Preamble: In attempt to better the world of evil, to continue to fight for global freedom, for global satisfaction, this alliance has been created to help, not to fulfill this hope, only to help it. Many a nation has created successful alliances, and East Ying wishes to take it's turn. By creating this alliance, we hope, no matter how many members, we inspire.
Aim: To create an open alliance to all nations that will be peaceful and co-operative with member nation-states requests.

Article One:
All member nation-states must try to be peaceful, and not attack other member nations. To solve the occasional dispute, the S.O.A.P.P.A.N. (P.A.N.- Protection Among Nations), has been created. To make this special task force able to help warring nations, with member states, or non-member states, it is asked for member states to donate 10 soldiers every 2 years to the task force, voluntarily. For if there is no task force, how can it assist you?

Article Two:
Member Nation-states MUST follow ONLY these rules.
• All Member nation-states MUST send at least 1 soilder a year to the SOAP-PAN reserves.
• All Member nation-states MUST Create at least ONE colony in the pending region "Soap". This Region will be used as a transaction hub, and colonies MUST be active at least every 3 days.
• All Member nation-states MUST Follow these rules.

Article 3:
All Nations must be willing to host naval, air and infantry bases.
Also, all nations must have an Embassy in their capital representing the alliance

The sun shone down on the cathedral known widely as "East Ying Cathedral", for it is where presidents gave their speeches. Today, Hing Min announced this message "After the writing and signing of the S.O.A.P. Alliance-Pact, the Democratic Hegemony of East Ying officially ratifies the alliance as a national alliance."

OOC: What is the function of this alliance and why has it been proposed? To make people feel like joining it must have a cause and a special purpose other than to get allies to protect other allies which by the way is something allies already do.
