Monavian Friendship Treaty (CLOSED, ATTN: MONAVIA)
The draft treaty that President Stinson had been talking about was not long in coming. After talking the matter over with leaders in the Lamonian Senate and Chamber of Deputies, the following draft treaty was proposed. It was assured swift ratification if not drastically altered.
Monavia-Lamoni Friendship Treaty
In order to establish a more perfect diplomatic friendship between the State of Monavia and the Free Republic of Lamoni, both nations do hereby establish the following treaty:
SECTION 1
The Free Republic of Lamoni agrees to deliver the following items to the State of Monavia:
1. Uranium mined from the Free Republic for use by the State of Monavia
2. Osmiridium mined from the Free Republic for use by the State of Monavia
3. An initial production run of 1,000 CD-5 Personal Communications devices with instruction manuals, free of charge
4. High grade steel manufactured in the Free Republic for use by the State of Monavia
5. The removal of all tariffs on products from the State of Monavia
SECTION 2
The State of Monavia agrees to deliver the following items to the Free Republic of Lamoni:
1. 100 M1A1 Main Battle Tanks
2. 3 Battleships from the Monavian Navy
3. Old warships from the Monavian Navy for use as scrap metal
4. One thousand nuclear weapons of the 100 Kiloton to the 25 Megaton range, said nuclear weapons to be chosen and shipped to the Free Republic at Lamonian expense
5. Missiles for the purpose of delivery of the above specified nuclear weapons on enemy targets, to be shipped to the Free Republic at Lamonian expense
6. One SSBN Nuclear Missile Submarine from the Monavian Navy
7. No tariffs shall be brought upon Lamonian goods by the State of Monavia
SECTION 3
Both the State of Monavia and the Free Republic of Lamoni agree to the following:
1. Relaxed Visa and Passport restriction for citizens of either nation when visiting the other nation
2. A free and open technological exchange between both the State of Monavia, and the Free Republic of Lamoni

Upon receiving the draft of the treaty, the Monavian monarchs took a copy with them toi the daily cabinet meeting. After receiving the usual advice on treaty procedure from the Ministers, the treaty was sent to the Senate to be discussed at the next day's session. It was expected to be debated for a while, but the outcome of the debates would ultimately affect little of the treaty's text or spirit.
When the Senate received the treaty, the ensuing debate in regard to its terms was fierce at first, but gradually began to cool down as the day wore on. One senator was not pleased by the idea of sending nuclear armements to a foreign nation that they knew little of, but the said deal concerning the Monavian use of such equipment was satisfactory to the majority of the senators. The treaty was debated for ten hours.
During the debate, the Defense Minister gave a short speech about the matter. He was at the time sue that the treaty would aid in the military preparations of the empire. During the speech that he made, he endorsed the various terms that had been submitted. He spoke for an hour, but the most important things that he said were in regard to the reatification of th treaty.
"Mr. Chancellor if you would allow me to explain, I believe that the siad treaty would be beneficial to the Monavian Empire. I can show you some reasons for the need to implement the treaty," he said. "For a long time, the Monavian Empire has upheld a history and tradition of being a good neighbor to its fellow peoples and nations. The fact is as clear as a bell to me and other cabinet ministers. I urge you to adopt the treaty for many reason, which I will present today.
"I have full faith in the Free Republic of Lamoni and its leaders. They are sincere and truthful, and I believe that they will offer much to bring to our benefit. The tariff ban is a sure sign of friendship, and a critical step to becoming economic allies. The raw materials that we will provide them with, as well as the ships that are to be scrapped, are a good way to provide things that will be needed by our neignbor.
"The Republic had suffered a terrible war, one that we ourselves may face with another unknown peoiple some day. In order to ensure the cooperation and support of Lamoni, we must show them good faith and a cretain amount of trust. They will provde things that we need very much, and they will receive materials that are vital to their military-industrial comlex. Our nation needs what they have to offer, and they are sure to reciprocate.
"If this treaty is passed, it will ensure the friendship of a proud nation for years to come. Thank you for your time."
Upon concluding this statement, he allowed the other senators and cabinet ministers that were involved in the treaty to present their cases, before he finished his hour of speaking.
The Senate then began to debate the treaty in commmittee, and soon it would be up for a vote.
A similar process was going on in the Lamonian Chamber of Deputies.
One Deputy questioned the need for such a treaty. He was from the right of the political spectrum, and farther right than most others in the Chamber. He was staunchly nationalist, and questioned the need of foreign help to solve any Lamonian problems.
A majority of the the Deputies were in favor of the treaty, and ten of them spoke next, attempting to look good for the cameras by making the first speaker look like a fool.
When it came time to vote on the ratification of the treaty, the numbers came back 125-25. The treaty had been ratified. Given the smaller amount of people in the Senate (14), it had been decided to have the Chamber hold the votes of whether to ratify a treaty. It was felt that this would give the impression of the process being more transparent; as it was harder to buy 150 votes than it was to buy 14 votes.

The treaty moved up to be sent for a floor vote, with closing comments being made by the Chancellor. Before the treaty could be brought to a vote, a new scenario suddenly came up. It was totally unexpected, and caught the whole Senate by surprise. One senator, in the midst of the chamber, stood up from his seat, and said things that would be dreaded by anyone in the legislative profession.
"It has come to my attention, that this treaty has become a source of some controversy. If this treaty is a cause of so much trouble in this way, then I must block the vote. Effective immediately, a fillibuster is in effect."
The entire chamber erupted in a roar of voices, the quiet droning of the senators now faded into a firestorm of words, and now there ws an uproar in the Senate. It lasted for two hours.
When the fillibuster had ended, the following conclusion had been reached. One senator now spoke up. "I propose that the present treaty be sent back to Lamoni with some revisions made. It would be better if our friendship treaty became more agreeable to both sides."

The Senate reviewed the treaty, and began to draft some revisions for the Lamonian government to examine. They wanted to add more items to the treaty. The following changes were proposed:
Changes to Section 3:
Provisions 4 through 7 added.
4. The Monavian Empire and The Free Republic of Lamoni shall open up themselves for the establishment of embassies.
5. An exchange of diplomats and ambassadors shall commence within one month of the signing of this treaty.
6. Lamoni and Monavia will be open to the establishment of businesses in one another's territiories.
7. The establishment of further treaties shall now be possible between Monavia and Lamoni.
The Senate the sent the new draft of the treaty to Lamoni to be examined and judged.
When the new draft of the treaty had been sent to the Free Republic, it was first examined by President Stinson. When he didn't find anything wrong with it, he passed it on to the Leaders of the Chamber of Deputies.
Since Lamonian Chamber of Deputies rules stated that a whole new ratification debate and vote would be required for the amended treaty, this was done. The additions were not controversial, and the amended treaty was ratified 145-5 after a very short debate primarily consisting of support for the amended treaty. After the official recording of the vote, the good news was sent to the government of Monavia.

The new treaty draft was then forwarded to the Senate for a final vote. Of the 126 senators that formed the body, 117 voted in favor of the new treaty. Since this was above the requirement of 98, the treaty was ratified. It was then placed in an envelope, and was delivered to the royal palace in Chalcedon to be signed or vetoed. It was put away for one day.
The next day, the treaty was carried by a courier to the main office of the monarchs, and was laid down upon the desk before them. They sat down and took up a pen.
Queen Elizabeth signed he name on the first line of the document, the second was signed by King Charles. The Chancellor and Foreign Minister also added their signatures. The final treaty read:
