broke into the conversation with the Lamonian, the Grealian, and of course, the President himself, when there was an opportunity.
"Greetings, I am Prince Henry of Questers, heir to the throne. I'd like to commend you on what I have seen of your country so far, Mister President. Such a splendid environment."
Henry removed a cigar from his case and light up, savouring the taste of the potentially dangerous luxury.
The Allied States of Durium will send Foreign Minister Frederick Narlock, with six bodyguards - four Special Forces Officers and Two Secret Servicemen.
Third Spanish States

There was not much of "authority" in Third Spanish States besides the unofficial authority of knowledge from specialists in each of the specialist Direct Democratic Networks which tended to guide the decisions of laymen on their fields of expertise based only on their own merit.
Except for the Army, where there was a small group of democratically elected officers by the soldiers, from fireteam leaders to Majors, and entirely autonomous from the opinion of civilians and of the occasional "armchair general" regarding who should run for such positions which were more an overall acknowledgment of their capabilities by the other members of the military rather than sources of formal, bureaucratic power, as they were only in a position to be trusted with their ideas and plans, not to give orders, strategies and missions, but to suggest them, based on the great trust they had from the "lower" ranks. Another fact of notice is that most majors also took a role as Electronic Warfare Officers, capable of engaging into ELINT and jamming and should a major war come, they would be together with the rest of the Army in the battlefield rather than behind a desk.
Veteran of the Second Spanish Civil war, Julio Sevilla was one of the many who fought in guerrillas against the oppressive government before the Revolution and birth of Third Spanish States. Now with 49 years, and as one of the founders of Third Spanish States Army, he was basically the most adequate "authority" to represent their interests outside. It would also be a chance for him to dance a Tango with some young women, or to have some very pleasant vacations outside Third Spanish States. He had an idea of how to join that party in "style", maybe it was utterly insane, or maybe it would make it seem more than an usually boring ball.
It did not matter as he dressed his black uniform. It was featureless besides a flag of Third Spanish States and a big white A on the place near his shoulder where otherwise a rank symbol would be, and asides from a single medal shaped as a black and red hammer breaking a chain attached to shackles.
´"In recognition of your personal fight against tyranny, we of the first encounter award you with a symbol of your struggle. Of the struggle of many, for all you risked, for the sweat you gave for the cause of freedom and socialism. We award you with the Sign of the Freedom Fighter!"´, he was one of many "freedom fighters" who received medals for their struggle which made Third Spanish State possible, including posthumous recognition and the building of the first monolithic monuments "In Memory of those who gave their lives for the cause of Anarchism" with thousands of names.
It was only a backwards community two decades ago. So much has progressed since then both in peace and war. Technicals gave way to fast stealth tanks, their old AK-47s now replaced by FA-65s, combat helmets with heads-ups displays... their forces passed from a transition from an irregular to a regular force, while the idyllic green landscapes gave their way to megalopolises and Arcologies, the rural fields of agriculture gave way to skyscraper farms and an ecological metropolis was built in the middle of the forests. But with progress came many problems. In his first years in his nation, he could not remind of any crime graver than the occasional orange "disappearing" from a cooperative. Now there were every type of criminals there: slavers, smugglers, murderers...
All became just fragments of thoughts for the old officer as he wore a backpack with a parachute. After they requested and were granted permission to fly on Zamper airspace, the pilot of the discrete and simple Antonov Y-5 explained him they would reach the ball location in a few minutes. He was to get ready for it as they flew towards that location. The trusty 5.7mm Five-seveN pistol never left Julio's holster on his belt and neither did the three 5.7mm magazines stored on his belt, he was his own security.
He jumped from the airplane, and extended his limbs. At the right time he pulled the pin, and the parachute opened safely as he was at a three hundred meters altitude and softly landing. ´"Who would send a diplomatic representative that way?´" was what Julio expected people to wonder as he smiled. Finally, he landed on the top of the building where the ball was to happen, and soon removed the backpack with the parachute as he expected an, unusual reception.
The Defense Minister had walked into the main room where the diplomatic negotiations were to take place, and sat down in a chair. After requesting a glass of ice water from one of the Zamperian aides that were making last minute preparations, he waited for someone to come over to him, and engage in diplomacy.

He never thought he would have to use his military training. AJ10K was terrible - the literal translation was, "abort, Abort ABORT!". The second part he wasn't sure about, but he assumed that it was why the bodyguards looked so worried before they went inside.
He considered himself in the mirror. Why didn't they want to talk earlier? Diplomats were usually self-loving toffs who loved to talk about themselves - but this one was different. He wasn't interested at all. It was as though he was a dead man walking.
It had been 10 minutes. It was standard protocol to start the engines at this time and fly away - whether the package was on or not! He fired up the engines. He sure hoped they'd be returning. He tried their communicators. All he got was white noise - and an odd ticking sound in the background (but he assumed this was his imagination).
The helicopter lifted off, and the helicopter pilot's mood fell.
