Recently, there has been a surge in undesirable genetic traits, namely mental retardation. Approximately 3.5 million Stoklomolvi are mentally retarded, and the Stoklomolvi government has undertaken a program, which they have named, "Mental Retardation Genetic Clean-Up". In this program, people who have been determined to be genetically mentally incapacitated will be either converted into useful members of society through the teaching of how to operate machinery or perform mundane tasks. Those who are unable to be cured for the better of Stoklomolvi will be executed quickly and efficiently by firing line.

We must politely request that Stoklomolvi not shoot mentally retarded people. We would be happy to set up an asylum on Okhotsk Island where the extreme cases may be kept.

If Yanitaria can ensure that no mentally retarded person may escape from this asylum of which you mention, we would happily ship all mentally challenged people to Okhotsk Island and will pay $50 as a prison fee for each person that we send. We thank Yanitaria for its cooperativeness.

Third Spanish States Statement

We encourage Stoklomolvi to cancel immediately this negative eugenics program and replace it with a volunteer positive eugenics program (http://en.wikipedia.org/wiki/Liberal_eugenics). Third Spanish States has such a program for years and since then the number of people born handicapped or retarded is reducing every year without the use of brutality. Although we believe mass governmental propaganda also is tantamount to the production of retards of all species.
