OOC: I'm doing this as an introduction to the nation of Karshkovia, not as an invitation to be invaded however I might be interested in a limited conflict. I AM interested in trade/treaties if anyone wishes to begin relations with this new nation.
History/Background:
In the winter of 1938, Karshkovia’s King Barkovitz II was assassinated by pro-communist rebels and Soviet troops seized control of the capital city of Zostar, and eliminated all government officials before a resistance could be formed. Between 1990 and 1992 Karshkovia finally ended 52 years of oppressive xenophobic communist rule in a violent and bloody revolution, and established a multi-party democracy.
Transitioning from communist rule has proved challenging as successive governments tried to deal with high unemployment, widespread corruption, a dilapidated physical infrastructure, powerful organized crime networks, and combative political opponents. However, Karshkovia has started to rebuild slowly.
International observers judged that the 1997 and subsequent elections were free and fair since the restoration of political stability. In 2004, Vladimir Radchenko, was voted President of Karshkovia and this last July's general elections saw the Trade Union Party winning a decisive cabinet victory on pledges of reducing crime and corruption, promoting economic growth, and decreasing the size of government.
All industries and military assets are based on old second-hand Soviet technology.

Early Evening
The Presidential Office is a traumatic place with memories impregnated with sweat, fear, boredom, and stress. Somewhere in there, traces of pleasure and satisfaction added their tint; nostalgic calls of cool evenings with premium vodka and pleasant company. Feelings of victory and triumph compensated, ephemerally, for the long and tense hours of worry and political maneuvering.
Most past Presidents of the Republic of Karshkovia would make any excuse to be away from the Presidential Office, even when the phone calls and ambassadors were waiting for attention. It was joked that the last President, Ivan Horvitz, a big bull of a man with a shiny bald skull and lightning fast temper, would nearly trample any staff member in the rush to leave the Office when business was concluded. President Vladimir Radchenko, however, enjoyed the feelings the Office gave him. History, power, political intrigue, victory, defeat… it all impressed upon him that while he held power, that power came with a high price and heavy burden. Every action had to be checked from every angle to provide the best outcome for his people. “Remember, Vladimir”, his grandfather used to tell him, “The greatest harm can result from the best intentions”. Never was that truth more apparent than when a person took responsibility to lead a country. That fact always weighted heavily on Vladimir's mind.
Vladimir stood alone on the balcony located directly behind the large antique oak desk in the Presidential Office. Leaning on the stone railing, he took a sip from the crystal glass of the chilled American whisky while staring out over the capital city of Zostar as the sun set on the grey sea. The long shadows and orange-yellow light of the fading afternoon sun painted the people of the city in a warm glow as they passed each other on their way home from their jobs. Some, scattered here and there, were heading to work at the various factories, restaurants, and taverns that spattered the city.
A puff of cold winter wind lifted snow and ice crystals from the roof of the Presidential Palace (a name that he detested and made another mental note to change) reminded Vladimir that his weathermen predicted a severe winter storm would cross through his nation late in the night, blanketing it with up to a meter of new snow over the course of three days. Taking another sip of whiskey Vladimir chuckled at the reactions from his staff when after hearing about the weather forecast three days ago, he had ordered the air force and army to make sure that the outlying towns and villages had well stocked larders to last through the storm, and everyone had adequate fuel to heat their homes. This was something new that no one in his position, in his country, had ever done before but history and politics be damned! He knew what it was like to have gone without food, waiting out a storm like this with barely enough wood or coal to burn to heat the living room, let alone a home and now that he had the power to prevent his countrymen from this, he was damn well going to use that power. The state television and radio stations had been broadcasting a warning about the coming storm, advising no travel, once every six hours the past two days and once an hour today.
Vladimir sighed, thinking that while he knew this was a good thing to do, it did cut down on the food surplus that Karshkovia could export to its neighbors later and some Karshkovians may come to expect such treatment in the future for any weather situation. Even in conditions that were not foreseen. The radio in the Presidential Office was reporting the international, national and local news which he tuned out. Wars, famine, protests and troubles of other countries always were of great importance to him normally, but this broadcast was a repeat of the earlier news, and nothing new had developed that would affect his nation.
Below him in the Palace yard, while the changing of the Presidential Guard had begun, a large black soviet era sedan had been cleared through the outer and inner gates, and disappeared below him as it arrived at the palace’s front entry-way. He gave the vehicle a passing glance to verify it was the person he thought it to be and then returned his gaze to the Presidential Guards.
Vladimir watched the Guards with respect and admiration. Each was a soldier’s soldier; all fiercely loyal, patriotic men and women picked from the various branches of the military that passed all background checks and voluntarily chose to serve as Presidential Guards. Few were offered this chance and virtually none that were offered ever refused though there were no punishments or recriminations if anyone ever did.
The guards along the wall, armed with body armor,AK-47s , side arms and other various armaments, patrolled with keen, focused attention over the immediate area around the compound while the guards in the compound checked, rechecked and then re-rechecked every nook or cranny that may hide anything larger than a grasshopper. Guards on the various wall guard houses, armed with L96A1 AW sniper rifles imported from Sweden and M1911 .45 Caliber side arms from Germany, scanned the surrounding area with binoculars and frequently switched their duty with the patrolling wall guards to stay alert. The gate guards stood straddle-legged, L85A2s with laser sights and scope were cradled in the left elbow joint, challenging anyone that approached the palace gates. There were a two pairs of guards outside the compound gates, one pair in between the inner and outer gates, and a pair inside the inner gates.
Fine young Karshkovians with bright futures these were. He was proud that he knew each one by name and took time to learn about their personal lives. This was not just because he was genuinely interested, he was, but also he had learned that it is harder to turn your weapon on someone you not only talk with and know but also takes time to talk with you and hear your problems…even resolve them. He also felt it was best to know how dedicated and loyal his personal guards were...something he no longer questioned.
Vladimir pondered as he sipped on his whiskey and re-adjusted the left cuff of his heavy woolen overcoat about where these men and women would be if it had not been for the revolution. After Karshkovia revolted from communist Soviet rule in 1990 and won independence in 1992, the country was a shambles. Industry was slowly rebuilt and most road and railways had been repaired by the beginning of Vladimir’s presidency in 2004, but many buildings were still gutted from the fighting. Construction equipment was soviet era hand-me-downs and many of the men that knew the trade had been killed in the fighting. In fact many Karshkovian men between 20 and 60 were killed during the revolution so rebuilding was slow work. Foreign aid was nearly non-existent and many businesses were just starting to hit their stride seventeen years after the fighting was over making it difficult to attract and sustain foreign investment. This also left only 70 men for every 100 women in the country, but despite the difficulties the Karshkovian people were glad to once again taste freedom, and for that Vladimir was supremely happy.
Some things that helped bolster the economy had been the fact that Karshkovia was still one of the leading producers of black ‘Russian’ caviar. ‘Black gold’ as it was referred to in Karshkovia, as it literally was worth its weight in gold on the open market and the people capitalized on that, making the salmon and trout fisheries very rich. Karshkovia also had off-shore and on-land oil and natural gas rigs which pumped enough oil and natural gas to support his people’s needs but little left over to export but as long as it was one less thing they needed to purchase, that was ok by Vladimir. Gold and Silver mines in the mountains of Karshkovia were turning out very respectable levels of the precious metals, firming up the Karshkovian Ruble. In a controversial step among its neighbors, cannabis had been legalized for regulated growth, sale, but not the use. Many farmers in the rocky ground of the south took to the idea and planted both hemp and its cousin cannabis. The Government regulated the growth of plants and fields with inspectors to make sure no harmful chemicals were used on the plants that could be absorbed and later harm humans and animals.
They also regulated the sales of it to make sure no one was ‘spiking’ their brand of cannabis with any other hard drugs. Cocaine, heroin, Methamphetamine, and other hard drugs were still very illegal in Karshkovia, however once cannabis had been legalized, the hard drugs nearly vanished from the country. Cannabis use was treated like alcohol; you couldn’t operate a motor vehicle under the influence and you could not smoke in public. If you were stopped by the police and searched you were allowed to have up to 114 grams. Anymore and you needed to present your seller’s permit. If you did not have a sellers permit, you were fined and released. This, again, hardly occurred. Karshkovia’s Government even grew, packaged, and sold Cannabis but only as an export to other nations, thus it didn’t compete with farmers that depended on the sale of their crop.
Of all this though, the nation’s most profitable export was a problem. No, not just a problem. The proverbial ‘800lb gorilla’ problem. Uranium. This is why the Soviets had assassinated the Karshkovian king and invaded the country years ago. After the revolution, many countries had made offers for Karshkovia’s Uranium, but no agreement was ever reached. Vladimir had not been approached yet himself but he was sure it was going to occur someday, and he was willing to make a deal.
“Make what deal, lyubimaya moya?”
Vladimir turned to face at the attractive woman whom had walked out onto the Presidential balcony to join him viewing the capital city. Her lush brown, waist length hair swirled and sparkled in the light winter wind as the dying sunlight gave it a life of its own while her emerald green eyes shone with fire and life. Valentina Borofsky had been a Lieutenant in Soviet Air Force flying cargo planes of various sizes when Vladimir first met her. He was just an engineer at the time, helping to build a new runway at the Zostar airport. They met by chance in a hanger and began courting shortly after. After the revolution started, Vladimir took great risks to keep her safe and hidden during the fighting as she and her crew had been trapped on the ground when the fighting broke out. Despite her nationality and the fighting between his nation and hers so many years ago, she was now Valentina Radchenko, the first First Lady of Karshkovia. She was also his most trusted advisor in building Karshkovia’s Air Force. As far as he was concerned, when it came to the Air Force he trusted her judgment.
“Zaychik moy, you are dreaming again, no?” Valentina teased him.
“Ti takaya krasivaya.” Vladimir stated “your beauty stunned me.” “Or I could just be a stariy kozel”
Valentina laughed at his self-depreciating remark and rewarded him with a long kiss, huskily saying, “This may be true but you are my stariy kozel.”
“I wouldn’t dream of having it any other way, Laskovaya moya” Vladimir replied.
“So, what deal were you going to make?” Valentina asked as they both turned to gaze out over the city together. “Or were you thinking out loud again?”
Vladimir chuckled, “I was thinking about our Uranium mines and what to do about them.” He sighed long and deep,”I am thinking that we need to find a nation to sell our Uranium to, perhaps in exchange for a new reactor or new equipment for our farmers. The fact is, I do not want to sell this to someone that may use it to build weapons.”
“Perhaps we could sell some of the Uranium for new parts for our fighters?” Valentine suggested.
Vladimir grunted. “So, what is the tally this week?”
“The Karshkovian Air Forces tally is 16 of our 22 MiG-29 fighters are flyable, but if the R-60, R-27, R-73 missiles will work still after 17 years without proper maintenance...” She shrugged, “Of our 15 SU-25TBs, only 5 are serviceable, however all 8 Su-35s are operational. That, however, only leaves two of our ten Su-27s are flying” Vladimir looked over at her questioningly and Valentina shrugged again, “well, we needed to cannibalize parts just to keep those flying.” Vladimir groaned but Valentina continued on, “I am happy to report that all but one of our 20 Mi-24E are in service.” She sighed “The problem is we only have a handful of pilots…and in an emergency only enough to get perhaps one third our aircraft in the air.”
“So we have fighter pilots for only one third of our functional aircraft. That is not good. The last report said we could get nearly half our aircraft airborne.”
Valentina shook her head, “No, I said it was a possibility if we were able to buy trained pilots but so far, no foreign fighter pilots have accepted. And I said we have pilots, not fighter pilots. Our pilots can get their aircraft off the ground and land again, but combat flying? We have exactly four trained fighter pilots in our entire Air Force of average skill trying to train new pilots as well as train our current pilots and fly their own daily missions. Our pilots are under trained, over worked, and not prepared for any conflict.”
Vladimir winced at the news. Though he had heard it over and over it this new news was very painful to hear. “Have you talked with Admiral Pulitz about our Naval situation?”
It was Valentina’s turn to sigh, “Yes and for my trouble I had to listen to him drone on for over an hour on how we captured four submarines during the revolution but we can’t hope but maintain and crew one Paltus, let alone two Shuka… but he is very pleased that we have three Molniya-2s operational and the parts to refit the “Karshenko”. He sends his everlasting praise for obtaining those parts for Karshkovia’s first flag ship even, as he says, it’s only an Udaloy-II.”
“That sea devil should be happy I was able to work any deal at all. And if he knew that most of our Cannabis harvest this yet went to pay for those parts…”
“I know this Vladimir. I only am telling you Pulitz’s words, not agreeing with him.”
“Yes, I know and I am sorry my love.” Vladimir paused “I expect the same news as last I asked about our Voivod silos?”
Valentina nodded, pulling her fur-lined coat closer around her as a snow laced gust of wind danced about her.
“Nine of the ten silos scattered around Karshkovia are still not operational. When the rebels took the bunkers, the missile officers damaged the firing control systems and we have no means of replacing the equipment. The one, as you know, was a fluke of the officer panicking and leaving the bunker before the rebels arrived. We are lucky that we have that one missile at least... though I am not sure if we can actually fire the missile if needed. None of our military is trained to operate the equipment.” She shook her head, “If any nation knew the true state of ours, I shudder to think how easily they could take Karshkovia away from us.”
Vladimir nodded, “But do not ponder on such thoughts lest they become true. Besides the appearance of strength is sometimes the same as actually having that strength. As long as other’s believe we are able to use our nuclear weapons in our defense, no matter how useless they actually are, that should give us a nice buffer of protection until we can remove those weapons from our soil and defend ourselves with trained and well equipped Karskovian men and women.”
The last ray of sunlight had receded from the nation, seemingly chased by the grey clouds which now overcast the sky. Light snow had begun to swirl down from the overcast clouds, signaling the start of the oncoming weather. Streetlight in the city shown down on streets virtually void of movement as the city braced for Father Winter to ride his white bear into the nation and blanket the ground with snow. Vladimir felt very much older than his 37 years at that moment. Nearly as old as “Father Winter” he thought to himself. It was true that with great power came great burden and sacrifice, but at least he could make his best effort for the people of his nation.
“Come, Vladimir, let us have a nice dinner and talk about more pleasant things tonight. Afterwards we can relax by the fire and forget our troubles, if only for tonight.”
Vladimir turned and smiled to his beautiful wife, “That would be nice but I believe it would be hard to relax knowing all that needs to be done, even if there is nothing we can do about it tonight,Laskovaya moya.”
Valentina sniffed at that remark, “Well, then I will just have to watch “White Christmas” by myself”
Vladimir paused, “White Christmas!?!” Where were you able to get “White Christmas”? The movie happened to be one Vladimir’s favorite films to watch when he studied engineering in West Germany, but he had never seen it since.
Valentina’s eyes sparkled with amusement, “I simply asked the dock master if he knew of any foreign merchant ships that may have the film and if he found one, to trade a box or two of caviar for it. He asked while I spoke with Pulitz and here is your Christmas present, zaychik moya.” She handed him a VHS tape with a bright red ribbon tied around it.
Vladimir laughed at his wife’s story and luck, thanking her with a long hug and deep kiss. “Lyublyu tebya vsem sertsem, vsey dushoyu.”
One of Palace guards which patrolled the inner compound saw movement on the Presidential balcony and watched through the thickening, swirling snow as the President and First Lady walked arm-in-arm back inside the Palace and disappeared from view. Once they had gone, he grinned to himself. “Akh! Golubki” He walked on, thinking on his own wife and the son - hopefully - he had on the way.

"Then it's settled we recall Ambassador Haynes for consultations and after this incident is forgotten we replace him?"
Upon hearing no objections to replacing the Ambassador, who couldn't keep his hands of married women, Foreign Minister Robert Donovan moved on to the next item on his agenda.
"I think I've come across quite an oppurtunity in the form of a small nation known as Kashkovia. They are a former Soviet puppet state who have made the transition to a demcracy and look to need some help, of course there is something in it for us as well. They offer a strategic location in a region where we have little presence and even fewer friends. Additionally they look to be a market with enormous growth potential as well as having an overabundance of uranium."
Upon hearing about uranium deposits several of the assembled Ministers looked considerably more interested than they were earlier, after all nearly 75% of Tolvan's electricity came from nuclear power plants. The first to reply was Commerce Minister Roger Burke, one of the most powerful men in Tolvan and a bitter rival of Donovan for the Prime Minister's ear.
"What are they asking for in exchange for some of this uranium?"
Donvovan pretending to consult his notes before speaking.
"Our reports indicate they might be enticed to trade uranium for weapons or construction equipment."
"General Chang, what assets do they in the area?"
This question came from Prime Minister Tyler Hutchins.
"Obviously we have no ground forces in the area but the navy has a small battle group built around the light carrier Furies the amphibous assault ship Koyashi and seven escorts. More than enough to show the flag and make a port call to show our potential friends that the Commonwealth makes a good ally."
Hutchins thought a minute before issuing his orders.
"Robert, you and Roger put together an aid and diplomatic package to send Kashkovia. General, inform Admiral Miles to move his ships closer to Kashkovian waters, don't do anything threatening just let them know that we're there and let them see out ships."

I know this is a difficult time for your nation as you recover from the devastation of war and attempt to modernise your economy and society after it was stifled for so long under the morally and intellectually bankrupt ideology of communism.
To ease your transition I am authorised to offer you the following:
$125 million to upgrade and repair your infastructure
Approval to allow the Commonwealth Volunteer Corps to send teams to help with repairs, operate medical clinics, distribute humanitarian relief, and rehabilitate your economy
Military aid (the exact nature of with to discussed later once we have determined in which areas you require the most assistance)
A visit by representatives of the Commonwealth to discuss relations between our nations
Possible trade of military hardware for uranium

Early Morning
Vladimir sat behind the ancient oak desk in the Presidential Office, reviewing the reports upon reports that all said the same thing. Karshkovia was barely holding on economically. He felt tired, jaded. He knew he worried too much about things he couldn’t control – it came with the job. His whole life he had seen plenty of misery and suffering, but not just in Karshkovia though the misery was more apparent. There seemed to be many cracks appearing in the façade of civilization. Biological weapons used by terrorist on grade schools in Rhodesia, nuclear weapons smuggled into countries around the world by a madman in a land Vladimir couldn’t pronounce. Cuban mercenaries in Africa. Riots in Los Angeles, USA over a very popular sports celebrity that was shot and killed while resisting arrest for some minor offense. Here in Karshkovia, people were used to the soviet way of life so waiting in line for three hours to have the chance to maybe buy some toilet paper didn’t upset anyone…anyone but Vladimir it seemed.
It was wrong! His people shouldn’t have to live like this but there was nothing his country had that he could export to help bolster his economy. Vladimir swore and tossed the papers onto the desk in frustration. Almost as if in response, the windows behind him rattled as a gust of winter wind and snow rapped on the side of the building as if searching for a way in.
“Careful now, my love, do not work yourself into a state”
Vladimir turned. Valentina walked into the Presidential office, feet bare, from the Presidential bedroom which was attached to it via a long, private hallway. She was wrapped in a cashmere bathrobe with her long, damp hair twisted up above her head in a towel. She made for the warm, crackling fire and slid Vladimir a soft smile.
“I know, I know,” Vladimir sighed, “It’s very frustrating to find that no matter how much I do, I cannot give my country the prosperity she deserves”
“You do all you can and the people know this. They respect you and so do I. No one could ask anymore from you than you already do.”
To emphasis this, Valentina walked over to her husband, her bare feet swishing over the carpet. Vladimir caught the clean, sweet womanly smell of her and his heart fluttered. She sat down on his lap and wrapped her warm arms around his neck, kissing him with her broad generous mouth, using everything she had.
“Vladimir Radchenko, I want you to know you’re a very good person and I love you for being that man.”
Before Vladimir could reply, there was a buzzing from the telephone at his desk. He sighed, “Never a moments rest”.
“Especially last night,” Valentina murmured playfully as she rose and walked towards the door to the Presidential Bedroom, “I am going to change and then we will have breakfast together, agreed?”
Vladimir wanted nothing more, “Agreed”
He watched with reluctance as she disappeared from view. She was a lean, warm, cuddly paradox in a bathrobe and even after 17 years of marriage, she still left him breathless.
The phone buzzed annoyingly again, snapping him back to reality.
“Da?” He answered gruffly.
His secretary replied, “Mr. President, Vasili Gorchev is here to see you. He says that it is very urgent that he speaks with you.”
That perked Vladimir’s curiosity. Vasili was the Head of the Office of Foreign Affairs, and as long as Vladimir had know him, he never would show up without phoning ahead of time and setting up a meeting. Not that he needed to do so, but that is just the way Vasili was, so this unexpected appearance was most out of character.
“Sir, shall I have him wait?”
“No, no, please send him in right away” Vladimir replied, and then hung up the phone.
Moments later there was a rap at the door leading in from his outer office and his secretary opened the door, Vasili following close behind. Vladimir rose and walked over to great him with a hearty handshake and hug. They had grown up together in the same neighborhood, served together for 3 years in the Army and fought in not only the revolution but now in politics together. It was always a pleasure to see a friend.
“How are you Vasili! It is good to see you” Vladimir hugged his friend, giving him a pat on the back as well.
“Very well, Mr. President. How are you and Valentina fairing?”
“Oh as well as to be expected, old friend,” They broke their embrace and Vladimir patted the backrest of a chair in front of the desk, “Please”
Vasili sat down and Vladimir took his own seat behind the desk, “Coffee?”
Vasili nodded, “Yes, please. Cream and one lump of sugar”
Vladimir looked at his secretary, “Two coffees, one black, one cream and one lump of sugar”
“Yes, Mr. President.”
“How is Anna?” Vladimir asked after his secretary had left the office.
“She is well. We are expecting our first child in six months.”
“Oh that is wonderful news! Congratulations. Do you hope for a son or daughter?”
“Both actually,” Vasili stated, and both men laughed, “A fine son to start first though”
The secretary returned and presented the men their drinks. Vladimir sipped his and smiled. It was very good and quite strong, just the way he liked it.
“So, what brings my Director of Foreign Affairs to my office so early in the morning, Vasili?”
“We have had two communiqués from foreign nations that I think you will be most interested in. Both are offering aid in exchange for...”
BZZZZ BZZZZ BZZZZ
The phone on Vladimir’s desk interrupted the conversation. Vladimir excused himself to Vasili and answered the phone.
“Da?”
“Mr. President, Admiral Nabokov wishes to see you immediately. He says it is a matter of great urgency”
“Yes, yes, send him in”
Before he had set the handset back into the cradle, the doors to his outer office burst open and a red-faced Admiral Nabokov rushed into the room.
“Mr. President! A large fleet of ships is sitting just a few kilometers outside of our territorial waters! A carrier, and many escort ships lay just due south of Zostar. The Rossiya, our Kilo submarine, was doing training exercises when the captain spotted them. He trailed them to where they are now and is staying silent, just outside our waters.”
“Have they made any aggressive moves?” Vladimir asked, his mind whirling with possibilities.
“No, they have not. The Pakto, our only Akula submarine, left port just a little while ago with a skeleton crew with orders to sit between Zostar and the fleet. They have strict orders not to fire unless they are under attack or if the ships become aggressive. Admiral Pulitz moved our flag ship Karshenko from Volograd and should be between Zostar and that fleet in an hour. Four of our SU-35s are flying well away from their fleet and are over our territory just in case.”
“I want no one firing! We do not know anything about these ships, and I will not have a war start because some under-trained seaman was scared and accidentally fired.”
Vasili spoke up, “What nation are they from, Admiral?”
“Tolvan is what the Rossiya has reported” the Admiral replied, “but I don’t see how that has..”
Vasili interrupted, “Mr. President, one of the communiqués is from Tolvan! This may not be anything more but a show of strength.”
Vladimir nodded, “Admiral, I want our subs to back away and patrol near our port in Zostar for now. Admiral Pulitz will position himself just outside the port entrance and make no move of aggression towards that fleet. Orders are no one fires unless fired upon, am I clear?”
The admiral nodded, “Yes, Mr. President. I will take care of this immediately. With your Permission.”
Vladimir granted the Admiral his leave and turned back to Vasili, “Let me see those communiqués”
As Vladimir was reading, Valentina walked into the Office from the Bedroom. Her hair was now shimmering, and her eyes shown bright. She wore a long, simple dress and minimal makeup. Her beauty was so that she didn’t truly need makeup at all, but it was something that she disagreed. She greeted Vasili warmly and they chatted as Vladimir read both offers over and over.
Vladimir nodded as he read the notes one last time, “Vasili, I want you to contact both this Robert Donovan from Tolvan, and Chairman Salazar from the Federation of Visayan Peoples. I accept their proposals and wish to speak in further detail on what our countries can do for each other. Do it quickly and stand down our forces for the time being. I do not want to disturb possible allies with too many ships near them!”
Vasili nodded, rose and dismissed himself from the office.
“Vladimir, what is it? What is going on?” Valentia asked as Vladimir sat back in his chair with a large smile on his face.
“The future, my love. The possibility of a great future for Karshkovia”

Prime Minster Hutchins was not in an especially good mood today, the Progressive Party had managed to pick up the hotly contested 212th District seat in the special election called to replace the District's MP who had recently died in a boating accident. While Hutchin's Conservative Party still outnumbered the Progressive by a margin of nearly 15 to 1, it was the principle of the matter that irked him.
His stewing was interrupted by the buzzing of his intercom. "Sir, Ministers Donovan and Burkes and General Chang are here."
"Send them in Beth."
With that the three men entered the Prime Minister's Office and approached Hutchins' desk.
"I assume this regarding Kashkovia."
Donovan had worked with the PM too long to be surprised by his uncanny kncak for always knowing what a meeting was about before it started.
"Yes sir. We received a reply from the Kashkovian President, one Vladimir Radchenov, he has accepted our offer and is willing to recieve a delegation to discuss further ties."
Hutchins considered this for a moment before speaking. "WHo do you have in mind to send?"
Minister Burke was prepared to answer this question. "Sir, we recommend sending Victor Keyes from Foreign Affairs, Sam Koshi from Commerce, and Brian Moore from Defence, along with the normal aides and security detail. I've already spoken with Mitch and Li over at Finance and we can wire the first installment of the aid package within 24 hours."
"That sounds acceptable Roger, General I assume you have something to report?"
Chang stepped forward and gave his report with his usual precision. "Yes sir, at 0643 BST (Brayton Standard Time) the Furies Battle Group Commander reported contact with a suspected diesil submarine, proable Kilo class or equivalent. They held contact for 283 seconds before they lost her beneath a thermocline. They've reported no further contact since then, the BG ASW Coordinator believes the Kashkovians called the sub off. That would consistent with the spike in military traffic we monitored right around the time our commuuique was sent."
"Do the Kashkovians present any threat to our Battle Group General?"
"Not likely sir, best we can determine from little intel we have is that they'd be hard pressed to put 30 aircraft in the aircraft, the Furies has an air wing of 36 F/A-39s, 6 E-2Fs, and six SH-60s which outclass anything they can field by a comfortable margin. Their navy isn't in much better shape, just a few patrol boats, two or three subs, and one light frigate. All indications are that both their navy and air force are plaqued with parts shortages and lack trained crews. The Furies Battle Group could completely destroy all of their air and naval forces in matter of minutes."
"About what I expected. Robert contact them and inform of our delegation's visit."
"Yes sir," answered Donovan on his way to the Blair House Comm Center.

President Rene Shondel steadied herself absently closing her eyes and steadying her breathing; it had been six months since the incident that led to her medical leave; Only Sam really knew; had been informed for the 'issue' as it were. Of course Sam would have figured it out even if she hadn't told him; after all he spend an entire career reading people where his survival depending on his instinct. Taking a last few moments to steady her resolve she opened the door and walked into her office.
The plush presidential office was open and large; with Painted white walls, wood finish; and slanted windows that looked out over the hi-tech capital of Lilica city. The carpet was royal blue and a large circular mat had the Animarnia Seal printed on it; inside was the cabinet; most of which were around during the Friedman era until his untimely death some years earlier by the Muslim extremists. Rene walked over to her desk; and sat down in the tall comfy leather chair.
"So Ladies and Gentlemen, What is on today's Agenda"
"Well Madam President we have the annual armed forces budget, the Research Commission wants you to approve the use of Stem cells for medical tests; and the SHODAN project team want to brief you on there breakthroughs. Diplomatically a former communist nation has opened itself up to world trade, The Vetekan Embassy is requesting an audience, and Minister Arakawa would like to extend a invitation to Charles Lind and his wife for a visit. And; Minister Arakawa is currently meeting with a representative of Dameriez. In addition to this the Londinian's are back" an Aid spoke
Rene raised her eyebrow; "What are they offering?" she asked curiously.
"I don't know yet; though ELINT from observation satellites seems to show large mines possibly precious metals or uranium. HUINT is still being compiled; we don't have any agents on the ground since they've been considered a non-entity on world affairs until now" Sam Fisher; the head of the Intelligence Committee spoke in his usual gruff and obtuse tone of voice.
"What do we know about them?" Rene asked emphasising the word 'do' to make sure her point was clear as fisher placed an Olive coloured folder on her desk.
"They were a Soviet Satellite state after a communist Coup in 1938; we didn't really pay much attention to them after that other than cursory Human Intel from merchant ships we traded with said that the regime was particularly brutal. Anti-capitalist purges, Death Camps, Public Executions and the like, real Stalinist stuff for more time than I'd care to think about; underwent a popular and rather violent revolution in 1990 leading to a war. The Soviets finally gave up the ghost and left in 1992 taking almost every piece of infalstructure they could carry and blew up what they couldn't. Long story short - its taken them 17 years to recover, All dates are in there calendar of course" Sam briefed the president on the situation.
"Can they be trusted?" Rene asked suspiciously.
"The new guy" Sam opened the file and turned to a small photo of a man in Russian like heavy clothing with a snow storm behind him; "Vladimir Radchenov. Fought in the war on the side of the independents; seems like a decent bloke in a tight spot the photo is a little old; as I said we've had no Human Intel since the war with the Soviets. I know how you feel about Revolutionaries especially after the Cavalaras incident but I'd say we can trust them" Sam Explained.
"Ok; so assuming we trust them, what can we offer?" Rene looked this time towards the Military seeing if they had anything to offload; it was well known that they kept a stash of Ex-Soviet hardware which used to be Animarnia Military when it was all they could afford to produce. All of which was maintained to a height of readiness in case it was ever needed in bunkers across the country. It may seem foolish given the rise of such a high tech nation in the space of 40 odd some years but it created jobs for the old factories and gave a fall back plan should all there modern equipment fail.
"Well Ma'am; we could probably donate a quarter of our reserve force; which amounts to around 20,000 T-90's 10,000 BMP-2's and a few thousand trucks. Arty scrimps up short but we can give 'em a few of our more modern MLRS and get engineers to covert all the buttons to Russian" General Samantha Cain Spoke. Cain was a new man replacing retiring General Towns who was moving on to the private sector and the SHODAN project.
"Ok; what do we have to trade with them right now?"
"I Imagine even the most basic of commodities to us would be very, very useful to them; though I'd like to know if we can trust them before we start making deals. They could turn around and just as easily turn all this on us", Edward Spoke; as home Secretary it was technically his job to voice these opinions.

Vladimir sighed as he rubbed his tired eyes. Hours of paper work and reports were behind him, yet hours more still lay ahead. As he stood his Director of Foreign Affairs, Vasili Gorchev, strolled into the Presidential Office.
"The diplomatic letters you requested have been sent, however..." Vasili paused.
"However...what?" Vladimir probed. It wasn't like Vasili to not finish his sentences, nor have reservation on what he was saying.
"I am not comfortable with the Tolvan ships so close to our waters. They have not made any advances yet it does make me nervous with the amount of ships they have and our inability to do anything if they decide to.."
"Enough Vasili. You have made this thought clear many times over and my answer will still be, No. They are in international waters and while they did have aircraft fly over our ships after the incident with the freighter inside our territorial waters, they have shown no threatening moves. I leave their ships alone and they will leave us alone."
Vasili nodded, tight-lipped.
Vladimir sighed again, "Vasili, it is a chess game. They position ships to show their strength and give them power in diplomatic talks. I show that this no longer bothers me and thus neutralize their power play. It's all politics, Vasili. They have nothing to gain by attacking, and we have nothing to gain by provoking them when they are extending hands of economic and political aid."
Vasili took his turn to sigh, "This is why you are the President. I was never very good at chess."
Vladimir chuckled at this comment, "My good Vasili, you have other skills which are equally important to this country. We all play our part in the larger scheme. At any rate, let me know if we receive any replies. I shall be busy reviewing the reports on our military...such that it is."

The Chancellor's Residence, Jonensberg
Newly elected Chancellor, Dimitri Nevsky strolled through the long, ornate hallways, the walls donned with historic paintings, busts of leaders, and ferns. He was still trying to find his nich in this place. The special elections ended with his slim victory over Gunther Rhinehardt after a disputed general election. nevsky won by the skin of his teeth, something he'd remember. The Chancellor's Residence was still a new home, Rhinehardt's final pieces of private pieces were just moved out the day prior. The two opponents, were opponents no longer. After the results came out, the two of them, once bitter enemies, throwing harsh and sharp words at each other, embraced like brothers. At that moment, nevsky's views on his old enemy changed, Rhinehardt whispered "Take care and take care of the people". He had nothing but respect for the ex-Chancellor afterwards.
Several Chancellory Protective Services (CPS) agents, the Kulikovian equivelant to the Secret Service, stood rigid at the end of the hallway, keeping an eye on their new boss. Nevsky felt welcomed to his new home, the people thus far had high expectations for Nevsky, who boasted "A New Age of Socialism in Kulikovia!". The economy grew moderately during the past four years but certain things that the people of Kulikovia revered most, were being threatened. Rhinehardt proposed legislation to privatize health care in Kulikovia, making way for corporations to make their mark, this turned against him. Nevsky exploited this and whipped the people into a fever-pitched rage which resulted in his victory. Nevsky smiled as he made his way past the two, bulky guards who nodded with an accompanied "Good afternoon, Mr.Chancellor".
In his office, Nevsky moved to the windows which were directly behind his large desk. The Boulevard of the Proletariat was just outside. The weather was becoming colder. He didn;t mind the cold, it was something that Kulikovians were accustomed to being a part of. Earlier that day, during a speech to the two houses, The Chamber of deputies and the HOuse of representatives, collectively named The General Assembly, Nevsky outlined his next four years of reform. The bill for privatized health care had to die on the floors of the General Assembly. Powerful lobbyists and the opposing parties would make this difficult. Another key part of his plan was an aide program to Socialist nations across the globe, past and present. He understood that after the collapse of the Soviet Union, his brother nations suffered greatly. Kulikovia was under control of a dictator and wrestled the country from his grip in a brutal revolution which resulted in The Worker's State. Since then, Kulikovia has rebuilt her economy, socialized numerous services, and stabalized herself and has grown on the world stage. Gregor Dantes, first Chancellor of Kulikovia, The Iron Leader, set the foundation for all of this, he was a wra hero and a national hero. Nevsky, along with all following Chancellor's felt daunted in his image.
"Dimitri, what is on your mind?" asked Nikita Werkowsky, his Minister of State and close friend. His ehad stuck through the crack in the door, his face was aging, but retained his vigor.
"Just trying to get a feel for this place" Nevsky admitted, sighing slightly. He decided to pour a two drinks and Werkowsky eagerly accepted a glass of cognac.
"I have the perfect start for your economic aide plan" werkowsky said between sips, getting straight to business, one of the things nevsky liked about him.
His face brightened, "Oh you do? Let's hear it"
"The nation of Karshkovia has recently broken their old Communist ways. They are broke...a sad sight for a former Communist state." Werkowsky flipped through the pages on the report, prepared by him personally.
"Well, we all know that there is a difference between democratic Socialism and the stern, iron-will of Communism" Nevsky joked, the initial bits and pieces of the report were amusing. It was a stereotype, an ex-Communist state with a stagnate economy, struggling to survive the day in the wake of the collapse. But, Nevsky joked only lightly. he saw the immediate potential in economic aide. Kulikovia was enjoying a surplus and was known for assisting struggling nations, current and former Communist nations. It was the perfect jump start for his program. He read through the report, almost every facate of their country needed a jump-start. The economy, halth services, and the military were the largest concern for the nation. The two men discussed options, points of view, and possibilities.
"Let's get started, Nikita." Nevsky said, putting down the report, over two hours have passed. "I will write a letter of intention personally. Tomorrow, we'll meet with the cabinet and work out the details of the aide program."
"I'll get to work on some initial drafts tonight, Dimitri" Werkowsky stood up, leaving the dossiers with Nevsky who organized the papers together, he smiled and walked out with a "See you tomorrow"

The winter storms had not ceased to beat down on Halsanki, the capital of Northern Rangeria. A principality located in the North and touching the Arctic Circle, this weather was not uncommon for the war- and climate-hardened people. Since the War of Independence had ceased in 1987, and the Principality was finally free from its old oppressor the Empire of Greater Rangeria, the people and the government had worked together to rebuild the glory that was the Old Principality. Changes had been made with the changing of times, of course. Nobody wished for a return of the highly privileged nobility, nor would any of the cabinet members dare to suggest that the Principality revoke its commitments to social equality. Still, some remnants of the Old Principality remained, and one of them was the office of Prince, Dux Maximus, Lord of Northern Rangeria and the Protector of the Most Sanctified Beard of St Gid of the Greens - a Catholic relic housed in the Halsanki cathedral, said to have belonged to the national saint of Medieval Northern Rangeria.
The current bearer of these grand titles was Mikhail IV, a young man of twenty-five, who had been lifted to the throne in the tender age of four, when his father, Prince Calew XIII, had been assassinated by Greater Rangerian agents. He had grown to power under the tutelage of the Queen Mother and the guiding arms of the Princely Government, and in 1999, at the age of sixteen, he had gained the full status of the Lord of Northern Rangeria, the leader of his nation. While his power was not absolute - most of the daily work in running the nation was done by the elected government and the hereditary Dukes - he still held the hearts and minds of his people by being a benevolent ruler, striving for social equality and a better life for all his subjects. This gave him quite a bit of leverage in matters of the Northern Rangerian body politic.
Standing in front of the window and watching at the storm, he heard the door open behind him. He tightened his warm night robe around him and turned to look who had come to his chambers at this late hour.
His stern expression melted a little when he saw who had arrived: a scholarly-looking old man with iron-grey hair, shaking off snow from his shoulders.
"Ah, Duke Aalthone, I wasn't expecting to see you anymore tonight", the young Prince said, smiling as Duke Stapani Aalthone, Minister of the Exterior, offered him a quick bow. "No no... Not tonight, old friend. Have a seat and tell me what brings you here."
The old Duke smiled and sat down. He had been a loyal servant to the Prince and his father before him, and during these hours when "officially" the working day had ceased, they relaxed on formality as well. "Thank You, Mikhail...", he said, relaxing in the comfortable chair as the prince refreshed their cups of tea. "I came tonight because I thought this matter might be of interest to you."
"Many things are of interest to me, my dear duke", Mikhail laughed. Yes, many matters were indeed in his mind: The approaching state visit from Neo-Ixania, negotiations with Kostemetsia, forming diplomatic ties, the possibility of conflict in Osmiu Islands. "So... what do you have that is so important you decided to take the storm head-on?"
"Some intelligence reports... From a nation called Karshkovia. It seems that the political situation there is heating up."
Mikhail frowned. "War?"
"Hopefully not yet. But we think it would be in our best interest to make our presence known to the President... Vladimir Radchenko I believe was his name. He is apparently interested in purchasing agricultural and military equipment in return for uranium. And our power plants have been reporting to us that we should up energy production, even if the KATK will not offer as much progress as Dr Kaukola is predicting."
"That depends on whether or not Kostemetsia shows interest in offering scientific assistance to the good doctor", Mikhail muttered, looking at the documents that Duke Aalthone had laid before his eyes. "But back to Karshkovia... You believe that we would have something that President Radchenko would be interested in?"
"In one word, yes", Aalthone replied. "The University of Halsanki has made impressive progress in terms of upping agricultural production, and the Borealis Corporation is also interested in selling their weaponry and vehicles."
Mikhail looked up after hearing the name of Borealis, the state-owned weapons manufacturer. "It would be bad press for us if we simply dealt with Karshkovia merely as... clients. These reports say that they are actually lacking in able fighter pilots."
The duke grinned quickly. "I've had a talk with the Minister of Defence, and he believes that our cadet schools and the training facilities of the Royal Air Force could either handle an extra group of trainees or send a number of teachers and training planes on loan, so to say."
Mikhail chuckled a little. The old fox had an answer to everything. "You make a very interesting case, Stapani. Very well... Inform President Radchenko of our offer, and let him know we are also willing to open diplomatic ties. But I want a full report on the Borealis Corporation wares on my desk by noon tomorrow."
"Then it will be there by nine a.m., Your Highness", Duke Aalthone smirked.
Outside the chambers, one of the palace guards looked curiously to his side when he heard the prince laughing inside.

Note that Karshkovia has purchased a Naval Group (http://forums.jolt.co.uk/showpost.php?p=13370417&postcount=5377) and some ground and air forces (http://forums.jolt.co.uk/showpost.php?p=13359298&postcount=105), however the delivery is still over '8 months' away in this thread, so the navy is still in a poor state. Army and air force numbers are included in the military page, however only roughly 50% of the weapons listed are in usable condition.
The purchased first fighters were delivered (Su-37s) but 2 of the 5 are currently out of the country with the top fighter pilots at a 'top gun' event. The others are sitting untouched in hangers. Parts are slowly coming in to repair the fighters, however fully effected repairs are more than six months off. All military personal are very inexperienced as the veterans of the revolution are too old or to tired to deal with the military.
The Missile system repairs are starting to be worked on, though is at least a year from completion. Karshkovia is slowly rebuilding the Cosmodrome as they see it as a potential income maker, where countries without space ports could launch their space based equipment from. ))

His eyes, though starting to sag with age, were still as bright and lively as a child’s was as he looked for the correct paper. Having found it, he licked his lips and cleared his throat, and then continued. “However, poll results in districts seven and four are up almost thirteen percent following the re-tasking f the Police in those areas. It is recommended that we prepare rollouts for new, unified police imagery nation-wide and implement the tested changes across the board.” He stopped, looked up at the other ministers, and adjusted his glasses.
Prime Minister Torino nodded. “Mr. Oliver.”
The Minister for Justice then took a sip of water and began his brief. “Federal Police re-imaging has been met with approval from both citizens and agents, with a marked increase in civilian cooperation and reduction in crime overall in the districts marked on the paper before you. Federal Police are still working to combat the recent rise in organized crime and theories are being regarding the reasons behind the surge. Arturo frowned and flipped through the report. “Do we know what Tolvan wants from Karshkovia?”
Adam nodded and motioned for Arturo to turn the page of the report. “Transmissions intercepted between Karshkovia and Tolvan indicate that Tolvan is intensely opposed to communism, so they may be viewing Karshkovia as an easy territory to gain following the collapse of the Soviet Union. They are offering extensive support, which I can imagine would be used in the future to levy Karshkovian concessions. As you can see in the report, other nations have made similar offers, but only Tolvan has used its military in a show of force near Karshkovia.”
Arturo nodded and closed the report. As he pressed the crease flat, he looked up at the gathered ministers, in particular Michele Finch, the Minister for Foreign Affairs. “What are our options, here? We don’t have any particular interest in Karshkovia or Tolvan.”
Michele nodded slowly as he shuffled through a few reports in front of him. After he found the one he was looking for, he spoke. “We’re currently in a good position with Karshkovia following the allocation of federal agents to recount the vote in regards to the appointment of President Radchenko to the position of President-for-Life. We could easily springboard into a deeper relationship with economic ties, a buildup of their military forces, embassy exchange, and the appointment of federal agents to act as an advisory staff to assist with their human and political rights record, which, despite progress, still requires further work.”

Your reports are correct that the Commonwealth of Tolvan has moved a fleet of vessels near our territorial waters and while it pains us as a people to admit, our armed forces are lacking in training and working equipment. We have purchased a small carrier battlegroup though delivery is still over a year away and our military is in no condition to run the ships at this time. We are very interested in safe pesticides as our country is looking at 'going green' within the next four to five years. We are looking into ways to replace our oil, coal, and nuclear power plants with renewable energy plants. We have purchased some of the technology but it will take some time to be built and shipped to Karshkovia for installation. It will also take time to acclimate our people to the idea of renewable energies and conservation. This would be a good start to that end.
The Karshkovian Air Command had expressed great interest in working with the Northern Rangerian Defence Corps in the terms for training Karshkovian fighter pilots in either Northern Rangeria or Karshkovia. They would prefer in Karshkovia as then the pilots would learn the landscape they are going to be guarding, and to use the terrain to great effect.
I do want to point out that Karshkovia's Military is to be used for Defensive purposes only, however training for overseas deployment would be accepted and eagerly sought by our military so beginning training for our pilots in Rangeria, then moving them to Karshkovia for intermediate and advanced training, then back to Rangeria for their final training and to have them used to working and thinking outside of the 'karshkovian box' would be, in our mind, the best solution.
Karshkovia would like to apply for an embassy in Halsanki, the capital of Northern Rangeria, while offering Rangeria 15 Acres of land in the Karshkovian capital of Zostar.

For the record, the equipment purchased from all the storefronts is going to be RPed as being many months off. Everything is taking time to come around, and is not instant (IE I may have bought a navy from DMG over two weeks ago IRL, but as this thread is concerned the ships will not arrive for over a year from now. Same with the aircraft and ground vehicles. Updated equipment is always welcome but I want to keep Karshkovia Modern Tech for now but post modern equipment is accepted. Remember though, the Karshkovian military is not trained to use new equipment so any donations or sales will need proper training included.
