Imperial ALaskan Diplomatic Mission to Errikland

OOC: Start off where we left? If so...

IC: The 737 slowly began it's descent into Errikan airspace. Inside, the cabin was unusually quiet. They were all concentrating on the task at hand. It seemed all were nervous, except for Logan McDonald. The veteran of countless battles he wasn't intimidated by mere formalities and found his colleagues nevousness sort of amusing. *Attention all passengers and crew, this is your pilot speaking. We're beginning to make our descent into Errikan Airspace, please make the plane safe for landing.* The Prime Minister leaned back in his chair and fastened his seat belt, readying for the final approach.

A very light snowfall softened the whole of Sadet, the capital city of the far flung Errikan Empire, located in the heart of the Errikan Empire and home to millions of Imperial citizens. The early days of the year were, along with the latest, always the coldest; the people of the city, however, still feeling the effects of Christmas and the recent New Year’s celebration, were at their warmest. Even in the early morning, the cafes were bustling with cozily dressed businessmen and cars zipped through the roads.

“Morning, Charles.”

“Good morning,” Charles Frederick responded, sipping his morning cocoa; it was his favorite morning drink, for which he was occasionally teased. He certainly didn’t need to be, standing six five and weighing in at two hundred fifty pounds, though his typically calm nature softened fear on the part of his colleagues. Such teasing was still uncommon, though.

Charles was at the airport this morning on official business—he was the head bodyguard of the Errikan Emperor, Emperor Christian I, who was there to meet with the delegates from the Imperium of Alaska.

“Mr. Johnson.”

“My Emperor,” the airport official answered, somewhat shocked by his appearance, straightening up, placing his fist over his heart and bowing his head out of reverence for a moment. I prefer the military men, the emperor thought, their salutes are simpler, more dignified.

“At ease, good man,” he responded, inadvertently using military jargon, “Is the flight arriving?”

“Yes, sir,” Theodore Johnson answered. I wish I had known that I would be seeing the Emperor, Johnson thought angrily as he smiled at them, I would have dressed up better. He stood there in his grungy uniform, unkempt after a long night, while they stood in their well kept black coats and uniforms; except the Emperor, of course; yes, he had the same coat, but he wore his typical black suit rather than any uniform. “They are landing as we speak.”

“If you will excuse us, we are due on the tarmac; thank you again.”

The 737 had made its landing and followed the tower's instructions had taxied to a prearanged spot on the tarmac. Looking out of the window the Minister of Froeign Affairs, Jon Hakon noticed the greeting part. "Wow, they really went all out with this." "People tend to take first impressions fairly seriously." Snapped the Minister of Finance, Samuel Reynolds, in his usual sarcastic manner. Logan McDonald chuckled to himself, finding their nervousness amusing. "Sir, everything's secure and we can exit the aircraft." I wish these guys would loosen up a tad. Thought the Prime Minister about the assigned security detail's apparent lack of personality. "Good, Sergeant, lets go and greet our new friends." He made his way to the front of the plane and stepped out the door into the crisp morning air.

The limousine, flanked by humvees, drove out directly to the plane, which landed shortly before the light snowfall started up again. Truly it was not to be heavy enough to really impair air traffic—the snowfall all morning had been even, continuous, but so light that those from the far southern mountains would dismiss it as nothing more than some humidity in the cold. Still, a thin layer of snow coated everything, reinforcing the general atmosphere of cozy winter morning as well as making the exact markings on the lanes difficult to see without active cleaning. As such, it was quite fortunate that there was little traffic this morning, as the crews really did not to deal with the full equipment issues that they would in a snow storm for this light flurry.

As they stopped, the doors of the limousine were opened and the Emperor, along with his diplomatic staff, stepped out to greet the Alaskans.

OOC: Last post before bed...

IC:
The guards flanking the Prime Minister immediately recognized Emperor Christian I and those who were in uniform (half were in uniform, the others were in suits) rendered salutes in greeting. Logan walked straight from the stairs to the Emperor, bowed his head slightly and extended his hand. "My apologies if there is more ceremony I'm supposed to perform before shaking your hand, but it's such an honor to finally meet the leader of our newest and possibly greatest ally. Lets hope this is the beginning to a long and prosperous alliance." None of them could suppress their smiles at the thought of the historic value of this day. Maybe except the Finance Minister, all this ceremony seemed put him a tad bit on the uncomfortably nervous side.

“Oh, don’t be concerned,” Emperor Christian I said, smiling, as he shook the Prime Minister’s hand, “I was never one for that pomp anyway. But let us not forget proper introductions. I am the Emperor, Christian I, and I would like to be the first to welcome you to Errikland." He was very Errikan in characteristics, tall, pale and blonde, with piercing blue eyes; he shook the Prime Minister's hand warmly, looking him straight in the face as he did.

In fact, last month two cruise ships docked in Seward. Which is quite the amazing accomplishment if you consider that Seward was the site of some of the greatest atrocities during the Alaskan Wars." He looked over towards his right. Two of the guards were gazing away, he assumed the guards had been among those who had liberated the camps. He thought on this a moment, and then continued. "We have already reintroduced many rights that the citizens had not known since the United States ran our land, that was long long ago though. We hope to have a ratified constitution in a few months and we plan on declaring an Emperor soon. After the anarchy we need a strong source of order. It'll be run somewhat like ancient Sparta. The Prime Minister will run most of the civilian matters and the Emperor will handle military matters. Both will overlap in many areas as a fail safe and will have to consult the senate in order to make many of their decisions, and all citizens are expected to serve at least a minimum of two years in the armed services." He paused, allowing all this to sink in and then asked "Enough of my nation for a moment, I'm curious, we really don't know anything about your nation. Please tell us of the Empire's history. If you don't mind."

If you don't mind."

“Ah,” he said, quite interested, “your recent history reminds me of the early days of the Empire; you see, the Errikan people did not have a single, united nation. We had been divided kingdoms, principalities, and such since the original settlement in the early Middle Ages. However, various alliances and confederations had made us effectively united in many ways since the mid nineteenth century. The years leading up to the civil war, though, were . . . well, it was very divisive time, with ideology tearing us apart. There had been a great of unrest and instability for some time, as there had been large scale urbanization and industrialization, which was problematic for the historically rural societies of the Errikan states.

“Things went down hill quickly starting about thirty years before the civil war. Some radical leftist ideologies gained roots with some, particularly amongst some of the urban poor and especially national minorities and culturally unpalatable immigrant groups. In response, counter groups organized, and counter-counter groups organized, and so fourth.”

He paused for a moment, remembering that he had told this very same story quite recently—he hoped that these delegates would have a better day than did the man he had told it to then.

“Eventually the Errikan Alliance, an alliance of major groups, consisting largely of conservative landowners, industrial leaders, the capitalist and culturally conservative middle class, military men and ideological nationalists, organized, in part due to the influence of a certain young man, and was quickly opposed by the nearly as well organized ‘People’s Social Democratic Organization’. It soon became clear that some sort of conflict was inevitable, and they struck first, trying to take out our leadership.

“Well, after that, the war had truly started. We seized the central city of Sadet within hours, and before the week was over we had destroyed the bulk of their ready forces at Dicht Pass . . . well, long story short, there was a bloody Civil War, in which our forces ultimately reigned victorious.

“Needless to say, there was quite a bit of cleaning up to do. We made a remarkable turnaround in the first year, which reminds me of your described comeback; the Errikan Alliance had not been united ideologically on the matter of governance, with many supporting a monarchy, or some sort of military dictatorship, or one of many other things; the ideological republicans were certainly not in the majority. My own personal role in the matters made me the only one who could really unite them all, and for a single year I ruled in the absolute monarch position into which they had thrust me. While this was a time of extensive economic recovery and growth, as well as the invasion and occupation of Youlando, I spent much of the time with political organization, particularly the new constitution, which I instated as my last act as absolute monarch on the first anniversary of my crowning.

“From that point, our economic growth accelerated, as did our territorial growth. We fought a couple wars with our neighbors, establishing hegemony in the northwestern portion of our region with the Mucro Imperial Alliance.

“The Empire then looked to expansion of our roles overseas, with the establishment of colonies in Arterus, Nova Europa, Africa, and, most recently, Cripistan. We have gotten involved with many good nations, such as you.

“But I’ve been going on for some time. Do you have any questions, comments, concerns?”

“Yes,” he said, “But here we are.”

The Imperial Palace loomed ahead. It was a spectacular building, built after the Civil War, it was designed to be a classical example of Errikan architecture*; a massive public works project, it, alongside the Capital and many other such monuments, was partially a matter of building tangible symbols of national pride.

Their limousine convoy drove into the compound, quickly passing through the armed security thanks to its electronic registration, its clear markings, and its scheduled arrival. The apparent guards, by far in the minority, stood at attention as the cars passed, returning quickly to their rounds afterwards. Their heavy coats not only kept them warm in the snow, but concealed their body armor, modified versions of the standard issue Faust Commando armor; their rifles were slung over their shoulders. These figures were hardly worth noting, at least to the average passerby. Their convoy then proceeded into the underground garage, where they unloaded and advanced to a secure elevator. This elevator took them up into the heart of the building.

“Welcome to the Errikan Imperial Palace, Arcis Aedes; we shall be conducting the meeting in here,” indicating the next room, “If you will follow me.”

The room was very large, and appeared to be open; one wall seemed to open into the pillar lined courtyard, though closer inspection would show that glass panels insulated the room from the cold. A roaring fire provided warmth, some extra flickering light, and a certain comfortable atmosphere which they often found helpful in these affairs. There was a central table with chairs assembled, ready and waiting for this very assembly.

“Please take your seats, gentlemen.”

The others were just as awed. He and his party all entered the room indicated by the Emperor and took their seats at his request. They all brought out the documents and items deemed necessary for this important meeting. The Prime Minister was the first to speak, "Where should we start? Any particular subject your Majesty wants to get out of the way first? Trade and commerce? Military affairs?"

“Given that neither of our nations are facing any pressing military matters at the moment, I think it would be better to tackle trade and commerce first.” He took his seat, as did the remaining Errikan staff, who sorted their papers as he spoke.

“A free trade agreement would certainly be an excellent place to start; in our experience, they have almost universally been greatly beneficial to both sides. Full access to Errikan markets would not only give your people access to materials and goods from across the Empire but also give your industries access to more consumers.”

"Agreed, we also would grant unrestricted access for your nation to our markets. Granted at the moment it's just mining and petroleum products, but I believe you are correct that this arrangement would be mutually benficial. Also, I believe we could work it so those who wished it could get longer visas with more priviliges than those from other nations, thereby enouraging more travel and offering better incentives for Errikan business'."

The diplomatic staff had effectively organized their papers, which were now stacked on the table besides the Emperor and the other, thus far unnamed diplomats, who spread these stacks before themselves.

Before they proceeded further, however, several uniformed women entered the room.

Mr. Hakon looked up from the paper he was reviewing, "Coffee would be excellent, thank you."

Mr. Reynolds repeated what Mr. Hakon had stated and went back to his work.

After allowing a few moments for the beverages to be dispersed and enjoyed, the Prime Minister continued. "I think we have some of the basics laid out, what haven't we covered about trade?"

"That would be greatly appreciated. So far we just have the basics set up, but any help is welcome." He quickly jotted some notes down before continuing, "We have the basics set up for the police and military but the more advanced schools and needs are proving an interesting obstacle."

ooc: not a prob. I can't access ns while I'm at work. Which is a five on five off thing.

“So our consultants could be of much value to you indeed.

“On other, related matters, however, perhaps we should agree on a formal pact for our mutual defense? That is a cornerstone of most of our agreements of this sort, and is effective with no real major downsides.”

In light of recent events perhaps we should start by discussing the needs in the Anti-Terror and Counter-Terror subjects?"

"That is most suitable. What did you have in mind?""I was thinking that mutual aid should be placed first and foremost. Such as, should there be an attack the other nation would send aid should the need be too substantial for the nation who was attacked to handle. Even if the situation is managable, aid should be at least offered no matter what, whether it be military or civil or both.

"Should the attack be directed at shipping in international waters, any nearby naval unit will respond without delay. Defense will be provided without question.

"Any terror suspect who is being hunted by the other nation shall be extradited immediately to the nation who brought the charges about."

He reviewed his notes one more time before continuing, "I believe that covers quite a bit. How do these ideas sound to you? Do you have any ideas?"

"They sound good, though I have a couple questions; in the case of attempted extradition, would extradition be required in the case of any request on the part of any government agency, or would there need to be an actual legal warrant of arrest, or at least a subpoena of some sort? Also, just to clarify, if the situation is under control, are we to understand that aid is available, and it does not always need to be formally offered?”

Just some random agency asking for someone is unnacceptable.

"And as for the aid, it is as you say."

“Good, good,” he said, casually re-stacking his papers, “It is good to be very clear about these small, legalistic details, as we don’t want things being contorted into things they were not meant to be.

“On the note of our ideas, you have effectively covered the bases on this matter, so to speak. The propositions are more than broad enough to deal with the bulk of situations, the remaining minority being a far easier to deal with thanks to them and less likely anyway.

“Since we have covered economic matters and mutual defense, and most satisfactorily for us, I have no further major concerns. There might be issues with cultural exchanges and such, but they can be handled another time, probably not even by governments. Do you have any additional points?”

"I do believe that is all we had wished to cover. Cultural exchanges can be handled further by business' and tourist industries. Shall we consider this meeting concluded?"
