We, the government of Meadonia, cordially invite you to attend a Global Leadership Meeting to be held onboard the SS Invincible in two days time. We feel that this meeting will provide us with the chance to better acquaint ourselves with our neighbours and fellow human beings, and hopefully be the founding of better relationships between us all. This will be an oppertunity for trade, both of culture and of material possesions, for diplomacy.
As ever, we understand the need to be vigilant. Naturally at a meeting like this, there is the possibilty that so many things can go wrong, but you can rest assured that your safety whilst onboard the Invincible is our utmost priority. We will need the names of those attending, so that mandatory background checks may take place; we apologise for this inconvinience, but hope that you will understand it's neccessity.
We look forward to seeing you personally, and to better relationships in future.

Jon Hay added one last flick to his signature and then placed the pen on his desk. It contacted the paper and hardwood with a quiet but satisfying thud. The president liked heavy pens. Not those wimpy little plastic numbers that seemed to be all you could buy from a stationary supplier these days. He pressed one of the buttons on the large desk phone to his left.

“Yes Mr President?” The voice of his personal secretary queried.

“I have a diplomatic communiqué to be delivered thanks Jasmine,” the President responded. “And bring me a neat scotch if you wouldn’t mind.”

“Right away Mr President,” the secretary’s reply was followed by a short, muffled tone and the flashing of the button on the phone ceased.

Moments later Jasmine entered with a large white envelope and her PDA.

“The addressee Mr President?” she queried.

“Supreme Chancellor, the Government of Meadonia, as is on the head of the letter thanks Jasmine,” replied the President.

As the secretary began typing an addressing label, a steward walked into the office carrying a silver platter. He walked over to the President’s desk and placed a bottle and glass of ice down.

“There you go Sir,” he said before curtly turning and exiting.

Jasmine finished applying the label to the envelope, pressing it against the front of the desk and slid the President’s letter inside. Jon tilted the neck of the bottle towards the glass and listened with satisfaction as the ice made soft clunking sounds against the glass.

“Stay for a drink will you?” he asked Jasmine.

“No thank you sir, I still have work to do,” she replied.

“Suit yourself. But don’t let me find you here at two in the morning again,” he warned. “Even Presidential Secretaries need to sleep."

“Yes Mr President,” Jasmine replied. “I’ll have this sent to the state department when I leave.”

She turned and began walking towards the large double doors across the room. Jon paused for a moment to admire the sway of her hips in her tight business dress as she retreated before thanking here again in a distracted drawl. He sat back, swivelled his chair around 180 degrees and looked out over the southern lawns of Leopold House. The shadows from the setting sun stretched long from the right.

Taking a sip from his glass he felt the slick burn of a twelve year old single malt and speculated how his trip to a Meadorian battleship could go well.


The Diplomatic Communiqué reads as follows:


The Supreme Chancellor, the Government of Meadonia


Dear Sir,

I have great pleasure in accepting your offer of a seat at the proposed leader’s conference mentioned in your letter. I wish to attend myself, accompanied by my Secretary of State and Foreign Affairs, Alexander Doona and my Secretary of Defence, Donald Ducksfelt.

Further I offer the full cooperation of my Chief of Staff, Benjamin Pennells and Personal Secretary Jasmine Gray in any background checks you may wish to carry out. I understand fully that in such times as these, the peace of mind of a nation relies on such measures.

I very much look forward to meeting you and other delegates and to the discussion and debate that may ensue.

I will attend the meeting along with Grand Marshal Gerhard Repke and Colonel Stever. Regrettably the empror is unable to attend himself. We are looking forward to forming relations with your and any other attenting countries, even the possibility of military alliances is open with your approval.

She sealed the message with the emperor's seal and sent it.

In his office onboard the SS Invincible, the Supreme Chancellor leant over the reports before him, nursing a coffee in one hand. An officer knocked politely on the door, before bustling in.

"Sir, we've already had a couple of expressions of interest."

"Good. Tell them they're most welcome, and that I look forward to seeing them. Also, could you ensure that the neccessary security measures have already been put in place. Oh, and make sure that their rooms are prepared for them."

The officer saluted.

"Yes sir!"

The President and Secretaries are more than happy to use the Presidential Yacht, an unarmed converted cruise ship, to reach the location of the conference. Lord Sumguy smiled in mild amusement as he read the announcment. "A bit small to be organizing a global leadership summit." He commented, handing the paper to his foreign minister, Dr. Frank Booker, who was standing next to him. "Still, It is a noble thing to seek friendship with other nations. I think I will make a personal appearance."

"Are you sure, sir?" Booker replied. "Surely you have other matters which require your intention. I shall go."

"No, I will be attending this summit, Frank. The leaders of these nations, with the exception of Kahanistan, are new and as of yet untried on the international stage. They may be in need of guidance and protection by the Hegemony, and I beleive that attending personally would best help the chances of them embracing, and possibly joining, our organization."

"Yes sir."

Ivan Rucinsky looked at the report he held in his hands calmly before looking out the nearby window. He knew that the Empress would be interested in attending the summit but she was currently in Northern Sea. Ivan Rucinsky, the Foreign Minister of Neo-Ixania, decided that he would attend on her behalf. "It will be like my visit to Faxanavia...and hopefully I will leave Meadonia with friends for Neo-Ixania."

Having received through the Barronian ObServe Civilia (Civilian Observation Service, a department of our Global Civil Communications) a telegram regarding a Global Leadership Meeting, I would like to request permission for my attendance.

Barronia is a global example of an autocratic meritocracy being used to excellent effect - our nation is strong, populous, and generally shows you do not always need democracy to survive.
