Part I: Background

The Ixanian Empire is one of the world's absolute monarchies; it stands among the world's developed nations as a bastion of religious tolerance, political neutrality and responsible government. Founded by Leto the Great, the Ixanian nation has made its way onto the international stage in numerous ways and has made plenty of friends since the beginning of the reign of Empress Anastasia II. There is no state religion in the Empire but Lutheranism and Ixanian Orthodoxy are the dominant religions while Ixanian is the official language of the realm despite there being significant German speaking populations for example.

Part 2: Empress Anastasia II: An Introduction to the Monarch (OOC: Just so you know about the leader of my nation)

Empress Anastasia II (http://upload.moldova.org/movie/actors/n/natalie_portman/thumbnails/tn2_natalie_portman_2.jpg) is the current monarch of Neo-Ixania, succeeding her deceased father (Tzar Aleksander) at the age of eighteen (OOC: She still is eighteen). With features such as her slender body, hourglass frame and her famous long legs, Anastasia has often been found in magazines and news reports, an example would be the famous "Imperial Beauty" article found in a fashion magazine. She is fluent in Ixanian, English and German, has won several awards in gymnastics, is an experienced ballerina, has experience in self-defense and enjoys singing, travel, and astronomy. Anastasia is recognized as a child prodigy for her intelligence and she has two sisters (Catherine and Veronica) and two brothers (Alexander and Nicholas). Her measurements are 22-34-22 and she has a dog named Ninochka.

Her goal in life is to continue her father's dynasty: the House of Schverzinski. Political commentators say that her policies are similar to her father's policies and cite her belief in neutrality and an emphasis on national defense (as a war strategy, think of World War II Switzerland) as evidence. Anastasia has no particular stance on issues like Communism and is known for her charitable projects such as the opening of the Empress Anastasia II Memorial Hospital, which helps the sick children of lower class parents. As the Neo-Ixanian monarch, she is the head of state of all of Ixania's colonies such as Ixanian Belkaros (OOC: A colony given to Anastasia by Emperor Gnaeus in the Gala) and she recently helped make peace between Empress Isabella of the Ryou and Emperor Quaeus of Roma V. Anastasia desires peace most of the time but is not afraid to fight for her people; although she generally would use war as a last resort. Her ancestors include Ivan VI, a deposed Russian monarch of the 18th Century, German aristocrats and Ixanian monarchs.

Anastasia has a personal assistant named Vladimir. With the looks of a handsome movie star, Vladimir is often liked by women and usually follows the Empress everywhere. He worked for her father and considers it to be his duty to serve her. Vladimir currently lives in a manor with his Karshkovian wife and two children but always makes time for his job and still can be seen at the side of the Empress.

Anastasia is single and has no children but commentators say that her good looks and her titles, etc may guarantee her a husband in the future. When asked about marriage, she said: "I think that when I find the right man for me, I will find my husband. Until then, consider me single." Empress Anastasia lives alone in the Imperial Palace in Tzargrad while her siblings live with their widowed mother in their own mansion.

Part 4: Demographics

Neo-Ixanians (white) represent over eighty percent of the nation's population while minorities like the Germans represent the remaining twenty percent. A person with "Mixed" ancestry is defined as a "person with a Neo-Ixanian father and foreign mother or a person with a Neo-Ixanian mother and foreign father."

International marriages between Neo-Ixanian and foreign citizens are legal and are recognized by Neo-Ixanian law. However, there are several requirements that are needed to be fulfilled by the foreign citizen. A foreign husband and a Neo-Ixanian wife or a foreign wife and a Neo-Ixanian husband can choose to live either in Neo-Ixania or in the nation of the foreign husband/wife.

During the 16th to 19th centuries, many Europeans settled in Neo-Ixania and became citizens; breaking Ixania's previously homogeneous nature. The legacy of English settlers, for example, can be seen in the fluency of many people in the English language and the existence of families such as the Brockmans. Some European families became wealthy and maintain the land and power of their ancestors. European architecture can also be seen in cities and towns throughout the Empire.

Neo-Ixanian is the official language but other languages such as German are spoken by citizens. Many (but not all) families have German ancestry and some of the nobility can trace their ancestry to German noblemen and travelers who settled in Neo-Ixania during the 16th to 19th centuries. Empress Anastasia is, by maternal blood, half-German; being the first half-Ixanian to be the monarch. Her father was a full-blooded Ixanian while her mother was a full-blood German.

The main religions are Protestantism and Eastern Orthodoxy and Neo-Ixanian law guarantees the separation of Church and State and the freedom of religion for all citizens and extends the right to tourists. However, some religions are illegal due to certain doctrines. It is not uncommon to see a synagogue, a mosque or even a Bahai center in Neo-Ixania. Some places of worship will use the language of the majority of their parishoners in services. For example, a Dutch Calvinist church would use Dutch if the majority of people attending services used the Dutch language.

Part 5: Education

Education is universal for all citizens, regardless of age and gender. Neo-Ixanian education is based around the writings of 19th century and modern teachers. The writings of Maria Montessori have iinspired the creation of many Montessori schools in Neo-Ixania. There are different kinds of schools for people to choose from, depending on their preference. For example, a Catholic parent may send their child to a Catholic school. Private and boarding schools are often used by the wealthy.

All schools in Neo-Ixania (including universities and colleges) are rated on the test results of their students, etc and reports from the Ministry of Education influence their fate. If a school had not been good in terms of tests, etc then it may be closed down. If a school closes down, the students will be helped in order to secure the continuation of their education. The Ministry of Education creates a standard curriculum to use in all schools; though religious schools are allowed to edit the curriculum to suit their needs.

Part 6: Foreign Policy

Neo-Ixania's foreign policy is based on neutrality in world conflicts, friendship with other nations and membership in the Fegosian Union. All three of these factors influence Neo-Ixanian decisions. Several nations have embassies in Neo-Ixania and diplomats from Neo-Ixania have been sent to other nations after embassies have been built. Neo-Ixania has also created free trade agreements with other nations and has recently been involved in creating student exchange programs with other nations. Ixanian diplomats usually try to avoid ideological differences with other nations; a result of this is that Ixania, a Monarchist nation, has positive relations with Communist nations.

Neo-Ixania rejects involvement in foreign conflicts because of its emphasis on neutrality. Many politicians do not want to send soldiers into foreign conflicts and vehemently oppose the idea. Neo-Ixania's membership in the Fegosian Union has influenced decisions in diplomatic relations with nations such as Alfegos and Zaheran. Membership has created benefits for Neo-Ixania and it is known that Princess Catherine, one of the Empress' sisters, has been sent to Alfegos as a foreign student.

Part 7: Neo-Ixanian Law

Neo-Ixanian laws are numerous. For example, an international marriage will only be recognized under Neo-Ixanian law if you pass a series of tests, etc. The tests are only for the foreign citizen, not for the Neo-Ixanian bride or groom and they are required by law. If you do not take them, you will not be allowed to marry (Neo-Ixanian citizens are exempt from these tests) Some parents are more likely to support a marriage to another Neo-Ixanian citizen but others are more focused on how their daughter, for example, will be treated by the foreigner. In Neo-Ixanian law, if you attack the Empress or any member of her family or if you assist someone in attacking the Empress or any member of her family, it is considered to be treason.

Neo-Ixanian law has been shaped by centuries of leaders and jurists who had each been involved in the creation of laws. An Emperor or Empress is still bound by Neo-Ixanian law as the proverb says: "Not even royalty can escape justice.". There is a system of impeachment in place for Ixanian monarchs; those who are impeached are forced to abdicate and are replaced by their heirs. The Criminal Code of Ixania, in its 2008 edition, has a section dedicated to "Imperial Impeachment". The CCI is usually consulted by lawyers, concerned/curious citizens and jurists.

Part 8: Military

The Neo-Ixanian Military can be divided into four groups: Army, Navy, Air Force and Militia. The military's focus is national defense and soldiers are trained in guerilla warfare by experienced officers. The Empress is the commander-in-chief of the military and works with the Minister of Defense to ensure a safe and secure nation.

Part 9: Culture and Society

In Neo-Ixania, many citizens have pastimes such as billiards, chess and card games. It is not uncommon to see elderly people playing chess in the park or gentlemen playing billiards at the gentlemen's club. Country clubs have been established for the wealthy members of society and are rated mostly on their appearance and amenities. The daughters of members are often married to the sons of fellow members and it is considered a taboo by some to have them married to the sons of non-members. The national sport of Neo-Ixania is the game of team handball but there are other sports played by citizens. Some women play stoolball, a game that was created by Neo-Ixanian milkmaids to pass the time while cricket is played by the wealthy, including several members of the Imperial Family. Cricket is also played by people in the lower and middle classes. Local sports teams can be found in cities and towns all over the nation and are usually members of leagues such as the National Gentleman's Club Athletic League, a league composed of sports teams from the gentleman's clubs of the nation.

Neo-Ixanian culture has plenty of heroes/heroines, folk tales, legends and myths. Many Neo-Ixanians are proud to be a Neo-Ixanian and try to instill this belief into their children. A grandparent can be seen at times telling their children stories about famous people of the centuries such as Viktor Kuznetsov, the industrialist who helped create the railroad network of Neo-Ixania.

Ballet and dancing are two of the pursuits of some Neo-Ixanians. It is known that the Empress was enrolled in the Imperial Ballet School when she was younger and since then has appeared in several plays at theatres. The Imperial Ballet School is where the daughters of noblemen, aristocrats and monarchs are enrolled to learn everything there is about ballet. There are different forms of dancing in Neo-Ixania and there are still people who will have no problems spending time dancing with friends and family. Villages in Neo-Ixania are hotspots for dancing and there are teachers who can teach people how to dance.

Ixanian literature, cinema and television all thrive; providing people with diverse programming, memorable stories and popular films. There are many festivals that are focused on one of the three; and many people enjoy watching the animated films that are currently being produced by the emerging animation industry. Ixanian cinema, literature and television also has programming, etc for non-Ixanians such as the German population. For example, it is not uncommon to see a German language talk show on Ixanian television.

Background: The mother of Anastasia and her siblings, Emilie Schverzinski is the Empress Mother of Neo-Ixania. Born into a wealthy family of German ancestry, she met Emperor Aleksander when she was only fourteen and they soon fell in love. The marriage was permitted by both families and six children would be born to the couple: three sons and three daughters. Emilie is seen as a heroine by the German community for her efforts to maintain the German culture found in Neo-Ixania and will often appear in traditional German clothing during special events. Emilie was one of the first non-Ixanians to marry into the House of Schverzinski.

Background: The oldest son of Aleksander and Emilie, Alexander "Alex" Schverzinski is the ladies' man of the Imperial Family as he is famous among young women as the handsome prince who they will swarm whenever they see him in their city. He is an expert skeet shooter, speaks Ixanian and German, and is considering the possibility of becoming a professional skeet shooter in the future. He attends the Imperial Academy with his other siblings.

Catherine is known as a child prodigy because of her high I.Q and has considered being a professional violinist in the future. Some people say she looks similar to her older sister, Anastasia; she also has experience in gymnastics and has won two awards.

Background: Nicholas Schverzinski is the second son of Aleksander and Emilie. Nicholas is known to be friendly towards others but often has no problem spraying his siblings with his water gun. He motivated his father to buy the children sprinklers so they could play during the summer. Nicholas has thought about joining the military when he is older but he has also considered other careers.

Background: The daughter of wealthy landowners, Vera is the love interest of Captain Sabre Wulf. She, like Tatiana, has one sister but also an older brother and living parents and lives alone in a manor and has plenty of money.

Background: Valentina Ulyanov is the daughter of a local politician and worked as a maid for the Empress, which she considers to be both beneficial to her finances and an honor. It is rumoured that she is being courted by Emperor Carlos Wesker. Valentina's mother and father still live and so does her younger sister. She lives in a small house in the city and is able to pay her taxes.

Background: Sara is the fiancee of the Nosovian monarch and a recent post-secondary graduate who attended the Empress' Gala. Reporters have swarmed her after hearing about her marriage to the Czar of Nosovia.

A married man who loves his family and cherishes his nation; Ivan Rucinsky often works hard in creating diplomatic relations between Neo-Ixania and other nations. He is neutral in world conflicts, indifferent to ideologies, is faithful to his wife and is extremely loyal to the Empress and the Empire.

Svetlana Stürmer (http://z.about.com/d/tvdramas/1/0/a/K/madelstowe.jpg) is Neo-Ixania's Foreign Ministry spokeswoman who visits nations when Mr. Rucinsky is unable to visit (sometimes she is sent instead of a diplomat). She is a single bachelorette who is known for her beauty, charm, and commitment to her work

Leopold Osterman (http://www.formalheadquarters.com/images/quinceanera-tuxedo.jpg) is the Defense Minister of Neo-Ixania; best known for his emphasis on defense over intervention in world conflicts. He ardently believes that international military aid is not necessary for his nation and believes that defense should be the priority. This picture shows him at a gala with his wife.

Eduard Bobrinsky (http://www.tuxedoroyale.com/images/whatsnewpic.jpg) is the Economic Minister of Neo-Ixania and a member of one of the nation's noble families. He helped the national economy grow significantly during the reign of Anastasia's father and was retained by the Empress to be a member of her government. Like the majority of ministers, he is a married man and has children. His wife recently gave birth to twins: a son and a daughter.

Jacques de Lestocq (http://www.bonardis.com/junk/SL_Show/Flower_cart.jpg) is the Justice Minister of Neo-Ixania; best known for his successes as a lawyer during his early years in the law. He believes that justice should be fair and equal for all and works zealously to maintain this standard in the nation. This picture shows him with his wife; who was his secretary during his days as a lawyer.


Ruprecht Bauer (http://www.sarasotatuxedo.com/catalog/images/282_parisian.jpg) is the Agriculture Minister of Neo-Ixania; best known as the son of a farming family of German ancestry. He believes that all farmers should be treated fairly and equally and he zealously defends them during meetings. He lives with his family in the countryside as the only member of the Council of Ministers to reject city life.

Alexandra Witte (http://www.silksuitstore.com/images/singlebreastedtwobutton.jpg) is the Environment Minister of Neo-Ixania; she strives to maintain a healthy environment for Neo-Ixania and tries to maintain adequate funding.

Vladimir (http://www.capecodtuxedorental.com/images/raffinati_swing2.jpg) is the Empress' personal assistant and follows Anastasia everywhere. Born into the upper class, he was a childhood friend of the Empress and was chosen by her to be her personal assistant after her coronation. He is an eligible bachelor who lives in a small dacha in the countryside. Vladimir speaks fluent Neo-Ixanian, German and Dutch.

Adelaide von der Schulenburg (http://www.worldofstock.com/slides/PMO1835.jpg) is one of the Empress' childhood friends. A single landowner, Adelaide lives her life in the manor she recieved from her parents and often visits the Empress to enjoy some tea and discussion. Adelaide is currently one of the "Most Eligible Wealthy Bachelorettes" of the nation according to a magazine.

Nadezhda Kirsch (http://www1.lanidor.com/i2007/img/empresa/fundo_empresa.jpg) is one of the many members of the Kirsch family; a wealthy German family that has generated several famous people over the years. Nadezhda is a supermodel who has been famous in Neo-Ixania since she was a teenager and her photos have appeared in numerous magazines. Single and eligible, she is currently working on a new series of photos which will appear in the fashion magazine: "Schöne Frau", which is considered to be her favorite magazine (because her photos regularly appear in the magazine) and one of the most famous magazines in Neo-Ixania.

OOC: Can people help me with the military part of my factbook? If you do help, feel free to read the rest of my factbook.

I'm not good at the navy or standard airforce sectors, but if you look at my factbook Neo-Ixania, especially the Army part (which needs a bit of a polish), you can get an idea of what you put under military.

Also, don't you have an embassy in the glorious state of Alfegos?

Thank you, Alfegos. I was hoping that I could make my military a formidable opponent in case of a war; though it concentrates on defense. As for an embassy, Neo-Ixania has an embassy in your nation.

Part 15: The Colonies

Neo-Ixania has three colonies in the world: Neo-Ixanian Europia, Neo-Ixanian America and Neo-Ixanian Belkaros. Leonid Baranov is the Viceroy of Neo-Ixanian America and Nicholas Baranov is the Viceroy of Neo-Ixanian Europia; Neo-Ixanian Belkaros is managed as a Crown Colony by the Empress herself; though she has considered appointing a viceroy to represent her. Each colony recieves funds from the Neo-Ixanian Government and soldiers are trained by officers sent by the Ministry of Defense. Each colony is forbidden to go to war independently; as all three of them are legally at war with any nation that Neo-Ixania is at war with. The colonists pay taxes only to the colonial governments and resources such as wheat are sent from the colonies to Neo-Ixania. Each colonial government has its own ministries such as Education and Defense and they recieve funds from the Neo-Ixanian Government.
