The Ministry of Economic Development is soliciting bids for the complete redevelopment of Vetalia City, to better suit its role as the center of Vetalian commerce and technological development. We seek to expand our capitol so that it truly stands as one of the biggest, most advanced and wealthiest, if not the wealthiest, cities on the planet and are willing to commit all resources available to ensure this goal. We seek to create a city based upon the goals of economic and scientific progress and meritocracy outlined in the Bureaucratic Systematization Act of 2018.

Guidelines are as follows.


-No expense will be spared. We are seeking only the best, most lavish and most advanced contractor firms for this work, as our citizens expect only the finest amenities and services. Your company will have a budget of trillions of rubles to spend on procurement and renovation.

-Preferential treatment will be given to firms with extensive operating history in Vetalia (i.e. allies and friends). Experience with Vetalian businesses and culture is also a plus as it will allow you to most effectively work with our system for your business needs.

-The more visual information provided in your bid, the better. If you can find concept art (from whatever source) that fits your description, it will increase your chances of a successful bid by providing a visual aid.

(OOC: Since I would like to use this renovated city in future RPs as well as NsWiki when it goes up, this is a huge plus because it saves me time and effort spent hunting down images).

If you feel your company is up to this task, please submit a proposal for our review. We will announce the selected firm(s) at a later date, with construction to commence upon completion of the final regulatory paperwork and review. (OOC: this will happen in another thread).

Really, just the existing design for the city. We have one more condition, however, and that is that we be allowed to use the design on a scaled down version to build Ifv-Vetapaa. (In Novah: Small Vetalian City)

In terms of workers, the Free Republic of Vantanas has agreed to make a record deal. Part convict labor, from blue-collar prisons, those who made ingenious schemes to steal something, but failed because the police are even more ingenious. Others, the disenfranchized. In Vantanas, everything is very competitive, and were once there would have been room for the slightly less skilled, now it is a battle to the death for a job. This is due to the unemployment loss following Vantanian defeat in the Vante-Kroandon War. So, you will have a high amount of smart workers working for nothing in the former, or the Vetalian equivelant to pennies a man in the latter*. You wouln't even have to feed them free, and we ask only for a reasonable rent for the workers.

What's more, we can supply everything ourselves, for cheap. Concrete, steel, glass, marble, you name it, we've got it. You don't get to be a world class, international, global name in manufacturing without spreading out into each and every niche of every craft. You can atest to this yourselves, we have been working with your government since the Greater Empire was formed.

One thing we wish to forward to you is the creation of the Colossus of Vetalia. The concept is a titanic, three hundred foot tall colossus that would be in the center of the city, or alternatively in the traditional harbor area, although we planned to place the Arch of Winds there. The Colossus itself will be reminiscent of the Hero Achilles, shining armor and spear at hand. However, we will of course be willing to change the design of the Colossus to whatever you may suggest.

*That money will go right back into the economy, too, as our workers buy food, rent, luxury goods, etc. In fact, don't be surprised if inflation drops.

The Commonwealth has always had amiable relations with our close ally, Vetalia, and we would like to extend the hand of friendship once more in offering the services of the Department of Architecture to design Vetalia City with the elegance and style your citizenry has come to expect, and with the security any world capital needs.

Our proposal (http://i194.photobucket.com/albums/z259/pertinax201/Four_Cities_CGI.jpg) entails the complete reconstruction of Vetalia City over a three hundred square mile area, comprising several nexuses of commerce, neighborhoods with 'focal points', and urban 'ribbons' linking these areas into one cohesive city.

Featuring towering, transphase aluminium skyscrapers within the major nexuses of commerce (http://i194.photobucket.com/albums/z259/pertinax201/Lava_City_by_dylancole.jpg), all of which are linked by powerful and extensive transport systems, the new Vetalia City will emphasize commerce and trade above all, and businessmen from around the world are bound to flock to the area.

Our Vetalia City's most prominent feature, aside from these skyscrapers, will be the Culture District, located directly on the coast. This area will be home to scholarly research, archaeological pursuits, art and historical museums for the visual and performing arts. Furthermore, the three subdistricts will be where academic, diplomatic, and policy studies will be concentrated in.

Second, Vetalia City will host a Leisure District, where resort hotels and holiday retreats will dot the beach. But surely Vetalia deserves something truly unique, and thus a new Centre of Athletics, an Academy of Sport and a grand new Olympic Quality Sports Complex will be centerpiece of this district. Also within this district will be a massive film complex designed to make Vetalia home to the finest center of film in the world. All aspects of film production, movie making, support services and the industry surrounding all of these will be developed to cater to the needs of the people. In addition, an expanded Media/Internet/Communications Center will expand the reach of all forms of media, content origination, academies of talent and support services for the Information Economy.

Intertwining the commerce, culture, and leisure divisions of Vetalia City will be accomplished with the dual ribbons of education/health and parks. Schools, universities, hospitals, clinics, ponds, and parks, will all unite Vetalia City into one coherent polity.

In designing Vetalia City, the Commonwealth feels that instilling the values of Vetalian culture is key, and, to that end, non-automotive transport has been designed with ease in mind. Any Vetalian will be able to walk or catch a ride on the metro to the nearest area of faith, health, education, or culture, and will feel more in touch with his nation as a result.

A project of such great magnitude will require skill and experience equal in magnitude. With the ongoing maintenance and expansion of the industrial megacity of Myer (formerly known as Lodz), the terraforming projects in East Africa (turning the unfertile lands of Ethiopia into lush farmlands) and the transformation of Tripoli from a fortress city into one of the largest and most prominent ports of the Empire, our engineers are at the top of their field for such immense projects.

Provided with a general idea of architecture, transportation requirements and the culture of the city, our designers are eagerly anticipating the opportunity to work with the Vetalian people on expanding their seat of power into a city of wonder and awe.

As for working with the nation of Vetalia in the past... unfortunately that track record is not as spotless as we might wish. What is done is done, though. Perhaps this will be a first step to normalizing relations between our peoples...

Advanced Development and Arcology Engineering Cooperative Confederacy

After being a crucial organization to the successful solution of the critical issue of growing population density without territorial expansion in Third Spanish States, we are offering an additional bid for the development of Vetalia City. The ADARCON has succesfully managed to make the definition of population density by square kilometer obsolete, as now such is the level of development of our cities, with emphasis given to the city of Tucker, that our density is measured by number of inhabitants per cubic kilometer, and we have a significantly denser territory than even the Japan of the 20th century. Besides the highlighted steps, we shall bring in our expertise on the building of ecologically friendly skyscrapers and urbanism, including mass transit systems expansions.

The First Step: The Future of Agriculture

With the expansion of urban areas the agriculture of many nations had the predatory tendency of finding new soils for plantations on forests, jungles and other natural environments... that is no more. We have successfully built countless of Skyscraper Farms (http://www.inhabitat.com/wp-content/uploads/skyscraperfarming1.jpg) in the highly dense cities of Third Spanish States which are as cost-effective as conventional farms and can be equipped with special thermal insulating covers which allow them to function even in the coldest places. Although more expensive in initial investment, which is not a great issue considering the potential liberated area and the much superior amount of food that a group of skyscraper farms can produce in a 20 hectare area compared to a conventional farm, means that much of the greenbelt can be preserved, or that new spaces for settlement will be opened. Should you choose our bid, we shall build enough skyscraper farms to make of Vetalia City urban perimeter self-sufficient in food. Regarding meat, Third Spanish States, thanks to its lack of religious barriers to science has developed certain fields of research which allow us to inform you this: we also can offer a revolutionary technology of vat-grown meat which can be fitted in skyscraper farms, it operates through the use of animal stem cells fed by raw soy proteins and vegetable nutrients: efficient in space and approved by the Animal Liberation Front.

The Second Step: Arcologies

An Arcology (http://upload.wikimedia.org/wikipedia/en/4/4c/X-seed4000.jpg) is a set of architectural design principles aimed toward the design of enormous habitats (hyperstructures) of extremely high human population density. It was only through the correct design and development of these engineering feats comparable to the Pyramids of the Ancient Era that Third Spanish States can exist with its current 600 millions inhabitants without serious population density and environmental problems. Currently there are 12 arcologies spread out through the major cities of Third Spanish States, some of them collectively owned by private cooperatives like the Tienda del Coche arcology*. In the megalopolis of Tucker for example, 9 millions of its 39 million inhabitants live in 3 Arcologies which were built around the city. We can offer to start the construction of 2 Arcologies in Vetalia City, each capable of housing 3 million inhabitants and countless recreational areas, parks and even preserves. Arcologies can be connected through the use of highways to the conventional urban infrastructure with no strain, and they also have as standard element several high standard mass transit systems to reduce traffic, in fact there is little reason to use a car in an arcology, or to leave it as well. An arcology can be an entirely self-sustaining community by itself

The Third Step: Floating Neighborhoods

Considering that Vetalia City is a metropolis with an waterfront, and that most of Earth is composed by water rather than dry land, why not take advantage of such untapped territories? With the same revolutionary technology used for the building of the ecologically friendly floating city of Oceana (http://i.treehugger.com/images/2007/10/24/flotingcity1.jpg), also built based on similar principles to those of an arcology, as a further step to put away the phantom of overpopulation in our primary nation, we can also develop smaller floating neighborhoods of streets of large, medium and small scale. Imagine, being able to build a Manhattan in the middle of the Sea or of a large river! All this only achieved thanks to the free flow of information and to our years of dedication into public interest.

The Fourth Step: Submarine Streets

Once the waters were occupied with floating areas to the point that any additional floats beyond those who would be, for safety and environmental reasons, undesirable, there is still another potential venue to explore. The underwater... the majestic beauty of the blue sea replacing the sky, above a transparent dome of pressure-resistant composites and a safely breathable artificial atmosphere of Helium and Oxygen. Many of us have visited the turquoise town of AEC Enclave (http://www.geocities.com/waterbaby_1985/poseidon_250178.jpg) and it's elegant hotels and touristic attractions. Not only such infrastructure shall give your city a new source for tourism and inhabitation, but it also shall be accompanied by the infrastructure to allow the efficient and reasonable exploration of the mostly untapped potential of the underwater. We shall also give you, as a joint-venture with NAVALCON, plans for starting your deep sea mining (http://www.sciencedaily.com/releases/2006/02/060221090149.htm) operation, the technology which allows Third Spanish States to have a degree of self-sufficiency on metals, which otherwise would be impossible.

Optional Steps: Artificial Islands

And besides all of those potential venues, we also offer to build several artificial islands, both sedimentary and floating, of significant dimensions around Vetalia City to house many houses and commercial areas. Third Spanish States itself is an artificial island and a wonder of the capabilities of mutual aid. With our help you can not only build streets floating in the middle of the Ocean, but also expand your dry land significantly, should you wish to. Also, considering your nation's future, an artificial floating island can be the perfect territory for the building of a Space Elevator.

OOC: Crime, or in our case the "underground economy", in Vetalia is (seriously) measured as part of our GDP. We're more than happy to turn a blind eye to all forms of criminal activity as long as the criminals pay taxes on their operations.

"From Pole to Pole: The New Vetalia City

In an era of economic prosperity, one need go no farther than the gleaming cityscape of Vetalia City to see the Cradle of Capitalism and the Cornerstone of Corporatism. In the center of the city lies a massive tower, the largest buidling in the world: The Imperial Spike (http://en.mystlore.com/images/b/bd/Spire.JPG). Towering higher than any other skyscraper in the world, 500 meters small, it is constructed of steel and stone, a fusion of the past and future. In essence a massive pyramid, it rises to a pinnacle, upon which an antennae extends even higher into the sky. Unique architectural perspective has designed it to look like a massive mountain. For such a titanic structure, a solid base would be needed, and there are fifteen underground floors to support the building. From the tip of the Imperial Spike, one can see the curvature of NationStates, the mighty Colossus of Vetalia, Arch of Commerce, and Great Temple visible in the distance.

Extending out in all directions from the Spike are translucent, blue tubes, in which bullet trains zip speedily to and from this commercial heart of NationStates. Supported by beams of steel, below them lies the slower, cheaper monorail system, intended for scenic drives and the less well off business men. Still below them, cast in shadows, is the near underground walkways for the proletariat, which quickly descend into the underground. There are no cluttered streets for polluting cars to drive round in this city, and many of the denizens seem not to mind, as the trains, monorails, and walkways go to all parts of the city far faster, if one has the money.

The Harbor is a work of art itself. A massive circling pier completely encompasses the Harbor, with the Arch of Commerce, a steel, titanic arch similar to the Gateway Arch (http://en.wikipedia.org/wiki/Image:Gateway_Arch_edit1.jpg) on a grander scale. Engraved in the arch are various great literatures, written in their native text, including Plato's The Republic, William Shakespeare's Romeo and Juliet, Homer's The Odyssey, and many more such epic tales. Passing through this ultramodern gateway, ships will arrive at the Harbor itself, consisting of many, many delicately carved, marble docks, bringing in commerce from all over the world. Beyond the Harbor and the Arch, lies the Colossus of Rhodes, a massive, silver statue of legendary businessman Cecil Rhodes, based on the original Colossus of Africa (http://upload.wikimedia.org/wikipedia/commons/e/ec/Punch_Rhodes_Colossus.png).

In the opposite direction, there lies houses, mansions, manors, and other residential living designations. Architects from all over the world have made these houses, from Picasso-esque houses to Byzantine styled manors, and everything in between. The residential districts have interwoven into them modern syled hospitals, schools, parks*, and other public service areas. Meanwhile, the city has two amusement parks located inside of it, the mega-mall known simply as the Mall of NationStates (http://www.dl.ket.org/humanities/arch/images/ur_.jpg)**, the International Archives***, and the massive Great Temple (http://en.mystlore.com/images/0/0a/Riven_-_a_vista_from_Temple_Island%2C_with_the_big_dome.jpg). The Great Temple is a massive dome in the inland portion of the city, covered in a super-gold material, large enough to become the greatest Cathedral of Christianity, Mosque of Islam, Temple of Judaism, etc.

And underneath it all, lies everything. The power source of the city, underground factories, food preperation. Things that would take up precious luxury space on the Surface now are crammed into tunnels, caverns, and tubes underneath the city. Here, the servants, the poor, the proletariat, un-mans them all, they all work in the world's largest sweatshop. Only the wealthiest ever get a glimpse of the Sun or Surface, while the rest live lives of servitude, fueling the existence of the elite burgeoise above them. The Illusions Department, keeps the existence of the underground poor hidden from the rich, and vice-versa. The rich are told that the luxuries they have are all imported from other regions, and the poor are told that they are sacrificing goods to God.

*The most famous park being, on the shore, the Jade Sands. The name is self explanitory
**In the coastal section of the city, it is essentially a massive Sumerian Ziggurat. It contains three movie theaters, a full sized amusement park, mall-sized clothing stores, etc.
***There are no books here, just a massive supercomputer, fastest yet built, and its multiple terminals. The Supercomputer's memory is used to a percent after downloading all editions of the Encyclopedia Britannica, all major books of note, Wikipedia, and the NationStates Wikipedia, as well as its own encyclopedic text."

The bids for the Vetalia City Redevelopment Project have been chosen and allocated as follows:

British Londinium: 1.32 trillion rubles for government construction projects, including the Praetorial residence, the headquarters of the Ministries, and any other public facilities including embassies, subsidiaries of the ministries, and local government.

In addition, any state-owned residences for government officials have also been placed under this contract.

Crimmond: 2.31 trillion rubles for the renovation and improvement of the city's primary residential neighborhoods as well as contracts for improving the quality and quantity of artificial islands in Kazlova Bay. As a gesture of goodwill, Crimm contractors will have any existing regulations lifted to ensure their ability to operate easily.

Vontanas: 2.00 trillion rubles for the rehabilitation of the city's industrial and commercial sectors. We encourage you to utilize your designs in the city's commercial zones to better reflect our economic and technological progress. In addition, your country will have the honor of redesigning and expanding the campus of the Vetalian Chamber of Commerce, including the dedication of a new business archive dedicated to Mr. Tucker Boot, one of our most upstanding foreign members.

TSS: 970 billion rubles for the overhaul of the city's infrastructure, including a considerable sum for upgrades to computer networks. We strongly encourage the use of your most advanced technology due to the growing needs of our financial and scientific research communities.

Further refinements to this allocation will be made as the project moves forward, with additional specifications once this preliminary stage is complete. We will begin redevelopment in an orderly fashion, with each major district of the city subject to its own phase of renovation. All things equal, we expect the bulk of this work to be completed over the course of the next fifteen years.
