OOC: The Essential Traveller's Manual to The Kharan-Serenno Interplanetary Federation

In brief

The Kharan-Serenno Interplanetary Federation is composed of five worlds, Kharan, Serenno, Rylik, Drakar, and Anrikar.

Kharan is generally considered the capital, and most reclusive of the worlds. Here in the city of Palantis resides the Royal family. Citizenship and even entry to the world is relatively restricted on basis of citizenship and blood purity (see below articles). Aside from the Royal family, and several Ministers, there is no true 'national' government on Kharan itself. Society is divided culturally and politically into various clans that far predate the Clone Wars, each ruled by their own local governments, though all ultimately subject to the royal family.

Serenno is the second major world in the Federation, Kharan's ally from within the Clone Wars. In the wedding between Supreme Leader Ragoris Sirava of Kharan and Countess Lagia Sunari of Serenno, the two world were linked inevitably into a close bond; making for all practical purposes the royal family of Kharan and of Serenno one in the same entity. Locally, the world of Serenno is ruled by their local Parliamentary Council, enacted initially in absense of Countess Sunari as she moved her residence to Kharan, and now the de-facto local government.

Ryllik is one of Kharan's three moons, the only of which has conditions sustainable to human life. Ryllik is comparatively less developped than either Kharan or Serenno; a peaceful and relatively rural planet in its entirety. Ryllik is ruled locally by the Ducal Family - an ancient offshoot of the Kharanai Royal Line millenia before any marriage to foreigners. Ryllik adopts identical citizenship and visitation laws as Kharan itself, and in all instances of the law and culture, Ryllikian citizens are considered identical to Kharanai citizens.

Drakar, known by the native population as 'Tyllooine' was a former Republic-controlled world, used centuries earlier as a heavily fortified base during the Clone Wars. The native population had long since died out, only settled by a few sparse colonies at first. With the discoveries of large cortosis deposits on its surface however, it quickly became an attractive target to Republic settlers. As tensions between the Republic and Kharan-Serenno built, the Republic stationed progressively more and more troops; an act which sparked a conflict known by the Kharanai as the Third Foreign War. During the course of the war, and a series of bloody battles, the Kharanai conquered this world. The native population descended from the Republic settlers has been viewed always with some degree of contempt, rarely ever afforded rights comparable to worlds mentioned previously.

Anrikar is a relatively primitive and isolated world during the time of the Third Foreign War, a Republic colony, but afforded very few resources by it. Its people were descendants of criminals several generations back at the time of the war, and held a general resentment for the Republic for 'holding them responsible for the crimes of their ancestors'. As a part of the final peace treaty with the Republic, as the world of Anrikar would form a sort of 'wedge' between Serenno and Drakar, and fearing the Republic would fortify it for use against them, Kharan demanded the annexation of the world. The Republic initially refused, but after threat of outright revolution from the native population, at last acquiesed the request of both Kharan and Anrikar's population. Under Kharan-Serenno, the world of Anrikar became quite developped, its citizens enjoying freedoms comparable to those of Serennoans.

Kharanai Blood Purity Laws:

Blood Statuses
e'Hoin (Kharanos/Kharanas) - Pureblood, 100% Kharanai Genetically. Afforded full citizenship and religious standing. No citizenship exam required, even if born off-planet. Able to marry members of any blood status and thus pass on citizenship to them. Children automatically citizens of at least e'Dvin Agum status.

e'Dvin Agum - Halfblood Citizen, 50 - 99% Kharanai Genetically. Afforded full citizenship and religious standing. If not born on Kharan, citizenship exam required for full rights. Able to marry members of any blood status and pass citizenship on to them provided they pass the citizenship exam. If children are at least 50% net blood purity, afforded e'Dvin Agum status.

e'Dvin - Halfblood, 50 - 99% Kharanai Genetically. Status of any half-blooded Kharanai born off-planet. Given full visitation and religious rights to Kharan; no citizenship until passing of citizenship exam. Spouses will not gain any privileges based on marriage. Can be promoted to e'Dvin Agum through passing of citizenship exam or marriage to e'Hoin.

e'Kwon - Quarterblood, 25 - 49% Kharanai Genetically. Whether born on Kharan or off-world, requirement of passage of citizenship exam for citizenship and religious standing. If born on Kharan, or to at least one parent of higher blood status who permanantly resides on Kharan, allowed permanant residence. If not, only allowed short-term visitation unless citizenship exam is passed. No automatic passing of citizenship to spouse or passage of citizenship automatically onto children unless their blood purity is e'Dvin or higher.

e'Nai - Nonblood, 0 - 24% Kharanai Genetically. By default giving no citizenship, religious, or visitation rights. If engaged in marriage to e'Dvin or higher residing on Kharan, given long-term visitation rights limited to their fiance's home prefecture. Upon marriage to e'Dvin Agum or higher, automatically granted full citizenship, religious, and visitation rights. In case of marriage to e'Dvin, can be promoted to equal status through citizenship exam, but only after spouse. In case of non-married or engaged e'Nai, limited visitation rights may be offered. All citizens of Serenno and Anrikar are given leave for short-term visitation to Kharan, though certain areas may be restricted to them (Restricted Zones). Citizens of other worlds with which Kharan has embassies will be granted access to short-term visitation rights to Unrestricted Zones; Government buildings will be opened to diplomats alone, on a case by case basis.

Rikra - Nobility, 100%+ Kharanai Genetically Legally. Granted full access to all rights and privileges of Kharanai society by default. All spouses and children automatically of identical status, regardless of their actual blood purity.

Kharanai Religion:

Lotro'vhek - literally meaning "The Way of Lotrokis", Lotro'vhek is the native 'religion' of Kharan. Lotro'vhek was founded by Lotrokis, the progeniter of the Kharanai race, the leader of an outcast group of Jedi at the time of the first Sith. The teachings of Lotro'vhek are found in e'Sak'Restigh, or "The Holy Writings"; the first three books of which were written by Lotrokis himself. In the first book is contained a "Revelation of all time"; a vision in which Lotrokis viewed the significant events in the galaxy from far before the formation of the Republic, through the present, and prophecied regarding the future. It speaks of five ages, as highlighted below. The second book contains moral and societal guidelines that define the Kharanai social order, set up the existing legal and judicial systems. The final of his writings deal with the supernatural, defining rituals, holidays, abilities with the force, and a description of several spirit beings native to Kharan and Ryllik.

The fourth book was written by Lotrokis's wife Sillha, shortly after the former's death, in which she claims her husband's spirit appeared to her and told her of the afterlife, and how he had forged a realm for all virtuous Kharanai souls to inhabit. At the end of writing it, according to legend, Sillha herself died and went to join him.

In later years, further individuals claimed to have received visions from Lotrokis's spirit, and have written down new books, some widely accepted, some relatively rejected. From clan to clan, the canonicity of such writings is swiftly disagreed upon. All Kharanai people true to Lotro'vhek, however, believe fully in the accuracy of the first four books.

The Lotro'vhek may not be considered a true religion in that Lotrokis himself writes: "On the matter of some creating being, some creating spirit, I cannot answer. My vision is limited to the realm of mortals and the spirits which choose to reveal themselves to us who have the perception to see. The nature of the creator itself elludes me, and it would be a great blasphemy indeed for the finite writings to define the infinite." However, Lotro'vhek has such an overarching effect in Kharanai society, it effectively replaces the concept of a religion.

The strongest theme within Lotro'vhek is that of honoring society, and ultimately thus, those who built it. There is no defined concept of a higher power, but actions in one's life directly effect their rewards or punishments in the afterlife. The spirits of the deceased are believed to be able to return to the realm of the living, and bring with them great knowledge of things mortals alone could not determine. For this reason, the concept of ancestor worship is a very key part of the Kharanai faith, and part of the reason behind their otherwise seemingly racist exclusion of non-Kharanai from their world.



The Five Ages:

Kono Hoin - Literally "Age One". The first prophecied age was one of struggle. This is the age in which Lotrokis himself lived in; the very earliest days of Kharan in which the first settlers were struggling to survive against nature and build a working society. It was prophecied by Lotrokis that the common stuggling of the Kharanai people would make them stronger, and together they would build a great society. Historically, all such occured.

Kono Dvi - Literally "Age Two". The second prophecied age was one of great turmoil. It was said that there would come about a "greatly wicked man" who would singlehandedly bring about the downfall of the formerly-unified Kharanai people, causing society to fragment into many small, warring clans. Historically, all such occured.

Kono Tregh - Literally "Age Three". The third prophecied age was one of great suffering. It was said that a great enemy would besiege Kharan unprovoked in the eyes of its people, and kill many. Yet through the chaos, the clans would find common ground once more, and join an alliance of planets far beyond their own in fighting for revenge. Ultimately though, their side would fall; "in a single night all the King's soldiers will stand dormant, made passive in an instant by a monster from afar." Kharan, as well as many of its allies would be occupied by the enemy. This is seen historically as Kharan's role in the Clone Wars and events shortly afterwards.

Kono Kwot - Literally "Age Four". The fourth prophecied age was one of unity. It was said that, though Kharan would be occupied by its foes for a time, it's people would arm themselves and fight back, liberating their homeworld once more. Shortly after their world's freedom, the unanimously decided Supreme Leader of a united Kharan would pledge himself in marriage to the heir to the throne of another world, joining the two together. This is generally viewed as the current age Kharan is in.

Kono Penkwe - Literally "Age Five". The fifth age is by far the most contraversial of all "future ages" discussed by Lotrokis. According to the e'Sak'Restigh, in time the alliance between Kharan and their "brethren world" would grow stronger, and Kharan would go on to conquer other worlds. Ultimately, according to Lotrokis, Kharan would go on to rule the entire galaxy "and spread its way of higher order to all." Extremist Lotro'vhekists interpret such to mean a literal military campaign, a position that to some extent the Supreme Leaders themselves have traditionally taken, especially in times of "Foreign Wars". More moderate Kharanai, however, believe such to be metaphoric to a cultural exchange of a better way of life, Kharan "conquering" the galaxy by aiding other, less fortunate worlds and promoting social justice abroad.
