Lieutenant General Nadia Sklenova stepped up to the podium nervously as she approached President Khalid bin Abdullah al-Omari, the disgraced leader of Kahanistan who had lost the latest election to her. The President, a towering, overweight Arabic man almost 60 years old, faced the young woman as she ascended the steps and bowed.

"Nadezhda Lionelovna Sklenova," the President asked, "do you affirm to uphold to the best of your abilities the Constitution of the Free Republic of Kahanistan, to watch over its people, and to ensure that all are blessed with their inalienable rights?"

The general raised her head, choking back tears at the emotional event. "I... Nadezhda Lionelovna Sklenova, do... affirm to uphold the Constitution... of the Free Republic of Kahanistan, to... watch over its people... and to ensure... that all are... blessed with their inalienable rights," she said softly.

Dr. al-Omari nodded down to her, motioning the new President to stand up.

NEW MASADA (AP) - Kahanistan has sworn in its 34th president and its first since its disastrous conflicts with the Doomani which resulted in its people being displaced twice. Lieutenant General Nadia Sklenova, 33, was sworn into office early this morning.

Sklenova, an avowed Communist, now faces the task of resolving a massive conflict with Praetonia, Clandonia, and other nations which have invested heavily in Special Economic Zones which she has voiced her opposition to many times. She has pledged that there will be peace, but opinions are largely cynical that any Kahanistanian government can ensure peace with its neighbours.

"I did not come into office to lead our recovering nation into wars with vastly superior powers," she said to one of our reporters. "The Communist Party is dedicated to economic equality among all of Kahanistan's people. We cannot do that as a rump state or a foreign province."

It is believed that a conference will be convened shortly to discuss the continued presence of Clandonian and Praetonian warships off Kahanistan's coast, and some centrists are arguing for restoring trade with current and former Questarian Commonwealth states, with which the Free Republic does not currently trade.

OFFICIAL IMPERIAL ANNOUNCEMENT

Of late, the Imperium has held Kahanistan in very high regard. This is, of course, due to its honored status as a veteran of the world war against the Doomani, and its tenacious courage in clinging to life despite the vicissitudes of fate and the fortunes of war. We have invested in its future and have hoped for its success. It pains us all the more, therefore, to see it suffer a total and unmitigated defeat.

Today, a Communist takes the reins of power in New Masada. The very name speaks volumes: Masada. The fortress. They are now holed up in that fortress, spending every penny to keep the wolves of the world securely outside, and they reward the world's investment of not only capital but mercy and support by setting a Red on the seat of supreme power. This Communist pursues a policy of destroying the special economic zones which allow foreign investors to make a profit. Without these, Kahanistan will never muster the money necessary to rebuild.

There is, of course, also the issue of Communism. It is perhaps to be expected that the Reds would seize power over a country plunged into the depths of despair; but that does not make it any less sad that the Kahanistanis would choose shame over the profit and power of capitalism, and by extension, the friendship of the Imperium, of Praetonia and Clandonia, and of every other power that has invested in Kahanistan's future. Today Kahanistan has spit in the faces of its closest friends in the name of an economic policy that will inevitably lead to its death.

The Sacred Emperor is greatly disappointed. We are ashamed and saddened by this turn of events, and while we are not so angry as to act as the Clandonians and Praetonians have, sending a flotilla to enforce our will, we have been truly insulted. The Sacred Emperor expects that a conference will indeed be held to discuss Kahanistani affairs, for he himself wishes to attend, so that President Sklenova may explain the state of Kahanistan to him personally. Our two leaders have much to discuss.

Unlike the aforementioned nations and their blatent unintelligence and belligerance about communism, we wish the new Kahanistani government all the best in it's future endeavors.

Whilst we would encourage the new government to repay any loans and make what amends it can, we must remind others that what goes on in Kahanistan's borders with Kahanistani peoples is Kahanistani business. The fact that this nation's peoples, in a democratic election, have chosen a communist government, is nobodies business but those in Kahanistan, and anyone that their government deems that it should be their business. Just why is it that these nations, who's only objective is ever-greater purses, believe that they have the right to demand what a government can and cannot do with it's own economy? They would not accept such comments in the reverse from a nation 10 times their size - why do they believe that they are qualified?

Whilst communism is not our cup of tea, so to speak, we understand and respect the ideals and it's protectionist policies, which have allowed many nations to become strong economical contenders before opening their markets to world trade.

In closing, all our best goes to the nation of Kahanistan, and all luck to the future. Hopefully, the belligerants that believe they have the right to rule all will not trouble you in the future!

His Serene Majesty's Government congratulates Lieutenant-General Nadia Sklenova on her election as the thirty-fourth president of the Free Republic of Kahanistan.

His Serene Majesty's Government does not expect that the election of a communist will have any detrimental effect on our mutual relations, and respect the choice of the Kahanistani People.

However, we reserve the right to take appropriate action needed to preserve our national interests, and look forward to discussing with the new administration the best path forward so as to ensure the realisation of our mutual goals.

However there has been a new dawn in Skgorria and Atopiana, and I am that light. These two nations have been drawn together into the Empire of the Wolf and now I rule them, giving them far greater freedoms than ever before.

It is in this spirit that I offer you the most sincere of congratulations for your electoral success. You will find no irrational hatred of communism here, only a desire to forge stronger international ties of friendship and trade. I am quite willing to call a conference, as the new Foreign Minister has kindly stated, to discuss the affairs of our state. I hope that all will be resolved then.

For clarification, "Nadezhda" is my full first name, from the Russian for "hope." "Nadia" is the short form, which I generally use and by which the domestic press refers to me.

I look forward to meeting with foreign representatives who would come to this conference.

The Kostemetsian Government fervently supports Kahanistan's new governmental policy, and wishes Lieutenant General Sklenova all the best during her presidency.

While we understand that some nations may not support communism, Kostemetsia does. We are an avowedly socialist country, and while we do not believe in full communism, it is encouraging for us to see another country on the path of Socialism.

The Kostemetsian Government's official statement is that even given that some Communist regimes have gone sour, the people of Kahanistan have every right to take a chance on that event not happening.

Prior to this moment, Kostemetsia had not opened relations with Kahanistan, but wishes to do so now, and convey its full and earnest congratulations to that august nation and its President.

I would be honoured to attend this conference in person - whilst we have not had many dealings with Kahanistan in the past, our strong feelings for the wellbeing of the nation still reside from the days of COMECON.

We must voice our concern at the Praetonian demand for the conference to be held on, of all things, an operational aircraft carrier. One may as well hold it in a POW camp, as that is the undoubtable outcome of a meeting in such a location.

No weapons, you say? Will that be limited to everyone on board? Do not think us so easily fooled.

If one must have a location to any other, may we suggest the airship The Spirit of St Paul. Belonging to the 1st Barronian Magistrate Transport Aerial Fleet, this airship will have more than enough space for all envoys present.

We are more than happy to accept small arms on board the vessel, and envoys will have full access to all parts save the bridge/command room and arms stores. Facilities are available for military-grade encryption to most nations. The fact that this ship will be available to be moored anywhere, whether in Kahanistani airspace, or even over international waters should be reason enough.

The airship is designed to be the best - designed for such state events. Two other airships and several fighter aircraft will be on hand for defence.

Again, we trust Kahanistan to stand up to Praetonia - do not cave in to such a demand.

His Majesty's Government wishes first of all to state that, as an uninvolved party, Pan-Arab Barronia is not invited to the conference aboard the PWS Triumphant and His Majesty will not send representatives to any conference at which this country is represented. His Majesty's intention is to find a swift and amicable solution to the present disagreement between the Royal Georgian League trade area and Kahanistan, and His Majesty does not feel that this purpose would be served by a conference attended by a large number of superfluous which will add confusion and discord.

However, the Government of Pan-Arab Barronia has not seen fit to wait until such a conference to begin creating confusion and discord, implying that His Majesty's insistence on diplomats being unarmed is indication of some sort of conspiracy. On the contrary, arming of diplomats is a distasteful foreign practise in which His Majesty's representatives have never engaged; the purpose of diplomats is not to fight, and the implication that a small party of non-military personnel could overpower a multi-thousand trained military warship crew using pistols even if it were true that His Majesty intends to disgrace the honour of His Realm by murderering invited foreign dignitaries is patently ridiculous, as is the idea that armed foreigners should be allowed onto an airship, of all things.

Finally, Pan-Arab Barronia's exhortation to "stand up to Praetonia" in resisting His Majesty's demands that the lawful property of His Subjects be respected indicates an underlying irrational belligerence that would only prove disruptive to any conference.

His Majesty's Governments finds the election result deeply worrying with Clandonian commentators casting doubt on the credibility of the election process as a whole. In addition to our Praetonian allies comments we suggest the Barronians do not involve themselves in a matter which does not concern their trivial nation. The private property of the Crowns Subjects means the state as a obligation to protect is citizens investments, should the SEZ zones be abolished then action may be taken depending on the severity of the situation at hand. His Majesty's Government likewise voices concern over the threats of armed diplomatic personal, for a civilised country to arm its civil servants of the state and Foreign Office would be a gross misdeed in a separation of the executive and military, rather a 'militarises state' rather than the state military. Such demands to 'stand up' against the freedoms of democracy and the laissez faire economics of the Royal Georgian League only serve to threaten and upset the delicate diplomatic state between the League countries and Kahanistan, if the Barronians wish to challenge the might of the Imperial Praetonian and Clandonian Royal Navy then they would be highly foolish.

Very amusing. Perhaps the it would serve the Praetonians to know that their bullying will get them nowhere in the world. Arming diplomats? It is not them we would seek to arm, but every diplomat has a guard, does it not? Or perhaps the Praetonians are too naive to understand that, on an armed, operating vessel of an obviously hostile nation, one would feel ever so slightly nervous of their situation, given no guards and no weapons?

In case His Majesty's memory is too short for him, we would like to remind him that we encouraged Kahanistan to make amends and to pay back what it owes. However, considering such responses have been received, we have no doubt that nothing but the bankruptcy of Kahanistan will satisfy you.

And, to our wonderful friends the Clandonians - you never cease to amuse. That "insignificant" comment almost hurt our feelings, if we were not laughing. Do keep it up!

His Majesty's only concern is the safety and just treatment of his subjects and their property. Arbitrary seizures, however reimbursed (although Kahanistan lacks the ability to do that in any case), as well as the forcible improverishment of Praetonian investors, as well as Kahanistani former employees, by the imposition of forceful government management of the economy are not consistent with either justice or liberty. His Majesty no more "bullies" Kahanistan to stop this criminal behaviour than a police officer "bullies" a thief into ceasing his activities.

Indeed, such activities are banned between COMECON-SD members by the COMECON charter and, should Kahanistan proceed with them, His Majesty intends to pursue their dismissal from that organisation, as well as the dismissal of Pan-Arab Barronia if she decides to protect Kahanistan from being forced to stop these illegal activities.

Moreover, Praetonian diplomats, wherever in the world they go that they are safe from common crime, are unarmed and unguarded, for the strong arm of the Imperial Navy and knowledge of unblemished past honourable conduct on their own part is sufficient protection from kidnap or murder by their hosts. It is also woth reiterating that there is nowhere in the world one can go that a small number of guards would be able to successfully fight off the army of a country if it chose to seize them, which is precisely why the protection of diplomats is a matter of trust, and why Pan-Arab Barronia's claims of conspiracy on His Majesty's part are so offensive.

Whilst the desire to protect one's own citizens is no doubt honourable, it is worth noting that no nation has the right to impose it's own policies on another. If Kahanistan's economy does not match up to COMECON regulations as far as Praetonia is concerned, then it should be brought to the attention of COMECON as a whole, rather than some show-ceremony on an operating carrier.

We should also like to note Article 1 of the COMECON-SD regulations, specifically:-

"...all member nations that are considered economically developed must eliminate protective trade and labor barriers on products from other member nations. Nations in less developed categories will be given additional time to develop before they are required to dismantle trade barriers in order to ensure they can compete fairly with more developed states."
- COMECON-SD Charter, Article 1

Following it's war with the Doomani, would it not be the case that Kahanistan now falls into the latter category? Therefore, any sanctions that Praetonia would seek to put on it as a result of comparing it to COMECON regulations would be unlawful as a result, and either way. Furthermore, such a case as this would be undoubtedly better solved in a meeting between all members of COMECON, rather than such provocative action as holding war games off of the Kahanistani coastline. As a further note, we trust that Clandonia's involvement stretches only to recompensating it's citizens, rather than to try and use legislation from an organisation to which it does not belong as an excuse to force open Kahanistan's markets to it's own corporate selfishness?

As for your policy of unguarded diplomats - well, whilst any diplomat from any nation, whether it be of our deepest enemy or our greatest ally, would not be harmed on Barronian Imperial Territory, the same may not be able to said for others. Whether you are brave or foolish, we cannot say. We hope it is the former - and we hope you will do more to convince us it is so.
