“Hello and welcome to Imperial News Network, your choice for the news you need.

“Today’s top news: representatives of the Treasury confirmed today that the Sacred Emperor has approved the withdrawal of approximately sixty billion dollars in order to finance the beginning of a vast new construction in, of all places, the Special Economic Zones of Kahanistan. These zones, areas with relaxed trade laws and environmental standards populated mostly by foreign companies, are intended to provide foreign business and investors to Kahanistan, generating the revenue Kahanistan needs to rebuild itself after its war with the Doomani.

“For some time now, the Sacred Emperor and the Imperial Council have been considering taking measures to protect not only local Kregaian-owned interests, but all the foreign corporations, in Kahanistan; today those measures have been approved and announced to the public. The military, which just recently acquired a sizable area of land near the coast on which to build a permanent military base, is planning to buy more tracts of land outside the SEZs in order to construct batteries of anti-ballistic missile launchers to defend the country.

“‘Kahanistan’s Special Economic Zones are a huge Achilles heel: the key to the nation’s restoration concentrated in a single, relatively small area,’ an Imperial representative said today. ‘There cannot be enough measures in place to protect them, and this defense network will allow the various corporations there to flourish under the aegis of Imperial protection. Managed and operated by Kregaian soldiers, these installations will safeguard the heart of Kahanistan from orbital weaponry, ICBMs, and other airborne threats, and will assure all those working in the SEZs that they are truly safe to go about their business.’

Ministry of State

The government of Vetalia thanks the Kriegan nation for its defensive commitments and hopes that this will further enhance the Kahanistani SEZs as attractive investment locations. Our companies have already expressed their support for this move and have accordingly increased investment in the territory due to the decreased risk and risk premiums associated with the territories. As per our standard policy for friendly military deployments, all Vetalian-owned and operated infrastructure is open to Kriegan military forces should they require it to ensure the steady flow of troops and supplies throughout the region.

We hope this ensures the continued prosperity and stability of the Kahanistani SEZ and look forward to the benefits of increased commerce with Kriegan deployments.

Regards,
Proconsul Adam Karmorov

From each according to their ability, to each according to their need. - Karl Marx

Well, the Kregaians, never popular with Kahanistan until they joined them in opposing the Doomani, certainly had the ability, and Kahanistan had the need. This did not, however, make them their friends and allies. Many in Kahanistan, especially the Communist / Nationalist ruling coalition, mistrusted the Kregaian Empire - while a Gholgoth state and thus technically an enemy of the Questarian Commonwealth, it had not raised a hand in assistance until after Kahanistan had been glassed in a nuclear exchange with Doomingsland. On top of that, the Kregaians were known to dislike Communists, so any cooperation would be laden with friction and distrust.

The Kahanistanian government, not wishing to contribute to expansion of the S.E.Z.'s, declined to sell more land to foreign governments, under pressure from the Nationalist Party. However, the Senate did agree to rent land at high rates to the Kregaian government for the construction of ABM bases and other military hardware. This income would be directed to funding, training, recruiting, arming, and equipping the new Kahanistanian Defence Forces, which they hoped to expand to two million (including those still in training) by the end of the month from its current 1.1 million.
