The Ryous were hopeing to show the world their power. Now the People's Navy were going to get the chance. They were starting War Games with Cazelia and Kurona. This would show the non-Xanadouian World that the Ryou Black Islands were a Power not to mess with, and to exercise its fleet and that of its two allies, Cazlelia and Kurona.
The Place the War Games were to happen was near Blubland, close to their Territorial Waters. This would be a prefect place for the war games.
soon, things were going to happen.
What are these war games of which you speak? Surely the leader of the Ryous must realize that real men make real war. Anything less than that proves nothing to the world. Except thaat those who play "war games" are unmanly. One will never find the great Kingdom of Torvque engaged in such activities!

Open Declaration:
The Pictish Imperium wishes to announce its support for the sovereign nation of The Blub Colony, and warns that any further act of pitiful Ryou imperialism will be met with the full fury of the Imperium. Personally, I strongly suggest that The Ryou Black Islands desists immediately, as the Imperium scarcely requires a reason to restore the overly aggressive unlearned nation that is Ryou back into the dust whence it came from.
Should TRBI really wish to show the world their, "power"... The Imperium will willingly meet you on the battlefield, where we will be firing real bullets at you. I take this opportunity to finally remind the Ryou that they will have to accept the consequences of their actions, as when one picks a fight it is highly likely that on will get their ass kicked.

(ooc: its obvious, hes doing war games out side of your territorial waters, it looks like hes baiting you in to a fight, so I believe that post is warranted not only that he did announce it, it was just a warning I'm not sending forces or any thing.)
