To stem off high population levels, ICCD is now setting up the citizenry commission.


Any non governmental employees will be required to pay a citizenship tax of $&5000 G.S.C. each year with monthly installments. Those failing to do so will be placed in the oceanic colony system. Employeers may opt to pay the fee should their employee fail to do so (for those in the private employment system)

Ocean colonies will start being built. These "Freedom style ships" are set to be self sufficient. A capital investment of 40 Billion is allocated to fund the initiative.

Likewise short of "EXILE" level crimes, a new "OCEANISISM" punishment is being imposed.

Individuals failing to be able to pay the tax, or have someone else pay their head tax may join the military should they qualify, or a governmental agency, should they qualify

Appeals may be launched to the Imperial Justisary, but failure of an appeal may result in death or exile.

This Imperial Proclaimation shall effect all individuals 19 years and older.

Special Notice to Subjects of the Intracircumcordei

All persons who wish to flee the recent Intracircumcordei iniative to force citizens into government employment or exile them to slave ships are reminded that those with no record of having commited any crime under Praetonian law are welcome to stay and work indefinitely in the Crown Commonwealth as non-subjects, where there is no capitance tax and ample space and jobs for workers of all skill levels. While the government will not fund passage, numerous shipping organisations exist that are willing to grant free passage in exchange for a share of first year earnings on arrival in the Crown Commonwealth.
