The Brookings Institute
The Crown Institute for Advanced Studies

Details:
-Director: Robert C. Goddard Jr.
-Spaces: 500 Vacancies
-Trust: $25 Billion USD
-Operating Funds: $2 Billion USD Annually
-Financial Officer: Chuck Schwab

History:
The chief benefactor and namesake of the institution is Robert J. Brookings (1898-1990), better known in the Dominion as the father of the atomic bomb. A brilliant scientist and ardent free-thinker, Brookings was considered universally by his colleagues as the pre-eminent mind of his day. By the age of thirty-nine, in the fateful year of 1937, he was the leading scientist in charge of the development of atomic technologies and contributed immensely to the first successful test later that year. Thus he gained the title of Father of the Atomic Bomb and became one of the most infamous men in the nation's recent history.

In part due to gratitude for his work and in part due to fear of his selling his knowledge to the highest bidder, the government granted the highly esteemed scientist an unconditional stipend of $10 million USDs per year indexed to inflation for as long as he chose to accept it. However, the man wished his name not be associated with such destructive power, and thus funneled his energies into pursuing a new legacy. Willingly accepting the yearly salary and having no thought of betraying his nation, Brookings continued his work for decades, though no achievement would ever equal that of the atomic project. Though in his lifetime he would never see the birth of a new legacy, dying with the knowledge that he may kill from beyond the grave through his work, his descendants would create glory from his name.

In 1940, just three years after his greatest accomplishment and thirty million dollars richer, Robert J. Brookings donated a third of his fortune - $10 million USDs - to a man by the name of Thomas Crown for expressed purpose of funding the think tank he had established that year: The Crown Institute for Advanced Studies (CIAS). Though the surge of funds did the institute a world of good, attracting many bright minds, the establishment largely flew under the radar for the next half century.

In 1990, already decades passed his prime and with his mind in a decaying state, Robert J. Brookings succumbed to the rigors of age and time, leaving his entire fortune to his grand-nephew, Robert C. Goddard the Elder (Sr). While the government held a formal national funeral for one of its favorite sons and the media ran stories of his accomplishments, - notably the one he was least proud of - Robert Goddard Sr. debated what to do with the fortune. Brookings' account had ground immensely over the years with annual multi-million dollar checks coming in and immense interest payments, topping off at roughly $5.7 billion USDs in 1990. Goddard, who now found himself a billionaire, decided to donate the vast bulk of it to The Crown Institute for Advanced Studies under the condition that it be renamed The Brookings Institute. Goddard kept roughly two hundred million dollars for his own family, giving half a billion to be used immediately by the Institute, and invested the remaining five billion in the name of the Institute.

By 2015, though Robert Goddard Sr. had passed away two years earlier, through his clever investing, the Brookings Trust had grown to slightly over $34 billion USDs. With millions invested in restoring the image of the Institute, it once again returned to glory, becoming the most prestigious research center and think-tank in the nation. The same year, for its 75th Anniversary, work was completed on a new establishment for the Institute: a water-molecule shaped series of three fully-stocked, independent Arcologies. The opening of the $9.25 billion USD constructions is being coupled with a vastly new policy, including allowing foreign thinkers to become members of the Institute.

Currently, the Brookings Institute is the pre-eminent think-tank in the nation as well as one of the top in the world. It has a steady Trust of $25 billion USDs invested at a rate of 8% a year, giving the establishment a $2 billion USD operating fund annually. The Fourth Director of the Brookings Institute is Robert C. Goddard the Younger (Jr).

Policy:
Since the establishment of The Brookings Institute in 1940, it has been a completely independent think-tank. It has never had any affiliations with the government, corporations, other institutions, or advocate groups. Until Goddard Sr. established the Brookings Trust, the Institute relied solely upon unconditional donations to survive. There have been years where its loudest voices have leaned to the left or right, but there has never been an official position of the Institute. For decades it has attracted members from all areas of the spectrum. However, policy research and analysis has always only been one half of the equation. The other half is a commitment to research of any and every field. The best and brightest minds in the nation are gathered at the epicenter of the highest level of research, free to work on what they please when they please.

It is the goal of The Brookings Institute to encourage unfiltered, undirected, and unrestricted work across all fields of research and thought by the best minds of each generation. It was Robert J. Brookings' dream that had he been working purely for himself, the first use of atomic technology might have been constructive and not destructive.

Environment:
In 2015, The Brookings Institute opened its new home known as Sanctuario off the coast of New Zealand in the South Pacific. Three arcologies (http://en.wikipedia.org/wiki/Arcology) are joined together by bridges in the shape of an H20-molecule. The two antenna arcologies (sticking off the main one) are completely filled with staff, aides, and other resources, while the main arcology is solely for the members to work, live, and entertain themselves. M-1 (Mind-One), the member's arcology, is very luxurious, providing each of its one thousand possible occupants with their very own villa. The villas, designed by some of the best housing planners in the nation, were developed with ease, comfort, and luxury in mind.
--------------------------------------------------------------------------Villa:
-1x Master Bedroom ----------------1x Grand Study-Library ---------1x Kitchen ----------1x Dining Room
-1x Master Bathroom ---------------1x Den/Bar Area -------------------1x Office -------------2x Viewing Areas
-2x Additional Bedrooms ---------1x Great Laboratory ---------------1x Full Gym -------1x Living Room
-4x Additional Bathrooms ---------1x Additional Study --------------1x Lounge ----------2x Mini-Offices

[View of a typical Villa]

With such all-inclusive villas, members never have to leave their homes. However, the platform offers numerous other attractions from movie theaters to bowling alleys to shops and even more laboratory units. But should someone still not want to leave their home, they don't need to; there is a full service, complimentary, full-time staff of five aides per member. Each staff includes a maid, a chef, a butler, a personal assistant, and a choice of a trainer/nutritionist, spiritual advisor, or second personal assistant. All of these members live in the adjoining arcologies, though they are fully committed to full service and will move in to the spare guest rooms should they be asked. In addition to a multi-member staff, there are qualified students/aides living in the adjoining arcologies that can be used for help in labs, discussing one's ideas, or whatever.

The villas all face in towards the center of the platform where all of the other venues are. There is a swimming pool that curves all the way around the inside, flanked by a path that can take one to every part of the floating city. The backside of the villas face out towards the ocean, where a path encircles the whole platform and is dotted with tiny little gardens and fish ponds. Besides the fish, the only animals that roam the platform naturally are tiny little chipmunks that live in the gardens. While almost impossible to tell its there without being very close to it, a large reinforced, glass barrier protects the arcologies from the elements and severely reduces noise from boats or helicopters that are traveling to them. However, they do remain open-air, exposed to the outside and maintained by the natural warm climate. When the temperature reaches its coldest in the middle months, the platforms can be sealed off and kept warmed from absorbing and trapping the sunlight, but most of the time the outside air and slight breeze from being on the ocean is pleasant.

Deal:
There is only room, both fiscally and physically, for one thousand members at The Brookings Institute. Until 2015, it only maintained about one hundred members, all of which were natural citizens of the Dominion. However, under the leadership of new Director Robert C. Goddard Jr., the institute has expanded to ten times its previous size and is now accepting members of the foreign community. In order to be accepted, members must possess high credentials and be among the top members of their respective fields. The only requirement of someone who is accepted and agrees to join is that they must spend at least half a year annually at the Sanctuario platform.

The Benefits:
-Annual stipend of $1 million USD to be spent or saved however the member wishes
-All inclusive services, food, necessities, living quarters, working quarters, assistants, grants, and facilities.
-No requirements on how much or when work is done (i.e. no work ever has to be produced while one is a member).
-Unlike many high learning institutions, there are no requirements for teaching or lecturing (though opportunities can be made available upon request).
-The Institute claims no right to or profit from a members work. The only requirement is Brookings being named as the benefactor (who has provided the means for the work).
-Members are immediately cleared for entry into the Dominion mainland and complimentary services for trips there.

Imagine that: being required to stay at a virtual resort for half a year... and getting paid a million dollars to do it.

[OOC: This is just a little idea I had about creating a research center/think tank in the Dominion. It is extremely luxurious and a great deal for top members of their fields with great benefits and the smallest of requirements. At the moment, it is just kind of an additional part of my factboook - that is, giving additional information about pieces of my nation. You can sign up your character and if you are accepted, s/he will be part of the prestigious Brookings Institute. However, if people want, we can begin a small character RP based on it and whatever plot (if any). Military actions will be ignored. If you have any questions please ask; they are helpful.]

Dear Dr. Robert Chan,

I'm glad to see a fellow economist interested in joining our fine institution. Many of the fellows here constantly chime on which theoretical science is the most difficult, but I think you and I both know the truth. Ironically, part of our difficult comes from the fact that unlike most scientists, we can inform and influence the definition and behaviors of economic thought and activity.

In addition to the brief supplement you provided, the institution's researchers do a private background search - more of a research into an applicant's academic history - and I don't mind telling you that I was quite pleased with our findings. Doctorate at 27, tenured professor at a young age, and nominated for the Bannick Prize before 40; not too shabby. I was particularly pleased after reading over your much acclaimed On Markets and reviewing your work. Unfortunately, I could not force myself to get past the first couple chapters of An Analysis of the Dynamics of Price Inelasicity in the International Petroleum Markets. No offense intended, - I'm sure it is fine work - but the nature of our situation here in the Dominion intimates that economic oil activity be largely unimportant. You see, recent leadership has brought the nation to a point of oil independence through various research into alternative energy and by securing the required minimum oil needs. As such, we neither export or import petroleum. Nonetheless, I'm sure you know that even an independent nation is affected by the foreign petroleum markets.

I eagerly await your third publication and possible discussions on the matter, post and prior completion. But now... down to business.

As I am sure is apparent by now, this is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings). I am equally sure that you understand the nature and by-laws of the institution, but I am obliged to review a few specifics in brief.

The one requirement of The Brookings Institute is that members spend six months of every year at the newly completed Sanctuario floating arcology. Spending more time, of course, is completely acceptable and encouraged; your private villa will be essentially in your possession until you choose to retire. Though note that while it is yours, the institution maintains ownership and maintenance rights. However, spending less time than the required six months may and will result in penalties ranging from fines to expulsion. As such, before accepting, we wish you to review your priorities and make sure you can commit the time to living in the village (local name of the arcology) for half a year. I understand that you have given up your teaching responsibilities and duties as economic advisor in order to begin work on your third publication, but I should inform you that we will not take kindly to members who accept our offer for a few months and then resign to return to other activities. As such, being in person at any year-long duties such as teaching or advising is impossible, though we make all the effort to allow quality communication (video-transmission) if it should be acceptable to teach in such a way. Essentially it all comes down to this: as the only requirement be that you spend six months of each year with us, we hope you consider the offer carefully before committing yourself.

Now for the more fun details. All services, entertainment, work related materials, research information, assistants, and food requirements are all included with no payment needed. The only possible expenditures are at the local shops that dot the platform. While all of the civil liberties of the Dominion mainland are respected at the Institute's new home, being in sovereign waters there are no taxes. Thus the annual $1 million USD stipend should be more than enough to survive (essentially making all shopping free, considering you are buying with the houses money). Yes, free money. Twenty-five years ago, my father, may he rest in peace, reinvested the Brookings fortune for the Institute. Now, with the Brookings Trust worth $25 billion USDs and earning 8% in annual returns, the Institute has an annual operations fund of $2 billion USDs. Half of the operating cost is divvied among the one thousand fellows ($1 million USDs each), while the other half is used directly for the operation of the Institute including maintenance costs, import costs, staff salaries, and *research grants. Currently, with all revenues coming from interest on the Trust, I am researching possibilities for extra revenue - I'd be interested in hearing your thoughts.

*While previously mentioned that all research costs and materials were provided, that only goes so far. Most activities' needs will be provided, so there is no need to worry. However, for major research programs that will costs multiple millions of dollars per year, a fellow must apply for a grant from the Institution. Note that this is generally only the case for a project such as an archaeological dig. In addition, foreign grants can be used in the place of applying for a Brookings grant.

Finally, if you accept, our private jet will arrive in Tolvan within the week to fly you to New Zealand where a short helicopter ride (or boat ride for those wary of helicopters) will bring you to the Santcuario. In the future, transportation to the mainland will be provided, but further than must be paid out of pocket.

Hoping to see you in the near future,
Robert C. Goddard Jr.

Dear Mr. Joe Smith,

It's a pleasure to review the file of someone who has been quote extraordinary in such a short life so far. However, I will preface the rest of this letter with the following: the Council of Fellows has accepted your application under a temporary fellowship. You have been accepted into the Brookings Institute with all of the benefits of a standard fellow. The only difference is that the Council of Fellows will review your file and future work at the Institute annually for the next five years. During the review process, the Council will convene on whether to extend your fellowship an additional year. If and when five years pass and you have been extended each review season, your will be granted a permanent fellowship. No need to worry, I am sure that your brilliance and work will more than impress the Council.

As a side-note, I am not totally without sympathy to you in this position. In fact, you may question the hypocrisy of the situation considering I, a man not celebrating twenty-eight years of life until this spring, am telling you, a man of only two less years, that you are too young. Of course, I may not be in my situation without a certain amount of nepotism, but I assure you, like yourself, I have done my fair share of work. And with your movie-character-esque life thus far, I am sure you will do fine. As an additional side-note, I have a good amount of interest in political science, despite focusing on economic matters. I'd be interested to hear your expertise in political science, especially because the Dominion's political stage is so limited.

Now to the details. As such, before accepting, we wish you to review your priorities and make sure you can commit the time to living in the village (local name of the arcology) for half a year. As such, being in person at any yearlong duties such as teaching or advising is impossible, though we make all the effort to allow quality communication (video-transmission) if it should be acceptable to attend any duties in such a manner. Dear Dr Thi'lo Rei'soi, LR,

Your resume is quite impressive: multiple degrees in science that I won't even both trying to understand (the Council of Fellows has informed me that they are impressive), decades of work experience at the top of your field, a bit of teaching, and award winning research into your field. Not that I understood what it said, but I remember reading a net-article on your discovery of Xi positive particle and the subsequent award in physics for it. I think making my head spin is qualification enough to enter The Brookings Institution.

I should inform you that we will not take kindly to members who accept our offer for a few months and then resign to return to other activities.

You will note that unlike many universities and institutions of higher learning where qualified individuals like yourself receive fellowships, there are no requirements at The Brookings Institute to lecture or teach classes. In fact, aside from the assortment of post-graduate students who are on the staff to provide assistance and aide, there are no students to be taught. Nonetheless, there are lecture halls in the Sanctuario in case you get the desire to lecture on some recent or past discovery. I am sure that of the hundreds of colleagues surrounding you, some will be interested to attend. Furthermore, it can easily be arranged to fly in a group of students or get you a teaching/lecturing vacancy at a Dominion university.

Finally, if you accept, our private jet will arrive in Alfegos within the week to fly you to New Zealand where a short helicopter ride (or boat ride for those wary of helicopters) will bring you to the Santcuario. In the future, transportation to the mainland will be provided, but further than must be paid out of pocket. If you wish, you may also land your own helicopter (if you have one or purchase one with your new found funds) at the center's helipad. Unfortunately, any planes will have to be flown out of the nearby private New Zealand airport.

Hoping to see you in the near future,
Robert C. Goddard Jr.

Since I am not currently engaged in any full-time lecturing, after succesful completion of a government project I am forbidden to go into, I should not have any problems in the case of other engagements, and negotiations with the governmental ministry I have been working as part of have ensured that I should not need be called away for more that a couple months. I will indeed like to stay on the arcology in the villa you have allocated for me, and am glad to learn of the benefits that come with staying upon the station.

I will be travelling to the arcology with my equipment and my belongings via my private helicopter, and ask if it is possible to loan out a hanger so that I would be able to store it, and fly it to the mainland if it is ever necessitated.

Thankyou for my acceptance to the arcology in advance,

He is the fourth of five siblings, and his sister is Countess Sabrina Montascoli, current member of the Nord-Brutlandese House of Lords.
Dr. Montascoli is married to Dr. Giuliana R. Maíorana-Montascoli, the current director of the Royal Institutes of Health. They have three children, Carlo (15), Larisa (11) and Adam (7).

Dear Dr. Patrizio C. Montascoli,

I am pleased to say that I would feel much safer with you as a member of the medical community at the The Brookings Institution. Your multiple degrees, decade and a half of work experience, leadership roles in the medical community, and prestigious awards from the medical community prove a more than qualified resume. I just hope your various other commitments and organizational responsibilities do not prevent you from spending enough time in our hospitable surroundings.

I have noticed that you included information about your family, something refreshing in a world of pure academia. Family is very important and I hope that you will be able to balance your familial responsibilities with any work you wish to pursue here. On that topic, I wish to address a few details. Your extended family is free to visit when you please. You will soon find out that your villa is large enough to accommodate a few extra inhabitants whether it be in the spare bedrooms or via pull-out couch, but there is also the option of putting them up at the local hotel accommodations. As for your immediate family, I am not sure what your decision will be about moving them from your home to the Sanctuario, but I would like to put forth a couple of points. As you know or will learn in a moment, there is a requirement that you spend half a year annually at the Institute, so that would mean leaving your family behind for six months. Alternatively, you can move them with you to the villa and live a normal life here - relatively normal. You will be happy to know that there is a quality school as well as all of the necessary and extra facilities for kids; however, the number and diversity of kids is quite different than what you could find in a large environment. There is, obviously, easily enough room for you and your family in your villa. It is a question of lifestyle that is up to you.

I should inform you that we will not take kindly to members who accept our offer for a few months and then resign to return to other activities. As such, being in person at any year-long duties such as teaching or advising is impossible, though we make all the effort to allow quality communication (video-transmission) if it should be acceptable to work in such a manner. I have my doubts about being able to do long distance medical work, but it appears you have resigned from past positions so that there are no conflicts. Essentially it all comes down to this: as the only requirement be that you spend six months of each year with us, we hope you consider the offer carefully before committing yourself.

You will note that unlike many universities and institutions of higher learning where qualified individuals like yourself receive fellowships, there are no requirements at The Brookings Institute to lecture or teach classes. I am sure that of the hundreds of colleagues surrounding you, some will be interested to attend. Furthermore, it can easily be arranged to fly in a group of students or get you a teaching/lecturing vacancy at a Dominion university.

In addition, because there are several thousand people living in the arcologies (including both fellows and staffers), there is a central hospital on the platforms that is staffed by non-fellow doctors. With your extensive expertise and work, these normal doctors may be interested in hearing your thoughts and research should you ever wish to give it. However, the more interesting opportunity is that the hospital plays the role of a major research body within The Brookings Institution. Many of the fellow doctors use the facility for group research and information sharing and some even lend their time to normal or abnormal case work. Of course, it is all optional.

I hope the wall of your villa will be large enough to hang all of your degrees and various honors. Official Brookings Institute Response
On Behalf of the Council of Fellows
To: Dr. Thi'lo Rei'soi, LR

On behalf of the Brookings Institute, we are glad to hear you have accepted our offer to join the ranks of Brookings Fellows.

As for transportation, we have no hangars per se. Instead, there are roughly sixty helipads (twenty per each arcology), of which you will be granted the one nearest your villa for personal use. And while not a hangar, they are inside the arcology's outer glass shell, protecting them from the elements. In order to exit, a section of the glass ceiling opens and you can simply raise straight through the roof.

Upon arrival, your five staff members will meet you at the helipad. They will help you with your baggage, taking it down to your villa for you. If you should so wish, they will give you a tour of the facility and answer any of your questions as you get to know each other. In the meantime, an account is being set up in your name with the first yearly stipend at a bank with a local branch.

If there is anything else we can do for you or that I may answer, please do not hesitate to ask.

Sincerely,
Robert C. Goddard Jr.

As well, I will be content to give various lectures to the your nation's unversity students and also to give lectures to my colleges regarding my fields of research.

To note though the only conditions of my work are that I do not take part in the research of weapons of mass destruction, that I be allowed to bring two assistants to help me in my research, and that I be given credit in any of my work that might be patented or published. Dear Mr.

However, spending less time than the required six months may and will result in penalties ranging from fines to expulsion (and in the case of a temporary fellow, most likely the latter). Essentially it all comes down to this: as the only requirement be that you spend six months of each year with us, we hope you consider the offer carefully before committing yourself.

To Mr. Robert C. Goddard Jr.,

I have carefully considered your offer, and after considering the many other offers I have received, I have chosen yours, for you are the only one that did not come to me, I came to you. The others want me to use me, but you don't care if I accept or not. I truly believe that unlike the others, you seek not to topple governments, or fix elections, but to better understand the world around us. Your institute is the one place that I feel I could actually do as I want, and not as others want, for your goal is progress, in anything where as they're goals are to achieve power. I await your jet, and do not worry, there is nothing here for me now.

Signed,
Joe Smith

To note though the only conditions of my work are that I do not take part in the research of weapons of mass destruction, that I be allowed to bring two assistants to help me in my research, and that I be given credit in any of my work that might be patented or published. Those are my only terms and that I also wish to note that I have suitable supplies of my own money to spend on my own travels and luxuries.

Signed,
Lord Dr. Godwin Erida

To: Lord Dr. Godwin Erida

On behalf of the Brookings Institute, we are glad to hear you have accepted our offer to join the ranks of Brookings Fellows.

You need have no worries about your research. All projects that you work on are entirely up to you. It is an entirely independent and free research center, and we have no authority over what you work on. If you have a moral reservation about working on weapons of mass destruction - like the brilliant namesake of this institution, Robert J. Brookings, did - then you can decide not to do any work on them. Though, there is, of course, always the possibility that if you publish some finding for the international community, it will be used in work that you do not approve of. That is always the risk of innovation.

As for research assistants, I assure you that those we have on staff (which you can big from amongst) are more than qualified, but I also understand your desire to bring those who you know. This is entire acceptable. However, you will have to put them up in your own villa as there is no extra room for them. If you do not mind, there are two spare rooms in each villa where they can stay.

Finally, as previously noted, all work done while a part of The Brookings Institute is entire yours. All copyright and credit is entirely yours. The only thing the Institute requires is that it be named as the benefactor of your work - just a little note saying that it was this Institute that allowed you to pursue the work. We claim no right, research credit, or profits from your work.

Also, we have no interest in our fellows' personal finances. You may do with your money as you wish. Though note that we will never deny you your stipend or a grant for the explicit reason that you already have personal finances.

Sincerely,
Robert C. Goddard Jr.

To Mr.

Joe Smith

--snip--

Greetings!

I do accept the invitation to be a part of your honorable Institution and I agree to be bound by the conditions that had been set. I had since I changed my status to inactive at my teaching positions at the Infectious Disease Section of the Nord-Brutlandese Royal College of Medicine - Brutland and Norden General Hospital and the College of Public Health. My work as a pathologist can be accomplished despite the distance - histopathologic slides and other work can be accessed and reviewed via courier or via modern methods of communication. But I would be focusing mostly on research and possibly on the production of educational materials. Should any of my services in infectious disease (epidemics, etc.) or in pathology be needed in your country, I am more than willing to help out.

Also, I would be moving in alone, although my family would probably visit or stay with me when they are able to.

Thank you very much and I am deeply honored to be a part of this Institution.

Dear Your Grace Albin Thomas Retirun,

Let me first tell you that I am quite surprised and pleased to see a theologian applying for fellowship. You won't find many other men of the cloth at Brookings, but then a greater number of the residents are religious than one might expect of such a science based general body. Monotheistic or really any deity-based religion is a vast minority in the Dominion. There are less than two hundred million adherents to the Abrahamic faiths, and even the Greco-Roman pantheon has more worshippers than Roman-Catholic based religion. Most people prefer to be spiritual and base their religious views around that which surrounds them, not the belief in higher powers and worlds beyond. But enough of my rambling, I am sure you can quickly become acquainted with those who seek the "light" in Brookings. And who doesn't have an opinion on theology, one way or the other... it's not like we're talking about sub-neutronian particle physics.

Your degrees in theology, decades of experience in the field at the highest levels, and distinguished claim to having your work banned in so many locations leads me to believe you are qualified to enter. This is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings).

I should inform you that we will not take kindly to members who accept our offer for a few months and then resign to return to other activities. As such, being in person at any yearlong duties such as teaching or advising is impossible, though we make all the effort to allow quality communication (video-transmission) if it should be acceptable to work in such a manner.

Finally, if you accept, our private jet will arrive in Waldenburg within the week to fly you to New Zealand where a short helicopter ride (or boat ride for those wary of helicopters) will bring you to the Sanctuario. In the future, transportation to the mainland will be provided, but further than must be paid out of pocket.

Hoping to see you in the near future,

I have indeed pondered the Brookings offer for some time, and look forward to a working retirement. I am, despite my title, not a member of the Church in so far as may be considered, although on occasion I do lecture which my students have always considered preaching. I will have no issues with abiding to the rules of the institute and hopefully will spend a great deal longer there than half a year. The field of Experimental Theology is a new one, and one surrounded by much controversy, and I dare say on occasion can be more mind boggling than any physics you wish to name although perhaps not in the same sense.

There is one thing I wish though, and that is an assistant, a Waldenburger, someone who speaks the same language and may act as a porter between myself and the Divine Empire. I of course will handle his passage, lodgings, and pay however I believe some sort of open visa would be necessary for the traveling that will eventually arise. Beside that single point I believe there shall be few problems, and I eagerly await your plane.

My apologies on the slight error. I am being advised by the Institute's Council of Fellows, and I am afraid that I haven't quite mastered the language of every field of study.

Your fellow Waldenburg assistant is acceptable under the stated conditions. I will arrange for a background check and subsequent clearance visa to enter the Dominion mainland. It should take no more than a week, after which time the two of you will be free to enter the mainland without trouble.

Dear Mr. Goddard:

It is with great gratitude that I accept your most gracious invitation to join your esteemed organization. I anticipate that I will be prepared to travel to your facility within the next two weeks as I must complete the transition process for my successor. In addition to my book I have several smaller projects that I have been planning for quite sometime, but lacked suitable time to conduct due to the rigors of my position. Therefore, I do not think I will have shortage of work to conduct.

I look forward to my time at your facility and would enjoy meeting and discussing a wide variety of topics with experts in fields other than mine.

I am respectfully yours,

Dear Dr. Molly Skinner-Webb,

Welcome. It's refreshing to see a highly qualified applicant who also has non-academic interests like yours. I believe it to be healthy to sometimes slow down and take a break from work. As for the badminton court, I'm afraid your Villa's gym is probably not big enough; but do not fear, the arcologies have several sporting facilities including badminton courts, squash courts, tennis courts, basketball courts, swimming pools, turf fields, and more.

This is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings).

Finally, if you accept, our private jet will arrive in Stone Temple within the week to fly you to New Zealand where a short helicopter ride (or boat ride for those wary of helicopters) will bring you to the Sanctuario. In the future, transportation to the mainland will be provided, but further than must be paid out of pocket.

Hoping to see you in the near future,
Robert C. Goddard Jr.

I don't think there is anyone in the Institute without at least one doctorate. Teaching is all fine and nice, but some other higher experience would be useful. Anyway, enough kvetching. As you may or may not know, my company, Kazansky Heavy Industries, has recently reaped $60 billion dollars of profit from building military bases in ViZion for the Confederacy of Sovereign States. I will not of course spend all of this money here, but despite that, I would like to donate $25 billion dollars to The Brookings Institute aka The Crown Institute for Advanced Studies. Please advise whether such a thing is even possible, and if yes, when can I arrive at the Institute to make the donation in person.

Dear Alexander Kirilovich Kazansky,

I was not aware of your company's recent fortunes, but I congratulate you on the success nonetheless. We here are honored that you would wish to donate a sizable fortune (equaling our endowment) to the institution.

As you may or may not know, the Brookings Institute has a $25 billion dollar trust invested securely with an annual return of some 8%. Easy math shows that we accrue an additional $2 billion dollars per year, which we use in various manners. Half of it goes to the Fellows' stipends, while the other half is used for maintenance, staff salaries, goods, and the like. As this entire fortune came from a single now deceased man, the money supply of this institute does now appear to be increasing much. Others donate money as well, but we generally encourage small amounts or use it immediately for a big project. My current project as Director of the Institute and offspring of a famed economist is to find other means to increase the flow of funds without affecting the nature of the Institute. The Lord knows there are many rich men around the world and here in the Dominion, many of who would easily doll out great cash sums to be affiliated with our namesake or simply for noble reasons. However, as backwards and idiotic as it sounds, I have taken the policy of not accepting great values of money. I feel such a surge in funds would negatively affect this place. Again, I know it sounds odd considering money is a very useful commodity.

When initially reading over your offer, I considered informing you that there are numerous other more needy programs around the world that your fortune could do a good deal of good for, but then I had another thought. After all, it is yours to with as you please and who am I tell you otherwise? So, the other idea was this: take the $25 billion dollars and create the Kazansky Grant Foundation. Name it whatever you please. We could invest your money in a secure fund with %6-10 annual returns and the foundation could give grants to whomever it pleases. You see, while most research supplies and costs are easily met and included for the Fellows, some of them get ideas of grandeur about investigating a lost tanker at sea... or some tale like that. They request untold millions and many of them we have to turn down because the ideas are slightly too expensive or far-fetched. Some of them just turn to outside groups for funds, but many of them have their own agendas. Your foundation could be affiliated with the Brookings Institute as the chief grant foundation.

Anyway, it is just an idea. It's up to you.

Sincerely,
Robert C. Goddard Jr.

OOC: I edited it, anything else I could add or edit?

OOC: Okay, here is the thing. Your guy has five masters degrees and no higher ones. That makes him more of a jack-of-all-trades and master-of-none than an expert or top mind in a field (which is what Brookings wants). Again, 27 years of teaching is great, but teaching isn't that much of an accomplishment in itself. There are millions of teachers and professors. Only coupled with other things does it become important. Then he studied Calizorinstan's people... so has every 6th grader I'm sure. Go beyond that. If you mean he studied them in depth, then say something about if he published anything, if he discovered anything, if he had some revelation. Finally, the awards are all good and nice... but here are some issues: Distinguished Service Medal (Service for what? Was he in the military? If so, it's largely irrelevant), Peace Prize (Grand... but he doesn't seem to be entering or doing any work in international relations), History Teacher of the Year (Oye... more teaching), Medal of Honor (Okay, military. How does that relate to his expertise or level of greatness in his fields?), Physician of the Year (I'm not sure how he won that when he doesn't have a Ph.D. of any kind let alone a M.D. Did you mean Physicist?).

Just think through this a little bit. If you were creating one of the most intelligent and qualified people in a field, what would they have

Director of The Brookings Institute
Director of The Crown Institute for Advanced Studies

Dear Robert C. Goddard Jr.

I’m writing regarding the new policy of The Brookings Institute. You see, I’m looking for an environment that will revitalize and nurture my composition. Although I’ve been constantly publishing new works, it’s been almost ten years since I’ve written a symphony, and even longer since I’ve written something to be proud of. The idea of living surrounded by masters in every field sounds revitalizing. I believe my merits, as my awards attest, qualify me for the Institute. And I’m certainly a “foreign thinker.”
I believe that art music has stagnated, particularly in the West. But in my efforts to change this perception, I’ve become blocked. I've been to two of the most beautiful and isolated artist colonies in the world, Cranselvat in Havl and Orod Colony in Van Luxemburg, but I find that I’m still searching for something. There's a problem with art colonies. Art isn't about isolation or beauty. Art isn't an accident. Art should be a thought process. You may think I'm blaspheming when I say that art is a true science, but I survive on that belief. Many composers share this faith, but they forget to experiment. They stop at the hypothesis and then publish.
I used to believe that music was too constrained. Composers were either too focused on protecting art music or too busy trying to deconstruct it. That’s why my compositions tried to change public (and professional) perceptions of aesthetic boundaries. Lately, however, I've been trying to understand art for art, without aesthetic interpretation. I realize that, to move forward, I have to make a change. I've constructed an ultimatum. I have to either search for my true aesthetic ideal or abandon aesthetics completely. I hope to find this new direction at the Institute.
I mean no offense when I say that my works have not been popular in the Dominion. That has been a factor in my decision to become a fellow at Brookings. Because my work has eschewed art music norms in incorporating popular rhythms and motifs, it has also attracted the attention of listeners who do not normally enjoy “classical” music. Therefore, my work has become something I wasn’t prepared for; it has become popular. Although that has been a primarily good thing, bringing me opportunities and rewards I would otherwise lack, it has also brought attention and notoriety. And that’s a bad thing, more or less. At this point in my letter, I must admit that I don’t know the exact purpose of think tanks or what they produce. I have no desire to produce anything other than compositions. However, I understand that fellows are able to undertake projects, and I might be willing to take on an interesting request. However, I intend to use my time at the Institute to escape notoriety without becoming a recluse.

Meleri nevri Robert C. Goddard Jr.

I recently recieved word of the institute and I feel I must express my admiration for you and your family and the entire institute. To open the institute to minds of the world is truly admirable and I am sure it will lead to a brighter future.
In my own homeland intellect and education are held high, we aspire to enlighten our people and step away from barbarism for the benefit of the mind. One examples of this are the circles of debate. You might have heard of them? A very common recreational facility consisting of circles in which people debate various issues, if one wants to participate one simply takes a step inside and joins in.
Despite the advantages of such facilities and attitudes I feel that I need a change of air, one cannot stay in the same spot without becoming stagnant.
Therefore I have decided to apply to the institute. I hope you and your council of fellows will find my experiences acceptable and that we will be able to provide mutual benefit.

Dear Mona Eve Livonia-Campbell,

I must admit that I'm partial to the classical, classical music, but I would be delighted to listen to your unique musical stylings when you arrive here. If you would like, though only if you wish so, we could arrange some performances either in the formal halls or in the light breeze outside. As for the purpose of think tanks, unfortunately they have become distorted in recent decades, used to produce political justifications and support for partisan views. We here at Brookings, however, believe in their original purpose as a place for unfettered and uninterrupted research and work. You are not required to produce anything, not even a single piece of sheet music. You are completely free to do as you please.

This is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings).

Finally, if you accept, our private jet will arrive in Stone Havl within the week to fly you to New Zealand where a short helicopter ride (or boat ride for those wary of helicopters) will bring you to the Sanctuario. In the future, transportation to the mainland will be provided, but further than must be paid out of pocket.

Hoping to see you in the near future,

Meleri nevri Robert C. Goddard Jr.

I recently received word of the institute and I feel I must express my admiration for you and your family and the entire institute.

Signed

P.S. Due to the recent end of my peoples isolation, most of my works have not yet been translated from Pereinese. But I assure you that it will not take long.

Dear Valian Eyi' of the line of Ghan,

The study of genetics is quite the interesting topic, isn't it? I know that our nation is currently undergoing a rigorous government funded program dealing with the human genetic code, though I am afraid there isn't much public talk about it. No doubt there are some geneticists still within the Institute's body, but I do think a good deal of them have been hired out for several years to work on the project. Your presence will be a nice addition to dwindling number of geneticists on hand.

This is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings).

In fact, aside from the assortment of post-graduate students who are on the staff to provide assistance and aide, there are no students to be taught. Dear Mr. Goddard!

I approve of your decision, and I trust that you will find the proper people in DMG to control the Kazansky Grant Foundation. I do not much care what use you put the money to, as long as it goes towards the advancement of humanities and sciences in your nation. Medical research, archeology, bioweapons, I'm fine with any and all scientific advancementts.

Yours,

Alex.

Two days later, Kazansky's private, blackpainted A-10A Thunderbolt landed him safely in an airport in DMG. He signed the check at a press-conference at the Brookings Institute itself, tipped a waitress at the airport with $100,000, and left.

Dear Dr. Simon Armstrong,

I am pleased to say that I would feel much safer with you as a member of the medical community at the The Brookings Institution. Your multiple degrees, decade and a half of work experience, leadership roles in the medical community, and prestigious awards from the medical community prove a more than qualified resume. I need no more convincing.

This is an official invitation on behalf of The Brookings Institute to become a full-fledged fellow of the The Crown Institute for Advanced Studies (used nearly-interchangeably with Brookings).
