Skyland Mt. is a peaceful democracy, while international politics is unfortunatly extreemly volatile. Thus while we have little standing military, we would like to purchase defensive equipment for use in national defence if necessary. Specificaly, we wish to purchase the following:
12 batteries of AA defenses
6 armed patrol boats
1 squadron of interceptor or air superiority fighters
12 light tanks
No offense is intended, however, our constitution prohibits the purchase of arms from nations which do not respect human rights, have dealings with terrorists, or are run by authoritarian regiems.

It is our wish that we will not have to fight for our freedom, and we will endevor not to draw you into needlessly volatile situation. However, in a worst case sennario, The Department Of Defense feels that you should be aware of our military capabilities, inso much as national security allows disclosure of such information.
Enclosed is a brief summary of our capabilities.
National Guard: About 500 active personnel and 720 reservists. this unit is non offensive and is charged with protecting envoys and government buildings. Equipment-wise they are an up-gunned Police force.
Air Force: Enlists about 1000 active personnel, about 10% pilots, and about 500 reservists, of which around 5% are pilots. We have 2 squadrons of interceptors, and some helicopter gunships. We also have a significant and expanding AA defense system. Our air force is purely defensive.
Coast Guard: We have about a dozen search and rescue vehicals, and around a dozen patrol boats. Our coast guard is tasked with search and rescue, and customs and interdiction, though it is not entirely sufficient in the later role. Our coast guard employs around 1000 active personnel and about 5500 reservists.
Relief Forces: Tasked with providing relief in disaster areas, engaging in peace keeping missions, and protecting shipments of aid. Employs roughly 5000 active personnel, with about 6000 reservists. has Hum-vees and cargo planes, backed up with older helicopters and a few obsolete tanks.
Special Forces: Numbers between 1 and 300 personnel. Generaly have the best gear, and are held in reserve for covert raids, presision strikes, and backing up the police in anti-terrorism work.

Obviously our forces are limited, however, we would offer what support we can to like-minded nations. Unfortunately, our congress will need reassurances that you are as free as you claim to be, however, we will procede on the assumption that this is mere buerocratic red tape. Please observe our order of battle, and inform us of how you feel our capabilities could best be integrated into an alliance in the unfortunate event of war. As your Googlewooper counterpart I have reviewed some of your concerns brought to my attention by my Secretary for Defence.
Firstly I would like to assure you that Googlewoop is not necessarily looking to gain anything from any deal and you have no reason to be suspicious of our motives. Googlewoop has simply witnessed the annihilation of too many young nations by large, often fascist/socialist, superpowers.
Many of these victim nations are occupied due to the discovery of valuable resources. As your nation will inevitably have to find a way of financing your own growth you will, without a doubt become the target of such militaristic nations as a result. To survive in the commercial world however, you will need to generate wealth from your nation regardless of the risk of this threat.
We propose a simple mutual defence deal. This will of course benefit you exponentially more for the first few years of your nation’s international interactions as you will be noted as under the protection of a one of the world superpowers and Skyland Mt will eventually grow to become a nation capable of providing a return on our investment in your safety.
This will immediately have two effects;
Firstly and most importantly, knowledge of your involvement with us will provide a significant deterrent to any nation or power harbouring designs of military action against you.
Secondly, in the unlikely event of war, you will have the full support of Googlewoop and her other allies which, given the current world political climate and our diplomatic, economic and military strength, will almost certainly result in the successful defence of your nation’s interests and the substantial knocking back of those of the foreign aggressor.
Currently we are not looking to sign into any new group alliances but naturally we have no problem with other likeminded nations supporting you as well, both temporarily and as long term signed allies.
Our offer however is more notification that should you ever need to mention our name, as a 5 Billion strong nation, to get out of a tight spot or call on us for assistance in conflicts, we are but a telegram away and always willing to assist a fellow democracy.

Though it may be against your ideals, a union with a more militaristic nation such as the Imperium of Belkaros, who though ruled by an Emperor has a voting People's Congress and Civilian Representative Council. A union with us would prevent our militaristic allies from attacking you, and for a small price (1.3221% of annual GDP) the might of the Imperium of Belkaros will be yours.
Though this may seem counterintuitive, consider why a large, powerhungry nation would be willing to aid you for nothing in return, and remember this offer as your national identity is slowly but surley dissolved by your new 'friend'.

We hope we have purchased all the weapons we need for the time being, however, if we should need to upgrade our weapons later on we would be most interested in purchasing AA systems. Considering the lethal power of air strikes this sort of protection is our main defense priority.
