It was in an old ghost town that has been abandoned due to lack of resources and other economic issues. A limozine pulled in and several INTEL agents came out and waited. Once checked his watch.

A small, dirty pickup truck pulled up to the meeting site and two men dressed in civilian clothing approached the INTEL agents. "Mr. Kesson apologizes that he couldn't be here. One of his students is defending his dissertation today. You know he teaches?" He lit a cigarette. The other spoke, "We understand you are undertaking a number of military endeavors, and we would like to help you. First, we need details."

INTEL Agent: Ahh yes...that. You see shortly after a series of cult related acts of terrorism worldwide, including the nuclear aggression from DoubleWideVille our nation decided to act. The FMA did well at first but unfortunately the cultists are still coming and well...we both know weapons aren't cheap. The FMA is becoming slightly underfunded and member nations due to recent events are unable to give the kind of support we need. The South Lizasaurian division of the FMA currently engaged with: *ahem* Mhoudia, Crapooza, Grecia and Amadjiah. British Londinium has openly supported the Islamic terrorists in Amadjiah by giving them troops and supplies. We then initiated the police action which involved the naval blockade.

"Political reasons will prevent us from becoming directly involved with almost any political organizations." The one said, taking a long drag on his cigarette. The other lit up while the first one continued, "I gather that your position is not sustainable. Keep in mind that they* say that if you fail to defeat a geurilla force in their homeland, you have lost the war. And the situation in BL is going to get hot, or so says my money. Do you plan on sustaining all of these conflicts?"

INTEL agent: Being a large empire our leaders at the moment are optimistic however many other officials are telling another story. Our main plan is to quickly rush in, overwhelm the enemy, get things straightened out then have the troops sent to aid in the next conflict.

INTEL agent: Most definitely, the more resources and funds we secure the more optimistic they'll become.

Another INTEL agent's phone rang, after answering his emotionless face showed faint signs of a frown. He walked up to the INTEL agent speaking with the Siapian and gave the phone to him.

INTEL Agent: Will you excuse me a moment? *takes phone from other agent* Yes *face begins show slight signs of anger*Understood sir *turns to Siapian* Hmmm... Well it seems that we have another op to inform you about. The Doublewide"villains" are at it again and Allanea recently threatened the nations of the FMA , they are the hosts. They are having a dinner party for the leaders of DoubleWideVille and Allanea. We intend to send secret agents over to spy on them and if possible wreak some havok.

INTEL Agent: For matters of national security for ourselves and our allies we keep that sort of data confidential except when the information needs to be brought to FMA high command's attention. At the current rate we may get 100,000 new units if we're lucky.

INTEL Agent: Sorry, I misheard, all this chatter can be bothersome *removes hearing device from his ear* Lets face it we're the only people here so whats the point of having hearing devices? I doubt you can afford it, our armies are large and currently thousands of troops, nay tens of thousands are currently being sent on such missions. I think offering a small subsidy for every definite kill by our military will suffice.

OOC:

The earphones are to hear eavesdroppers, nature and the sounds of a few agents talking in the background disrupted him.

The subsidy proposal is kinda like the bounty uprgrade from Generals where every enemy killed earns a percentage of the amount it cost the enemy to make the unit for the allied side.

If you and your allies can get a back-of-the-envelope calculation as to the size of your armies to us by the next fiscal quarter, we will be able to arrange the disbursement of funds.
