The vast, wood and marble office of the Imperator was flooded with sunlight as Imperator Hephaestus Blackforge threw open the blinds. It had been dusted, cleaned, and cleared out. Now, it was waiting for one special guest to arrive.

Ivan entered the car and took his seat. As he waited to arrive at the Imperial Hall, he silently looked out the window and thought about the meeting as he looked at the buildings of the city.

The car drew up to Imperial Hall. It was a huge building. Monolithic. It was newly built too, as the old Imperial Hall (the Freedom Hall) had been destroyed in a terrorist bombing. The new building was marble, with vast steps leading up to the huge front doors, propped open. It was here that administration for the Orwellian Meritocracy of Faxanavia took place, and here that the Imperator resided. Rucinsky was led up the steps by the driver, and into the entry hall. Chandeliers lit the room, receptionists spoke quietly into headphones, and water gurgled from a vast fountain in the center. This fountain dominated the room with a vast statue of Charles L'Enphant, founder of Faxanavia. A huge board, displaying world news, took up one wall. Rucinsky was marveling as a man descended the steps that led into the other areas of the Hall. The man was dressed impecably in a three piece suit, and a black hat sat jauntily on his head. He walked with a cane, but did not use it, instead using it for flourish. His face was stubbled, and his eyes flashed grey. This was Hephaestus Blackforge, Imperator of Faxanavia. He approached Ivan with a warm smile, extending his hand. "Foreign Minister Rucinsky, I presume. I am Imperator Hephaestus Blackforge and, on behalf of my country, welcome."

Ivan was glad to be at the Imperial Hall and kept his eyes on its features like the statue and the board. It was nice, he thought, that he was able to visit Faxanavia but knew he had a mission. As he looked at the news board, reading some articles on world events, he heard footsteps nearby and looked to see the Imperator walking towards him. Silently listening to Hephaestus' introduction, Ivan extended his hand with a smile on his face.

"I am Ivan Rucinsky, Foreign Minister of Neo-Ixania. It is nice to meet you, sir."

In the center, a huge glass tube had 9 elevators whooshing up and down it, and a large ramp encircled it. This was the area for moving from place to place. Guiding Ivan into and out of an elevator, they finally arrived on the sixth floor. Going up and down more hallways, they finally reached the Imperators office. Pulling out a chair for Ivan, the Imperator removed a bottle from a small cupboard. "Can I offer you a drink, Mr. Rucinsky?"

The Imperator nodded. 'But of course. Please, Mr. Rucinsky. Follow me." He led Ivan up the steps into the main building, and down a long, marble hallway. The sun was bright as hundreds gathered in L'Enphant square. There, a large wooden stage was erected, with two seats, and a large table between them. The stage was devoid of life, but, with a loud trumpet, a tall imposing man stroed up one side of the stage, and sat in a chair. This was the Imperator, awaiting the arrival of Ivan, and the signing of the alliance.

A few minutes passed after the arrival of the Imperator before Ivan Rucinsky arrived at the wooden stage, dressed in the same suit he wore to the meeting with the Imperator. He looked at the crowds and took his seat at the table and began waiting to sign the treaty that would create the alliance between his nation and Faxanavia.

The crowd roared and cameras flashed as the two great men shook hands, binding the document forever. It would be framed, with other important documents, in the hall of records in Vallingard.
